Surrounding area. The house overwhelmingly passed a 7. 85 billion disaster aid package just hours ago. But because its such an important and you remember ent bill its quickly becoming a negotiating tool for other government funding efforts r. President trump has a large stake in that process. Hes out in north dakota today. Hes going to deliver a speech on tax reform in about an hour. But we have to start this hour talking about this hurricane. It is that urgent. Give us an idea of what we are dealing with here, raf if i. Thats right. And we continue to break records with irma today. Now we have a storm that has been over 180mileperhour for more than 24 hours. That breaks a record. Weve never seen a storm be this strong for this long and that goes for the atlantic or the pacific. Here is the latest satellite image. Still a very well defined symmetrical storm. Notice the eye wall passing through the Virgin Islands. Eventually irma is going to start to push away. Now, something that weve been noticing is that were seeing the storm slightly more northwest versus almost due west where it was moving yesterday. Thats going to take the worst of irma away from port rico. We will see see storm surge, potentially flooding rains and also damaging winds. But they wont be quite as intense if it continues as we expect it to do so over the next couple of hours. Port rico dealing with irma right now, again, the winds 185mileperhour. And were seeing gursz up to 220mileperhour. Here is the latest track. You can see the storm continues to skirt puerto rico today. Dominican republic tomorrow. Not too intense, though. The next island chain thats really in the cross hairs here, thats turks and kay kos where we could see astonishing storm surges up to 20 feet. Thats our next main concern. The all important turn to the north. Weve been looking at this potential turn. There has been a significant shift to the east today. And youll notice that in the track here. The cone of uncertainty as we head into sunday, monday, still includes florida, but now starting to see the caroline as show up in that. Thats because of the model trends. And ill show you the molgd z right here. Notice lots of agreement through say friday into saturday morning. And then the turn happens. Theres one cluster of models taking the storm into florida, south florida here. And then another cluster taking irma into the caroline as for possible landfall in the caroline as or somewhere along the southeast. Were dealing with a lot of potential real estate that could see a direct hit from irma as we head into the weekend. Timing out the winds, this is 8 00 tonight. Continuing through the evening and then hanging into tomorrow. Notice most of the hurricane winds which are that red circle here, they do stay offshore. The north coast of Dominican Republic and hatey, you will see some strong winds. Speaking of the worst, look at these storm surge numbers. 15 to 20 feet storm surge. That is for turks and kay kos and the bahamas as we head into friday. Again, the de station that we saw in the u. S. Virgin islands and the British Virgin islands. A little bit of a break from the worst of the storm because its going to skirt by Dominican Republic. This storm surge, 15 to 20 feet possibility along with the catastrophic winds because we expect it to remain a category 4 or 5 storm over the next several days. Not looking good. So many questions as we head into the landfall for the u. S. And because its not going to go over large masses of land anytime soon, it just doesnt have something to break it up, and this is whats going to be so worrisome. Such a devastating hurricane with such strong winds for so long. Were going to stay on top of this with you and your colleagues in our weather center. Were going to be checking back with you at the halfhour on the capability of those winds that irma is carrying. Ive just never seen or heard of winds this big. All right. Just south of miami tourists and residents are fleeing from the are florida keys. Mandatory evacuations are under way as Monroe County emergency mags Center Director put it, quote, for the florida keys if you were to create the worst case scenario, thats what were looking at. Joining me is mayor craig indicates of key west, flar. Good to have you with us. Thanks for joining us. How are things going with the evacuations . The evacuations is going very well. People are really paying attention. I was just riding around town earlier. All the businesses are being boarded up. A lot of them already boarded up and theyve already leaving town even without the mandatory evacuation that the ronts start tonight or tomorrow. So theyre already leaving now. You have to be very concerned about this storm. Tell me about why the mandatory evacuation for residents hasnt started. Im guessing its because u one road out of there so youre trying to keep this orderly. Absolutely. We started with the tourists early this morning to evacuate. And then were going to phase in the residents this afternoon. But the traffic has been backing up because