welcome to "weekends with alex wit witt". president obama is back at the white house after returning last night from the nato meeting in wales. on the last day of the summit, the u.s. and its nato allies announced a new coalition aimed at defeating in iraq and syria. >> to join in a broad international effort to bat the threat by isis. nato agreed to play a role in security and humanitarian assistance to those on the front lines. >> good saturday morning to you, luke. is there any accepts what the strategy is and how it might be implemented? >> reporter: well, good morning, alex. the strategy is still pertaining to isis, the united states in this nine-member coalition looking to downgrade and destroy. that's what president obama said yesterday in his press conference. but in order to do that it will take a lot of multination cooperation. what you have seen out of this nine-member alliance, there's one very important member i'll put an emphasis on. that's the nation of turkey. turkey shares a 565-mile worlder with syria. one of the most important things moving is for turkey to close down that border and make it more secure. that's one of the things imperative in these talks, to get turkey on board. they're app arab country. they're the only ones who share a border with the area in hand. there's a lot of hope that if turkey kperts re exerts real pr. and the security forces, with the u.s. and their allies's air strikes, can try to root out isis in iraq and possibly at one point into syria. but there's a few questions that resolve in that, alex. do alert al assad? what does that mean? is there legal authority for the president to do that without congressional. he has 60 days. when he first launched on august 8th. they expire october 8th. he could in theory get 30 more days if he wanted to. that's the next phase of where we are going. they have on outline a clear, concise strategy starting next week if they want to get congressional approval and not operate in this gray area. >> luke russert, great discussion there. i'm going to jump on that with more for the new alliance. we will talk to retired colonel jack jacobs, and military analyst. is it largely symbolic for nine countries and the u.s., do you think the u.s. is ultimately going to do all the heavy lifting? >> well, we're in charge. we're in charge of command and control. we're going to get a a great deal of assistance, as luke said, and graphic al control side. we need a lot of intelligence. a lot will come from germany. we will get help from great britain and australia. and money from the guys who have a lot of money and that's saudi arabia. in the end the majority of the air strikes will be dropped by the united states and great britain. make no mistake, it's our ordinance that's going to do the job. >> the president has made it a pw bundantly clear that there are going to be no boots on the ground. whose boots will they be? >> they are only good for clearing the area out and supporting ground operations. in the end, some 19-year-old kid with a bay onnette is going to liberate the air strikes. in the end that's the iraqis. in syria and ultimately we have to do it in syria, the free syrian army. to have neither the iraqis nor the free syrian army is going to control the ground once it is liberated. >> the president it seems is between a rock and hard place when it can comes to spearheading against isis. the president risks further entangling the american military in exactly the type of costly foreign conflict he has long sought to escape." you can't deny there are obviously political considerations. they are always in they are is this because they will not be able to ignore regardless of the appetite. >> no. if we want to eliminate isis, it's going to require some consensus in the congress. and so far the president and the congress are very, very far apart on what it takes for the united states to do this job. big political problem for the president too in taking the fight to isis in syria. for a long time we said we want to upend bashar al assad and the only way is to be on his side in syria. i don't think either the congress or the people are ready for that. >> echoing the point luke was making as well. a charter plane carrying 100 citizens had to make an unexpected landing in iran. the fly dubai was flying from bag ram to dubai. initial reports suggested the plane was forced down by iranian jets. but the state department denied that. they said it happened because of confusion over the plane's flight plane and it was civil a civilian aviation manner. it landed in dubai later without any further incident. ukraine, russia and the separatists backed by the kremlin signed a a cease-fire yesterday. some shooting happened 45 minutes after the cease-fire, but no violations happened on either side since then. more than 350,000 customers are waking up with no power after severe weather last night. wind gusts over 75 miles per hour downed 1,000 power lines. some customers could be without power several days. the search is resuming for the wreckage of a small private plane that mysterious flew 1,700 miles before crashing off the jamaican coast >> reporter: just before 8:30 a.m. when larry glazer and his wife jane took off from rochester for naples, florida. their plane, a brand new 2014 s.e.c. ada 900. at 10:04, glazer said he needed to descend to 18,000 feet. controllers told him to turn and go to 25,000. glazer never declared an emergency but stopped responding toe to controllers, flying in a straight line south. they saw the windows frosted, the pilot slumped over. they assumed it was hypoxia. >> is he breathe something he may regain connellsness once the aircraft starts descending. >> you get light-headed. you become nauseated. vomiting, headaches, body aches. then you can't stay awake. then you fall asleep. unfortunately, that's the