Someone is in the process of building a hotel what process will this go into effect thats a great question with the existing legislation open the existing development we are a grandfather process for projects in the pipeline when the legislation based paw i but fundamentally in those this is on the front end for the initial authorization do you want to expand on that point jocelyn. Right so we did try in laymans terms when we see passed the other one for the taller than the and worked backwards into the pipeline i guess we should pursue again looking bog the pipeline a lot of development coming it means for us well be running quicker out of the box we have to set up now to deal with that dentally capture most in the pipeline if the Building Permits are issued are were too late no way to be able to do anything but prior to that and i think we could capture a lot of those i hope we can do. How are you its been a while not a meeting in a while and this is our last formal meeting of the year as you may know so i was gone for a bit at the time you guys didnt meet and in las vegas representing the Entertainment Commission with the Night Life Association that is super interesting and it was a descent turnout ive seen better but the work were doing including the work we picked up and continue to do that on an International Level so connected to that through a different trip altogether i was asked to go to Western Australia and sidney i did in november it was fantastic he represented at the Western Australia and got to review a number of times what the Entertainment Commission is what we do and the techniques and the good work and people were expressed and i went to sidney and spoke to a room of 40 people you know from the lord mayor to all the way down to bureaucratics sidney is a big place and a lot of work theyre doing in music and highlevel policies and dont have any protections like we do on the ground people doing regulations like we do i hope i did you all right of and more and more as we do this kind of work asked to explain what were doing so next year ill be in austin twice telling a Different Group of people and pushing this along with the Entertainment Commission and how you make night life healthy and responsible and certainly the oakland has made it you know again, a priority to try to reach out to east bay in my way and if any of you can be helpful in that theyre kind of still in a grieving space and not necessarily asking for our help we are talking internally at the city level how to make sure what we do you know in keeping safe basis is not an aggressive posture we identify when there are places that seem at risk and move them to a compliant without punishing artists for open space they mandate want to live in but have no choice in so, anyway that was a great experience i hope to continue to do that i have on the agenda this work that you heard about im not going to repeat about the hotel motel but moving a Planning Commission in january to get it on the calendar this work will be at the board in the First Quarter of 2017 Holiday Party two weeks from tonight i hope yall got the invitation i assume it went out how many people maggie and 6 hundred. 6 hundred. 6 people will show up. 6 hundred at the armor club we know many, many people say theyll come and want to be a part of the Entertainment Commission and want to attend but dont freak out weve freaked out too many times it is really okay. Good evening commissioners several things to report probably more than this when you in the interest of time i didnt write down them several complaints received a new complainant about the independent the issue is noise emanating from the venue and want to see of its from the venue ive not seen it still in the process as in the process of determining the complaint so there is action pending going by ill probably make contact with the venue i received a complaint about, about the cafe november 25th it is a complaint regarding a karaoke night i related to the staff the doorman they should keep their door shut during entertainment not an issue barbecue but nevertheless, i informed the venue to double down and a on making sure theyre keeping the door shut and maintaining an environment that didnt bother the neighbors and the loud band and the doors open with the souvend out through this is an issue i managed a year ago and theyre doing exactly when what i asked them to do i dont i dont see that as an issue i talked about with the owner slash manager we got a complaint to make sure keep the doors and all the types of things tight not to defer those things and the edge on 18 street got a complaint regarding karaoke the manager said they dont do karaoke maybe another venue that may or may not have a permit ill determine what is going on with that. Is there a karaoke scrooge going on. laughter . A lot of karaoke issues i was thinking the same thing maybe 6 or 7 karaoke whats going on i performed an inspection on noriega theyre doing karaoke laughter without a permit and theyve been getting complaints from nearby neighbors i talked about with pd the neighbors went to the Police Department weve been in correct and went by and did an inspection this weekend and talked with the manager the owner is out of town and told the manager that basically, their operating out of compliance thats why i was here and know they actually come into the office and in the process of trying to have a mr. Haney issue going to the Planning Department theyre in the process of doing that their nevertheless, operating without a permit and that is not the best way to obtain the Entertainment Permit in the future and Going Forward you know they get more and more complaints that will escalate theyre owners brother stated they understand the issue and take an action i think well end up going by to deal with that theyre probably trying to placement eir regardless of not having a permit well followup and let you know what goes on alamo draft house i did a walk as a result of a complaint from another department that was trying to help out a religious organization they have a bar inside like an 8 to 10 speaker a small system not seems like it would be something that is out of