the bad news is going on right now. we have a lot of rain and a lot of wind and the possibility of coastal flooding. 51 kingston, 54 around norwalk, 55 around the jersey shore. look at the wind gusts at 22 miles an hour around laguardia and over towards newark. a tough wind, it's rainy and raw. there's a coastal flood watch for the rest of the area, and that's through saturday as we've got a tough northeast wind coming in today from this really it's a nor'easter working its way over us. see the rain down the atlantic coast. we're going to be looking at that rain coming up through the day today. joaquin a category 4 storm. it will begin to eject out today as a category 4 storm. today you need your rain gear, the warm raincoat, the boots, the umbrella, everything. it will feel like 40s. heather's got the day off. she's hiding under her bed. >> can you believe that. >> debbie duhaime is in the traffic center. >> we'll go to the maps and show you what's happening on 287 southbound at 440 and edison. a truck into a barrier. definitely want to keep the speeds down because of the wet pavement. the george lincoln and holland, overnight construction. at the george washington bridge inbound lower level construction, outbound upper level construction. lirr, metro north, new jersey transit on time. i'll show you the van wyck northbound moving okay, southbound van wyck getting into kew gardens is ongoing construction. alternate side parking rules are in effect. it's 4:32. as bill mentioned it looks like hurricane joaquin may miss our area skirting to the east. through, and the tri-state area is going to be facing nor eastern like conditions. >> does this feel like deja vu to you? it does to me a little bit. we have seen improvements on the jersey shore. the dunes are finally built up here in sea bright. flooding is the number one concern across the jersey shore. although not a classic nor'easter, conditions will be similar. morning. coastal flooding could become moderate of course as we've heard later today and into the cycles. this is what the governor has been talking about over the last two days. separate from joaquin. governor chris christie is not declaring a state of emergency here in new jersey. he said we're not quite sure whether this is going to be a single punch or a double punch so why not be prepared. >> there are two concerns for new jersey coming out of the next four days of weather. the immediate threat is for severe flooding on friday and saturday. the second is tracking the path of hurricane joaquin. >> governor chris christie will be touring the area later today, and then he'll make decisions over the next 12 hours if he's going to have everyone who lives on the coast here evacuate. again, that decision comes later this afternoon after he assesses the area. we're live on the jersey shore, kala rama. further down the jersey shore the surf is rough and wiped out days of hard work to fortify the seawall that protects brick township. crews spent four days building up sand around the wall. the high tide tuesday carried that sand away, and the steel wall is once again exposed. >> we've been telling people we have bags available at dpw to come down to and fill up with sand. tell people with the cars if they're prone to flooding bring the cars to higher land. get your batteries, food and water. >> brick was one of the jersey shore communities hardest hit by superstorm sandy. many homes on its barrier island are still abandoned. this is a live look at long beach nassau county. coastal communities are dealing with minor flooding there. crews have built dunes to protect inland communities as you see, and emergency crews across the area are on standby ready to respond to any issues. 4:35, officials in long beach say they are much better prepared now than when sandy hit. millions of dollars were spent rebuilding including a stronger and safer boardwalk based over a metal wave wall. every plan is urged to have a preparedness plan in place. >> we ask residents to remain cautious, remain calm. there's no reason for widespread panic at this point in time. what we should be doing is monitoring things closely and making sure we have the proper planning in place. >> officials are also asking residents to make sure storm drains are clear and tie down any loose furniture that's outside or loose construction materials. meteorologist bill evans is tracking the latest on hurricane joaquin and you can track it yourself using your app for your smartphone. 