end. >> reporter: the plane kept flying on autopilot over cuba, before running out of fuel and crashing 14 miles off the jamaican coast. >> the proper procedure, dawn the oxygen mask, declare an emergency and descend to a breathable altitude. >> reporter: it's happened before. pain stewart and five others died when their lear jet lost cabin pressure and crashed in south dakota. and a greek airliner lost pressure and crashed into a mountain. what happened in this case, alex, we do know they are looking at the possibility of an engine problem that may have been contributed to losing pressure. they could have also had a leak around a seal, window or door even. the u.s. and jamaican coast guards are resuming search operations. they had to suspend them overnight. >> tom, as i understand it, doesn't the pilot keep an oxygen mask, it would take five second to put on. >> reporter: yeah. if he had a warning, and he indicated he had a warning in the cabin, why not immediately dawn oxygen mask. we may never have the answers to what went wrong. this is not a sophisticated plane with a lot telemetry with black boxes. the west coast is also dealing with weather. hurricane norbert could bring heavy rain to drought-stricken california. keith carson is here with the forecast. good morning to you, keith. i have to tell you, it looks there's bad weather all over the place. >> pick your story today. we will talk about norbert. it is a category 3 storm, a pretty strong one. good news, we don't have to worry about the wednesdays. it's all about the moisture as it moves basically just to the west of the baja peninsula and takes a little bit of a turn. we are trying to do some research to see whether san diego has ever been in the cone of uncertainty. that being said, by the time it gets in that vicinity it is no longer a hurricane or no longer a tropical storm. it is all about the moisture in the southwest. also, we have dolly out here, remnants of dolly. so the two combining and streaming in. bad news for california. the heaviest of the rain will fall over the desert southwest. not so much in southern california. so they have a chance in extreme southeastern california. for the most part we are talking arizona and new mexico seeing the heaviest rain. we could see flooding. all of that unusually moist air moves in. this is a couple day event here before we get this moisture out of here. we have flash flood watches as well. one more story, alex. this is interesting. we have a big shot of cool air next week across the northern plains, the midwest. we could see snow in northern minnesota next week. >> my mike wasn't up but i just in studio. it's been a while. >> it has been a while. great to see you. >> let's start with the country's job picture. what's it look like. >> 142,000 jobs added in august. way below what economists were looking for. it's the lowest monthly addition of jobs we have seen all year on average the the first seven months. >> liking those numbers better for sure. >> yeah. it was a surprise to the down side for sure. we'll have to keep an eye and see if we see the weaker numbers. >> what about the the latest report on the income gap. shed a light on that one. >> new report from the reserve. if you look at median income, $46,700. the only one that has seen a lift is the top highest paid. the federal reserve are the same folks that put out this report have been having that easy monetary policy that boosted stocks and real estate. wages remained largely stagnant. that's affected the rest of americans. >> what about student loans, college loans and the like. trillion dollars in debt across the country. >> new york federal reserve put out a report. $300,000 that's the price, the value of a four-year degree. that held steady since the '90s. that's for the majority of americans who go to school. it depends what kind of degree you're going to get. if you look between high school i did blow mays, it's a 70% gap. it still pays to get the college degree. even more interestingly, we're at an all time low on how long it takes to recoup the investment. >> wait a sec. so people are making more money then? >> even though the cost of tuition is skyrocketing, we have seen a lot of under employment, it still pays to get the college degree. you will make more money than if you only had a high school degree. >> okay. morgan, good to see you. thank you. let's two now to the nato summit. here's the president from yesterday. >> we are going to degrade and ultimately defeat isil the same we we have gone after al qaeda. we have been very systematic and though cal in going after these who in a may threaten the homeland. and that deliberation allows us to do it right. >> a bit later today chuck todd will sit down with the president for an exclusive better is view to premier todd's premier on "meet the press" tomorrow. it issi it is exciting. degrading and defeating isis, that is not the mission he described when he began four approximate weeks ago. what changed for him? >> even eight days ago he wouldn't using language that strong. people around him have been pushing this for quite some time. it has been noticeable publicly. they are clearly all on the same page. this methodical plan that the president wants to lay out. the next step is they would like to get middle east allies to help them go into syria. he took the idea of u.s. boots off the ground. they hope in the larger coalition, one will middle eastern countries involved, if they need boots on the ground it can be boots from, say, saudi arabia, uae, jordan. it's another arab country on the ground in syria, not u.s. boots. and i think part of that has to do with domestic politics. it's not going to be the easiest sell to congress to authorize a mission if it's the u.s. fully taking the lead with boots on the ground. >> which brings me to, as you know, what david ignatius