compliance we dont permit what we do there so kind of more of a courtesy and check if their if theyre doing entertainment. This is our bar all in the way of the in the middle of the venue a goodsized building and the bar is not that big and isnt it like in the back or middle in a protected area. Thats exactly what i thought walking in i couldnt hear the bar that loud not loud but conjecturally the waking wall that is shared on the next block over im sure theyre in compliance but sure the church or religious place can hear them were trying to get them to Work Together than deal with an endorsement issue. They have some arrest arcade games again an inspection of a pizza joint with a dj two speakers and you know theyre operating without a permit i told them that basically, they need a permit to do this type of thing not loud but the speakers are above the restaurants and regardless of whether it is loud they can hear that on top of in their out of compliance and heroism well get them into experience and the received a complaint i did a walk through they had one entertainment event in april but not doing entertainment since i let them know they can get a permit could be in contact with maggie ive not seen the issues on the karaoke lounge i did a walk through complained about the noise from neighbors the actual karaoke spaces back of the venue and they only have to close their doors hopefully that solved the issues ill have to followup it is a place that ill go by and make sure theyre coming applying with the direction a couple of minor things not issues revolution cafe received a lot of complaints during the summer about their doors open and in this case they had their doors up and the band started not started yet i walked in and they closed the doors not gotten any complaint so thats fine and stopped by the honey gallery 2, 3, 4 early november had some minor event on a friday and i hadnt been by in a long time i said to see what was going on ill be happy to answer any questions you may have. This is a completely different thing than our other place we play live music 7 days a week i cant foresee anyone complaining as we said nelson has gone around to other 0 core is excited to been a lot of venues that have closed with jane does music and singersongwriter places trying to bring that into north beach is the goal to support the musicians in the neighborhood and give a place for people to have a glass of wine and enjoy the music. I think we should be were all educators and heard situations and i think we have a lot of acknowledge and to reach out to the artists or even promoters to ask us questions what we do our resources to help them i think that is a good role and traefrment e Entertainment Commission it only takes with only small incident to make that big thats what happens he wanted to follow up i have another one i know that is another tragedy this quarter but really quick one of our long time promoters sebastian i never see audrey cry but sebastian let me start from the beginning sebastian was a prompter that hung out at 16 the funny thing his grandmother lived next door to my home and weve seen in custody with a bunch of people i found out he was promoting with martel and he learned from them and he brought fashion night life and clubbing with fashion and he himself was a model he was the clothing model and skateboard up and down the street and i was throwing parties we never crossed path until finally he run into him this guy worked so hard and had pies act together and one of the rear promoters that throw 5 event a week and had the longtime Running Party dlunls the thing if stop until the star light stopped i want to go out and to the family and to all the promoters when it happened it blew up so sebastian really we all thought had his act together didnt know anybody he did well in his business but kept a lot of things inside of him and i saw him he invited me with a function three weeks before he looked pefrl normal and looking forward to new years and everyone else i guess a lot of stress in the family the mother in a care home what im trying to say when people are around christmas talk to our families see what is up with them and maybe something there is inside they want to share sebastian didnt want to tell anybody basically a suicide so if youre out there especially during the holiday use that suicide line which i have 80027385 it hurts us more when youre not here and in the industry without sebastian this is audrey like not sitting up here with us a gamechanger thats all i want to say not only for the oakland families but end this meeting with the dedicated to sebastian as well. One more thing item number 9 future reports for agenda any thoughts that is related to the previous comments about the oakland fire i know ive been getting questions about sort of what the situations is in San Francisco what can we do here and it is clear this is a a regional problem weve been trying to hold onto the venues as they close and gentrification and the economic pressures people and art spaces move to oakland it is a regional problem that comes out of San Francisco so how can the Entertainment Commission have a role in playing to be part of the solution to making sure that folks were moaning the variety of diverse spaces here and how as jocelyn spoke in the directors report how to assist our colleagues in oakland and other parts of bay area and what can we do to make sure that people attending Entertainment Commission in underground or otherwise venues obviously the permitting process how can we reduce the harm and insure that people are safe as possible while their attending Entertainment Venues just figure out figured out another way to have or be in a Broader Community wide conversation about the diversity safety and Entertainment Venues and support them. To that id like to say this commission has set the bar nationally and in some cases internationally for entertainment regulation and the Daily Commission in general our director has gone far and wide and never turns anybody down and offered to help other cities and oakland spoke to us a number of years back i think following our model and having cities not people that want to regulate