feels-like temperature. it feels like 1 degree in allentown. feels like 2 degrees in philadelphia. and these numbers in the past 30 minutes have really drop off pvery quickly, especially when that sunsets, these numbers will drop off even more, feeling like 8 degrees in mt. pocono 6 degrees in millville. the winds will keep gusting. take a look at the future feels-like temperature tonight by 11:00 p.m. around the philadelphia area minus 6, by 1:00 a.m. minus 9. north and west you'll be feeling a lot closer closer to a minus 12 as we get into the late evening hours tonight. coming up, glenn will show you more details on the frigid temperatures. a gas line break in egg harbor township. in order to fix it they have to reroute traffic there. nbc 10 jersey shore bureau reporter ted greenberg arrived within the past half hour. >> how long are they expecting these repairs to take? >> well there's no telling right now. that's what the fire chief told me a short time ago, jim and renee. we are at the intersection of rega avenue and briar cliff drive. this is on the border of egg harbor township and hamilton township. this situation has been going on for about three hours now. i can tell you, the odor of natural gas is extremely strong here as well. here's the reason why. around 1:00 this afternoon a contractor accidentally drilled into a 6 inch gas distribution line on rega avenue. within the last 15 minutes south jersey gas company crews were able to stop the flow of gas from that damaged pipe. now, officials tell me there have been no service outages to customers in this area. and they don't anticipate any. that's certainly good news for all the people who live in several housing complexes in this area. there are many developments in the area where we are. and they certainly will be happy to learn from the gas company that they don't anticipate any service outages this evening or later on tonight. so they can keep their heat on. however, drivers within a few miles of this scene have been greatly impacted. we talked with egg harbor township's fire chief just a few minutes ago. >> the impact here is just a traffic disaster. we got hit at a time of the day when i have two large school back here to get 30 school buss apiece in and out. they go through this area that we had to detour getting the kids home from school to these developments as you see here which is surrounded by. and this is a major artery for the people coming off the black hurst pike from the shopping malls coming back into egg harbor township. >> reporter: the fire chief tells me these detours could remain in place for several more hours this evening. luckily, no evacuations and no reports of any injuries. live in egg harbor township i'm ted greenberg, nbc 10 news. a lot of roads in our region are still covered by ice, especially side streets. driving in this weather can really be treacherous. nbc 10 got a bird's eye look at the conditions on folkstone road in wilmington this morning. road crews still have their work cut out for them long after the storm has passed. >> nbc 10's deanna durante has been checking out the side roads all over our area. she's live on board storm force 10. what kind of progress are they making? >> they seem to be making a lot of progress here in bridgeport, take a lack at the roads here we're on ford street heading towards 4th street in bridgeport, just across the river from norristown. this is a main road it's fairly clear but if we go up one of the steep hills in the borough, the residue of a lot of salt. i talked to the borough manager a little while ago. his eight crews have been working tirelessly throughout the last 24 hours to try and get these roads clear. however, some places in our area, there's still a lot of frustration. >> most of the big roads aren't terrible but some of the side roads are pretty snowy and icy. >> reporter: for some drivers, a bit of frustration, nearly 24 hours after the snow has ended. >> this is a hill i would take my time coming out. i going to take time going up and downhills. the blocks around here are a little bit smaller. >> reporter: for others they don't expect what they never had. >> i think it's difficult for the trucks to get around. i live in a cul-de-sac street. it's never, ever done. >> reporter: when it comes to the long hills and narrow streets in roxborough and manayunk the streets department says be patient, they are working on it. >> the challenge we're running into now, the temperatures are starting to drop. >> reporter: we spotted city crews salting today. and lorenz says it's not a miracle. >> the perron you run into when it gets into the colder weather, the salt takes longer to activate with the sun and the snow. >> reporter: now take a look at this hill here as we drive down the hill here in bridgeport you can see that there's still quite a bit of wet patches here. again, crews are hoping that as long as the sun stays out, it will help to get the roads dry. they're also counting on the heavy wind gusts to help dry off the roads as well. but still many problem areas out there. and crews are going to be working through the gunmen shooting an injured police officer but that was just part of the violence there today. 