before we do i'll let the other members of the public introduce themselves. >> i'm a teacher and i'm a b cc member i didn't get to do it the first time i wasn't present but thank you to dr. murase for children in this district. >> so we wanted to start with a couple of preshlsz from outgoing members we wanted to thank drizzling and others for the extraordinarily work over the last couple of years and shout out to all the board members if you have not yielded postponed year two or only appointed one we have a couple of possible applicants for you guys to look at it and you can nominate them to the b cc a huge thank you to transmission and interpretation unit they do so much work at our meetings and several interpretations directing the meetings with parents comments and have to deal with me a bilingual person that seize someone else in. >> (speaking spanish.) >> and they're like stop it only in english they really keep me in check and an amazing job the focus of the report is based on the school visits we did in march of 2015 the b cc members voiftdz 9 school sites lermentsz and middle school and holidays with high percentage of esl students and conducted team interviews search warrant the eli parents and able to do classroom observations we were looking for specifically was parent engagement for el families my colleague about took you to the recognized and the second half the outreach of participation of parents we saw several schools that are doing a good job in doing so and outreaching to families especially the families of a newcomer family. >> (speaking foreign language.) >> we also saw a school that had a summer institute for parents especially those interested in being part of elax they're well organized but not all of them. >> (speaking foreign language.) >> we also saw there were schools collaborating with community-based organizations that is provided support additional support for families that were in need. >> (speaking foreign language.) >> the new working group talking for el families must be used in all of the schools consistent manner to insure that information is equitable for everybody. >> (speaking foreign language.) >> to insure services are being implemented structure of other for central office with the side based leadership should be developed. >> (speaking foreign language.) >> the district should request feedback real feedback from students in how to best support or provide services for the english learners. >> (speaking foreign language.) >> the way we sell communication happening with the parents was valuable depending on the school we were visiting some schools do it very well and some schools need more support the way they communicate in more than one language. >> (speaking foreign language.) >> so for those the schools that are a larger representation of other languages besides english there is a need to have more than one parent's liaison or family liaison to serve the families and that these parents liaisons speak both languages. >> (speaking foreign language.) >> and last one insure that the documents that go the interpretation and transaction office are expensiveable for all than >> page 2 the professional development as a teacher b cc went to different schools and observed el d - so we saw many best practices that are done from the classroom and observed the classrooms were divided two two groups of teachers were pro-active with the curriculum and it is designed by them as well and students were engaged and fully participated as b cc recommendations we want to provide a cross the department training to build the capacity moopthd the staff and support the parents during enrollment and rental for example, our parents liaison and secretary and p pi i u and also when you provide literature please provide it in our target language and then there is a program during recess we're during lunch that is called cal works if you provide training for them to help to integrate the students across languages and then the fourth one is educational plummet center the spc we appreciate how helper positive with the parents experience as far as the integration in helping the parents navigate the choice system and the o that mp c does through the mobile continentals and buses the bayview and their support for the transition we recommend the beginning of the school year provide the school a list of students if languages other than english on the home language survey so that these schools what prepare orientation and outreach materials to those families and then i'm not going to read all the bullet it is you on page 3 and a b cc recommendation i've read the first believability the second believability to list the schools for the students that needed orientation and lastly to promote the school towers for the el families you know we take pride in our schools especially, as we know the increase of el scores and then lastly provide a list of newcomers to the liaisons thank you. >> and then lastly we have sort of a conclusion other recommendations and concerns those came out of school site visits and the presentations at the b cc and the discussions we have after them the first thing the b cc is concerned count lower clarification of spanish speaking students as compared to other ervin learners we ask you share the scores to close this achievement gap the b cc is concerned not enough families know or understood the allow plan that was very much show ton true we have two or three additional parents that came to the b cc meeting and some issues of confusion will allow plan came up and some families know that but most families the district don't know about the allow reclassification in general the b cc recommends that all school sites with the population host one workshop on effective supporting the tool in the tool kit but this presentation in your packet is the what i'll call the.org it breaks down absolutely everything particular all the questions that parents have and in using the same presentation across the schools that everyone is getting the same information and lastly we again continue to be concerned about the lack of awareness parents have around lack of reclassification and a process not something that happens the next year parents need to better understand to help their children we clarify for example, the south is taken early in the year after the summer the b cc recommend all city hall sites with b cc host workshops those workshops should i be assessable and meet the needs of el families in terms of scheduling and are interpretation additionally as the b cc we discussed the defendant lake recommendations and not only do we fully support all of them but the one that supports the families and the district advisory committee is a committee of parents of english language learners that are elected by english learner families at the school sites and come together 5 time a year to talk about the programs and services for english learners tonight i would like to begin by thanking our board that served with us from 2013 to 2015 their names are nadia jack chris and elaine and louis and quan, carla and others i have the proud honor of naming our new delake executive committee the district commonly known as the delake they represent is commonly known as delake i want to say our board has put together this report with the recommendation in 3 hours please stand if you're the room (calling names) so without any more time i'm going to turn it over to our district executive committee delake. >> good evening i represent the school we as delack board we're here in support of recommendation number one professional development and curriculum we recommend allocating the fund to buy room for every classroom it is aligned with the planners in english learn arts and the development designated and integrated the led with the teacher guides common core the language of program offered at the school the students need curriculum reading the program language with engaging and vocabulary provide the necessary professional development to insure teachers are able to use the new curriculum in classes with their students central office should fund the office of curriculum for the students at school sites should not be used we want the district to respect and protect fund that are entitled for english learn students and sitting set up a system that restricted the el fund if a system exceeds is verified the effectiveness allocate more fund to support programs and services for english learners in bilingual and other programs allocate more fund for purchase and assessment keys like funding things to make sure that the teachers want a detailed evolution of reading and writing for el students have the information to fund the structural support, provide hi quality relevant training to teachers to expand their language of instruction to the dual language program thank grade math begins the fourth grade 25 to one student teacher ratios we want to follow up to learn what it takes financially to make it a reality in san francisco unified school district especially with the high number of english learn in immersion and bilingual categorize this language program should not combine grades to create oversized classes instead creates for class size combination classes especially in fifth and fourth and fist grade have high number of long term everyone learners that is needing the support with already 56 classes in fourth and fist combination classes the district san francisco unified school district continues to increase the number of fourth and 5 combination classes city hall's that has those classes fifth graders are not equipped for middle school thank you. >> good evening i represent martin luther king we will be discussing the classroom quality to see fund allocated to expand