you out of business but support you on the commission and you have a better and fun place because safe is where to go i think they should contact jocelyn laughter i think that what we can do is encourage other cities to follow our model and ask for help and bias from San Francisco weve been loaded in a lot of places as setting the bar. I think youre right a region issue because open as long as ive known a healthy open underground scene some is happening around transportation and night life and thinking about hey we are not one city but the things happen with the dynamic about jurisdiction and reaching it out to the artist and people will want to be here but cant i dont know if i know there is not a particular motion youve putting on but this future agenda item we can talk about offline and talk about how to convene is working body outside of this commission or reaching out in some way doing it obviously thoughtfully with the time so not jumping in right now but you know a month or two from now. We have to be incredibly carefully this situation does not in variance department whether building or fire or whatever they dont go off the deep end searching for stuff and impacting how our industry operates for the most part 98 percent of our operators and maybe 99 percent of greatest operator do all the right things i dont want people businesses to be impacted people are afraid going out and doing that i dont know that that people realize when you shut down a place during the day there are small margins in this industry and you negatively effect their income in a way they lay people off years ago we found out that the Entertainment Industry appraise for people per square feet than retail or any other business and to keep people working and keep the entertainment going and music and art and everything about it is really, really important so you know not to be beating the drum lets get everybody for the most part we have operators. Yeah. Their point just closing venues down didnt remove peoples desire to entertain so just closing down venues is not a solution maybe not making sure that venues is available and assessable and able to be used and affordable and all of that so i know you know that im saying that out loud. A good education to the owners of the building be what they should be looking for you know bathrooms and exits this is normal but some people p are turn down into the arts as a promoter like 6 hundred people might show up or three hundred people might show up it is an interesting thing but it comes down to safety some education we can give them a seminar or something where their licensed permitting or not or maybe open a businesslike a Club Something that we can put on the agenda i think in general for the general Public Comment that if you go into a space youre not familiar make sure you know where the exits are and if it is good many people in one room just leave dont hang around for now what we can advise for people that show up so i think that is an excellent idea i dont know about here in the city but in outlying areas in the bay area this will not stop there will be underground places and warehouses that you have someone that is responsible person putting on the undergrounds to make research on the integrity to say okay. What it will do is allow San Francisco Unified School District to create ada compliant ramps in the pickup dropoff zone. The maximum reduction will be 5 feet for this area and it will be 10 feet remaining as sidewalk. If theres any questions ill be happy to respond. Otherwise thats premuch all i have mr. We realized on tuesday that the commitment that Planning Department had negotiated with the project sponsor at the Commission Hearing wasnt actually enumerated in the language of the ordinance that is before us today. So i can make a motion to amend last tuesday. It did require that we come back to committee and it is simply a slight increase in the Affordable Housing commitments of the project sponsor. Committing to 11 units at 150 of average Median Income. On top of the units that the community had previously negotiated with the project sponsor. So this is now a total of 75 little below market rate units ranging between 55 and 150 of average Median Income. In many ways this is a can to the policy discussion that we had in regards to the dial and ensuring in a single project that we have bmr units that will be marketed at a very diverse range of average Median Income from low income to clearly middleclass income. I do feel that a little bit of background is seen as are Committee Members arent paying attentioni feel the background is actually important for this item. Back in 2012 former supervisor carmen chu had passed legislation to impact just the district for ncd get lb irving, judith terry open door ea got acquiring conditional use it the ground floor use was not in active use. The intent actually stemmed from Committee Input about wanting conditional use process when consumed in cities. What to clarify that this is not to prohibit but just to include a neighborhood notification process and appeal process and so forth. So however later on in time the Planning Department had proposed that planning code cleanup as you know its a massive document with 1000 pages or Something Like that. It contains a code change that inadvertently impacted the zoning change for the ncds and the district for neighborhood commercial district. So then when i was supervisor we had to introduce interim zoning controls to fix that problem. We had intended for another planning code change legislation by forth by the Planning Department to properly fix it but since that is longdelayed we want to prevent any confusion over the law in district for so that is why we are extending the interim zoning control for ncds requiring acu in the district for corridor. With that i am happy to answer any questions or have Planning Department staff come up before us today. Thank the idle couple questions. I want to get your philosophy. I understandi could understand in initially the desire to introduce the interim controls but now that we are excuse me postpartum 64, i want to get your take. Do you believe we should be legislating the