did. he compared it to the president having a case of the slows. is the very idea to lead from behind? >> it's interesting. i thought the white house were speaking as one with, i could answer yes or no on that. but i think there has been division in the white house. you can tell any time you see what appears to be one entity says this, you can tell there's disagreement behind the scenes. he pledged to get us off a war footing. so now here we are where he is about to go to congress and ask for new operation for enhanced military operation. that's not what he expected to be doing in year six of his presidency. and it's this reluctance. frankly, there's not a good answer, okay, if you defeat in isis in syria, what do you do with syria? it's not like you want to prop up the assad regime. >> the other issue is ukraine. the government and the separatists signed a russian-led cease-fire. is this seen as hopeful or an indication of their in effectiveness in this conflict? >> well, any time there has been some sort of temporary cease-fire or something like that, it's never held. but there is some hope because putin seemed to describe the details for the cease-fire that were similar to what ukraine proposed a few months ago. there's some thought this could hold at least for a while. we're obviously focused on this isis terror threat. but this summit in nato, particularly eastern european nato very concerned. so much of the work was about trying to position nato as some sort of counterbalance again to russia, which of course the original mission was to be a counterbalance to the soviet union. and here we are again having to do the same thing. >> domestically we have been moving away from the white house. how do you expect the president to play in the midterms in. >> well, we'll see. i have a couple of questions on that. there is a bunch of red state democrats in a full on panic if the president decides to a laterally, providing some amnesty for the parents of something thinking about doing. if he does that before the election. mark pryor, kay hageman. they have been saying, hey, tell the white house, we're afraid of this. we don't want to do this. it will be interesting to see how the president responds. there seems to be some who are sympathetic to what the democrats are complaining about. others hope the president sticks to his guns and does this since he gave his word congress didn't act, he would do this. >> what else do you have planned tomorrow? >> i need three hours for the issues i want to ask the president about. i won't have that. i will have a good 25, 30 minutes with him, though. one of the big complaints about washington is we're not seeing what's going on in the rest of america. mayors of pittsburgh, tacoma, they can take about how they have not allowed washington to get in the way of what they have tried to do. >> yeah. >> so that's something, again, broaden the scope a little bit. broaden the perspective of the views we're getting on the show. >> you have been so busy. i trust you have been able to keep up on your beloved l.a. dodgers. >> it has been. they hang in there. the the hated giants won't go away. >> can you stand it? we have to make time. next weekend is their next series. >> we cannot slip into that wild card crashed off the coast of app island nation. it took off from rochester, new york, headed to naples, florida. norad scrambled two fighter jets to follow it. the plane continued its southern exttrajectory over cuba until crashing off the coast of jamaica. mark, good day to you. what are the seven teams saying about this wreckage? any signs of it yet? >> reporter: they believe they may have seen some signs. i'll tell you about that in a moment. with the sun coming up the search for the victims and the debris here on the coast of jamaican will now continue in full. the crash occurred yesterday in these waters of the caribbean sea. it is about 14 miles out that way in a northeasterly direction from where we are now. jamaican authorities say this morning they made an important discovery about 24 nautical miles offshore. according to the jamaican defense force, some of their pilots saw what they believed to be a debris field out there. and they issued a statement in which they said ", while it is not yet possible that the debris is sighted is from rochester, it is consistent with that of a high impact debris field. this has since been corroborated by a c-130 aircraft from the coast guard. and they also sent along some photos i believe you're showing that came from their pilots. today their aircraft will be out there trying to confirm that the debris out there actually did come from that aircraft. they will be joined by a cutter from the u.s. coast guard. most importantly, authorities say they have not yet not yet found the victims or the personal effects. all they are seeing now is debris from the plane. they are running into some problems out there. that debris field is shifting. the water is very, very deep, as much as a mile. we have had some bad weather. you can see it on the horizon. pretty heavy storms overnight. under somewhat conditions, they're back out trying to confirm what they have seen came from that flight yesterday. alex? >> part of the reason they weren't certain about the exact location of the crash, wasn't it those two fighter jets, when they hit cuba they were in restricted airspace so they had to peel away, right? >> reporter: that's correct. there's a report from cuba i saw last night that a c-130 from the u.s. followed the plane across the cuban islands. i do not have my own confirmation of that. maybe others do. the report came last night. and we're waiting. that's the only thing i have heard indicating that someone may have seen it. beyond that, no. the fighter jets did not. >> mark potter in jamaica, thank you, mark. further tests are needed to