the residents are leaving early also, which is a good thing in one way, but it does create issues on the road. But the Sheriffs Department is monitoring it very closely and keeping traffic moving. Any problems so far and are you anticipating any . Got enough gas for everybody to fill up and get out if there are stop ages on the road, are your folks able to deal with that . Well, all the gas stations i road around today in key west were already closed up. Hopefully everybody has the gas to leave. Theyve been gassing up the last couple of days, long lines getting the fuel. And because its already started up, you know, up the keys, miami, all those areas are concerned too and theyre fueling up to evacuate. So were 120 miles away from miami, so we were the last ones to get fuel here. Are you worried about anybody staying around . Is there any circumstance under which someone should stay in key west . Well, theres really no circumstance why you should stay. Obviously our first responders, police department, fire department, public works are keeping people on staff to stay here in special builds that are rated for 150 to 200 miles an hour winds. But that being said a lot of people are staying, but the problem is the hospital will be closed. We boent be able to go out to help them if they have any issues during the storm. It could be very dangerous. Were asking everyone to leave. People should think very carefully about that. Mayor, our thoughts are with you and the residents of key west and florida. Well be thinking of and covering this story all the way through. Thank you, sir. Thank you very much. Key west mayor craig indicates. All right. South florida residents are taking most of them are taking no chances with irma. Marryian a, what are you seeing . Im here in miami beach, ali. This is a barrier island. It is especially vulnerable because of the storm surge in irma that were talking about. And you can just see residents are here are taking the storm very seriously. Theyve been standing in line all day to get these sandbags, loading them up on to their cars, ten per resident to protect their homes. This place opened at 7 in the morning and i just went around the block and the line is still incredibly long. Weve seen this kind of activity for the past couple of hours now and we also spoke to the mayor of miami beach. This is what he told me about preparations happening in this coastal city. Lets listen. Weve been preparing for a while. We put in portable generators, portable pumps around the city. These kind of precautions are no match for a hurricane of this strength. Weve been pruning trees, making sure theres no debris, stopping construction projects, reaching out to our homeless people, seniors, letting them know where they could potentially evacuate to. But most importantly ive been telling everybody since yesterday, if you can leave the city, leave the city. If you can leave the city, leave the city. You heard the mayor, ali. There is a voluntary evacuation in place in miami beach. Broward county already oirk an evacuation. It is expected that miami dated county will follow suit as well. As you can tell from this scene behind me, theyre already noticed. They already saw what happened with harvey in houston and theyre doing exactly what officials are telling them, to not take any chances with this storm. All right. Were going to stay on top of this with you. Thanks. And as millions of people prepare for this hurricane, were still in the process of recovering from the last one. The house today passed a 7. 85 billion disaster aid package for Hurricane Harvey victims. Let me show you a little bit about this. These are the victims are going to get this kind of money with overwhelming bipartisan support, by the way. This is 7. 4 billion for fema as Disaster Relief fund which runs out of money on friday. This is just the first round of money expected for areas of texas and louisiana that have been devastated by the storm. Its urgently needed because it will be out of money on friday. Nbc news has confirmed the agency would have run out of that cash. How close did fema get to having nothing yet . Bloomberg spoke with a source and it has just over a billion dollars on hand before todays vote. Only half of that could be spent right away. So it wouldnt have lasted long. 541 million was all that was available. As of last thursday, according to bloomberg, fema had almost double that, 2. 