piecemeal type of fashion . I think that like we do for even restaurants or businesses that are generally speaking very favorable to the committee we sue piracy is good all the neighbors are asking for some neighborhood notification. The ability to the Planning Commission and department to look at and cds with the necessary and desirable criteria. Again this is not a probation. On and cds in district 4 so the issue is in notification for the neighborhood . Its not only notification but also benefit and desirable criteria that the Planning Department and commission be looking at have you spoken to the advocates are trying to come to some kind of an agreement clique are you talking oh cannabis advocates are Community Residents . I imagine you talk to committee habits oh yes, cannabis note no. We have not. This a neighborhood issue in our district that comes back even before 2012 in the initial legislation was put into place could really predating my time as supervisor that it is something that was only because of an inadvertent code change to the Planning Department the weve had to go into interim zoning controls in the first place. My name is terrance alan. Im a patient in advocate, founding board member of the First Medical Cannabis dispensary in San Francisco known as champ. Arrested in the early 90s for growing 24 plants in my closet for nine a letter lost a battle with aids, i used cannabis for appetite increasing during the time when the aids drugs were not only very difficult on your system but really did not work. I moved on to help pass prop 215 and founded as the founding president , the San Francisco Entertainment Commission and currently a citizen whos involved as the chair of the San Francisco state Legalization Task force. Which was created by unanimous vote, thank you very muchof the supervisors and signed by the mayor. I am speaking on behalf of myself among not on behalf of any group with the task force. My introduction is for informational purposes only. I begani begin by access my Great Respect for the neighborhood process and the need for a diverse forum where all voices affected by city policy are heard. Im disturbed that the Cannabis Community was not involved as in all voices heard in this process. In my appearance here today is to make the request that that be done. I know how inclusive the existing mandatory discretionary review process is currently required for all and cds and asked that creating a higher barrier by creating a conditional use authorization simply trumps out any of those socially disadvantaged, those leaving the incarcerated state, those were social justice and equity are the primary reason for them to move into cannabis industry. They are locked out by the addition of more cost and more expense and i urge, while i would not stop this from Going Forward, urge that we consider those folks and those patients in any legislation going for. Thank you i was not intending to [inaudible] but i didnt see it before in the forward counter and supervisor tang im so sorry you did not include this in your opening remarks but seeing that this is the second time that we are now continuing the interim controls, is there permanent legislation that you are working on for the neighborhood in regards to this . To the chair to supervisor kim, as i alluded to it, i would not have even brought forth the first interim control had it nothad this zoning control change been in overtly changed by one of those massive planning code cleanups. So honestly, this is not my preference to be here so it was originally supposed to be permanent. Is there legislation in place to make this permanent . Yes. Is currently making its way to the Planning Commission did i think now its been pushed back to february. We want urban confusion over what the laws are in district 4 could hence the Second Interim control been extended. I think the one concern ive the same one supervisor cohen had shared about the outreach that we done to all the impacted stakeholders can understand this is done on behalf of the neighborhood so that light initially the work is under but its impacting the group of Small Businesses here in San Francisco and i think it would be helpful to hear from them even if the time to make sure that theres much notification as possible. By the way im a big believer notification on the one a push for that. In our ceqa reforms we did several years ago. I think we should provide as much public notification is possible for new businesses coming into i just have concern about legislation moving forward we dont at least hear from group of stakeholders 13 impacted even if at the end of the day we move for the same piece of legislation. Supervisor peskin spews i think supervisor kim bardsley said what i was going to say. Im fine with this. Its a result of one of these well intended code changes that then as an subscribed of all kinds of things. Butits an existing one thats been extended for six months. I just want to concur with the thought that in the wake of the past prop 64 we need to this comprehensively citywide and not piecemeal but this is a continuation of existing interim control that hopefully will be rolled into some of the way of comedy when we do citywide controls. Right. If i may bring upi dont know if youre still here mr. Townsend get supervisor peskin brings an interesting point. This is existing conditional already out there looking to extend for another six months. In the extension of six months does itdisrupt the Legalization Task force process . In any way can be, mentoring an extension . Can they coexist . I think of done correctly and if theres an invitation by the supervisor to include the task force then it can be. Theres not yet been six months in normal life means very little bit six months in the cannabis world is a complete change. 12 months ago we did not have a task force. We do not have recommendations now until this week on wednesday. 