the classroom libraries instruction all materials and ipads other resource the students have various classroom libraries and teacher needs structural materials that el students relate to and of the dependent reading level in english assess and investment in the additional materials and activities for bilingual do allow it in the language programs teachers need support teachers that are teaching the el dfshgs should receive additional training the fluency and writing and reading and expensive assessment allow the flexibility to regroup students and make the performance students optimize the learning and students that have similar needs teachers must come together to discuss in groups with similar needs and/or reading levels leadership should provide the teachers to assist with analyzing the data to make improvement programs to meet the needs of low performance students support every el d with resources with multiple folks giving the teachers smaller instruction to help the students strengthen the waemgss this allows the teachers to focus on the structural and need of english thank you thank you. good evening i'm business owner i didn't i'm representing monroe elementary school our fourth recommendations is el d specialist we thank you for providing many literacy coaches that has helped the teachers, however, we find that many teachers are in need of el d training over english learners need it by skilled teachers with specialization we recommend all students with high numbers of english learners to say a el d specialist with the teachers the el d specialist provide the staff with training by approaching teachers to provide the instruction for els that need the support the teachers need the time to via assess and analysis and create instructional plans the class teacher or el d specialist should check in english learners students are on track and provide a position to oversee and guide the curriculum and provided professional development for teachers providing instruction and require the el d teachers to be transparent for the listcy assessment thank you. >> i'm represent the recommendation number 4 we know the importance as a positive research that supports the family involvement at school families who does not speak english are of a disadvantage when communicating about their child's education with the person didn't speak that language san francisco unified school district provides many excellent services for families who speak the language other than english but the district employees bilingual and multiple lingual language we want to share some experiences and off recommendations to advance the goals of empowering the families schools needs families liaisons that speak and write the families language all schools with high numbers of english learners students should have a fund liaison to communicate with families family engagement needs to be supported the district encourage the parents of english families to be involved in the budget process the parents will be provided the information about the recreation and assistants for the allocation of funds also inform parents of their voting rights to participate in planning activities, training and request for the parents involvement programs the delack will advise the parents of planning and implementing partners affordability regarding the funds for the following higher level of services and programs and activities we ask this district provide the information monthly updates regarding the el d program and student achievement and school engagement and school access to curriculums and basic services also to require all schools to hold community meetings to advise their - including budget informs and provide a summer academic program for all students with retention and who don't need the go fifth grade level accreditation thank you. >> thank you for your presentation i want to open up to the board for questions or comments. >> yeah. ohoh - i don't have any public comment no dr. murase >> i want to thank both groups for presenting 24 as really, really important priority for the school district i know you've spent hours at long meetings away from our families to present those recommendations so i will definitely review them alcohol and they're important as we develop the budget for the coming year thank you very much. >> commissioner wynns thank you to the members of the brother committees for dr. murase said it is important to us i want to family say that i'm really happy we finally got the rotation working i know that both delack and the council we are every year getting a report after school was out or at the end of the school year and after the planning for the following school year had took place so the board working hard to make sure we have a schedule we will get those reports in a this way every year it took a while to get the system to work as you expect when our doing something new i appreciate the staff that worked with those committees and all the staff that worked with the board and the where had leadership for the superintendant for doing something that will be effective and get us the report as we should be getting thank you very much. >> commissioner vice president walton. >> i want to echo commissioner murase in manning both groups one of the hardest things for the students for language barriers not feeling supportive i have a question either group or both groups feel do you feel supported in our effort from the district. >> we don't feel sponsored we're here to look for that support. >> thank you commissioner mendoza-mcdonnell. >> thank you i too wanted to step up my thank you to all of you the work is important and he has helps us to understand the work at the site i had a question with the reclassification i don't know if chris teen is around but i want to better understand the reclassification phase and why we're unable to do more and is that is an issue of progress for us can you help me to understand the reclassified. >> we heard a lot of feedback from parents and actually members from the clarification it was really highly recommended we develop that workshop tool kit since then we've been introducing it we train the parents liaisons on the tool kit it goes to the reclassification and all of the critical assessments that are associated with reclassification as well so this is definitely on our radar not really happen overnight in developing the capacity for every school sites for all the parents to have the information we are open of ways for parents feedback and input just some strategies key strategies that makes a difference and to make sure the parents understand there was a lot of suggestion there was a long term goals but a lot of creation around videos that are assessable and the el program guide is one of the tool in the toolbox but people are looking at multiplied strategies different ways to get that information out. >> okay. thank you and then he had a question for the delack in terms of the participation with the school councils and in insuring our councils are coming to the delacks and getting a better understanding the needs of students and how that gets incorporated to the school process get a sense from the members if this is happening or it feels like one of the steps for developing the budget for each sites that delacks are brought both that conversation. >> i can only speak from my own experience i'm now a representative from d lake he say that is a hard process there's no recommendation of delack of the district this year because i've been working with the delack members last year we were involved and i think that is why it has been possible to make some process in terms of our recommendations being listening and hopefully met but i think that is - it is just the same on the information side needs to be educated parents need to be informed that is not happening at schools they don't know how important to get involved in the process of the budget discussion and what the things we need and the services the learners and teachers base the teachers are needed the support and students by getting involvement that that we'll be able to know what had happened and what they need and the support the teachers and the students need that's not happening so i can tell you by my own experience. >> and do you find are there things you know that will work that we're not doing that would be helpful. >> just the same as they're recommending information needs to be available for the families and i think that from the district level and school level the administrative staff needs to insure the information is reliable available for families and make them said right now for example the school where i'm recommending we don't have information for the supplemental funds so they don't know and understand it is exclusively to serve the students the el students so therefore they don't know they have that resources for the kids so they're not involved in the process. >> okay thank you i just add one more a couple of more things one of the things i've found over the years that is critically important is to keep the information that delacks need online they can understand over the years that the district has posted budget when i first started in 1906 sorry i really date myself 2006 with the delack started with the budget were not posted online and now budgets are posted preliminary budget should be posted when the principals receive them information how to designate the supplemental entrants all that information should be available to delack elax have a so we need to find ways to be systematic working by the information they need and their understanding the process that is a little bit xhaktsd sometimes they can engage at the struggled with shyness and struggled with keeping my grades in check