this morning along wilson street in trenton. >> nbc 10 south jersey bureau reporter cydney long live in new jersey's capital city. >> what have you learned in terms of what led to this morning's violence? >> reporter: well, renee and jim, we know the two police officer s were in fact wearing bulletproof vests but came under attack almost as soon as they arrived on the scene this morning, this for a man standing in the middle of the street with a gun. why he was there and didn't surrender to those police officers, we're still waiting for those answers right now. >> the suspect right about there. suspect opened fire on their vehicle. >> reporter: witnesses tell us the gunshots lasted close to a minute. clearly a fire fight and it woke them up from a sound sleep this morning near wilson and reservoir in west trenton. maureen turner dialed 911. >> he said, ma'am, we already have police on scene. i'm trying to figure out how there are police on scene and am hearing the shots so i realized it was an officer-involved shooting. >> reporter: skyforce 10, see two dozen shell casing markers. the crime scene unit spent the day gathering evidence and said the officers suffered only minor injuries from flying glass during the barrage of bullets that struck their windshield. >> just from the scene, looks like they were fired upon before they got out of the car. >> reporter: police returned fire. they heard as many as 20 shots, killing the suspect. neighbors want to know what led to the shooting. >> before the shots were fired, there was a little girl on wilson street and she was outside crying and banging on one of the doors. >> reporter: police still piecing together the facts of the case say their officers are lucky to be alive. >> any time you're involved in a shooting, it's a stressful incident. you think about your family and your life could have been ended today. >> reporter: and what we still don't know is who the officers are. and how they're doing this afternoon. but they were hospitalized. or the suspect's identity. we're told police are notifying his family. we were also told hours ago that police would hold a press conference here and just as soon as that happens, we will get you some more answers. live in trenton, cydney long, nbc 10 news. in the last hour, a road in delaware county re-opened after a pico crew hit an underground gas main bringing traffic to a stand still here. skyforce 10 over route 252 in upper providence township. the accident happened around 11:00 this morning. the road was shut down between palmers mill road and rose tree road as crews try to repair that gas line. again, that section of 252 has since re-opened. and 20 minutes of nonstop news continues with the ongoing search now to find the killers who attacked two women in their own home more than 12 hours ago. a 911 call came in just before 3:00. a 57-year-old woman says three men forced their way into the home on 53rd street. attacked her and her 62-year-old roommate. and that roommate was found dead in a first floor bedroom. investigators say she was naked with bruises on her body. neighbors are in disbelief. >> whoever did it is not right. you talk an angel, she was an angel. she didn't do nothing to nobody. doesn't make no sense how she died. that was not right. >> the woman who survived was taken to the hospital in stable condition. she's being heavily guarded now by police because she is the only witness. customer at a mcdonald's who stabbed an employee because it was closing time. police say the man seen at this cash register became upset because the grays ferry restaurant was closing and he was asked to leave. the suspect followed one of the employees outside and then continued to argue. when the employee tried to walk away, the suspect stabbed him in the back and then chased him through the parking lot. nbc 10 was at the scene on grays ferry avenue last monday. no other employees were hurt in this confrontation. the victim was treated at the hospital of the university of pennsylvania and is expected to recover. the man accused of abducting a woman off the street in philadelphia has now been indicted on federal charges. the u.s. department of justice announced the indictment this afternoon. barnes appeared in a philadelphia courtroom for the first time yesterday. and was given a public defender. delvin barnes will appear again tomorrow for a bail hearing. investigators say barnes is the man in this surveillance video kidnapping carlesha freeland-gaither off a street. after an intense manhunt, she was rescued three days later. today the philadelphia city council honored all the people who worked together to bring her home. >> we commend all involved for their great work and extend to them the sincere respect and admiration of this legislative body. congratulations. >> the council presented a citation to the philadelphia police department, fbi and atf for the rescue of carlesha freeland-gaither and recognized the public for providing police are critical information that includes dwayne fletcher who called 911 after the abduction and gave details about the kidnapper's car. carlesha's father was at today's ceremony and thanked fletcher for his actions. >> i just wanted to thank the media, i want to thank the police department, and also i want to thank the hero of my daughter, the one that told everything. [ applause ] >> freeland says his daughter is also the hero. he believes her kindness also kept delvin barnes from harming her. happenening right now, the sniper accused of killing