delaware. now just a few sprinkles moving through southern lancaster county and a few isolated sprinkles in chester county. most of these will be lingering to the west on and off today. a lyle shower is possible while the rest of the area is dry. 49 in exton, phoenixville is at 50 degrees and in montgomery and bucks countys, pretty much the same, upper 40s and low 50s. newtown at 50 degrees right now. some areas will get breaks of sunshine. i'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. let's check in with jessica boyington see how traffic is looking on a wednesday. >> we're watching the vine street expressway right now for some ongoing construction that's blocking it off in between broad street and the schuylkill expressway. so an active scene there right now. no cars on the roads, westbound or eastbot'd in between that point. most likely that is a construction vehicle. it should be closed until 5:00 this morning. we're watching more construction over on the schuylkill expressway. this is on the schuylkill headed eastbound just around the blue route. the right lane is closed that you can see eastbound or westbound, no problems with the drive times. at the most, it will take you 12 minutes going from center city to the blue route with speeds in the 60s. new from overnight, flames and gunfire. police say a man was shot when he opened his front door. nbc 10's katy zachry is live at philadelphia police headquarters to explain what happened. i know you've been gathering information for the last couple of hours. walk us through this. >> within just the last few minutes i spoke one on one with one of the investigators who was at the scene of this shooting. there's no question, police believe the fire and shooting are no doubt connected. take a look at the video we got soon after the shooting took place. it happened in the overbrook section on lebanon avenue. the victim, i 19-year-old man was at his home, this is where he lives. he was with family and friends when they noticed a fire on the front porch. they opened the front door, went out to investigate. that's when according to witnesses, there was a shooter on the front porch and began firing at the 19-year-old who lived there. the 19-year-old and his family, they went back inside the house, tried to shut the front door on the shooter. but the shooter was able to fire at least three rounds through the front door. those three rounds hit the 19-year-old all in the upper part of his body, including his chest. he fell to the ground inside his living room. the shooter ran off, according to witnesses. when police got there, they transported the victim to presbyterian hospital. at last check he is still in surgery, in extremely critical condition. that's straight from one of the investigators on the scene. police are right now at the home where this happened, where the fire broke out on that front porch. they're also at the home of who they believe the shooter is, because according to witnesses, they know the shooter. he has an ongoing feud with the victim. i'll get more into that coming up in the next 25 minutes and i'll explain why police are so sure the shooter set the fire on that front porch. reporting live outside police headquarters, katy zachry, nbc 10 news. four minutes past 4:00 right now. a woman with special needs is recovering after being pulled from a burning home. the home on marvine street in hunting park was at about 6:45 last night. this was captured on a cell phone, firefighters bringing the victim out on a stretcher. >> we didn't expect it. it caught everybody off guard. so sad. >> the victim is in stable condition. fire officials are looking into what caused that fire. the ntsb's final ruling, the cause of that deadly amtrak crash in philadelphia was a distracted engineer and lack of fail safe technology. federal investigators yesterday said the train most likely ran off the rails because the engineer, brandon bostian was focused on a rock-throwingence dent he heard about over the radio, lost track of where he was and increased the speed of the train. last year, the train went into a curve at 106 miles an hour, more than 50 miles offer the speed limit. the ntsb alsoç blames the railroad industry's delay in installing positive train control, the equipment that can automatically slow down speeding trains. >> i'm very concerned that we're going to be ba in this room again hearing investigators detail how technology that we have recommended for more than 45 years could have prevent yet another fatal accident. >> amtrak has taken full responsibility for the derailment and says it has already installed the automatic controls on all tracks it owns from boston to washington. the company promised to carefully review the ntsb's recommendations. a vigil will be held at bridgeton high school, cumberly county for two teens killed in a car crash after the program. they died last weekend when their car veered off the road and crashed into a tree. it happened on their way home from an after-prom celebration in ocean city. state police and investigators are examining the car involved to determine if there was a mechanical failure. 4:06. the public has a chance to chime in on the philadelphia school district budget. yesterday, city council heard from the school superintendent. william hite says the district's funding is good but deficits are looming in the five-year plan. changes in real estate tax structure and the end of the cigarette tax are predicted to leave the district with a big financial hole. the list of alleged co-conspirators in the 2013 george washington bridge closing scandal will not be released yet. a federal appeals court granted an anonymous stay. a federal judge last week ordered the names released to the public. a hearing to decide the matter is now scheduled for june. well, sexers fans have raez be to be optimistic this morning. the team won the bell. it is thicker for tom's river down to a quarter mile. so far, no fog for millville and atlantic city. the visibility has started to come down, pretty good visibility right now in delaware. we're watching for fog and also showers. look at the rain to the west. but look as it tries to come into our area. it's really not having much luck. it will be held at bay for most of the day. we're seeing a few sprinkles, isolated light showers moving through lancaster, chester county, berks county as well. most of the day it will be cloudy. this afternoon, a good chance at areas to the south, delaware, south jersey, we'll see some sunshine breaking through the clouds. futurecast, 9:00, there's the rain just to the west while we are cloudy. the clouds linger at 11:00 this morning. as we go into the afternoon, that's lunch time, still cloudy. you can see breaks of sunshine right along the coast and into delaware, too. the chances of seeing sunshine increases as we go into the late afternoon hours. even a possibility we'll see isolated breaks in philadelphia, wilmington and trenton. most of the day it will be a cloudy one. temperatures climb into the upper 60s. yes, there's a