after my father died july 24th, 2008, we left any siblings to learn about the world for ourselves i didn't focus on school more on my family and kept to myself and not speaking to anyone the 7 grade i remember my father said he wanted me to be greater and stand tall and realizing that i had to turn things around and focus on any grade i had to listen to my fathers advise and enroll in larkin high school i was shy i didn't know what to expect in the teachers and students but i grew i expected the students and teachers and build relationships and realized that i actually can read faster and you know i'm still here - as it came closer for me to like do beverage marks and present my peace and what i learned throughout the entire year i got nervous and didn't know what to do so i riled on any teachers and the people around me to help break my shyness when it came to the day i had to present well what happened was i can't explain. >> but i've been i was really nervy couldn't stand or speak for myself i stood and can't remember what my teacher did he let me present in front of his class instead of actively teaching one day and yeah. when it came to that day i stood at all i remember saying my name boldly and he presented i succeed i passed you know i was worried for nothing and stressed for nothing first time i had two teachers my art and chemical teachers to push me something my teachers are benchmark presentation my teacher is helping which is how we see ourselves as students i see myself as celebrating successes and management discipline systems i have experience in growing up in san francisco for the students and families i came late to the challenges and raising a child many of the barriers any students encountered i encounter through my family's with that understanding i maintain the higher expectation for the school community to have a recognition of success from sending home letters for hour role students we're committed to the academic culture we restore the practices for the - to find ways to repair the relationships the clamp in my second year i've reduced the suspensions we're working with the schools to realign the champs in conjunction with the people services i'm using the restore to justice to build changes so that leads to less people out of class and less student suspensions many of our families are attracted to the project based model at cat we want to insure the responsibilities for the students awhile aligning with the policies and procedures work at cat for any kid's my expectations at cat have been met and so have the expectation that i have for my children under any care the last time i spoke he told you i had or had 2 children left at cat to graduate one the 11 my galvanized and the other one the 12 under my guardianship i'm very, very careful of how i'm handing situations with cat and one of them has an i e p happy to say working with the learning specialist teachers and staff and the way they give the support to all my students whether on p p plummets or not i'm been having very, very happy with the results the opportunities we go tloven of the panes of teachers and defend why we're ready to move on to college we prepare ourselves for the adjourned with other things like the workload we as the students find jobs and hand in resumes and conduct interviews that prepares us for college and applications for the real world beyond that so without a shadow of a dough i'm more than prepared to move to college and the supervisors office where the students present their art because we have we provide big opportunities you know our college resource center is topnotch they return to cat getting help with filling out knowledge has been or their family given the choosing choice of transferring are getting expelled because the law requires that charter schools follow all the provision of the law that recommend to x public utilities commission's it is not allowed under the law. >> so i'll glad answer that question when it comes to underline we involve the family we have students with complex issues and work with the families to find the best solution most recently, we viewed the sfusd services to make sure our policies are aligned so we're familiar with the big 5 and we realized that we understand that we need to be aligned to those big 5 so we always involve the families and talk about different options and most of our students and families decide to stay and sometimes the students and families decide to leave but we don't threaten them with expulsion so if there is a concern i'm happy to talk to you. >> when you say we explore options that's the question is the option you often for trouble leave the school or we'll discipline you. >> we have lots options including for them to be on a contract to basically give back to the community i've harmed. >> is one of the options ever leave the school or you'll be disciplined. >> no. >> thank you. >> thank you. >> i'm concerned because we've gotten people that said that's what happened you know full disclosure you'll not vote but this discipline issue a big deal that has recently come up. >> i can also respond if it is okay i just add reiterate that families are brought into the process and deciding what make sense for that the students there's a lot of things we look at discipline and the history of intervention what has not work those decisions are not made within the room families are definitely part of conversation if a family was not or feel there was some sort of a threat we're happy to engage with that family and move forward. >> i appreciate you're saying that but i want to point out families if disciplinary actions is not something you do by choice i mean, i'm glad you do that that is a requirement under the law so it is you know good you're following the law that is basically, what you're telling me some have said i think you're not foreperson the law people the school so - >> thank you students for couple of to the microphone i had the opportunity to visit the 11 and get a fortunately feel for the community and i really was very, very impressed with the project based learning approach and all the students were engaged i think you have talented teachers at the school i was impressed with the benchmark portfolio and it reminded me of my own dedication defense that the kids are mclaren valuable skills and finally the program does have a lot of value for the young people that are learning the crazy i'll be supporting this charter school. >> first of all, thank you to the students for being encourages and speaking on behalf of the city hall tonight i had the opportunity to visit cat and i had an opportunity to speak with great students that definitely recommend themselves well i was hard for me when i visited the charles i know when you visit they'll put the best in front of you i'll do that as well but the issue i'll bring up and the fact that charter schools top spaces from typically schools and puts us in a binds we continue to grow our student population continues to grow and make the decisions on do we place the traditional schools and having to expedite for resources 0 with the charter schools and again, this system will not be sustainable to be able to have more charter schools and have - continue to have the ability to support our traditional schools that will be become a bigger problem at some point we don't have the resources to sustain a charter school system and traditional school system no way for that that be possible and the issue of suspension rates and what's happening in terms of the suspension that is tarnishy within a district and how we work with the students and families understanding working with children everyday some of the most challenging 24/7 and bloipd but understanding our students should feel and have the support they need to be successful even with the issues they bring in our students first frustrated and at the same time, we choose those can wes to provide the opportunities for them to drive and be successful she shouldn't feel threatened when they come to school and because of minor incidents they maybe thrown out of school or told to pick another school system personally i get excited when we get children from charter schools but she shouldn't feel forced out with that said, i do want to say i was impressed by the students that had the opportunity i spent time with i know they're learning and they're excited about their school experience but this charter school system is not good for public schools and has to stop and change. >> commissioner norton. >> thank you so i want to say i as have liked cat i've spent time there and, of course, i'm impressed by the students and by the showing at all the meetings how people and the students feel about the school it is clearly working for a number of students i'm really worried about the discipline data that as surfaced i appreciate the addendum you gave us and you made candidates i appreciate how you'll reduce the suspension rate i want to ask the staff i'll watch closely i'll vote in support of chart but ask the staff to report back to us next year the commitment you're going to cut our suspension rate in half in the next academic year want a report back suspensions last year what are the top 3 types of suspensions you've been dealing with and you know i'm confused that bumgdz up so quickly and if you could we are. >> so i want to speak to that her first year at cat she was a teacher previously one of the reasons we hiring ms. wynns because she as a teacher has lead a lot of student groups around exhibit and culture xez competence how to focus on restorative justice i want to say not a reflection on ms. wynns she's making a great, great difference i think that the past we had a policy that now we're are we looking at