Print. Okay. I will make sure to go there and verify it. Who was the previous operator of that state . It was San Francisco state. San Francisco State provided the subsidized Child Care Services in the exact 3450 square feet. When did they vacate . It was some time ago. I dont know how long it was vacant. Well come back with facts instead of just guessing. Do we have to i have another speaker to call out as well. Can that information be gotten before the end of the meeting . Well for me to verify, i can leave and come back. By the way, its 44. President Ann Moller Caen may i call robert woods, please. Good afternoon commissioners. My name is robert woods of human rights leadership council. Im going to take you back some years ago as a freshman in college. Its an old civil rights trick that we all had to learn if you ever want to change or redefine a person or police, you change the name. You redefine that person or redefine that space and i look at this when i see Southeast Community facility and dont see Southeast Community college facility. You that take me back to my freshman year in college where you are redefining something that was not there at first. Now you redefined it where if you mention it enough times it becomes acceptable. So, i want to go back and say a couple things. The mou, wr we are in the process, the community have not put their portion of the mou together in terms of how that facility is going to be used. Mou is not a one way street for the powerful. Mou is something where everybody gets a chance to participate in and put their input in and then they negotiate. The other thing is in mitigation, at tit for at at i see we are not getting a fair shake in that building because we were given this building under mitigation and it was a tit for at. I think it needs to be clarified and we need to stop whatever we are doing out there in terms of what we are putting in demands in and big daddy knows whats best for us out there, no. It doesnt work like that. We will have a say so in our community and we are not getting that, and is this what you all want us to do . You want us to lay down telltale to whatever you put on us . Please, dont do that to us. We come down here and ask for a fair shake on whatever this city wants to do out there. We say we want to be a part of it and by dictating to us what you are going to do is not a fair shake. That is not in contrast with the mou which is there are exchanges in the mitigation. So i say to you, lets be up front and lets work together. If we cant do that, if we have to fight, then lets put on our boxing gloves and lets fight then while we are talking, lets talk while we are talking. Thank you. Im unclear about whats going on here. My understanding was this was a calendar item that head start was a program that two 2 years ago was approved by the Southeast Commission, by the community to continue their services and that they had an operator that provide child care to Community Members who needed it and there has been a change of operator from what i understand and this item is only to approve that change in operator that is head start selected and an existing provision of services with a different operator. That is what my understanding is, however what they have articulated from my understanding is that the lease says additional 3450 and they are wondering where that additional 3,000 is come from. My staff is saying it doesnt say additional on my copy. It says use of approximately. They did not have that. Can we continue this meeting . We have to go back and say what the space is before. Im representing if its the same Square Footage and if it makes dr. Jackson and members of the community more comfortable. Im more happy to give the comparison of the two leases. This is a replacement operator for an existing space. Can i make a recommendation so that we can move forward on this item is that why dont the commission approve this item and make sure that it is the same foot print as the previous with the condition that the foot print of this new lease is the same as the old one. So moved. You have to say it. I would like to move that this item be approved under the condition that it is the same foot print as the previous lease and this is just simply a change in operator as selected by head start. So i have a point of clarification. Because im prepared to second that motion. Necessity in the event that we find any discrepancy at all times, can we look forward to seeing this come before us again . In addition to that, is there any way we can communicate to the Southeast Commission, well, whatever, lets communicate to them that this conversation took place, that we made this motion and probably passed it and well get to the bottom of this either right here right now or in our next meeting. Second. So, mr. Decosta, please speak commissioners, let me state something categorically. This commission did not pay detail attention when one of the deans was there, the southeast. Committed so the very nefarious activities for which she was removed. This is what perturbs the community when we see any changes made irrespective of whether they are holistic or not and if they are not brought before the community in a wholesome manner, it disturbs us. So, we really i dont care if the assistant general manager for external affairs calls here and says anything. I dont believe her. I simply dont believe her because her actions in the past has not been wholesome. She was brought before the committee. And a dark cloud, a sad day for an advocate. I dont go to the Southeast Commission meetings. Why . Look at the people who are appointed. Look at the chair. She doesnt even understand english. So you go there to blah blah blah whatever, you might have chickens cackling there. We need to treat the community with respect. Fault not really there, but over here. So here the general manager has to stop and say i will go measure the footage. Somebody else says, i will make a resolution that if its that footage then everything is okay, if its not that footage, then what . The simple way of addressing any of the benefits that were brought about to mitigation is to have a very wholesome meaningful discussion in the community. Thats not happening. Thats all i want to say. Every time we come here, we dont want to fight. We have to agree. And even if we disagree, we have to sit down and go to a better place. So thats all i have to say. Finally, that space is for our children. Whoever is the new operator, he better treat our children to the best of his ability or her ability. Thank you very much. Commissioners, we have an amended motion on the floor. I would like to call for the vote on the amended motion. All in favor say, aye. Aye. Any opposed . The motion carries. Now i would like to have a motion for the original resolutions. So moved. Second. All in favor say, aye. Aye. Any opposed . The motion carries. Very good. Lets move on to item 10. City clerk item 10, authorize the general manager to execute the gas pipeline cross bore agreement. Good afternoon. Deputy general manager to authorize pg e crews to work on the gas pipeline and when it occurs it might interfere with our assets. We have been working with them and want to work with them in the form of an mou. Questions, comments, motion please. So moved. Second. All in favor say, aye. Aye. Any opposed . The motion carries. Is there any additional Public Comment . Seeing none, Public Comment is closed. All in favor say, aye. Aye. Any opposed . We are now going into closed [ gavel ] the commission has reconvened after closed session. The announcement following closed session is the following. 15 no action, 16 settled. 