We will go ahead and pass to the Deputy Director and believe weville a few guests speak before Public Comment hello everyone, Hello Commissioners rchlt our first [inaudible] is for a major amendment to sf armory place of Entertainment Permit. The applicant is requesting a amendment to the current place of entertainment this commission issued may 2, 2013. This is a order to bring the permit into accord wns the Planning Department approval of night Time Entertainment as a permitted use in the [inaudible] zoning district. Under the previous arts use permit is rks f armory was only allowed to host 1 public event per month per the temporary use authorization given by the Planning Department. Sf armory applied for the amendment february 9, 2015. The owners asked for a continuous to that hearing date in response to a large amount of neighborhood complaints. For visor david compose office helped organize a second meeting on march 28 to hear the grievances. The commission should consider sf armory hosted 3 unpermitted events in february outside of the one applied for and approved one night event permit. One of these event held at the end of february caused a laurj disturbance. There are several grieve nsss filed by the neighbors up to march 15 and as the last eventive held. Sf armory presented their own condition tooz the major amendment. You will see these attached along with conditions from the Police Department. Here to tell more about sf armory and operations is mark meagher and mark [inaudible] can you please come up to the podium . Hi. Good evening. If you can bear with us for one moment here. My name is mark loper a attorney at [inaudible] and here to speak on behalf the armory. Joining me today to answer any questions you may have is peter acworth, he is the ceo of the armory, peter is over there. Mark meagher will run the slides. He is the ceoo. Eric moorey from charles and Salter Associates which is a sound Consulting Firm which did the sound study thatd was part the Environmental Review is also here to speak and ask Andrew Wolfram from [inaudible] to talk about the sound improvement techniques. If you would like start by showing a short video about the armory. Thank you. [music playing] so, the drill court of the armory is the only event space of its kind in San Francisco. It is below 40,000 square feet and one of the largest incluzed spaces in San Francisco. It is all most completely square and has no support column squz clear site lines everywhere. The armory has operating under limited use Entertainment Permit and hosted 50 Community Events since 2012. These included pride at the armory, [inaudible] life cycle, the San Francisco film society, a new year eves event and [inaudible] to name a few as well as concerts. The owner of the armory is passionate about making the drill court available to the community. These inincludes building bridges for the homeless. 3 strikes justice and the an arkest book fair to name a few. In order to keep the armory maintained to finance needed upgrades and continue opening the venue for the community and not for profit events the armory needs a full Entertainment Permit. The armory has done Extensive Community outreach on this permit holding two communities meet jgz sending mailings to everyone within 600 feet of their building february 9. As you heard, the armory worked with supervisor david compose office to make sure there is a spanish translation. They also visited non profit within 600 feet of the armory. [inaudible] one on the second and another about a muckt later. The second meeting was facilitated by hillary roanen from supervisor camposs office and [inaudible] raise concerns and ask any question they had of armory representatives. During the discussions with neighbors, the armory was informed some of its neighbors along lieuered street were trying to find way tooz protect the status of their homesism the armory is excited to support the neighbors to get a new Historic District formed around wood ward. The armory paid the application fee to get the land marking process started and will continue to help out in the future as the process makes its way through the city. One of inprimary concerns raised invalve sound leakage from electron recollect event hell in february. The armories goal is and has always been to be the neighbors should not be able to hear or feel the music during any event no matter what time of day. In work wg salter and tef design the armory developed a comprehensive plan which we think will fully address sounds concerns and ill run through them. If wu have question later we can go through any of them in detail. The first is construct a sound proof indust vestibule for all the doors along 14th street phasing wood wrbd. The architect plans to have thesethe architect plans have been completed and will be submitting to the Building Department shortly. Construction will be completed before any other live amplifyed music event is held at the armory. The second issue that we are going to kpraess is adding a live music rider to all contracts. A music rider is basically a add on to a contract and this writer will prohibit base signals under 40 hertz and require decimal readings outside the venue to make sure there are no decibel readings in excess of 8 decibels. 3, install a limiter on sound amplifyer. The limiter will be set to not allow hertz or decibel levels to exceed what i just discussed. Also, it allows the armory to make adjustments to sound levels during a show if needed. That is in the middle of the show. Four, the armory will purchase sound insulator shock absorbs. This will avoid the sound traveling through the floor to find a exist path. Five, purchase a sound system. Event will be asked to use the armory sound system set up in accordance with the allowable sound levels i discussed in the second point and 2 will give them further ability to make adjustments to sound levels of events as needed. Six, as needed, the armory will also install a second layer of glass on the inside of all existing windows. Finally, the armory will continue to work to identify other measures and improvements in the future that can contain sound within the drill court. The second primary concern that was raised at the town Hall Meetings is some of the events in february were held without a permit and you heard about that. Two events at the end of february didnt have a proper permit. Unfortunately the armory anticipated having the permit in place long brf this event was brought. The permit was not received in time and the armory was forced to make a decision between consling the event at a significant loss that could have exceeded 3 hun thousand dollars or continuing with the evonet as planned. Another concern raised for large Public Events involves vandalism and dropping of garbage that travel along woodward street before and after events. I will run through a few things that are