18 months ago the state had not moved at all on medical cannabis legalization recommendations and they have not done that since 429 six months is a long time in this world and with the state requiring vocal authority before an application can be brought to the state, this six month could be a fatal blow. What is the task force goal in the next six months . The passports in its first report will demonstrate the entirety of what cannabis touches as we look at our present citywide cannabis reform and then in the second year in executive legislative committee will be put together that will come to on a regular basis with specific regulations and legislative reform that we would like to see. So this, making permanent of these controls should be a part of that process in the task force would then be a stakeholder in the process. So it would be neighbors and the supervisors and other groups involved and the task force should be recognized because it was created by you and it should be recognized as a major stakeholder in that discussion. Thank you get supervisor tang with all due respect, again, as ive stated before i would not be here the first time around or the Second Time Around with interim controls had it not been for an error that occurred in overtly a mistake. So that is why i cannot do it was necessary to reopen this conversation a new way because im actually just try to fix which is been in place since 2012. I see parents are from planning to bomb. I want to recognize from supervisor tang was in the code but in a roundabout way we did advise against putting it in a roundabout way just for reasons like this could its not as clear. We like things to be clear so we can implement. Also with regards to prop 64, medical cannabis dispensaries theres project that. Medical cannabis which is legal in california since 1990s. What happened in the past november was adult use cannabis, there two separate things. They do overlap but with the task force is charged to do is focus specifically on adult use cannabis and how we will regulate that in the future. So the changes that supervisor tang is 19 are independent whats happening with the task force and what was approved under prop 64. Thank you for the clarification. Sure, supervisor kim mr. Starr, what you mean in a roundabout way . Was put in the code as anything that is not an active ground floor use required for conditional use authorization. Rather than putting under the line item medical cannabis dispensary in conditional use, and thats the way they did that to the attention was to make cannabis dispensaries conditional use. They came to our office to see if there was a way that they could quote unquote this offsite this obligation through av or through a acquiring more open space in the neighborhood. So we could have actively used open space that members of our community would enjoy and the hotel could then utilize this existingfor private use. We worked with them over the course of a year and a half to identify an alleyway that we could prove hot im sorryimprove acquire and turned into an actively utilized open space. I was originally the Development Manager during construction. Like to clarify the space is not rented out good it is an integral part of the Hotel Operation and is used when we have insufficient space for example, we have 42,000 ft. 2 of meeting space. Two ballrooms and 21 meeting rooms. There are functions which cannot be handled in all that. There will be a supplementary lunch in their on the terrace occasionally and breakfast occasionally but it is not rented out to the public its an integral part of the Hotel Operation of the publicof the public spaces. It has been very successful and to emphasize, we spent more than four years looking for alternatives to the supervisor kim has said. We have tried to do a joint venture to create additional public space and we feel that this solution, which takes a very unsatisfactory, i think everybody has agreed that the fourth floor and 64 terraces are not satisfactory as pope oh. The solution that we have arrived at and we are greatly encouraged by gifts, increases bite manyfold the number of usable hours of open space. But please be assured, the space is part of the hotel. That is the only way its been run. If this additional revenue is sales tax will go directly to the other appropriate people. It does create additional jobs, girl union jobs,. So i personally am not a fan of any poco and i definitely hear the concern and worry about any kind of precedent this would set but i feel like supervisor kim captured it very well and i was at a presentation about central soma a couple weeks ago and they were very clear about how much they learned in the last two years about cocoa and what makes a good one woman makes a not good one and i feel like the city is kind of learning how to work that a little better to where it will actually benefit the neighborhood and residence around. So i really want to the size that this part needs lights for a long time. The Community Stands in full support of that, not just to extend the use of the part ring today by extending the hours and making it more accessible, but even the folks who live around the park having increased lighting will reduce vacant. It will just increase the level of safety. When you walk down a dark street you feel a lot less faith than when there are lights and you can see was going on around you. One of the things i noticed was one of the findings from planning was the fact that these open spaces were hard to utilize by the public it is you were not good propose. This a larger policy issue really mr. Sark or mr. Battered from the day which is to the extent that we create su d and entitle these projects we should actually in approving a design to them in ways that are actually useful. I think ultimately, except for the enforcement issue and whether or not these are being rented out in violation of the requirements, there is i think more fundamental underlying issue which is that as a matter of urban design, when we do these projects we should say actually you are forced forth and six workers are not using private public cannot openly work creating private open space which may be a fine design for the hotel but also we not beneficial to the public. We should take heed as we entitle these kinds of projects so that we actually have open space of use. recentury equitable thriving region we have to have all types of jobs all types of people we have to have