12 people are now dead in what's being called a terrorist attack. >> and france has now raised its alert to the highest level as the manhunt continues for those gunmen. authorities say masked gunmen entered the offices of a satirical magazine today. this was the second attack on that magazine. jacqueline london joins us with the latest. >> reporter: it's the deadliest attack in two decades. francois hollande is vowing to bring those responsible to justice. witnesses say the gunmen were dress all in black with hoods and machine guns. the staff inside was in an editorial meeting when the gunmen burst in and opened fire. one witness said they were so methodical, he thought they were from france's elite anti-terrorism forces but then he saw them shoot and kill a police officer. this afternoon, president obama expressed solidarity with the people of france and called today's violence a cowardly and evil attack. >> those who carry out attacks against innocent civilians, ultimately they'll be -- we will stand with the people of france through this very, very difficult time. >> the paper has been repeatedly threatened for its caricatures of the prophet muhammad and other controversial sketches. two police officers are among the dead as well as the newspaper's editor and a cartoonist. renee and jim? >> thank you, jacqueline. nbc 10's randy gyllenhall spoke to local editorial cartoonists about today's terror in paris. >> randy, what are they saying about whether this will give them second thoughts about expressing themselves. >> they say they absolutely will continue to publish. they want media outlets here in philadelphia and around the world to continue to publish these cartoons in honor of those artists shot and killed in this terror attack. from her pen down to the paper -- >> this is how i start. >> signi wilkinson channels her anger through layers of ink. >> i came in steaming mad. >> reporter: she's preparing an editorial for tomorrow's paper, a scathing sketch of the people who shot and killed her co-workers in paris. >> outrage that this has happened. >> reporter: the cartoon world is a small one, most everybody reads the charlie hebdo paper. it's notorious for pulling no punches, avenfter -- often lambasting certain things. >> they believe in what they're drawing. no one protects anyone from someone coming in with a machine gun and mowing them down. >> it's been a newspaper that everybody was reading since the '60s 0 or '70s. i remember it very well. >> reporter: at the caribou french cafe in center city french nationals mourn for their homeland, the worst terror attack on their soil in decade. >> it's total shock. paris is really really mourning those people. >> freedom of expression. you're entitled to mock anybody and everybody. the french have a tremendous sense of humor. >> reporter: and the french president declaring tomorrow to sexually assaulted them. the three women sat here alongside attorney gloria allred while they shared their stories this afternoon. one of the women claims cosby invited her backstage in 1981. the woman said cosby drugged her before putting her in a dark room and forcefully kissing her. >> i was an early 20s young woman, a little star struck and naive. he had suggested i asked for it. i meant to prove i had not asked for anything. >> two of the women claim cosby assaulted them in the early '80s the other woman says her encounter happened in the early '90s. allred blasted the woman who played cosby's tv wife for years, actress felicia rashad. she said the sexual assault accusations are part of an orchestrated smear campaign to keep cosby off television. she said forget these women, what you're seeing is the destruction of a legacy. tonight, cosby returns to the stage in canada for the first time since november. he has three shows scheduled in ontario through friday. protesters plan to greet cosby when he gets to canada. at least ten performances were canceled on cosby's north american tour amid these sex assault allegations. cosby has not been criminally charged and denied assaulting one of the woman. he also accused one of the women of trying to extort him. bruce caster announce he's running for montgomery county d.a. again. back in november 53-year-old said he personally thought cosby should be arrested but evidence wasn't strong enough to prove the case beyond a reasonable doubt. as for his return to the office in a statement he said quote, i admit that i have known for some time that my most professionally satisfying years with the county were spent in furthering the interest of law enforcement. castor became prosecutor in 1986 and served as the d.a. from 2000 to 2008. he's currently serving his second term as county commissioner. costor is also a member of the pennsylvania police hall of fame and bar of the u.s. supreme court. current montgomery county district attorney announced yesterday she will not seek re-election. and plans to run for judge. a delaware woman and former