they were told they would have 14-hundred dollars each year as part of an hra. according to these retirees - no one ever said the program would end after a year. robert turner -- retired firefighter doris cross -- retired city employee garland alexander -- retired firefighter lydia pettis patton -- portsmouth city manager danny meeks -- portsmouth tuesday night's portsmouth city council meeting. some spoke out about a drastic change in their health coverage. one they say will cost them 14-hundred one. a letter sent to retirees on january 14th of this year says a health reimbursement account, or hra, would not be funded due to the city's budget. that hra - worth 14-hundred dollars - was premiums, out of pockets expenses, and prescriptions. it was new to these former city employees. as of april 1st of last meant to save the city somewhere between 1.5 and 2 million dollars. with that medicare supplement plan came the hra. retirees saying tonight -