11 americans have been killed in eastern afghanistan. six of the dead were u.s. airmen. the other five were american contractors hired to work with nato's resolute support mission. there was no sign of hostile fire when the c-130 plane went down. it's 4:36. we now know the name of the suspect who police say killed ten people including himself and injured seven others in that college campus shooting in oregon. now investigators for clues into what triggered that attack. >> reporter: investigators are still working to find the motive behind the massacre, but one possible reason is very troubling. the victims may have been targeted because of their religious beliefs. one survivor says the gunman made the victims stand up. he then asked them if they were christian, and if the answer was yes he opened fire. law enforcement identifies the shooter as 26-year-old chris harper spencer. this picture from his my space page shows mercer posing with a rifle. mercer began his shooting spree yesterday just after 11 a.m. at the umpqua community college campus in roseburg oregon. he stormed inside the classroom killing nine people and wounding seven others. some students locked themselves mercer was killed after exchanging gunfire with the police. meanwhile one parent whose daughter was shot in the back says his daughter told him mercer targeted his victims because they were christian. >> he was able to stand there and start asking people one by one what their religion was. are you a christian he would ask them, and if you're a christian stand up. and they would stand up and he said because you're a christian you're going to see god in about 1 second. >> investigators immediately taped off an apartment complex near the college campus searching mercer's apartment for any clues of a motive. there's no question he spent a lot of time planning the shooting. >> just so frightening. thank you dray. in texas groups on both sides of the gun control issue clashed over a law that takes effect next year. it allows licensed gun owners to carry concealed weapons inside on-campus buildings at public universities. separate rallies were held yesterday. at least two people were arrested. more than 150 professors at the austin campus have signed a petition against the law. stay with eyewitness news and abc news for the very latest on the investigation into this college massacre. police on long island are investigating a homicide in suffolk county. >> yes, the victim is a mother caring for five children. two of them her own, three from her late center. police found the woman's body inside her home after receiving a call to 9-1-1, homicide detectives are not identifying the victim, but they do want to talk with her husband. he is a retired new york city police officer. >> we haven't spoken with him. we'd certainly like to speak with him. we're not going to narrow our focus right now. the crime scene was established inside the house and it's currently being processed. >> police are saying debris on an island off the coast of south carolina as heavy rainfalls. trees and branches were brought down on johns island when a tornado hit last week. that island is bracing for possible effects of hurricane joaquin. there's already storms hitting that area. officials are worried that debris is going to block drainage pipes and make the flooding much worse. >> meteorologist bill evans accuweather forecast. >> we have good visibility over to the west side from the fort the east here. we have rain right now, and we have wind, and we have a really chilly kind of damp and raw morning as we look to our camera here in astoria, looking down the east river, you'll see our camera bouncing up and down. moderate, the winds are northeast at 9 gusting to 28, and the pressure has been falling. we have a storm system coming up the coast with heavy rains today, especially at the coast. minor to moderate coastal flooding from today through tomorrow with coastal flood advisories and watches through saturday evening. and then hurricane joaquin is going to stay out into the atlantic. we're looking at 54 at north port and massapequa. hauppauge is 52 and 56. 46 monticello. it's that wind out of the northeast up to 22, 24 miles per hour. it's just mean out there. 18 miles an hour wind around bridgeport. these are all the sustained winds that will be coming in throughout the day. here are the wind gusts, 35 at laguardia, 31 at the park and towards newark. a rainy, windy, raw day today. has nothing to flood warning in effect now. that means flooding is going on at the coast around middlesex county and through monmouth county. a flood watch through 6 p.m. tomorrow for long island, five boroughs and new york city, urban areas of new jersey. rain working its way up the coast. it's a big batch of rain, and this will give us another inch or so of rain. i think the problems that you run into today are coastal flooding and wind today, and the ground has been soaked from previous rain. what wind we have today around, which will be at 35, 40 miles an hour could knock down some trees and power lines and limbs and things. this is joaquin sitting right here over an area called long island in the chain of these islands, about 300 of them in the bahamas. it's a category 3 storm, it's almost stationary, meandering to the west. later today it starts to eject and head north wards. this is going to start to veer out east and go in between the u.s. mainland and bermuda. it's just right there. the storm will be in between u.s. mainland and bermuda and will head out into the atlantic. it could still as we go into monday, tuesday have some effects on the coastal sections with the waves and rough surf. here are the spaghettis, the computer models. they're way out here in the atlantic as you see. the european model leading the way. we have the rain coming up from the south today, off and on all day long and into tonight. we've got rain after midnight tapering off to a few showers as we go into saturday, even less shower activity as we go into sunday. it's a windy, rainy, raw