an inclusive equitable economy we have all sorts of opportunities we will not concealing chief this vision unless we grow and support our Manufacturing Sector when were all thinking about how to make sure that our diverse populations get a chance at sharing prosperity in the region it cant be solely a discussion about the Technology Industry it has to be about what people not once you enter into the diversity you understand there are Different Groups and countries a lot of them of immigrant but fantastic people that understand how to make things the bay area urban manufacturing is the next step in the evolution of our Regional Manufacturing system theyll harness the collective pour across the regional each working to help manufacturing start grow and stay in their communities. Employers a recognizing the proximity between manufacturing and seeing a lot of this in manufacturers trying to take advantage of that. You know fremont is not unique in the sense many all the employers want a well educated workforce ive seen first hand the College Changes the curriculum they partner with the larger employers and basically is a what do you need our skills our students need to make sure they can work in Great Companies like you. With manufacturing it is to the best of my knowledge the workforce training is critical and that didnt happen in one decide but across the entire region. We are interimmigrant region so i really enjoyed working with my mayor in a fremont and san jose and San Francisco we rails when is if job balance and transportation and infrastructure and just making sure that our reason as a whole is competitive on the International Scale we have to Work Together. I know that is important to know how connected we are several companies have a factory in one city and corporate in other places and in another city not seeing the aide boundaries you and i see validated. only one of lost jobs give you a political issue and within that concerns many, many of our community and how we replacing manufacturing jobs and not likely to be replaced in the forms they were like Ben Rosenfield steel supporting the navy arts but what can can be think internal work of many difference from small to Medium Enterprises the engines are growing and the way weve seen stunt and this region not just in the bay but we as a new yorker he speak about the bay area i speak about what city but we have four Mayors Offices an area that many of us look at the bay area will think of is h as progressive and entrepreneurial and this is what is so important that is a period of change were we worried many of us in terms of jobs and loss and creation this is a success that many of the entrepreneurs bring to our city is exciting for the jokes you create and exciting for the job recreation but for the stimulus you bring to the city and the ability to leverage so much creative talent in the areas that are specialized electronics to fashion to the micro brewery across the spectrum you work at to be part of glths one area we work on immigrations and again your cities all of them have a significant population of Dynamic Investment courses of immigrants a labor force but also nationally immigrant are amongst the largest suppliers and started Small Businesses that is a Dynamic Force that is combined with the internal work in the bay cities been involved since we met with kate i think in 2010 with my colleagues and since 2012 and it has been a number of years and an exciting growth funded as partners i think of investing sfmade nearly one Million Dollar and this last year putting the money into the work and the resources around the bay Area Initiative one and 50 thousand and like to call think many of you other companies that invested in the area similarly to make an investment today we launched another one hundred thousand dollars for this bay Area Initiative relevant to the work at the foundation were a private Grant Making Foundation on expanding the opportunity for the people of california you may not have heard of us a tag line your work is 85 years in length and giving away resources to irvine that owned a portion of california we firmly believe that economic and political opportunities both a chance for living wage job and the chance to be heard in the applied process are defining ordinances of our time i think that last week made that important penthouse and for Californians Working and struggling with poverty as mentioned we refocused on the issues of economic and political opportunity and working for californians that one in 3 california families will fall below the federal poverty line and one of the 3 people in the Community Live in poverty and their paying together jobs and pay checks and living one unexpected bill emergency away from a financier burden i think work that many of us are trying to change that has embroiders and leader or government leader we at irvine are investing in organizations that are improving peoples skills and strengthening their pathways to good quality jobs so to support families and allow the workers to participate in their community and supporting organizations that bring the workers together so they have a voice in the economic and political decision that effect their lives with the new work were doing has a job agenda and workers agenda we hope we can serve in some preview way for collection between those two communities were just Getting Started on our work gouged and see an Everybody so we made a great movie together were all done here laughter thank you, thank you all for joining us so you know really today, this is the beginning of work that we know lives on after we walk out of this incredible building this is the beginning of a sustained misrepresent Year Initiative to take the work that is already happening in each of the 4 cities in oakland and san jose and fremont and San Francisco that collectively represents the 4, largest manufactured citys in the bay area what we really want to reveal for you today what is happening and more so how we can amplify the work weve all been doing to create more jobs and more opportunity, more diversity in honor rfp workforce and make sure the bayer is 289 forefront not just vicinity but made here