determine the exact cause of death of joan rivers. as memorials for her grow, an investigation into the new york clinic is under way. ron mott is outside the manhattan apartment with the latest. with a good morning, what are you learning about this investigation? is it routine in any situation like this >> reporter: hey there, alex. a lot of people streaming by ever since this news that joan rivers passed on thursday. it is routine what the new york state health department is doing looking where she had endoscopy a week ago and stopped breathing during that procedure. the reason they are looking at this is it is considered rare to have a death from an endoscopy. the death rate is still 1 in 10,000. it is not without risk but certainly minimal. when you introduce a patient is where you start to see some. the autopsy was in conclusive which is why they have to go with further testing to see exactly what happened. normally, alex, this is a three to five-minute procedure where they deaden -- in her case, they deaden the area of the nose or the throat itself and stick a small tube with a camera to take pictures. they pull the camera out and that's usually it. in this case something went terribly wrong, tragically wrong. she passed away a week later, alex. >> looking forward, ron -- you know joan rivers. she always talked about having a huge hollywood funeral. any plans for the funeral? >> reporter: i was one of her biggest fans, if not the number one. she joked about everything. life, death, marriage, divorce. nothing was off limit toss her. she mentioned in one of her books she wanted a big lavish acceptedoff. we are hearing tomorrow her funeral just around the corner at temple emmanuel there will be a red carpet rolled out for all the guests. this is a private invitation only for tomorrow. after the ceremony is over, they will roll it back up and it will be bury in the casket with joan rivers. it's a touching moment. we are hearing from her friends and family. surely we would love to have her still with us here. unfortunately, that's not the case. >> a red carpet touch. that's special is. ron mott, thank you so much. we invite all of you to watch the special celebrating joan rivers tonight at 6:00 here on msnbc. now to the launch of a sweeping federal civil rights investigation into the ferguson police department, citing deep mistrust between the officers and the people who live there. they will look at the department's practices for years leading up to last month's fatal shooting of unarmed teenager michael brown by a white police officer. this investigation is likely to last for months. carol joins me from the d.c. bureau. so with a good morning to you, carol. the mayor and police chief say they welcome this investigation. what spwefecifically is the juse looking for? >> attorney general holder will be looking for policies, practices and also failures in policies and practices that will have traditionally or tend to violate the civil rights of the citizenry. that can be everything from racial profiling in traffic stops. stopping more african-americans than whites. excessive force, and not having a good training policy for when you use force in a discussion or dispute with a suspect or a resident. you know, many of the people who are so, so outraged in this community in ferguson and really nationally, the reason they are upset is because they don't understand how basically a jay-walking stop by an officer led to shooting an unarmed teen. not all facts are in, but that alone is worrisome. attorney general holder has launched a lot more of these investigations than his predecessors. they led to long-term monitor anything albuquerque, new orleans. and they have led to reforms, like new training policies. psychological evaluations of officers to make sure they understand they're not there to sort of crack heads. but this is what they are supposed to do when they stop someone. >> carol, remind me again about the racial breakdown of the city of ferguson versus its police force. and do you think that will play into is the investigation? >> you know, the department can't force -- meaning the department of justice, can't force the police department to look more like its community. but clearly that is one of the worries of eric holder and the larger sort of advocacy community. this is a 53-member police force. and three to four depending on the years of those are african-american. the community itself two-thirds african-american. i worked with a colleague of mine, we wrote a story that looked at some of the officers before the michael brown shooting and what they had been accused of in federal civil rights lawsuits. six had been accused of using excessive force against residents. everything from hog tying a 12-year-old who was checking his mailbox, pistol whipping children, tasering a mentally ill man to death. >> if it turns out this is warranted, what happens next? >> it all begins with an investigation. the department will send investigators to go and monitor allegations against officers. find out what happened with those officers in the past. in other words, if there was an internal affairs, what happened? did the officer get reprimanded or not. they will look at training manuals. a very small, modest department, what is this challenged police force doing to train its officers. >> okay. >> and what about these traffic stops? as you know from your own past reporting and ours, the department has been accused of profiling african-americans for all of its stops. and it is described locally as a poverty tax. you stop a black driver or a black me and you give them a ticket for something minor. it generated a lot of revenue for the town. >> good to talk to you. thank you so much. >> thanks, alex. the one decision that could cause former virginia governor 20 years in prison. but is he regretful? that's next.