dern currently and a few things that will be done in the future. Currently for all event the armory has one Security Guard for every 100 patrons. The scrurt team is license in california and every security person carries a gaurd card. All personnel receive training including crowd control and disescalation training thmpt gaurds help with organized dispersement moving towards the commercial streets ooch mission and valencia. Also the armory agreed to post a Security Guard at woodward street after all large Public Events to insure patrons are not wandering down woodward street thmpt armory also installed safety lights around the perimeter of the building which you can see in this image. Finally, in keeping with the good nairn policy, the armory has supporters who clean up side walks after events. The morning after the events facilities personnel does a sweep the sidewalks picking up debris. Also, the sidewalks are power washed before every event and monthly. Kiping mission, 14th street, julian street clean and debris free is a constant challenge given the large number of homeless encampments. The armory will continue work wg the city and neighbors how they can to find Workable Solutions to this issue. This is the slide of the proposed condition rchlt the armory also shared these conditions with the neighbors at the march 28 town hall meeting. My client feels this conditions show good faith of their intentions to operate events in the manner that respects the neighbors and neighborhood. For at least the next year are those conditions printed somewhere besides the slide . Are they in the packet . The second to last page. Sorry. For at least the next year the armory doesnt intend to have a Liquor License and will contract with best beverage. By taking this approach the armory can have event open to all age groups. Not everyone who supports this amendment to the Entertainment Permit could be here tonight including supervisor scott wiener, Mission Merchants association and [inaudible] which is a not for profit which is a neighbor of the armory and [inaudible] businesses to name a few. You have written letters of support which should have been provided in your package. The San Francisco armory employs 150 individuals which spike to 200 during large event. Some of these employees who are also Mission Residence are here today and you will hear from them sortly. These employees support local business. Event pateerages also support local business. Any local restaurants exploring shops and attending bars. The armory is a great asset for the community. As you have seen the arm resupported diversity of events over the years. San francisco is home to a diverse and [inaudible] the armory recognizes and embraces this and plans hosting a large variety of event that can peal to all corners of San Franciscos population. The armory is open to neighbors on event. The armory is committed to making sure neighbors are aware of events and improvements and making themselves available at all times via a neighborhood hot line phone line. In closing, i want to thank you the Entertainment Commission for allowing us the opportunity to bepresent before you today. The armory wants to express the thanks and gratitude to supervisor david compose office for facilitating a conversation with our neighbors. The armory values their community and wants to thank you for all the neighbors for their in involvement. Just one final thing, i want to ask the saund sound engineer to come up and briefly talk about the sound atinuation measures that will take place so everyone has a frame of reference and the architect will talk about how they will implement that. Got a good summary of what we are doing and just want to give background of how we got to that point. When we were first brought on by the armory to address the noise issues we noticed the biggest problem is have single sets of doors along the facade that you can see light through so we looked at the couple stups for that. One is, to gasket the doors along the street so sound doesnt leak through. That will give a significant improvement it isnt all it could be so what they will implement is creating a vestibule on the inside so we have sth sealed doors on the outside and vestibule on the inside and second set of sealed doors. What we consider the second phase is address the windows on the facade. We expected the door and vestibule system would be done first and the windows second. I think based what was on the screen they may do all as one phase so those were the two primary noise paths we addressed. The armory is historic . Yes so, youre sound proofing could effect the facade, you understand that . The answer is any Building Permit will have to be routed through the plning departments chhas a Historic Team that will take a look at that have and applied for that already . And think the permit is being applied for shortly. I know the plans are done, not sure if they are filed with dbi. Thanks. On that note, Andrew Wolfram, the architect my name is Andrew Wolfram we are architects working with the armory. To proposal for the exterior doors on 14th street is keeping the existing doors that are there and adding gasigateing around the doors so we are not making changes to the exterior. The changes are only on the inside. What we are proposing to do, there are three pairs of doors along 14th street and at each well add seals aroun all the doors and we are building inside underneath the mesnene a ves boule that has another set of doors with sound seals so a sound like done from the inside so there is no effect on the histtoric elevation of the building. These drawings are ready to be submit today the Building Department. We anticipate because all the work done on the inside it a over the counter review so it is relatively straight forward approval process what is being done to the windows . I think a lot of the complaint were about rattling windows . Thateric recollect , you want to speak to that . That also i think will be done from the inside as well. What they have now are single pain windows and what gets done now for light purposes is put black cellophane over it. There is a method having light when they need to and not when they dont want it. We looicing at solid black out panels over it. Now they may add interior windows to act as a [inaudible] storm window system which will improve acoustics all the time. You are saying you are adding panelling we recommended paneling because it is something that is removable and block the light but i thipg what will be done is a secondary anterior window pain it isnt like a vestibule for windows . Obviously there are questions with the neighborhood and knowing the size and i see your security plan is very good and you have it well covered on the inside but i want to ask questions about when the lines outside getting in, how many people for one person to handle a large line.