day today. coastal flooding today, tonight, and tomorrow at the time of high tide brooklyn. a woman was walking in canarsie when a man grabbed her arm. he forced her to a nearby parking lot and that's where he tried to rape her. the woman was able to fight him off. the man took off on a buick, and the suspect is -- took off on a bike and the suspect is linked to another incident. there are some things you'd think people would know they shouldn't do. apparently taking bear county where residents are asked to be prepared for strong winds, rain, flooding. they built dunes to hold the water back as you see there. it's a similar scene in many of our coastal areas. eyewitness news reporter kala rama is live in sea bright along the jersey shore. >> reporter: hi shirleen, good morning to you and ken. as you know, new jersey has already declared a state of emergency here, and the conditions out here are just as what bill has said all morning long, nor'easter like. being prepared is the name of the game here. let me show you what new jersey has done. this is what you see, these sand dunes here. it's basically on the beach here sand dunes as far as the eye can see. for the past two days we've seen bulldozers mounting sand and clearing benches from all the beach areas so they don't go flying in this wind. this is separate from joaquin. this nor'easter like storm that's rolling in could be the first punch to the area over the next few days. it's bringing whipping winds, colder temperatures, and this pelting rain. the major concern across the jersey shore is flooding. they've already experienced tidal flooding in ocean city. >> the heavy rain, 5 or 6 inches of rain is going to exacerbate any kind tidal flooding conditions as the drainage systems fill with bay water, the rain in the street has nowhere to drain. >> reporter: let me tell you, i have a perfect example of why you want to bring everything outside of your home in, if you live in this area, because of these whipping winds. we have a light setup out here so you can see what's going on when it's so dark out. it's got 30 pounds on it, and it just blew over. that's how strong these winds are. the beach is not a place you want to be this morning. we're live on the jersey of emergency. the new york national guard and workers from the department of environmental conservation have been clearing debris from roads and waterways to get ready for this storm. >> we have the people. survivers revealed a chill -- survivors revealed a chilling account. >> chilling indeed. investigators still don't have a clear motive for the massacre but survivors are giving them a bit of insight. one very possible and troubling reason is the victims were targeted because of their religious beliefs. >> students gathered together last night just hours after gunfire rang out on the campus of umpqua community college where officials say 26-year-old chris harper mercer stormed into a classroom with several guns and opened fire. one of the victims recovering after being shot in the back told her father the suspect demanded each person in the classroom stand up and state their religion. >> are you a christian he would ask them, and if you're a christian stand up, and they would stand up. and he said good, because you're a christian you're going to see god in just about 1 second and then he shot and killed them. >> nine people were killed and seven others wounded before police arrived. the gunman died after a shootout with the responding officers. investigators immediately taped off a nearby apartment complex searching mercer's apartment for any clues to a motive. his father who lives in california says it was a devastating day for his family. >> shocked, shocked is all i can say. >> president obama became emotional yesterday saying the aftermath of a mass shooting the u.s., and it's time to do something to change that. >> our thoughts and prayers are not enough. it does not capture the heartache and grief and anger that we should feel. >> now there have been 15 mass shootings since president obama has been in office, another reason whey yesterday he seemed visibly frustrated. meanwhile police searched the shooters apartment hoping to find clues which means the storm system is coming into the area, the barometer falls. normal is 69 degrees today. we're going to be in the 50s way below that. heavy rain throughout the day especially from the poughkeepsie. 51 bridgeport to islip. that wind out of the northeast is the real bear out there with the 20 miles an hour sustained winds at bridgeport, 22 at shore. the gusts 35 around laguardia and we're seeing that wind that will continue all day today and tomorrow. the reason being you have joaquin down to the south, high pressure to the north, and then in between there's just this nor'easter type system coming up. it keeps a northeasterly wind flow in here, and just keeps coastal flooding and beach erosion going here with the strong winds today, tomorrow and even really breezy conditions into sunday. coastal flood watch this morning, middlesex, monmouth, ocean county, coastal flood advisory through the day today, and that will be through tomorrow for coastal connecticut, long island sound and particularly out towards the east end and great south bay and philanders