a pennsylvania state trooper and leading police on the manhunt for weeks is in court. eric frein is appearing via video in commonwealth court. our affiliate in northeastern pennsylvania says the hearing is over. an amendment to the criminal complaint against frein. facing several charges including murder for the death of corporal bryon dickson. we have new information on the accident that injured kathleen kane. doctors say she's still not ready to return to work. in a statement today, kane's office said since the accident the pain in her neck and back has intensified. attorney general kane will continue to work from home. she communicates with her staff and kept apprise of all activities. the accident happened when kane's official vehicle crashed into a parked car . the driver took his eye off the road to pick up an iphone that fell on the floor. she was not wearing a seat belt and her head hit the car window. kane suffered a concussion, neck and back injuries. she continues to undergo testing and physical therapy. she could tentatively return to work on november 24th. the company that owns the trump taj mahal is threatening the union with a closing. trump resort says it will close the taj on december 12th if unite here local 54 doesn't drop its appeal of a court ordered savings package. appealing a court order that terminated its contract canceling health insurance and pension coverage. trump kpentertainment ceo says e appeal must be withdrawn by the end of this month to avoid a december 12th shutdown and loss of 3,000 jobs. atlantic city's casino revenue fell by 4.4% for the month of october compared to a year ago. the casinos took in $207 million last month. last october they brought in $216 million. if you exclude the four casinos that recently shout down, the surviving casinos actually increased their revenue by nearly 20%. authorities are looking for the cause of a fire that forced a dozen people from their home. this all started overnight in a row home along florence avenue. it spread to the next two homes. officials say there were downed wires on fire in the alley behind the fire scene which made it difficult to bring the flames under control. no injuries were reported here. some of the dozen displaced residents are being helped by the red cross. skyforce 10 over a fire this morning in camden. it started in an apartment at broadway and mt. vernon street. fire crews were able to get it under control. no one was hurt. the cause is under investigation. from our delaware bureau now, wilmington firefighters spending the day making the public safer. they went door to door here in the city's east side neighborhood to make sure families have working smoke and carbon monoxide detecters. if they didn't, firefighters installed them. the national fire protection association says three out of every five fire deaths happen in homes that don't have working smoke detecters. happening now, new safety inspectors sworn into office. >> they're part of philadelphia's department of licenses and inspections which oversees a broad range of safety issues spanning the city. nbc 10's deanna durante live at city hall where those inspectors were just sworn in by the mayor. >> deanna, tell us what roles these inspectors will be playing? >> reporter: well, they're going to be a bigger show of force for the city's licensing and inspection department. 37 new inspectors added to the force that was already 167 inspectors in the ranks going out and looking at building projects. all of this part of changes that have come out of the fatal market street building collapse that happened last summer. you'll recall that lni went to city council in the fall and asked for more money. money to fund getting more inspector, $2 million city council has given an extra $2 million to the department of licensing and inspection to hire these 37 new inspectors. joining me now live is the commissioner of lni, carlton williams and now, that collapse, that collapse scene, that was licensed. there were inspectors that had gone on the scene. how will these 37 new employees prevent something like that from happening again? >> well, we've strengthened our policies in reference to how do you get a demolition permit? used to be an overhead account permit, now it's a 20 day plan review. new site safety plans and inspection schedules are put in place. these inspectors will help us be able to expedite those inspections to ensure we're on sites more proactively and responsibly. >> reporter: the 37 new inspectors were sworn in just a little while ago in the mayor's reception room in city hall. they should be out on the streets, the public the mayor says should see them right away. 37 more people. coming up at 6:00, we'll tell you how the mayor and commissioner williams say the public can play a role in preventing tragedies line that and show you and tell you about the new changes that have been implemented since the collapse. that's the latest, reporting live inside city hall, deanna durante, nbc 10 news. one of the newly elected members of congress from our area began his freshman orientation in washington, d.c., today. democrat brandon boyle from pennsylvania's 13th district is among the 50-plus new members who went back to class today if you will at the congressional visitors center. he'll represent philadelphia and montgomery counties once he's sworn in. he says he's humbled by the responsibility he will have to his constituents. >> last night when i was walking through the halls of congress in, the patriotic american in me kicked in and was more just amazed at what an honor that this is that i have. >> boyle is taking over congresswoman allison schwartz's seat. she lost her bid for pennsylvania governor in the democratic primary back in may. we have new video this afternoon from the robotic lander that's now sitting on the surface of a comet. this is a photo sent back from the spacecraft. you can see one of the lander's three legs in the lower left-hand corner. the european space agency made history yesterday by landing a spacecraft on a comet for the first time. it appears to be ing:dí the sh of a cliff, scientists say, which could cause a problem for its solar panels. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, the cold air is certainly coming in and it feels a little bit more like december out there. we also have rain that has moved in to parts of the area and it's increasing pretty quickly across the region. some snow to the north and west, as we go into the evening hours, and a long cold spell with this particular cold air mass. it's going to be even colder next week. it's 46 degrees now. the wind is not that strong. so the windchill was 42, but it's 17 degrees colder than it was at this time yesterday. and it's already down to 38 in reading, 39 in pottstown. so we're getting closer to snow-like temperatures and it's only in the mid to upper 40s in southern areas. now, we continue to see these temperatures drop 20 degrees colder than at this time yesterday in lancaster and pottstown and in dover. pretty uniform. now look at this area of rain. it's a solid area. extending from philadelphia well past berks county. and just to give you an idea, we're looking west of lancaster now, but see these little areas of blue? that is rain changing to snow and this happens first at the higher elevations, so whatever county you're in, north and west, berks county, chester, monday co montgomery, if you're at a higher elevation, you'll change over to snow first. you can see the intensity of the rain increasing some. and not quite there in the poconos yet, but it's pretty close. especially if the precipitation gets heavier, you can see some of that snow make its way down to the ground. now, to the north and west, we do expect the rain across the area increasing, getting heavier, and starting to turn over to snow. this particular computer model i think is a little too conservative with the snowfall. so let's say this area of lighter green would be the snow coming into the reading area, certainly by 8:00. but it's not going to last all night. it's not going to be especially heavy. it's not going to accumulate on roads. here we are 11:00. there's the rain down south and east. and steady snow up in the poconos. now, the poconos could see some snow accumulation, inch or so. here's around the lehigh valley. around midnight, a little after, then it's gone. so this is a brief thing. this is not a big storm. or anything like that. and the wider view, you can see the area of rain stretching down to the south and east as we go through the night. some snow north and west. but it is not a steady area, and then it is clearing by morning. that is a good bet. so you don't have to worry about snow for the morning rush or ice or anything like that. periods of rain. some snow and sleet mixed in north and west. 33 for the low in philadelphia. 28 in the suburbs. that's after everything ends. sunny, breezy, colder tomorrow. highs only in the low to mid 40s. and with that wind, it will feel like it's in the 30s. the seven-day forecast, even colder on saturday. look at these low temperatures. cloudy, but dry on sunday. then the rain comes in monday. yeah, it's warm enough for rain then. then the arctic blast comes tuesday and wednesday. a local police officer's life in danger. >> enter three people who changed what could have had a very different outcome. >> and give mr. joe chambers a real big round of applause. >> yeah, in some cases, jim, things change minute-to-minute. a few minutes ago there was no snow. camelback in the poconos. now you can see a few flurries. it's not all that impressive yet, but we're just beginning. as you can see, just in the last three hours, it's gone from practically nothing to a fairly solid area of rain. and in that area, inside of it, we have these little areas of pink. that's generally the higher elevations where we're seeing a change wherever to snow. this carbon and monroe counties, and you can see, we're starting to see the pink and the white indicating that snow. so we're going to be seeing that changing over to snow in the poconos, and in other areas north and west during the next several hours. it's not going to last all night, but we'll tell you about what to expect for the morning and when the real arctic air is coming with the seven day in a few minutes. >> we all remember last winter, right? local communities really learned a lot from last season. >> today nbc 10's doug shimell spoke to some about their plan of action before the bad stuff comes our way this time. doug, are they prepared? >> reporter: yell, in a word, yes. many communities like plymouth township and others have vowed after last year's winter, broken equipment and no salt, never again. they rinsed out the last of the leaves and put away the lawn mowers in upper hanover township because it is now that time of year. >> i love snow. i can't help it. i'm the crazy one here. >> reporter: tom has 90 miles of road in northern montgomery county, and everything has recovered from last