And it was just ten days ago that another pregnant mother was shot and killed on the streets of philadelphia. 25yearold megan doto and her unborn child both died after she was shot in the head on adams avenue in frankford. The suspect in that shooting, 27yearold Devon Guisherd still has not surrendered to police. His target was not megan who happened to be sitting outside but a car driving down the block near adams avenue. Now your nbc 10 first alert weather. Most of the rain is still to our south. This entire system has to track up the eastern seaboard. Its moving in our direction before it clears out. We have quite a bit of rain to deal with before we see more sunshine. Sussex couldnt tu, delaware, the light rain moves into this area. Theres a lot more farther to the south like i just showed you. That will be moving in overnight tonight. The rest of us seeing overcast skies, increasing winds. Winds are gusting near 25 miles an hour for most of the area. As we go overnight tonight, those winds will increase. Heres the time line from now until about 7 00 p. M. It will stay cloudy, windy with rain mainly to our south. From 7 00 to 9 00 tonight, it will stay windy and rain will mostly be in delaware between 7 00 and 9 00 p. M. From 9 00 p. M. To 11 00 p. M. Tonight, the rain moves to the north fairly slowly, approaching the philadelphia area by 11 00 p. M. Tonight. Overnight, heavier rain comes up. Nbc 10 news is there as three suspects surrender to Philadelphia Police nearly two weeks after an attack on a gay couple in center city. The suspects are all from bucks county, their mug shots released to nbc 10 news within the last half hour. Tooted attorney for one of them is telling his clients side of the story to nbc 10 news. Nbc 10s Deanna Durante is live where the suspects are being held. Youve been learning more about this case today. Reporter we are, the three suspects still being processed here at central detective in the center city section of philadelphia. Now weve learned more about the police investigation, what they were looking at during this case, this case that began on september 11th when the two men were beaten. And weve also learned what some cell phone video reportedly shows. Walking alongside his attorney, dressed in a shirt and tie, 24yearold Philip Williams walks into central detective. The bucks county man work as an electrician and has no criminal history. Tonight he is now charged with an attack on a gay couple some have labeled a hate crime. In no way, shape or form was this incident related to any Sexual Orientation whatsoever. This was a mutual confrontation that started because two individuals got into an argument out on the street. And with respect to how it escalated, thats unfortunate. Reporter perry says his klein the was there as words were exchanged and only became physically involved after one of the victims threw the first punch. It only escalated after the purported victim hit a girl in the face. Shes visible walking down the street. Thats her only connection to the attack. There were a lot of people out on the street. I will tell you that miss knot is homophobic and she didnt utter any slur to anyone whatsoever. Reporter sources tell a different story and those sources close to the case say they have viewed cell phone video where those in the group can be heard yelling but the video does not show what led to the fight. A third suspect, 26yearold Kevin Harrigan turned himself in with his attorney who chose not to speak on his clients behalf. Now, just minutes ago i did get off the phone with that lawyer representing harrigan. He tells me he doesnt agree with the version of events that have been said publicly as to what happened. He did see video that shows some of the fight and supports his clients claim that this was not a vicious, random attack. His client regrets his involvement. Officers asked people to steer clear of the sticklerville neighborhood during their investigation. Police notified township schools as a precaution. Staff then got out the word to the parents. Just secure the outside. We sent around officer to make sure the kids are safe. Normal school is going on. Theres no threats to the school. Police say two people are now in custody although its not clear why they were called to the home. They continue to look for a third person. The man suspected in a shooting death of a teenage girl in philadelphia was denied bail. 19yearold darian person was arraigned this morning on charges of murder and conspiracy in the killing of 15yearold aisha abdul ramon. Person turned himself in around 7 00 last night. The deadly shooting happened monday in the olney section of philadelphia. Police say ramon was an innocent victim who had nothing to do with the alleged school brawl which investigators say led to that shooting. The manhunt in the poconos for an alleged cop killer has nowc stretched into a 12th day and frustration is growing for people in the poconos who continue to