by a and taconic bay. more of this rain building into the area. we don't see any inland fresh water flooding but the flooding will be at the coast. here is hurricane joaquin working its way in central sections of the bahamas. it's meandering a bit. eventually it will start moving north and northeast and into the atlantic. it will weaken and move east of us. we're not even in the cone now. barely the cone touches nova scotia. there might be some waves, and there could be a little problem for a cruise ship if county where it has already begun to rain, and where residents are asked to be prepared for strong winds and more rain and flooding. they built dunes to hold that water back. >> and that's the most beautiful of weekends. however, the good news is is that hurricane joaquin is going to miss us and push farther out into the atlantic. we have a windy, rainy, raw nor'easter over us at the moment. 53 around north port to massapequa, 51 around hauppauge, 55 around east hampton is 54 around the jersey shore. it's windy, rainy, raw day. the wind out of the north at 10 to 20, 25 miles an hour. we're going to be looking at what will be a flood watch for the jersey shore, flood advisory for new york city, long island, and there you see fairfield county in connecticut. heavy rain coming up the coast. going to be lasting throughout much of the day today and tonight with the wind out of the northeast at 45 and at times 50 miles an hour. joaquin continues to kind of sit and spin right there in the bahamas. later today it begins to move out into the atlantic and on into the canadian maritimes. weather and traffic together every 7 minutes. how is this rain affecting everything? >> it's definitely affecting the airports. watch for delays at the airports already this morning if you're going to be taking it over to kennedy airport, one hour on arrivals. laguardia, 90 minutes on still a dangerous storm hitting our area, a whole separate storm. some communities along the jersey shore are already dealing with flood waters, and now they are preparing for more trouble including strong winds. eyewitness news reporter kala rama live in sea bright new jersey getting buffeted by the winds there. good morning kala. >> reporter: the story here on as you can see here, this is what's happening across the shore, sea dunes as far as the eye can see here. it's stretching across the beach all because flooding is the key concern here, and you can see for the past two days that's what we've been doing here on the jersey shore, preparing, building sand dunes. you can see here for the past two days from the video that we've all collected that that's what they've been doing, preparing for this nor'easter like storm here that could give this area the first punch they're going to see over the next few days. whipping wind, colder temperatures and pelting rain. the major concern as i said is flooding. they've already seen it in ocean city, and now other communities are following suit and preparing for the worst. >> this is our main concern. the other parts of town we don't think is going to be that bad, not like sandy. this is going to be more a tidal event because of the northeast winds and the just get bigger and bigger bigger. >> reporter: these sand dunes are one aspect that's very visual we can show you. what government agencies want you to do is be prepared at home. move all your belongings from outside your house inside so they don't blow away and cause damage. be stocked up with water, food, batteries. we all know threw years ago from sandy losing power can last four days in a case like this. >> thank you. officials in long beach on long island say they are much better prepared now than when sandy was hit. millions of dollars were spent rebuilding including a stronger and safer boardwalk. still every family is urged to have a preparedness plan in place just in case. >> we ask our residents to remain cautious, remain calm. there's absolutely no reason for any sort of widespread panic at this point in time. what we should all be doing is monitoring things closely and making sure we have the proper planning in place. >> and officials are also asking residents to make sure their storm drains are cleared to tie down any loose outdoor of the man who murdered several people on a college campus. abc's brandi hitt is live with the developments. >> good morning, this small community is devastated. at least ten people are dead from a shooting spree that took place just beyond this police barricade. it's hard to imagine what the students and faculty went through not knowing if they would make it out alive. >> we've got multiple gunshot wounds. >> terror and chaos at umpqua community college. >> i heard screaming and i looked out and saw the people running. >> students described running gunman opened fire in roseburg oregon late thursday morning. >> they're hiding in the small space, a bunch of us were hiding. >> police have confirmed at least ten fatalities, the injured rushed to the hospital as the suspect continued his shooting rampage. >> somebody is outside one of the doors. >> officers say they exchanged gunfire with 26-year-old chris harper mercer in one of the buildings. he is now dead. the students and officers shaken. >> i will not name the