so with this panel we want to take a few minutes and hear a little bit more what beer doing in the cities and hear idea what we may be able to do together ill start with you next to me tell you a few thoughts what is special about oakland and what youre most proud of that oakland has been doing for the manufacturing. Absolute thank you so much kate and sfmade for the opportunity to be here im representing mayor schaaf in the city of oakland the thing that is excited about oakland is how divided our manufactured sector is in oakland what youll see even today in or neendz our one and 10 Year Old Company ab fundy that applies 200 people in oakland and food and o who candy and food youll see Metal Fabricators and what im excited about in oakland right now is the opportunity that we have to build real carrier pathways for our young people in oakland last week, i violated two Manufacturing Companies with one and 50 young people this is the 6 Manufacturing Company in oakland last week to expose them to what it looks like to work with the Manufacturing Sector right now how can we go ahead exist and see that right now these are jobs that involve technology their creativity and can build things with their hand and how can we can build the gives me economy were talking about. Thank you, kate great to be here and real estate on amazing site with mayor ed lee and supervisor cowen really their leadership in making this happen i know there are big plans ahead but in the meanwhile great place to hang and meet and offers a low cost option for the manufactured working with free air conditioning we had a strong position manufacturing stand today and really around initiative products a century ago it was around food and sfos invented the ego waffle if you didnt think san jose was cool but ask your kids we are, of course, much more focused on vance manufacturing well hear from Companies Like western residual around the havent technologies theyre doing a lot of prototypes and eventual at some point that process will be offshore we know that a significant amount can be made here and benefit enormously from obviously all that is happening in the valley 5 thousand people in the city of san jose that are engaged in manufacturing today and a great resource of highway jobs out on the average and a great pathway for middleincome so well bullish on our tech great and a pleasure to be up here and mayor ed lee that looks like the beginning of every one of my sons video games it is existing im waiting for the killer to come out of one of the walls keeping an eye on on this i think the thing that makes me proud of our fremont with the manufacturing road is not where we are right now but where we were a few years ago just a few years ago 4 seven hundred people lost their jobs businesses closed their doors it is growing and producing those autos you may have heard of testing last and 6 thousand people working in that manufacturing this shows where the manufacturing is strong. clapping. my friend daniel from tesla were very proud is to be the home of tesla those numbers make that the largest manufacturers in the state of california but not just that the companies that are around that exciting into the tesla phenomena we have golden gate youve met them this is the companies that are feeding into the tesla and produce the jobs of future talked about numbers in fremont one out of every four jobs in fremont is connected to manufacturing this is huge that is good paying and middleclass jobs income grow were excited about one of the things that makes us unique is that that ability to grow we done a pretty good job of preserving Going Forward pressure on that i know my colleagues did the same one of the things Going Forward we cherish and have that room to grow to make sure you can solve tomorrow problems with stricken out ways to so jobs. But anyway, and for good reason when i been these mayors i think about urban savings account i will say that were all going both struggling and vanls the cities when it comes to job creation and manufacturing in particular i think were not building citizens and villages it is job creation it is about people and i look around this room weve got the people in finance, city, foundations that are trying to help us with our vision and youve got people who are trying out things and companies that are but making things as the Maker Movement but to put them in the context of more than manufacturing how to support each other and more and more us mayors in the entire bay area will be working closely together we have to understand the skies of supply change of manufacturing not do everything in one city anymore but require a bay area approach what we recognize i cant manufacturer cars i have no room unless a really, really small car. laughter but were going to be proud of our breweries and our chocolates and proud of our tie im wearing in particular because blue is mustered and designed and made here in San Francisco and we could be selling products as i said in the video that the people around the world would love to have when we put our city label that are on things made here an international constituency i think some of the other brands out find europe 19 are meeting their course and people buy something here that has San Francisco made label on it theyll feel proud of that is high quality whether the fashion industry that we are trying to resurrect we used to have a lot of fashion here it didnt disappear but gone on hiatus were doing not mass manufacturing but designs with fashion like the accessories movement sincerely erratics and worldclass stuff made very we have over 6 hundred Manufacturing Companies in San Francisco theyre looking for the talent that can coming out come out not net of the university but talent from the college and city college where were making tremendous invests of people that dont have to have 4 year degrees job creation is about a village coming together to make sure it happens land use issues we have to deal with were going to go into more detail thats a great cigarette way at the end of the day my whole staff and most of my partners thinking about manufacturers are the opportunity for people it really comes down to