and not using that is around the track record of students and how many reversals they've gotten it leads to a suspension we're not using that that will considers a lot of the suspensions. >> but what are the kinds of suspensions what is causing - what are the students doing to create you know a spike in suspensions. >> i think that is if fluctuates a lot of gun recommended suspensions this year is different alterations we student conflicts one of the things transparent we're trying to work on we don't a lot of restorative practices it is entering personal so our support council students i've pushed in hard circles we try to really build relationships and a restore discipline the next step for cat bringing the teachers and advisors likely at u.s. d for the intervention so when we met with john a few months ago we remember existed to talk about that process and systemize the work on an individual basis. >> i appreciated that comment by the way, part of the challenge we often have between charters and our more traditional schools no shared learning he appreciate over learning from what is happening in some of the more traditional schools and our staff is helping you so the comment i want to be able to say all the appreciation for all the students great to hear our stories and the challenges you've gone through and i really wanted to kind of push on the suspension piece when you're in a charter situation you have to come to us every 5 years to renew the chart so really critical things we look at we not a very - we're not a large charter supported school district we're unique in that from other districts the state we have high is it so for charter schools as students you have to recognize that your reflection is how oftentimes we'll take all that into consideration when you have board members that go to cu and we hear the stories how you made connections with our teachers are going on to college or have so many options to choose from those are the things as a school board member i consider your is it so i want to take the moment to remind you as students the work you do and cut down on suspensions and recognizing your job to be in school and performing well contemplating so you can go on to to the next level our responsibility and that we keep an eye on and that determines of the future of cat going forward and want to appreciate veronica who has her kid with all of the legacy pieces that gone with that the supervise volunteer kids and kids and kids have gone you continue to do that to be there those make a difference that makes a different our building the community so thank you for coming out tonight and for the young people came out to speak about our school i wanted to appreciate that. >> (clapping). >> yes. i wanted to add one thing that that vision schools in a history of council students out of the school i want to make sure that we have a commitment also, if envision that practices that you're changing that model of students thank you for that i think there is a couple of points and questions i have you know the point will stungsz suspension is an important one and people are saying forgive us it is not just the number it is what that tells us what is happening the school and to hear that some of the suspensions are could by fight and sort of different types excavations and referral without the supervision this is a sense of what is happening and whether it is reflective of values we have the school district around being the student center and creating ms. wynns in a pro-active way a culture where those things are not happening and where students feel safe and supported and strong connections with each other and the cults he appreciated in one of the points i was going to bring up how you think about creating that culture in a more pro-active way so those things are not happen to begin with a level of trust and support and that you know reflected in the comment there is not a culture some students are pushed away or out some of the hearsay is about compound with the suspension is there something there around picking and choosing who defeats to be supported at cat that is not what you want to see and not we want to see one piece the last sorts of data point around the suspension that is helpful to me is whether you have data from the fall or around suspension numbers and whether you've begun to see a drop over time this year already under our leadership we're looking at the numbers from last year and again, this is something we struggle with and have a lot of sprungz under district schools we're you know committed to that and seeing that year to year a huge drop i understand but i want to better understand the successes of the things your implementing. >> we don't have the schizophrenic numbers but looking at it is closely a significant drop this year it started with ms. win was the principal she and her staff planned an overnight trip to berkley so this focusing on positive college culture there's been a lot of communities meetings around pride and celebrations so all of those things helped and a significant drop we're happy to bring back reports monopolizing like scomploern q's requested and share with the board. >> to add one of the things we look at as the staff data referrals when you refer a student out they're leading to other things we're critical and thoughtful around the data and why we're writing referral and better intervention so our suspension numbers are going down in terms of the student population positive recognize so celebration of academic success and exhibiting score values and shifting to where the focus is around celebration and pride and not a negative culture the combination of that student work and the priorities with the adults. >> i also wanted to say we recognize as an area we are commitment to taking action to make sure that less students are suspended and wear reducing those recreates. >> i'll appreciate the regular update to the board the one question he was going to raise potentially that is hopefully, some positive success to report i share commissioner vice president walton concerns as it relates to the charts and space and facilities ando so i wonder if you could speak to how the shared space with june gordon and i feel like potentially that is a positive experience for both the school communities in any conversations with june gordon they have expressed that i've not heard in general i don't want to speak for them but strong concerns sometimes we're heard the other co-locations i wonder if you can speak to that certainly a very serious question for us how we make sure when there's a co-location the district school is a support and collaboration. >> we're proud to share the principal a matt as twins and his in coming ninth grader will be attended the other son goes to balboa park and one wanted a big school and the other a school based learn we have a stronger relationship with june gordon and do professional development the kids go on college trips together we use each other's resources a very, very positive relationship we learn from each other also. >> i does that make sense that the athletic department was dealing with appliances and repairs and facilities so what's the other $035,000 dollars going towards specifically. >> those are funds dedicated to ongoing basic maintenance and repairs not facilities construction projects so, yeah this is basic repairs and appliances it is not dedicated to major projects. >> can you give me an example of what a repair facility is. >> so we recently had a mat overhead hauled hello mr. truett i'm sure kevin truett don't give me a hard time i was going to be professional you started me on the road so i'm - i kind of want to understand how we prioritize what investments we're make with new money i mean it is great we've got a lot more money than we thought 8 hundred odd thousands but it has been applied to things we didn't identify at cow and so while again, it is positive and i support the investment i want to understand the process of how we prioritize and define those are the things to invest in not a lot of input from the board of cat. >> so commissioner i'll take the first stab and if mr. fleming or deputy city attorney there is an ongoing dialogue with the board and our communities around district priority work that has been captured the el cap and captured the resolutions the board has supported the environment around restoring the compliefk cultivate it is supporting the capacity and the direction to the lifetime vision zero we actually have a list of strategy work strains the board as articulated not only during the community members of the committee but an ongoing conversation of the direction of the district we regularly touchback to the list of priority work strands and the prelims of the work to create capacity and build capitalized in the district we also are cognizant of the feedback we've received from the board not only the committee as a whole but the budget committee and the exciting meetings curriculum meeting so what we try to continue to do as staff weave a narrative around the priorities that the board identified and we have heard from the board and from our communities quite frankly and continue moving the pride work forward quite frankly i think that as we get a few more peeps the coffers it really is for us as staff to bring the recommends to the board bans those previously identified priority stance those input from the various committees that voices the board as well i wouldn't see a scientific prosper say but i will say an eir active process that is very much ground on the input of community, the various siding and most definitely on what the board has articulated in terms of direction of the district. >> okay. well, i appreciate that i want to