chance of some late-day sunshine breaking through in somerton. malvern, lansdale and neshaminy. the suburbs will see clouds, a slight chance of a shower. if it's going to be moving into the area, it's going to be light. kutztown could see a brief shower. mainly cloudy with temperatures climbing into the upper 60s and, yes, there are some more chances of rain as we go into the end of the week. looks like saturday is our best chance of seeing some showers, even in allentown and atlantic city as well. i'll take a closer look at that with the ten-day outlook when i'm back in ten minutes. tracy? >> a construction project that's active until 5:00 this morning, in between route 23 and oaks. you can see that active right here. one lane getting by. a lot of flashing lights in the area and restrictions into the off ramp. that's what you want to pay attention to if you're headed westbound on 422 this morning. you'll deal with small delays with that until 5:00. between the vine street expressway and girard avenue, the left lane is closed. southbound woodhaven road to the vine, 13 minutes, speeds into the 60s. more updates on construction projects, because there's a lot of them, when i'm back in the next ten. a delaware county mom is scared for her daughter's life. the issue is school bus safety. she says she has video proof that her daughter could be killed. next, find out the region right now. 49 degrees in ardmore. now to breaking news from sri lanka where rescue efforts are under way after rain triggered mud slides. more than 200 families from several small villages are missing and feared buried. 16 bodies have already been recovered. the red cross is leading the rescue mission. back here at home, a delaware county mom is worried for her daughter's safety when she gets dropped off by day care by the school bus. >> i just see the driver get out -- >> this is video michelle gonzalez shot on her cell phone monday, claiming the school bus driver isn't following safety procedures when dropping off her 7-year-old daughter who is hearing impaired. michelle says her daughter is supposed to have an adult aide on board with the driver. and that after the bus stopped in this case, there were no flashing lights with be no stop sign, no stop arm. the hazard lights are the only ìyrñ as a parent how do you see this? >> i see it as the possibility of my child going to get hit and killed one day. >> a supervisor with the southeast delaware county school district tells us he believes the driver is following the correct procedure. a spokesperson says district administrators will look into the complaint. a split victory for the democratic candidates for president in primaries in kentucky and oregon. it was neck and neck in kentucky but hillary clinton squeaked out a win over bernie sanders last night. only a few thousand votes separated the two democratic candidates. clinton took a night off to watch the returns from her home in new york. bernie sanders won the primary in oregon. he promised to take delegate rich california. he also vowed to take the nomination battle all the way to the democratic convention here in philadelphia this summer despite the nearly impossible odds of overcoming the delegate gap. here's where things stand. clinton has almost reached 2,300 and sanders is trailing her by more than 700 delegates. june 7th is the next big primary battle day. new jersey voters go to the polls along with voters in california, montana, north and south dakota and new mexico. well, donald trump and megyn kelly declared a truce on tv last night. the presumptive republican nominee sat down with the fox news anchor months after their feud began. you'll recall trump accused kelly of asking him, quote, unfair questions during the debate last august. then he launched into a series of attacks against her on twitter. >> there was a retweet. did i say that? >> many times. >> okay. excuse me. >> what do you think -- >> not the most horrible thing again politically. over your life you've been called a lot worse, is that right, wouldn't you say? >> trump also made headlines last night for saying that he's open to speaking with cloudy this evening. it will be a cool one. we'll be dropping down into the 50s during the evening hours. right now, that's where we are in philadelphia, 52 degrees. the suburbs, 49 degrees currently and still falling at this hour. not cold for west kellen township and cochranville in the upper 40s and low 50s. malvern is 49 degrees. these numbers climb into the 60s this afternoon. as far as sunshine, most of the day it will be looking like this. a few sprinkles moving through the west chester area. that's light rainfall. part of a system that is going to stay to the west for most of the day. missing us. it will give us a chance of a sprinkle here and there. today kind of a dreary one. for most of the day, breaks of sunshine popping through, temperatures in the middle 60s. tomorrow we'll see moreç break of sunshine, a high of 70 degrees and even warmer on friday. friday looks like the winner. saturday it's going to be a rainy one. the rain moves into the morning, continues into the afternoon and evening. look at those temperatures. they'll be parked in the low 60s for saturday. come sunday, 73 degrees, the high temperature. we'll be drying out on sunday. there are some chances of rain on monday with a high of 72. then a warming trend for tuesday, 74 degrees. look at wednesday, 82 degrees, the high temperature. even more summer-like with a chance of summer thunderstorms, summer-like thunderstorms on thursday before we dry out on friday. but it stays on the warm side, up to 83 degrees friday afternoon. we got cool and cloudy conditions for today. but temperatures will be climbing over the next few days and next week it will feel a lot more like summer than springtime. tracy? >> all right, bill, thanks. 20 minutes past 4:00. you usually face no traffic. it's the construction clearing you have to watch for. first alert traffic reporter jessica boyington is watching that on 422. >> that's right. tracy, this construction project like most construction projects in the morning time usually start to clear around the 5:00 hour or so. we at least have another half an hour for this right here. this is 422 around route 23. so no problems or big delays because there's not a lot of cars on the roads. there are lanes blocked and off ramps being compromised between 23 and oaks. that's headed westbound on 422. that will be there until 5:00 this morning as well and this also until 5:00 in the morning. the vine street expressway east and westbound closed between the schuylkill expressway and broad street. that will be there until 5:00. you can see this spring through center city. no access to the vine, take local veen as yoine as your alt philadelphia schools were not conducting the mandated number of fire drills. even the superintendent didn't know until we told him. investigators have documents showing a city agency is supposed to check the school's fire drill logs. here's mitch blocker with a preview. >> we're going