the people the people that work in those companies it is the possibility of shared ownership and diverse ownership of those Companies One of my farther i love sharing when i travel east for the belt where im from more than 50 percent of the manufactured in San Francisco are owned by women and i think outside the box as a bellwether. clapping. thats a well weather inform what were capable of in the bay area one program i heard about im excited to learn more as we talk about sharing mayor is the San Francisco works one of the real opportunity and challenges in the data we collected ask that we both struggle with Legacy Manufacturers whether environment or food having amazing workforce and not net the next generation coming up behind them and manufacturing with a skill so tells you more about what you guys are trying to do to address that. Actually certainly i think we recognize the economic issue how we address the growing gap between rich and poor not more acute with the cost of living here in San Francisco for the opportunities to provide a path with jobs and manufacturing we launched an effort with la jolla partners and with the future being a key participate and, of course, your manufactured our employers and seeing how we can focus on both retraining adults and getting to our for them not cool to be a manufacturer and we need to demonstrate to them there are great opportunities and great careers not just about amy there is cool stuff out there and so far weve had Great Success like some have participated in hiring over the summer and ultimately offering some of the young adults permanent jobs that is great for them for the future work Program One Hundred folks trained and employed in advanced manufacturing and really know that requires great and greater skills not the manufacturing line they need to have advanced skills around understanding computer and using advanced technologies and their skills are demanded at the Assembly Level so we wanted to partner with a Community Private sector to get folks on the Assembly Line or folks into the Assembly Line the skills for the advanced manufacturers there is Significant Growth one of the things we also learned even if we talk about the work of Assembly Line it is different than it used to be and working on an Assembly Line is working with 20 people not necessarily 2 hundred people one thing that is similar across the city a broad range for the two and three person shop and old oakland is a better example of having that in the same city i know that you have done and personally as the leadership in kind of external lists the Food Manufacturing and connect it back to the community as we think about how to make it easier for folks to understand whats that journey been like. In oakland the food and beverages industry has allowed us to what i think we all need to do is make this an enticing field for everyone to understand how different the industry is now so weve used it as a creativity marking tool to fill the notch around the food and beverages in oakland and created a food trail along the waterfront to have a mc2 over 50 sites that people can come and ride their bikes how many people have done that. By the next time next year. Were on it. laughter . You can bike along the food trail 50 sites and see food and visit our urban wineries a trail as well and it allows us to market oakland in this very specialized way and also talk about what a restauranteur industry we have in oakland been a creative way i think to talk about the Manufacturing Sector in a different way. This whole initiate wouldnt have been possible selfwe hadnt had the blessing of our own mayor sfmade is progressively in San Francisco and a leader that hadnt only spider us but gourjd us to see what we can do collectively across the region why would you do that laughter . First of all, i grew up in a family were any mom was a seamstresses used to someone as a head of the 40ur8d making things seeing the delight in her eyes she used to do sky jackets with the do you think she was proud of stitch if you got the right stitches that dont cough the details like that effect our whole life i paid attention to a lot of the details because you train hand to use coordination with the speed and when theyre sold their seed well, you take pride in the brand thats what the workforce in the Manufacturing Industry feel they feel they own the product where it is sold and resold they get this product so a personal aspect of that kind of drove me to Pay Attention particularly when it came to fashioned so many other things are happen that cause our space to be reused in a productive way when you think of obesity when you think that i know restaurant theyre doing skateboards now the overlay of Technology Cat boards are not made with just a material but an overlay of Electronics Like at circa in the film you look at that Assembly Line and the neat part of it they have new types of machineryy that guide provision of cutting, that provision helps because when you have a whole piece of laefrp and youre making a belt there is a lot of center unused leather with the machinery they can position that belt design into the leather to get twice as much out of one piece an overlay computerized accuracy of that belt so switching 19 stitching it is still part of manufacturing of that apparel but overlayed by great level of technology that helps with quality with the design, with the environment for the use of those materials there are incredible tributes of state of mind we have to wrap up id like to hang out but how often do we get four cities together it is looking at we need to connect each other capabilities together we have garment manufactured in oakland and San Francisco but not the Electronics Manufacturing and scale for example, you might have in san jose thats one opportunity so the workforce which resides all over the bay area and we are excited about the bart station in fremont i think is one of the countries First Transit oriented industrial elephant taking the development to a whole new level and, yes we can clap for that. clapping. so let me ask in conclusion, this may be one the harder requests of the recognized people in 3 words not possible.