drawing your attention i mean, i mean that is the last hoivent of the priorities we've talked about in budget committee and i am expressing a little bit of concern here not because i don't think your investing the wrongs things but certainly is under the list ever supportive schools i want to express some concerns a number of provided we've spent a lot of the time if budget committee talking about the new monies i don't remember hearing from staff that was the priority and again, i'm not criticizing but it feels like a big church of money without any discussion about how to spend it by the board. >> so again totally finds that that's why we bring the elements to the board and we can justifies that in our current experience priorities will shift and right now that is an area that needs port so we have a responsibility to prioritize that spending based on the need that is maneuvered in the schools as we speak we're happy to describe a little bit more why that happens but this really is strategize aligned with the school seats and educators it is not going to go through the vetting process but that's why you hire us to bring the feedback and recommendations to you. >> i have one other question specifically which schools areas from the school communities clearly to continue focusing on a strong core academic and core program with the tier two support particularly in schools that are actively working towards a the school sites are going to the budget process okay and their determining what they can actually afford to fund themselves last year, i partnered with dr. blanco and said we need to at some of the schools the tier one supports are not strong my concerns some of the schools when our tier 3 or your high needs students are exhibiting the niece and your tier one is not in place there is fingerpointing one program and kids with unfairly targeted for creating some disharmony it is the whole tier one the school needs to be strong we're not blaming one classroom so my sense of urgency with dr. blanco do so let's make sure we are committed to showering up the tier one and elementary for this year and have a chunk of money to move to memorial day we can't do all the programs and have to develop a program with the board certified and so built a program of development and shore up but with the emergency room and the shore elementary said what about us this year we're moving to the middle the plan is move to the million dollars and the elementary school is wait, wait, wait don't go yet in their turning in their site budgets and asking for support that's where the volume way turned up as this time right now so when you say we didn't hear the plan to move the support to middle and the elementary school and wait a second we can't use this yet this communication to both the deputies was what rachet up and put me in a place wait a second what shall we do they said oh, let's do this bans volumes. >> to make sure i understood it is really tier two support moving into tier 12 support for the elementary and the middle school. >> it is a combination of factors some of the schools are solidify phil ginsberg their coerce we want to make those our school environments as and charter schools we see a strong nexus between safer schools and as superintendent truett mentioned a nucleus between the school sites budget as we've said they're going through the planning process and the budgets are due friday the first two items direct school locations and the process for for is resources are not f t 19tare part of information that the support they ask rile on as they develop their plans in your mind we saw the connection to the priorities the context of site planning that was clear we understand that the timing has been challenging because literally mr. fleming and i were checking in hourly and did we get the official word from the controller's office have we gotten it have we gotten it we're uncertain it will come in time for the second reading we read we regret the timing didn't leave the ideal amount of time to clarify all this we wanted to reinforce that we do think this is the clerk will take the roll connected with the multiple of the priorities the level of services that martin luther king and also being someone that sat in programs over the past year and hearing from the educators and hearing from the administrators and walk through being disheartened by some of the comments and statements of individuals that want to blame the students for what is happening the schools we adult need to find strategies to support our students they can be successful this will definitely help us and understanding the inexhibits that kind of across the programs so again, this is definitely something that i'm in support and excited to see the most vulnerable students happen to be from certain democrat grachz will get the support i'm excited where we've chosen the resources to provide the environment we're decided the district so thank you for taking the time to listen to the feedback and make those quick decision i know that is not ideal over the course we'll like to weigh in and talk about where the resources go but i appreciate and want to reiterate what happens if we work towards we'll come up with a solution verse that is something we can't see are figure it out and work together to make things happen sometimes the work will be find out a couple of hours ago we're asked to make a decision those are probably good recommendations, however, i would like to have a better way and one the things this is not the first time this as happens and the same as respectfully to all the staff the same thing is initiated the budget reviews and it seems like we have the budget process with recommendations that are good recommendations are the beginning budget recommendations and have board members that is a i like this and that and the next thinning the next thing i know those things are not in there what are the suggestions and traffics in what order to prioritize and weigh in and all of a sudden we're going wait as you can see the report one board member asked for this and all of a sudden is it shows up and i don't you know we're in an odd position of having to say well, i kind of like those things but not the way to do it so i'm hoping that both the budget process and as we do this for next year i want to say about the vaping pa discussion i find it nervous making that basically, we're redoing rear reviewing the master plan until we kind of are not ready to decide forever investments we'll make which i know is true but you know i'm still as i've been saying for a couple of years state your name for the record, sir by this idea we've hired all those teachers and we don't have any more things available to students well i'm reading here that just the give-up of someone saying they don't center room we have cola's classes are not room and take the schedule for the classes to repeat what we've put in place and essential we go back if washington we're sewer planting and the schools are cut from their school budget we were able to cut their own investments in art and musk teachers by the way, they were getting the peace money and kids don't have time to take the classes anyway so that all seems to has to shack out i think we need to side training with the principals and say what things have you cut you've for the restored by fund like pete to we'll need to be and aligned with the discussion we're looking how kids can possibly take all the things we want them to take or on the verge saying you have to take those things so i think that i'm hoping when i can suggest we have a talk about the design of a process based on the processes we've gone through this year and prior years to make that budget better it seems to me we can have the peace cca and the board have a list of things we wanted to fund and what order we'll fund if we end up up getting more money this is our first priority and the siding we'll comment but i'm sure there are plenty of other ideas about how we could get in workable knowing this situation we're in not always one day yesterday's or today you find out u found out find out but, in fact, every year it is been speaking many or something that was so time sensitive not to have the deliberate process now a routine we'll look at it and discuss how to prepare and anticipate the way we know the funds is likely to happen and i'm i instance for example, will be convinced that we need to make more investments in things that are on the board list of priorities we've pass resolutions about we're not investing enough in so not that i want us to ignore those things i want those things to be clearly integrated into the budgeting and thinking i don't think we have a process to do that it is kind of oh, yeah by the way, we did those things i'm hoping e hoping we can learn i have to say i'm kind of still - and last i will want to say i'm sort of when the master plan is updated we go through the process i'm presuming that will have budget demands in that and not only more which is kind of what we, of course, hear that if everyone, everyone does noted more but more in a targeted way when we get more and maybe move don't invest but put it here instead so i do feel like the - discussion here about the vaping pa we're not ready but i want us to be exactly this to happen because we just know we're not - we know we won't know how much money we'll get before we make the decision so we all plan for things like this is our contingency plan and thank result specifically of the pathways per say they were creating additional sections they were expected to create additional sections of the language pathways at the same time, they had same funding to cover their existed electives for music we saw in some cases the sites had