live in fear. Doug, what are investigators telling you about their search for eric frein . Reporter well, Pennsylvania State police say they have, in fact, had confirmed positive sightings of eric frein, sightings from both the general public as well as some of the more than 300 law enforcers who have been searching the dense woods surrounding eric freins home in Monroe County here. They say parentally these sightings have not been positive enough to either warrant a pursuit, capture or a kill for the alleged fugitive sniper survivalist. They say frein has been leaving behind pieces of telltale evidence. Investigators say they have executed search warrants in many of the hunting cabins and summer homes that dot these dense forest lands up here. Lieutenant colonel George Bivens talked about some of the telltale pieces of evidence eric frein has supposedly left behind. We continue to find evidence of freins presence and have found several items he has abandoned or hidden for possible future use. Some of the those items include suburban cigarettes and soiled diapers we have found in the area, among many other things. Now, if youre wondering about that reference to soiled diapers, this is something that Lieutenant Colonel bivens said is part of that socalled Sniper Training manual that was found in eric freins jeep which apparently those diapers would be warn if he were to be staying in one police for a long period of time and did not want to attract attention or movement, perhaps by some of the search teams during the day or by some of the infrared cameras from the Police Helicopters above at night. It sounds as if theres starting to be a little bit of frustration on the part of both law enforcers, here we are coming up on the second week of this search and still no hard capture or kill and frustration on the part of the journalists who have been covering this now because they have been lacking as many answers as the state police have. Pennsylvania governor tom corbett signs a new cigarette tax into law to help fund philadelphias cashstrapped schools. A state Senate Passed the 2 per pack tax yesterday and the bill is expected to generate an estimated 49 million for the School District this fiscal year and 80 million in the following years. We must remember this is only a start to solving the Financial Issues that confront the district. We must continue the progress that weve made and work towards a fair funding formula that will put philadelphia and all School Districts on a Firm Financial footing. The tax will only apply to cigarettes sold in philadelphia. Corbetts opponent in the governors race, democrat tom wolf released a statement about the signing of the cigarette tax bill. He says, quote, the reason Philadelphia Schools are in a situation where they need to rely on a cigarette tax is the direct result of governor corbetts failure in leadership. Philadelphia city controller releases a new report on the citys overtime costs. It found that 700,000 could have been saved if the city had additional staff to work regular shift instead of paying overtime. The controllers report said when employees in the citys older pension plan work extra hours it cost the city a staggering 219 more. City agencies need to do a better job monitoring their overtime. While there is no one perfect system that fits all circumstances, Agency Management needs to be mindful that overtime is costly. The Department Ac ected for the controllers review included the department of health, the department of human services, the managing directors office, the Records Department and the philadelphia water department. We dont have the rain just yet. Theres rain approaching the area. Its all to our south right now. As we go overnature, thats when we can expect some of the heaviest rain through the overnight hours. It will be here for the morning commute. A rainy morning rush for just about everybody but ill show you just a minute, it depends how early you leave, you could running into some of the heaviest rain. Pretty uniform temperature because everyone is seeing the cloud cover. Everyone is feeling the winds, too. Winds are gusting near 25 miles an hour. Closer to the shore near 30 mileanhour wind gusts in Atlantic City. Overnight tonight, the winds continue to increase, especially along the shore and they could be increasing to near 40 miles an hour. Heres a look at the area. Were mostly seeing the clouds. The rain is to our south. Light rain through parts of Sussex County. Now we take a wider view. Its all because of this area of disturbed weather, big area of pressure spinning off the carolina coast. That means for us well expect quite a bit of rainfall manly overnight tonight from it as it moves north. Along the shore, very a strong onshore wind. Winds overnight at 40 miles an hour. We have high surf, a high risk of rip currents. If youre along the shore, keep in mind that overnight tonight, heavy rain and increasing wind will continue there.