winter's marathon that destroyed budgets and equipment. >> normally we get about a year to two years out of a car. we were literally getting a month and a half, two months because we were constantly out plowing. >> reporter: it's $10,000 to $12,000 per blade. and it broke small town budgets. along with overtime, fuel, and the skyrocketing cost of salt if you could find it. >> we were probably over by 25% to 30% in each line item, so it was not a small amount of money. it certainly added up pretty quick. >> reporter: in plymouth township, they added another $100,000 plow and salt truck to the fleet and workers that took a beating. >> in the overtime budget line item, we were over budget by about $40,000. >> reporter: so going into this winter, the old worst-case scenario budget has now been replaced by the new worst-case costs from last year. >> right now we have about 1,200 ton of salt and about 400 ton of mixture. and that should hold us, hopefully we won't have anything until the end of this year. we should be in good shape. >> reporter: you just jinxed us. >> yeah, probably. >> reporter: and many communities are hoping this new worst-case scenario winter budget holds up at least until the next one comes along. and that's hopefully not this winter. live in plymouth township, doug shimell, nbc 10 news. >> nbc 10 did some checking with the other states in our region about their road salt supplies. here's what new jersey tells us. they're 100% stocked at capacity with 164,000 tons of it. and they're expecting another 20,000 in january and february. all right, in delaware, they tell us they've also got a full inventory for the season ahead. deldot has easy access to the port at wilmington to get additional shipments from overseas as they need them. all new at 4:30 today, concerns about the football helmets that area high school players are wearing. >> university research suggests certain helmets put your child at a higher risk for a concussion. for more than a month, the nbc 10 investigators have been asking hundreds of area schools for their records to see which helmets they're using. >> harry hairston is here with a story you'll want to watch before your child's next game. harry? >> hey, listen, we asked 271 high schools and school districts for their helmet inventory. out of the 76 school districts that responded, we found some schools own a style of a helmet a virginia tech study calls marginal for preventing concussions. >> here we go. >> reporter: it's friday night in october. the upper darby football team is prepared to play lower merion. upper darby is just one of the more than 200 schools and school districts the nbc 10 investigators asked for information about their football helmets. >> let's go. >> reporter: we compared the data we compiled with this virginia tech study on football helmet ratings. >> we take each helmet and we put it on a head form and we drop it. >> reporter: i went to virginia tech to sit down with the head of the university's department of biomedical engineering and mechanics. the staff tested 26 helmet models in what is called a drop test. then gave each a rating. five stars being the best. one star being the worst. >> you take a one star and you compare it to a four or five star, it cuts your reduction -- cuts your risk of concussion by 50%. >> reporter: the riddell vslr helmet is the only one that gets one star and considered marginal in helping to prevent concussions. what do you say to the schools still using the vsr4, the one-star helmets? >> get rid of them. >> reporter: seven schools in the delaware valley that responded to our revest have the vsr4 in their inventory including millville with eight, burlington has 12, west windsor plainsboro have six and confirmed players use two. upper darby has the most. 78 out of their 175 total helmets. >> this year i can tell you in just keeping track of this, we've had no students have received concussions in wearing that one-star helmet. >> reporter: upper darby superintendent richard dunlap tells me not all the vsr4 helmets are being used but couldn't say how many were making their way onto the field. we also found two dozen vsr4s at the middle school in allentown. the athletic director says he's not concerned because just like upper darby, and every other school that responded to our request told us, the national operating committee on standards for athletic equipment, known as nocse, certifies reconditioned helmets. >> if they say, hey, it meets all nocse requirements, i would have my child in that helmet. >> reporter: executive director mike oliver spoke to us from kansas city. he tells us virginia tech's research is good in hetheory bu should not be the only research parents and schools look at. he points to a university of wisconsin study of suspected rors of concussions in high schools and determines there was no connection between concussion and model and age of football helmets high school players use. >> we know that the things that cause a concussion in a particular circumstance in most cases are not related to the helmet performance. they're related to the other circumstances, other variables. the health of the player. prior injury history. how well the helmet fits. >> reporter: oliver also tells us the reconditioning process helmets go through each year is rigorous. >> all the pads are taken out. the face mask is removed. and the helmets are examined for cracks, splits, other things that might disqualify it from being used. >> reporter: reconditioning and recertifying a