14 billion on hand. They were spending 155,000 a minute. All right. Federal funding was a topic at both the white house and on capitol hill today h. Kelly odonnell is there where the president is going to speak later today in north dakota. Garrett headache is on capitol hill. Lets start with you. Thats ostensibly a speech about tax reform that the president is going to make, but not before finishing up some business at the white house. Reporter well, on his way here, ali, there is some deal making that was done. And of course the president coming to nord is very friendly territory. And weve been talking about the fact that elhave democratic senator heidi hide camp with him along with john hogan the republican senator for north dakota. And that is a signal that democrat traveling with the president is really significant because President Trump will try to suggest that there are democrats who want to work with him on issues like tax reform. But the urgent Business Today is again the president reaching out to democrats and in many ways frustrating upsetting his republican colleagues. He spoke to reporters on the record but offcamera on air force one. Here is a bit of what the president was talking when it comes to making a deal to lift the countrys ability to borrow, the debt ceiling and to try to work with democrats to tie that to some of the needed Top Priorities that are happening right now. Here is the president en route to north dakota. We had a very good meeting with nancy pelosi and chuck schumer. We agreed to a threemonth extension on debt ceiling, which they consider to be sacred, very important. Always well agree on debt ceiling automatically because of the importance of it. Also on the crs and also on harvey, which now were going to be adding something because of whats going on in florida. We had a very good meeting. We essentially came to a deal, and i think the deal will be very good. We had a very, very cordial and professional meeting. So we have an extension which will go out to december 15th. That will include debt ceiling. That will include the crs, and it will include harvey. Reporter and thats the president. Many republicans will want to say that this is not a good deal for them because democrats will have pressure. Back to you, ali. All right. Thanks, kelly. And garrett, stand by for a second. I want to go to florida where governor rick scott is speaking. The florida keys should be prepared to start feeling the effects of this storm starting as early as friday night and early saturday. Storm surge and extreme winds are the biggest concern right now. This storm is bigger, faster and stronger than hurricane andrew. Many of you here experienced andrew. This storms strength far exceeds that. We are being very aggressive for our preparation in this storm and every floridian should stay this seriously and protect their family. It is important to not focus on the exact path of the storm right now. The storm of this size could have effects stayed wide and everyone has to be prepared. I know it has shifted a little bit to the east and the latest forecast, but you also have to wanted that this is serious and we cannot take the chances. This is lifethreatening. This is not a storm you can sit and wait through. So many states have reached out to voice their support for us. I just spoke with new jersey governor Chris Christy and he offered the support of the new Jersey National guard. We also heard from new york who offered full support. One of our Top Priorities right now is fuel availability. Today i spoke with the governors of alabama and South Carolina so out of state resources can move expeditiously into florida. Were moving as much fuel through the system as fast as possible. And our truck waiver restrictions and driver hours to help move fuel so we can get it to you very quickly. Were doing all we can to streamline fuel delivery, but you may seen lines and even some outages. In the keys were doing everything we can as quickly as possible. But were going to do everything we can to get everybody out of the keys. If theres an evacuation, well do everything we can to get people out. Were looking at all possibleess to ensure everyone gets out. For everyone across the state, if you are going to shelter in your county, please take only enough fuel that you need. If you dont need to fill your tank to the brim because youre going to stay in your county, dont fill it up. I spoke to u. S. Department of transportation secretary elaine chow today, and shes been very supportive. The federal dot has lifted federal regulations of fuel to get gas to florida as quickly as possible. All of our ports are open and operating to bring fuel and supplies in. Evacuations. Right now there is mandatory Evacuation Order in effect for all visitors in the florida keys. Tonight this order will go into effect for all residents. We estimate that about 25,000 people have already evacuated from the keys. Listen to your local officials for Evacuation Orders. They will tell you if and when your area needs to be evacuated. So listen to the locals. If youre told to evacuate, dont wait. Get out quickly. If you look at what happens is if you wait, thats when we end up with the lines on the highways. When local officials tell you to evacuate, they do so because its not safe to stay. We can expect additional evacuations as this storm continues so near to our state. Everyone must listen to their local officials. Individuals with special needs started being evacuated from miami this morning and miami dated county officials are also advising residents living in low lying areas to start evacuating today. There are voluntary evacuations being ordered to kolier