shooter. i will not give him the credit he probably sought. >> law enforcement sources tell abc news four firearms were recovered at the scene. three pistol and an assault type rifle. they've also hinted he may have left messages bind. >> what was the motive. what led him to this school. who was the target. >> and as the victims' family and friends gathered overnight at a vigil, a frustrated president obama addressed the nation for the 15th time following a mass shooting. >> the united states of america is the one advanced nation on earth in which we do not have sufficient common sense gun safety laws even in the face of repeated mass killings. >> and the president is now calling crime scenes like these routine. you have atf and fbi agents here. this apparent homicide in suffolk county. the victim is a mom caring for five children, two of her own and three from her late sister. police found the woman's body lake grove after receiving a call to 9-1-1. homicide detectives are not identifying the victim. they tell eyewitness news that they want to speak to her husband, a 21 year veteran who retired from the nypd. >> we haven't spoken with him. we'd certainly like to speak with im. but we're not going to narrow our focus right now. the crime scene was established inside the house and it's currently being processed. >> while police say this was not a random crime, there were no other victims. 5:38, and happening today, serious foreign min -- syria's foreign minister will address the u. n. general assembly as russia's bombing campaign adds a new layer of tension. the kremlin says the campaign was ordered at the request of the syrian government, but the united states and other western powers say russian pilots have not targeted isis throughout the day. there are no reports of injuries or deaths at this time. bill evans has been tracking it all. he's joins us with the accuweather forecast. >> it is going to continue over the bahamas today. later today and tomorrow it will move into the atlantic. this morning we have clouds and rain from a different system. a nor'easter. you can see our cameras bouncing around, a nor'easter meaning a northerly, easterly storm, a northerly easterly wind coming in. that's what we have this morning. that northeast wind is at 14 miles an hour sustained gusting to 25 in central park. that means it's higher at the temperature 53 degrees. wind. yesterday nearly a tenth of an inch of rain, and we have a couple of tenths around morning so far that will build. heavy rain returns off ask on at the coast. coastal flooding will be out of this system with a northeast wind today, tonight and tomorrow. joaquin stays out in the atlantic. 51 around riverdale. 53 around bridgeport, 51 poughkeepsie. the numbers are in the 50s and they're going to hang around the low and mid-50s today. it's the northeast wind that makes it tough. it's raw, windy, it's rainy. if you were chilly yesterday, you'll be down right cold today. hour in the park to newark to teat theboro. that's why we have this coastal flood watch posted for middlesex, monmouth, ocean county because the wind piles in this water into this right angle in the western long island sound, coastal connecticut, long island, the five boroughs of new york city are under this flood advisory today and tomorrow. rain is coming off the coast from this nor'easter. you can see the heavier rain carolinas. it will surge up and through the area off and on through the day. joaquin sitting here over the central bahamas. kind of just sitting and spinning and it's kind of cooled off a bit. it actually is just kind of moving a little bit, a northwest kind of move here at about 3 miles an hour. it's still a category 4 storm. it's over its own water. once it ejects out it will strengthen and hold that 130 135. it will move away in between bermuda and the u.s. mainland. cooler waters here and loses its strength. it will move on out into the atlantic and really poses no threat to the mainland. it might be a problem if you've got a cruise down towards bermuda, other than that the models have it out to sea. rain today off and on. our futurecast, computer model, some of this rain heavy at times. i don't think it poses in i flooding threat. even on saturday a couple of showers, cloudy, windy, even sunday it's cloudy and there might be a bit of rain around. after school today for the kiddos, i don't think there's much in the way of after school sports today. it is windy, rainy and raw, except for those field hockey players. they play in anything, windy, rainy, raw with coastal flooding at the time of high tide. tonight it's windy and chilly and tomorrow we've still got a threat of coastal flooding with that wind. it's a bit of rain around and that means less rain, a few showers. sunday we're looking at maybe a break of sunshine, a passing shower, we're into the 60s and the orange globe thing from a hazing ritual in december 2013 in the poconos mountains and tried to cover it up. 26 people have been charged. a total of 37 men will face charges in connection with deng's death, five of them charged with murder. a frightening end to a flight off the coast of southern california. this was the scene right here at catalina island. a single engine plane missed the runway and went over the