one-star helmet does what? well, you can today with frontier airlines. the airline is celebrating its second anniversary at trenton mercer airport by offering $22 fares. you must buy the tickets before midnight and then use them between december 3rd and the 18th. the destinations include atlanta, chicago, and cleveland. there are also several options in florida including ft. lauderdale, ft. myer, orlando, tampa, and west palm beach. victory for uber, the controversial ride sharing service won approval today in harrisburg to operate in most of pennsylvania. philadelphia still off limits. the state public utility commission which regulates taxi and limousine service in every county except philadelphia ruled that uber can operate statewide for two years but the service must meet requirements for car insurance, driver background checks and financial reports. puc commissioners say this is uber's last chance to do business in pennsylvania. the order does not apply to philadelphia where the ppa has been against the uber-x service. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, it was feeling like september a little while ago. just yesterday. and now things have really changed. we have rain across the area. a cold rain. in some places, we've got some snow. and in other places that are raining now, it will change to snow. and then a long cold spell. now that the cold air is in here. we have cloudy skies now. 46 degrees. wind is 8 miles an hour. 42 degree windchill. 17 degrees colder than we were at this time yesterday. we were 70 degrees over the last couple of days. 47 so far today. and 44 tomorrow. with some wind making it feel like it's in the 30s. all right. here's a live picture of blue mountain. we have seen some snow now that i'm showing to you live. it's tapered off a little bit. of course, you know how that happens. right now, we see temperatures that are getting a little closer to the freezing mark. the roads are warmer than the air because of that 70-degree weather, so it would take a lot for it to stick on any kind of road. but it's 35 in mt. pocono and in pottstown. 37 in quakertown. but it's cold enough to snow, it can still snow when it's above 32. it's whether it's going to accumulate on a road or not. now, it's not nearly as cold to the south. it's 37 in kenneth square. 45 in mt. holly and wrightstown. 44 in trenton. 45 in millville. 43 in dover. and the temperature, of course, will continue to go down. this is the live radar, and you can see a large area of rain with a few little blips of that pink or maybe some white in there indicating a mix or a changeover. so we're seeing more of that west of lancaster, but here in western chester county in some of the higher elevations, that's where it changes to snow first with this kind of weather pattern. there you are in the poconos with some of that pink. changing over to snow. that's going to happen more and more as this precipitation gets heavier. and the temperature gets colder as the sun goes down over the next couple hours. we have to watch this pretty carefully, because this is not just light precipitation. but the future weather computer show it continuing to move to the south and east. and not hanging around all night. it's not going to be there when you get up in the morning. and if anything, the sun's going to be coming out. but it's going to be cold. colder than today. and windier than today. periods of rain with some snow, or wintery mix north and west. 33 for the low in philadelphia. 28 in the suburbs. tomorrow, sunny, breezy, colder. low to mid 40s. windchills in the 30s. and the seven-day forecast, even colder on saturday. cold, with clouds sunday. but it warms up just enough for rain on monday. and then the real arctic air comes in for tuesday and wednesday. they stared danger right in the face. >> well now they're getting special recognition. an officer trapped inside a burning police cruiser and the people who dared to run toward the flames to save him. nbc 10 is there as those heroes get noticed. while police officers are out on the streets protecting us every day, sometimes they need our help, too. >> and that's exactly what a group of people did when officer mark kimsey's car was in an accident and burst into flames. today the city of philadelphia said thank you. >> i ask everyone if you can please stand and give mr. joe chambers a real big round of applause. [ applause ] >> this morning, the city council presented 17-year-old joe chambers with a citation recognizing him for his bravery that night. officer kinsley was responding to a call saturday when his cruiser collided with another car at 28th and tasker. the car caught fire and he was trapped. chambers, who's also a volunteer firefighter, ran to help and lifted officer kimsy through his cruiser window. he got a chance to thank chambers when he visited him in the hospital that night. kimsy says he doesn't remember much from the crash but he will always remember what chambers did to save his life. >> i just want to thank the council for presenting this to joe. he deserves that and a lot more than i can ever give him or pay him. just thankful that he acted so i can spend more time with my family. thank you. [ applause ] >> the council also thanked joe testify myers, christopher gallagher, and dante johnson who ran over to help chambers during the rescue and council presented them with jerseys and signed footballs from the philadelphia eagles. great to get that recognition. >> sure is. >> stepping in when somebody needs help.