baltimore ravens cheerleader will face a judge in march on charges she raped a teenage boy and provided minors with alcohol. a final case review for mollie shoddic is scheduled for march 18. shoddic is accuse of having a sexual relationship with a 15-year-old boy at a vacation home in bethany beach. a former philadelphia principal is now the eighth person charged in connection with a cheating scandal at city schools. police arrested lola marie davis o'rourke of williamstown governmenter county. she's charged with records tampering and conspiracy. investigators say she encouraged both students and teachers to change incorrect answers on state standardized tests in order to boost scores. pennsylvania attorney general kathleen kane said this office will continue to hold accountable corrupt school employees who put their own interest ahead of those of students. just under two hours from now, friends and family will be gathering to remember a man killed in a shooting involving two south jersey police officers. >> we reported this story late last month and since then we've been asking investigators about the case. nbc 10 south jersey bureau reporter sydneycydney long in bridgeton. >> you've uncovered new details this afternoon. tell us what those are. >> reporter: jim and renee, that's right. we now know the man behind the wheel of the jaguar that night is in his mid-40s, his name is leroy tut. he was not hurt that evening and he is not known in this community. we found out today that while he was questioned the night of that shooting he was not booked into jail by either bridgeton police or the county jail. this as mourners in this community are still searching for answers. >> i want to know why. why did he have to die? >> reporter: she's known reed for seven years. >> he had text me and called me a few hours before he got killed. >> reporter: she's one of many in bridgeton anxious for answers as to what prompted the police car stop of reed the night of december 30th. it happened near south and henry in bridgeton where she and her mother relit candles today. she wants to know did he waive or point a gun at authorities? all questions bridgeton police and prosecutors have not yet answered. >> everybody around here in this neighborhood and this community can tell you that rahim, one of the cops that shot him has harassed people. he's kicked in people's doors. >> reporter: bridgeton's chief of police wouldn't speak on camera today. he did confirm, though both officers day and worley involved in the shooting are on paid leave. they both had complaints lodged against them that were thrown out. tut, the man driving the car at the time reed was killed was, too, jailed in june in 2011 for failure to appear in court on a revoked license. >> and the bridgeton police chief also tells me he won't necessarily step up patrols tonight but they are aware of tze vigil. they will make sure they can control traffic out here and keep all of the marchers safe. live in bridgeton, cydney long, nbc 10 news. >> thank you. back now to our coverage of this dangerous cold. taking a look at the wind in action in philadelphia's winfield heights neighborhood today. the blustery conditions made things even harder for those who had to be outside. because of this cold some local school kids got a late start to school. >> doug shimell live this afternoon in east falls. doug, that school delay was all in the interest of student safety? >> reporter: yes, it was in the philadelphia school districts and in theory when you send the kids to school a few hours later, it means it will be a little bit warmer. this morning that meant going from 8 degrees to 12 degrees. a two-hour delay sort of helped. >> we came to school late today. when we come out early in the morning it's real cold. i have to wake up at 6:30 to get to school. >> reporter: getting to school through this is not fun in the suburbs or the city. >> i come from south philly all the way up here. yes, it's a little walk and it's cold. >> reporter: how are you doing right now? it looks like your face is frozen. >> i can't feel my fingers 0 toes. >> reporter: the philadelphia school district knows that and tries to confirm that septa and the yellow buss are checked and running and make sure students have on something warm. >> make sure they're wearing jackets and have hats and gloves. believe it or not, in some situations our schools, principals and teachers are ready to provide a student with something if they don't have it. >> reporter: once they get to one of philadelphia's aging school buildings after the long walk and bus or train ride is the heat even on? >> that actually has happened this week. we've had frozen pipes, a situation with boilers in schools. >> reporter: most of the time it is. >> when you are sitting in class, when you get get there, you be cold. by the time second period comes you be warm. >> reporter: a spokesperson for the philadelphia school district says because there are so many old buildings with stone and plaster walls, eventually all this cold radiates through the walls and into the classroom no matter what the thermostat says. live in east falls, doug shimell, nbc 10 news. >> tough to warm up those rooms. bundle up. we're not finished with the cold. >> that's right. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz has been warning us about this. glenn, give us the latest. >> yes it's going to get colder and feel colder each hour as we go through the evening. you don't just want to cover your body. you have to cover the head too. a lot of heat leaves through the head and the ears can be very much exposed to dangerous frostbite. frigid winds, 40 miles an hour is what we've had today. that makes it dangerous cold when you combine that with the temperature and makes it feel like it's below zero. these are the flags blowing at the aramark center. that's certainly not helping things out. the temperature today didn't even reach 25. it's already down to 20. a 20 mile-an-hour wind feels like 4 in philadelphia right now. and in a few hours it will be feeling like it's below zero. and right now, the temperature is in the 20s. at best. low 20s. teens, north and west. and the wind gusts, straight out of the west. and it's pretty strong 30 to 35 miles an hour 36 in allentown and wilmington. it was gusting to 41 in dover, just an hour ago. so it is still very windy and look at these wind chills. down to 1 in allentown, 2 in reading. 8 below at mt. pocono. how cold is it going to feel? as you go through the night tonight, all right, 10:00, 5 below in philadelphia. 11 below in allentown, 23 below in the poconos. as we go into tomorrow morning's rush, look how cold this is. if you're getting up early tomorrow getting out early, you just have to protect the exposed skin because these below zero wind chills are in the danger zone if you expose your skin and stay out for too long a period of time. so it's dangerous cold may have a brief snow shower. 7 for the low in philadelphia 2 north and west as the winds diminish a little bit. now, breezy day tomorrow but not as windy as today. and in the morning, the chill will be below zero. seven-day forecast, a windy day on friday. chance of a snow shower generally to the north. another bitter cold day saturday. sunday is still pretty cold. we don't really warm up much over the next week and next week looks like it's going to get wet and we have a threat of some icing with some of these systems coming through. more on that coming later. that's really gross. >> elementary students in pennsylvania are served bug-infested rice and eat it. the contaminated lunch that now has three schools under inspection. then -- >> turn it off. [ gunshots ] >> this traffic stop almost turned deadly and it's all caught on camera. coming up on nbc 10 news. people in lehigh valley are taking advantage of a program to toss their unwanted prescriptions. people have disposed of more than 1,800 pounds of medications in collection boxes. they include unwanted unused or expired medicines. the boxes are housed in 12 police departments. those boxes were installed in late 2014 and early 2015. officials installed one at lehigh valley hospital last fall. once collected the discarded medicine is then incinerated. what can you drop off? give them something special. gather around the world's best chicken and home-style sides for a dinner everyone will get excited about. kfc. nbc 10 first alert weather breaking news. >> we're dealing with another day of dangerous cold and the falling temperatures are making things harder for people still dealing with what's left of yesterday's snowfall. we found this homeowner in ardmore, montgomery county salting his now iced over driveway. >> and depending on where you are you could see snow this afternoon. first alert weather is tracking it all for you right now. >> and the impact it's expected to have on all of us nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is back now with more. >> glenn, the real extreme here that you're stressing is that the cold weather compounded by those winds is going to make it really rough out there. >> the wind does have an effect on the exposed skin. and if you combine the temperature and the wind and we call that the wind chill or it feels like temperature, that is the equivalent of let's say, if a wind chill is 10 below, the equivalent of a 10 below temperature with zero wind. so we have a first alert weather day because of these wind gusts to 40, creating a dangerous cold. the wind chill is below zero and that's going to last all the way into tomorrow morning. temperatures are in the teens, north and west. down to 20 in philadelphia with a brief snow shower and the warm spot only 23 degrees. the wind chill, the way it feels, getting closer and closer to this zero degree mark. we'll let you know if it's going to warm up and what lies ahead. some interesting developments for next week. it's not going to stay dry and cold all the way through. >> of course working in these conditions is no treat at all. >> that's for sure. nbc 10 delaware bureau reporter tim furlong live in claymont this afternoon. working outdoors is a fact of life for many