to sort of trade off they had to in order to create the sections the languages pathways had to reduce some sections for visual and professionalism arts as we saw that pattern took place in a number of sites we were also seeing increases in the funding from peace for the virtual of professionalism arts in a limited number of cases not across the board but a selective basis we saw some of the spending plans for peace was for the p funding to priority protected fund for the arrested sections to the sites would not have to you know in a way can only whether i see their art sections to - cover the section added 3 sites. >> may i ask when sites. >> marina and martin luther king. >> i support that i really would like to see more entry points to lack at the middle schools so i'm very glad about that doesn't the assistant spending plan i want to read for the listening public what the middle schools language one room to another one not hearing the teachers from the other rooms awhile your teach in this classroom i guess that maybe is enough for me to say not that much in the gieshthsz and skwaimz my children are good children >>my ms. curtis lee and i to ban kids to go to carver and i take them to school every morning. i have sort of stain around the school to help the staff around there and mine the kids. you know the drill and, you know it's a good school. the good staff members there. good teachers. i know most of them, you know and i call all of them mrs. or mr. but we need doors. we need walls. the kids need doors and walls. they're in a pod is setting. this voice all over the place. they can't -they don't have a door to close for themselves from the noise and the teachers can't teach the kids can't learn under those conditions. you've got good teachers there. now, it's also a safety security issue. because we all hear in the news about some clown that runs up in the school shooting up the place, but at least the teachers should have somewhere to shelter the kids in case something like that happens. so, i think it's a very very important issue that carver with no-you can't close the classrooms off. and the kids can't focus because they don't have a classroom setting to focus in. so, i have some things written down but there's no need for me to read it because it just a reiteration of what everyone is going to talk about. carver needs doors and walls separating the classrooms so the kids, so that teachers can teach and the kids can learn. it's hard for them to focus with commotion going on outside the classroom. they can focus on the teachers can't teach because she's distracted. kids are sneaking out of the classroom running through the hallways. >> sir, george washington carver. is this equity? this is a cave. separate an unequal. the school was built with an open door plan style in the 1970s. now everyone realize that it makes it really loud and hard for students to focus on one. for years families have asked for more permanent solution. some of the problems at the school district is having the school district is focused on. it might be civil rights issues or might be a society problem, but this is not a civil rights issue or a society problem. this is a san francisco unified school district problem. no classroom doors and walls is not equitable. there are 2 schools in the unified school district and those 2 schools are in hunters point and bayview. that's really unfortunate good everyone knows that and bayview has the highest crime rate in san francisco. it's just not equitable. i remember reading about a school in atlanta with the teacher was able to prevent her students from being shot because she was able to close the classroom door and locked the door with the desk. that's not wait for a tragedy to happen. we definitely need classroom doors and if not now, then when? no doors impact learning because of the constant noise of the students -50s headphones for reading and trying to concentrate. several of our students suffer from severe trauma. can i just go a couple more? okay. we have a high teacher to because of the additional stress that we put on our teachers due to poor physical conditions. the staff consular report the difficulty dealing with the noise pollution , the ventilation there's a problem also. it's cold in the winter and hot in the summer and some of the teachers have to leave the exterior [inaudible] to ventilate the room and that's another security risk from people on the children do not have no doors and i tell myself is this a lunatic running loose have a gun climb over a fence. what are we going to do? there's no way for these children to hide, cover,, because clemens and i'm a parent of 3 children that carver elementary school and also a monitor and recently we sent out petitions for us to have walls and to doors and received over 200 of those petitions signed. i would like to pass them for you guys. also, safety concern. the lock of closable doors in customs trade a safety issue. students move in and out of classrooms, sometimes without teachers knowledge. there have been no altercations and even fights in the unsupervised open spaces between classrooms, which are difficult for teachers to resolve without interrupting instruction. the instructional impact. students learning is impaired due to consistent noises resulting from a lack of separation between classrooms. noises flow from one classroom into another. students must use headphones while reading in order to concentrate. teachers avoid potentially-potential loud classroom activities and evolving multimedia interactive games were classroom discussion and, instead, and, instead, and, instead, and, instead,prioritize by their tears. that lack of separation between classes makes teachers focus on compliance rather than engaging in instruction. [inaudible] insulated drywall partitions, exacerbating noises, pollutants in and between classes. now, the teaching and learning environment. school community members attribute high teacher turnover's. one third of the teachers league each year to additional stress on teachers because of poor physical conditions. staff consistently reports great difficulty in dealing with the noise pollution. additionally, school ventilation systems do not function properly. customs are overly cold in winter and too hot in summer. some teachers report they leave exterior classroom doors to ventilate rooms which create additional security risk. thank you. thank you. >>[applause] >> hi. my name is jenny and [inaudible]. we need doors so we won't get distracted. [inaudible] thank you. >>[applause] >> hello. my name is [inaudible] and we need doors for our school because it's hard to pay attention without doors. thank you. >>[applause] >> i'm area on his grandmother and i really really really want you all to please please please take a serious look to consider this. right now you're able to hear [inaudible] dear gunshots. you all [inaudible] it's a great here and here some racket coming into the door you're going to run to cover. they don't have that option. we have plenty of high-speed chases and gunshots over there. they have nowhere to hide. i'd appreciate if you all would take that into consideration. if it were any other school spirit were so-called better district it would have been done. we need your help train and simple. we had an incident with a parent my so-called parents of crazy lady yesterday that's not in in disguise, mind you, and poured -it was either gasoline or i don't know. threatened to burn because she was angry because she wanted to try to get the next tobacco food. still, mind you [inaudible] we need your help, plain and simple. we need you to please it's not a hard thing to do. you all are capable. we just need walls to protect our babies without being told we are shutting down the school. it's not necessary. we need all the schools over there we can get. you know just as i do. we need our children educated so to break the cycle. it starts right here. thank you. >>[applause] >> hi. hello. superintendent and commissioners. my name is allie collins and i just want to speak on behalf of carver staff as well as families. i taught in a school in oakland at an inpatient school that was out of control. we were in the temporary building that was similar in the sense that i had partitions. "rooms. this is a high school, but i got to governor and witness students moving in and out of customs and it's really hard as a teacher could teach it about you to decide whether to stop teaching or to attend behavior. additionally, todd at thurgood marshall where there were fights and sometimes parents would come in going after teachers or students, and i in her stand as a staff under how scary that is. when i heard about the incident yesterday at carver, i understand why parents are concerned. i also want to ask is david golding in the room? is he here see. i want to know why-it upsets me when i see people on their cell phones when we have families that are waiting here since 9:00 am with very young children. i feel like that's really disrespectful. i feel like it's-i appreciate a lot of times when the district has children come up early but that i could these families had to wait until 9 and a lot of them are in kindergarten, it upsets me and i feel that needs to be names and if you like these families need to feel like they're being heard and into the body language, i don't see that happening right now. so, please do what you can to help these help them to feel they are visible in our district and they are important to our school. >>[applause] >> good evening. to pres. cheyney vp walton, superintendent carranza, i would ask [inaudible] ominous speak quickly into items did i support the parents want walls within our school at carver. in the early 60s