17, 18, 19 no action. May i have a motion whether or not to disclose . Motion to not disclose. All in favor say, aye. Aye. Any opposed . Motion carries. Any other business. Before we had our election today i had a couple of pending matters to get on the agenda. Some of them are more procedural in nature. Some of them are pretty substantive related to workforce, development and training but some of the communication between staff and individual commissioners, i would like to see change a little bit. I was talking more along the lines of direct communication regarding official announcements and puc sponsored events for each commissioner to communicate and related to emergency type things but also Ground Breaking things in our construction issues and finally there are items pending right now that hopefully well discuss with chairwoman caen related to our Workforce Development and training. Good suggestion. Do you have anything . Madam chair . So, with that being said. This meaning is convened at 4 00. [ meeting is adjourned ] hi today we have a special edition of building San Francisco, stay safe, what we are going to be talking about San Franciscos earth quakes, what you can do before an earthquake in your home, to be ready and after an earthquake to make sure that you are comfortable staying at home, while the city recovers. The next episode of stay safe, we have Alicia Johnson from San Franciscos department of emergency management. Hi, alicia thanks to coming it is a pleasure to be here with you. I wonder if you could tell us what you think people can do to get ready for what we know is a coming earthquake in San Francisco. Well, one of the most things that people can do is to make sure that you have a plan to communicate with people who live both in and out of state. Having an out of state contact, to call, text or post on your social network is really important and being able to know how you are going to communicate with your friends, and family who live near you, where you might meet them if your home is uninhab hitable. How long do you think that it will be before things are restored to normal in San Francisco. It depends on the severity of the earthquake, we say to provide for 72 hours tha, is three days, and it helps to know that you might be without services for up to a week or more, depending on how heavy the shaking is and how many after shocks we have. What kind of neighborhood and Community Involvement might you want to have before an earthquake to make sure that you are going to able to have the support that you need. It is important to have a Good Relationship with your neighbors and your community. Go to those community events, shop at local businesses, have a reciprocal relationship with them so that you know how to take care of yourself and who you can rely on and who can take care of you. It is important to have a batteryoperated radio in your home so that you can keep track of what is happening in the Community Around and how you can communicate with other people. One of the things that seems important is to have access to your important documents. Yes, it is important to have copies of those and also stored them remotely. So a title to a home, a passport, a drivers license, any type of medical records that you need need, back those up or put them on a remote drive or store them on the cloud, the same is true with any Vital Information on your computer. Back that up and have that on a cloud in case your hard drive does not work any more. In your home you should be prepared as well. Absolutely. Lets take a look at the kinds of things that you might want to have in your home. We have no water, what are we going to do about water . It is important for have extra water in your house, you want to have bottled water or a five gallon container of water able to use on a regular basis, both for bathing and cooking as well as for drinking. We have this big container and also in peoples homes they have a hot water heater. Absolutely, if you clean your hot water heater out regularly you can use that for showering, drinking and bathing as well what other things do people need to have arent their home. It is important to have extra every day items buy a couple extra cans of can food that you can eat without any preparation. Here is a giant can of green giant canned corn. And this, a manual can opener, your electric can opener will not be working not only to have one but to know where to find it in your kitchen. Yes. So in addition to canned goods, we are going to have fresh food and you have to preserve that and i know that we have an ice chest. Having an ice chest on hand is really important because your refrigerator will not be working right away. It is important to have somebody else that can store cold foods so something that you might be able to take with you if you have to leave your home. And here, this is my very own personal emergency supply box for my house. I hope that you have an alternative one at home. Oh, i forgot. And in this is really important, you should have flashlights that have batteries, fresh batteries or hand crank flashlight. I have them right here. Good. Excellent. That is great. Additionally, you are going to want to have candles a whistle, possibly a compass as well. Markers if you want to label things if you need to, to people that you are safe in your home or that you have left your home. I am okay and i will meet you at. Exactly. Exactly. Water proof matches are a great thing to have as well. We have matches here. And my spare glasses. And your spare glasses. If you have medication, you should keep it with you or have access to it. If it needs to be refrigerated make sure that it is in your ice box. Inside, just to point out for you, we have spare batteries. Very important. We have a little first aid kit. And lots of different kinds of batteries. And another spare flashlight. So, alicia what else can we do to prepare our homes for an earthquake so we dont have damage . One of the most important things that you can do is to secure your valuable and breakable items. Make sure that your tv is strapped down to your entertainment cabinet or wall so it does not move. Also important is to make sure that your book case is secure to the wall so that it does not fall over and your valuable and breakables do not break on the ground. Becoming prepared is not that difficult. Taking care of your home, making sure that you have a few extra everyday items on hand helps to make the difference. That contributes dramatically to the way that the city as a whole can recover. Absolutely. If you are able to control your own environment and house and recovery and your neighbors are doing the same the city as a whole will be a more resilient city. We are all proud of living in San Francisco and being prepared helps us stay here. So, thank you so much for joining us today, alicia, i appreciate it. Absolutely, it is my pleasure. And thank you for joining us on another edition of building im nicole and lindsey, i like the fresh air. When we sign up, its always so gratifying. We want to be here. So im very excite ied to be here today. Your volunteerism is appreciated most definitely. Last year we were able to do 6,000 hours volunteering. Without that we cant survive. Volunteering is really important because we cant do this. Its important to understand and a concept of learning how to take care of this park. We have almost a 160 acres in the district 10 area. Its fun to come out here. We have a park. Its better to take some of the stuff off the fences so people can look at the park. The street, every time, our friends. I think everybody should give back. We are very fortunate. We are successful with the company and its time to give back. Its a great place for us. The weather is nice. No rain. Beautiful San Francisco. Its a great way to be able to have fun and give back and walk away with a great feeling. For more opportunities we have volunteering every single day of the week.