folks. how are the people you spoke to making out in these conditions? >> reporter: it's a fact of life for me certainly today working out here. lots of us have bosses who put us out here. we founded this firewood place and gardening center on philadelphia pike in claymont. we also found they have a fire pit going. they were over here recycling these christmas trees on to a truck. they have a nice warm fire pit. unfortunately many people are not able to sit by the fire pit. the guys who work here knew it was going to be brutal they say their fingers and toes are feeling the cold by the end of the day. we also stopped by a nearby do it yourself car wash. i know you want the road salt off the car badly but today might not be the day. it is just so cold. down the road we found construction workers clearing a lot where they're going to build a cvs drugstore. except for the one guy we met from michigan who more or less told me to stop whining. >> do you think we're all sissys here on the east coast? >> no i wouldn't say that. if you wear enough layers you'll be fine. >> reporter: i have a lot of layers on there, buddy, it's still not fine to me and many people. it's very cold. i am appreciating this fire pit at this gardening center on philadelphia pike. every public school district in new castle county has said they're going to start two hours late tomorrow because of the cold. brandy wine colonial red clay christina, you know the public schools in new castle county will start two hours late tomorrow because of the cold. live in claymont tim furlong, nbc 10 news. our weather team works around the clock updating you on critical weather information. we push out that information directly to your smartphone or tablet with the nbc 10 weather app. it's a free download. get it right now on our website, nbc10.com. a bank robbery in ocean county this morning put a nearby elementary school in lockdown. police in tom's river say two armed men held up the santander bank on route 37. this is a picture of one of the suspects. there was a shelter in place order while police were investigating. a man accused in a deadly shooting at the pennsylvania municipal building is suing the jail where he's staying. rockne newell is demanding that the monroe county correctional facility provide him special dietary foods. he says the high starch foods cause wild mood and energy swings. newell as you recall is charged with the shooting deaths of three people at the ross township municipal building in 2013. new information this afternoon about a new jersey high school football program rocked by a hazing scanned. football will return next year at sayreville's war memorial high school. the superintendent canceled the 2014 season days before seven players were accused of hazing and sexually assaulting teammates inside the locker room. a judge is deciding -- is waiting to decide whether a former janitor will pay restitution for smoking inside a central new jersey school and starting this fire. jerome hig inwas fined $200 for the incident at james madison elementary school in edison last march. the judge delayed making a decision over restitution because of pending lawsuits involving the school district and its insurance company. students at three pennsylvania elementary schools ate rice with a side of bugs for lunch. take a look at this tiny brown weevil. the bugs were found in the rice served to dozens of students in the west allegheny school district. health department officials say the bugs are not harmful when you eat them and they're immediately killed during cooking but the news didn't sit well with some parents, understandably. >> that's really gross. >> i'd like to know if they were stored improperly at the school or if they came like that. >> a pest control specialist inspected the schools for any other signs of bugs. the school district sent letters home to parents and threw out 80 bags of rice. exploding gun targets targets have been rattling residents in lancaster county for the past week. police say they have zeroed in on the source. people living in martick township say the mysterious blasts have shaken their homes, scaring their kids an pets. some of the blasts were sounding off as early as 4:00 in the morning. from our jersey shore bureau today, a pennsylvania real estate company has reportedly agreed to buy the shuttered atlantic club casino hotel in atlantic city. the press of atlantic city is reporting this deal. an affiliate of the devin-based property group llc is buying the complex. the purchase price hasn't been disclosed disclosed disclosed. the atlantic club closed its door in january. it's under a deed restriction barring it from being used as a casino again. they could be presidential rivals in 2016 but new jersey governor chris christie and witness we governor scott walker will definitely be rivals this weekend as their favorite teams face off in the nfl playoffs. walker said he'd love to see christie at sunday's game between the packers and cowboys in green bay and would even say hello. but don't look for him to join christie in cheering for