that was the plan have an open pot but now that's not conducive to the children's learn. i know the district should do something about that but i'm also speaking as a mother. when i sit here at board meetings is who we are public comment comment about 9:30 pm is much too late did years ago you had the public comment at 7:30 pm. i hope you will consider going back to having public comment at 7:30 pm. these are our children. these are our families. without these families we have no job. we will need a commission. so i hope you will consider going back to public comment at 7:30 pm to get the children home. many of us will get an out cars and drive home. many of these will get on the bus and take 2 buses to get to bayview hunters point hope you'll consider that and work with you to get the answer to these parents to get dividers put real walls in those schools. thank you so much. >>[applause] >> superintendent >> yes i think the next group is around flex academies. is that correct? a couple of comments. we don't usually comment to public comment that is your opportunity to give us feedback but in this particular case i think it's important in light of the fact with so many students in summary parents hear from carver to tell you that your voice has been heard. with all due respect, the text that mr. roland and i were exchanging was an update to let you know he's working with principal stuart at carver. they begun the design process for what walls and doors will cost. it's going to be close to $1 million but, we've also heard this evening that there are ventilation issues at george washington carver. there are electrical issues of george washington carver. so to put up walls isn't just putting up shame she rock and framing it. if the movie ventilation will be electrical in a further move the frame movie electrical we want to be redesigning so the be functioning classrooms with functioning doors for the students. so the good news is you been hurt. so that work is already starting. mr. golden and his team is working with principal stewards. we are going to update unity as what timeline when the construction will start. the other good news were not waiting for another bond issue. we are rearranging bond monies to be able to make this happen immediately. so you have been hurt. i want to thank you for the efficacy of your community. >>[applause] >> esther richard gonzales, [inaudible] cool sellers, darren, charleston brown. [calling names] >> good evening. all those in favor say, aye lexicography is one issue to troubleshoot continued to be a productive school the 20 1617 suite. 2 secondary issues. the primary issue is is the facilities in top 30 on. myself and several stakeholders are here to ask that you reconsider the prop 39 rejection at sf flex has received it as a principle of san francisco flex academy of your honor to note we have families who believe in the school and what it can do for all students looking for alternatives to traditional schools. i support all the parents and students here tonight who will be speaking on behalf of sf flex and to push for us to be granted facilities for the 2016-17 school year. o2 thank you in advance for your time and consideration. >> hello. my name is the mere montagu. i'm an 11th grader at sf flex academy. when i started high school i previously went to lowell and i felt that it wasn't the right fit for me. derisively to many people. i have anxiety issues, depression . i was suicidal at a point. dealing with that through the first half of my high school career was troubling. after i finished my first year and a half i simply was stopped did i do not know what to do get i did not know where to go. all i could think of is what school is small enough for me to, for me to have a community to thrive in. first thought that came to my head was go to my best friends school. so, i did. when i first came to flex i realized that-i realized that it was more than my ability to cope with large groups and large areas. it was my ability to understand-not understand, but coexist with kids because of their-coexist with kids. yes. and i think of really thrived at this community because it helped me. i've been inspired by the kids to strive to newer heights, get better grades, and be a better person. yes. these consider more facility space for flex academy. >>i'm an 11th grader, 2. i've been here for flex for 3 years. i'm the only person in this room has. [inaudible]. we've tried to shut us down before and, like, what do i want to say here? it's just like it just annoying because we've always, like, because you have done this like so much and constantly challenged us-not just you but it's also like k-12 because of what we are charter school it's annoying because a lot of the kids who bring your while having demoralized. it's just like-i'm not good at talking as you can see. it's a charter school thing. i'm going to leave now. >> hello. my name is devin-i recently transferred to flex this school year. it was at balboa for 2 years of high school. the learning environment, to me, i just couldn't quite do it in my first year. i completely flunked both semesters because i just couldn't handle having that many classes of that size. the teachers had immense trouble focusing on individuals because of their large class size, and since i've transferred to flex all of these issues have been solved, but this staff is so involved. they're so committed to helping . the integrated online system is something that very few other schools that i could go to offer, and it's something that's helped me a lot academically. it lets me do work at my own pace. yes. i just want to say this is the only place i really think i can go to thrive and i want to ask for you to grant facilities for the 2016-17 school year. thank you. >>[applause] graders. at sf flex his grades went from dns albany to a's and b's. one poorly, he says things to me like i love learning. i love my school. my teachers inspire these are things he did not say before. and these music to a single-parent years. he likes he calculates the experiments he cares about other people. he works hard. he plays hard. i can see that his self-confidence has released gone very high, gone way up. his confidence and other people as a other people as well. his confidence in life. i am extremely grateful for san francisco flex and the teachers that are there. they are extremely dedicated and it shows in the relationships with the students. clearly, you add >> president unified school district care about students, but not all schools that all students. charter schools, good charter schools, help a population of students in need. maybe an at-risk population in some cases. so, i am asking you not to operate san francisco flex again, but rather, i'm asking you to consider the special population of students who require tailored education and who have found a home. by approving please i review proving, that the state per sf flex notches for 16-17 but it provides a service to the san francisco bay area and i really i ask you please reconsider. i believe sf usc loses nothing by providing funds to this very good very important school. thank you. >>[applause] >> a junior at sf flex. my daughter transferred this year from another school because she was failing, because of her [inaudible]. she was immediately welcomed by the staff, by the teachers, and by the students. she is thriving academically and she's driving socially. this is in direct result of the flexibility to teacher with her special needs. excuse me. to lose this facility can negatively impact my daughter and the students there. i ask that you reconsider your decision regarding flex. i can only assume that each of you are on this board because you believe in education, but notches cookie-cutter education. we need to teach our kids in the way that they can learn. please, make the right decision by ensuring that flex remains at independence high school, to ensure they get the listening to me. my daughter was in-for 3 years. she described waited last year and is now in 9th grade. she was doing well enough to where we decided she was mature enough to look around at lowell, at lincoln, the other high schools there. she got a sliding the way. she was also in that other charter school located with de soto. she chose flex. because it presented the opportunity for her she liked. she is nearly all straight a's, if not stated she's coming out of her shell. she's doing very well at flex academy. she liked the attention she gets good considered been turned into a school with 2500-3000 students, not so much personal time with teachers she gets a lot of personal attention with the teachers due to the small class size. no, i understand that there are issues around p 39 granting of facilities. i also understand, though, we have enough interest, parents names and numbers were provided to fulfill some of the prop 39 records for number of students. we do have a facility there that is cold-locate with independent. what can happen w facility when flex is gone? are you actually going to do something with it or would sit there idle again? i understand that flex is that to move 3 times in 6 years since it's been in existence. they had a facility that we were going to start attending in bayview hunters point. for us, it was a godsend at independence academy cassettes closer to the side of, we launch of bob boston budget student that were on the roles that could do with a one-hour commute time across town. from the bayview hunters point district. so that district lost its resources themselves. so, i would request that you reconsider your decision not to grant space to the school. >> thank you. >> let it continue serving the students. >> thank you. >>[applause] >> hi. i'm sarah and the