dallas. walker says christie should stick by cowboys owner jerry jones and shouldn't sit with packers fans. last sunday christie was seen here celebrating with jones in the owner's box. the governor has taken a lot of heat from being an unabashed gushing cowboys fan. a traffic stop nearly turned into a life and death situation for one police officer. >> he comes under attack. we'll show you the video. but first, here's what we're working on for you right now for nbc 10 news at 5:00. still breaking now, this arctic air to blame for a gas main break in south jersey. new at 5:00 we're asking the gas company how long it will take to fix. this bitter weather, a risk to are heart problems. >> how this frigid air puts them in danger. didn't this the drive you crazy, forgetting all the pass words you forget? >> wow, the driver was caught after days of searching. he faces a number of state and federal charges, including attempted murder. the officer remains in the hospital. questionable bookkeeping and financial violations. >> philadelphia's city controller says that's just some of what turned up in an audit of some of the city's recreation centers. the findings were released today. that audit looked at 3 of the 126 recreation advisory councils. those councils are responsible for managing the accounts of the individual rec center accounts. in all that's more than $2 million. one of the centers auditors looked awhat thelook ed a ed at vare and boat and fox chase. >> at the vare center they found accounting records had no details to support expenses. he said the former treasurer of the fox chase advisory council had the council's checks mailed to her home. as you can see, this check had only one signature instead of the two required to help cut down on fraud. >> we saw red flags, trigger ss. i don't know if you would call it probable cause. >> he says because of that information he turned the findings regarding the former fox chase treasurer over to the d.a.'s office. some local students got a chance to meet face to face with what could be their future employers. nbc 10 here at the urban league of philadelphia's second annual college internship fair. independence blue cross hosted this event at their offices in center city. the fair helps prepare students for their future careers by connecting them with local companies offering strong internship programs. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, as cold as it is today, one year ago we had a record low temperature of 4 and our high was 13. but it wasn't as windy as it is today. the frigid winds of 40 miles an hour creating dangerous cold. that's why we have this first alert through tomorrow morning. wind chills below zero. so those bitter winds combine with very low temperatures to create danger there. also there are frozen pipe issues around here. the traffic is moving just fine ab at least for now. next week may be a different story early in the week. we may have different kinds of weather problems. it's 20 degrees now. feels like 4 with sustained winds at 20 miles an hour, gusts to 26 at philly international. and across the rest of the area it's ranging from the upper teens to the low 20s. and the wind gusts still well over 20 miles an hour. in some cases, well, wilmington 36 mile-an-hour wind gusts. wind chills in the single digits approaching the zero mark in the northern suburbs. it is going to be in the single digits overnight. this arctic air mass settled right on top of us as we've been warning you for more than a week. 5 below tonight in the poconos. these are temperatures. 7 in philly 2 in allentown and reading. 5 in trenton. and how cold is it going to feel? how about 20 below in the poconos, 15 below in allentown and reading, 12 below in doylestown, 10 below in mt. holly. a balmy 0 in cape may, atlantic city. and minus 10 in philly. that's the lowest it's going to get during the night tonight. a few snow showers coming through. they are winding down as the sun starts to go down. some of them headed toward the shore, the last of that. now, tonight, the brief snow shower but the cold of course is the big story. 7 for the low in philadelphia. 2 north and west as we just showed you. the wind not quite as strong tomorrow morning as it will be this evening. high temperatures tomorrow only near 20 degrees. in the morning, it's going to be feeling like it's below zero. then barely to freezing on friday plus wind. that's no picnic either. it's colder again on saturday. more bitter cold. still pretty cold on sunday. and then next week this arctic front stalls to our south and moisture rides along it and we have some chances some of snow to the north, rain to the south and some potential ice in between. especially monday and tuesday. now this rings a bell. this is 1996 on this date the blizzard of '96, the biggest snowstorm in philadelphia's history, 30.7 inches of snow just shut down the city for a few days there. >> a trip down memory lane. >> yes, that was my first winter here and the first big storm. >> i remember that. we put you to work right away on that one, didn't we?