mother of an 11th grader at flex san francisco flex and or thank you all for your stamina tonight. i know these are long nights for you, as on the rosters would appreciate your attention to our cause. i also want to acknowledge the san francisco unified school district for all of the amazing facilities that it provides san francisco because it does. it provides diverse facilities for diverse populations and excellent education to prepare our children for college and beyond. i know you've heard a lot of pleas from parents and students from charter schools and each having our own reasons . flex has a particularly important reason tonight, and i just there's so many children in san francisco that fall between the cracks of these beautiful institutions. we do have beautiful institutions. my son did great awfully through middle school and started his high school education in public system. but he fell between the cracks and i was worried for his safety and his health and his sanity. so, he represents a larger group of people that of children that are disenfranchised or they have exceptional abilities or sensitivities are sometimes easily overlooked in these larger institutions that possibly have undiagnosed dysfunctions impairments or challenges. that don't necessarily show up in standardized testing. their parents are flat and search for safety and stability for these children and that's what flex provides. they enrich the rich learning environment with a lot of camaraderie in connection with the cheaters and so it's an oasis for the students to offer addendum that winded learning platform so the parent of such a unique child who was boston i recognized him i really implore you to reconsider this decision and to continue giving the space at [calling names] >> good evening, commissioners. we have a president you a sf. i'll try to be brief because of the hour. ie am feeling optimistic this evening because i heard immediate response by the school board, the school district to the issue at carver . that's an instance of getting your priorities straight and taking care of a problem right away. i'm here on behalf of our members the 3000+ members who do not get the january raise. i know it's on the school board to take care of the problem and the district to take care of the prompted that state care of it now. the teachers are getting impatient. some of you got letters at least from some schools. i know of for schools that are working to contact this week as a way of making visible their exasperation with the nonpayment of a monism out of money though as teachers that san francisco when he wrote those 60-$80. my not seem a big deal it's a matter of respect for educators that do the work in the classroom especially during the affordability crisis ranges out of control. i believe in the golden rule. treat others in the way you wish to be treated if you're expecting a pay raise however they rate your and you do not get it you would feel very very disappointed and upset and disrespected. that's what teachers are feeling and i can tell you of 3 teachers this week coming there leaving the district that's on you. you've got to take care of it. you've got to take care of it now. these do. thank you. >> hi. i just want to quickly speak to [inaudible] i been doing with the situation for over a year now where having trying to make sure our families jean parker have access to the amazing program you provide. we got applications for this awesome summer program at middle school at everett. it's free and if i had to pay for it to you would be about $800. the district is offering for free-for-all middle school students. unfortunately, they sent applications to our school in a motion spanish were mostly chinese speaking school. when i contacted them they were said they were on the liquor we end up getting him a week later. that's the kind of thing that i think consistently demonstrates to families, especially chinese taking families, that are not as important. i have access to all the programs. i would make sure that my daughter's peers also of access. so, i brought some specific examples in the arts in education master plan. it faces a lot of things that are supposed to be happening could the plan was approved i think 10 years ago and they're not evidence at our school. even though we have amazing teachers in our district they're doing amazing work and even in the department, it's systemically is not happening across the board. so i'm going to share some screenshots of that as well as this is the website which basically has no information on it. specifically, there's a packet for parents and it's another example. it's available for download in english and spanish, but not in chinese. that's just-these are consistent examples that i'm hoping to continue to work with the superintendent and with mr. stevens to make sure we provide access for all of our students in the district. the tango thank you. >> thank you and thank you everyone for your comments. special order of business. we have 2 action items. can i have a motion and 2nd on the levee of a special tax within the community facility >> moved and seconded. >> mr. superintendent. >> so, i'm here to speak to the chief is always opposite mr. david golden. >> good evening wonders of the board of education on david golden chief facility officer. as you may remember, we are on round 2 of the belarus fire life safety seismic safety parcel tax. the statute and the language of this parcel tax requires the board of education to validate the levying of the tax each year and so it's time to bring forward that resolution to the board. this will happen every year of the 0 life of the parcel tax. so, the subject is a resolution of the board of education of the san francisco unified school district letting the special tax within community facilities district number 90 one for fiscal year 2016-2017. now, only read the final therefore cause, which is the operative clause. which is, now, therefore, the board of education of the san francisco unified school district does hereby resolve, determine an order, as follows: the board hereby levies the special tax within cfd number 90 one for fiscal year 2016-17 pursuant to the act and is set forth in resolution number 103 pursuant to the act and is set forth in resolution number 1039s01, which resolution, including the exhibits thereto, is attached by this reference incorporated herein. thank you. >> no public speakers. any comments from the board? >> moved and seconded. >> in support of the proposed ordinance preventing school your educator eviction whereas the frequency of no-fault evictions in san francisco combined with the steep lines market rents have despite many lower and middle incomes pronounce and wears many of these household expense considerable dislocation as a result upon eviction they can no longer afford to remain in the city, and whereas impact no-fault evictions are in the school year on school staff with teachers and others also raise serious concern and whereas school staff could meet establishing loanable to this button to do salary limitations make it difficult to quickly or easily locate a place with housing and eviction school staff during the school year can cause significant harm and whereas children need strong mentoring relationships to succeed and often turn to school staff vertically when i cannot find stability in their homes or in their communities, and whereas the broad consensus that academic performance suffers with teachers we were repeatedly absent during the school year, and whereas the loss of school staff is also harmful not only because nonteaching staff support teachers in the classroom but also because lots of nonteaching staff result in teachers having to go more time and energy to nonteaching duties, and wears evictions of schools that disrupt relationships important to children interfere with the learning process and partner schools be it resolved that the san francisco unified school district supports the proposed board of supervisors ordinance 160100 preventing no-fault evictions condo conversion removal of rental units capital improvement and substantial rebuild patient during the school year if a child under 18 or person works at a school in san francisco resides in the rental unit is attendant as a custodial family relation with a tenant in the tenant has reside in the unit for 12 months or more. >> we have no people look signed up although we give that privilege to our ues of partners. so, yes you are up. >> good evening. commissioners and superintendent, you esf works very closely with supervisor campos and tenant activist groups to craft some city legislation that will at least present, provide, modest protections for the people who do the work in our schools throughout the city. that includes everyone from those in early education and childcare, private schools and of course more public schools. when i started in sf ust in 1985 i rented a very nice studio with the garage at 15th and guerrero. when i want to move up in the world i moved over to 24th and guerrero and paid $300 a month for a very nice studio and a garage. i think if any of the commissioners with a superintendents visited any school faculty room, lunchroom, and talked with folks you would realize the kind of anxiety, desperation people feel and the number of our educators who feel that there's no place here in san francisco and they're looking for the best exit out. you have heard stories from teachers and paraprofessionals in the last number of months with testified to that. there is a crisis in san francisco. there's a crisis statewide and national in terms of being able to recruit enough teachers and school workers to staff the work that we need to do for the children. it is