county r Broward County has issued evacuation in mobile homes and low lying areas beginning today. Do not ignore Evacuation Orders. Remember, we can rebuild your home, but we cannot rebuild your life. Real time traffic information and evacuation roults is available at www did the fl 511. Com. At my direction all tolls have been waived across the recognize. This should help families evacuate quickly and safely. We are preparing for irma toe directly impact our state and while it is still too early to tell exactly where the storm to go, it is incredibly important that all floridans keep a close eye on this incredibly dangerous storm. Do not sit and wait for this storm to come. It is extremely dangerous and deadly and will cause devastation. Get prepared now. Regarding the Florida National guard i just activated an additional 900 members of the Florida National guard. There will be a total of 1,000 guard members to immediately begin with assisting ongoing irma preparation. The Florida National guard is incredibly important to executing Emergency Preparedness and response actions across the state. And i will continue to activity more members as needed. These members will be in place to help with evacuations and shelters, sheltering as well as coordination of search and rescue with the florida fish and Wildlife Conservation commission. National guard members will also be assist right leg Utility Companies as they respond to return power to homes and businesses. Ive directed the remaining 6,000 available members of the Florida National guard to report for duty no later than friday morning. In addition, 13 helicopters, more than 1,000 technical high water vehicles are on stand by. The Florida National guard is coordinating with other states and the National Guard bureau to ensure approximately 30,000 troops, 4,000 trucks, 100 helicopters and air evacuation crews are ready to help our state. Fwc has more than 200 officers standing by for the first wave of response. 30 teams with supporting resources such as trucks, coastal and river patrol bolts, atv and shallow draft boats are preparing for evacuation support, search and rescue missions or any additional neetds. The Florida Department of Law Enforcement, fwc, the department of highway and safety, and other partnering agencies are identifying resources for deployment and response. The florida Highway Patrol is monitoring road and traffic conditions to ensure roadways are clear. Ftle has established 18 Emergency Response teams for deployment into impacted areas. Each fdla region is staffing its Coordination Team in advance of the storm to assist local Virgin Islands. Eventually irma is going to start to push away. I want to get back to my conversation, though, with garrett headache, which i havent really start. I just introduced him. Garrett, just to bring our viewers up to speed on what happened. Before the president got to north dakota or left for north dakota, he sat and had a meeting with congressional leadership. It depends on whether youre Glass Half Full or empty person, you could say he broke with republicans in that meeting or you could say it was remarkable bipartisan in that the democrats put forward a solution to the debt limit and the continuing resolution to keep the goth open and the president agreed to it. Well, thats partially what happened. But the republicans put forward a solution too and the president agreed with what the democrats put forward. This was really a striking moment earlier today at the white house, ali. U a republican president siding with the democratic minority leaders in both houses of congress to strike a deal that in the short term will help both parties in the very short term and will help the people most importantly in texas who need the disaster aid that all of this revolves around. But in the longterm, will hit his party in Congress Almost certainly. The president essentially handing democrats a weapon to use down the line to catch you up here, basically what was agreed to at this white house meeting was to tie the harvey aid funding to a threemonth racing of the debt ceiling and a three month continuation resolution to continue to fund the government. Republicans wanted those second two items to go on much longer, ideally past the midterms. But the president ended upsiding with democrats. And when you listen to Mitch Mcconnell talk about this earlier today, its pretty clear how he describes who the real parties were in this deal. Just take a listen. Well, good afternoon, everyone. As i think you now know in a meeting down at the white house the president and the senate and House Democratic leadership agreed to a threemonth continuing resolution and a debt ceiling in to december. I will be adding that as an amendment to the flood relief bill thats come over from the house on the floor, and ill be supporting it. So i will be supporting it. Mr. Mcconnell is not the guy to come out here and yell and scream when hes excited about a piece of legislation, but thats not exactly a huge indorsment. And already were seeing a lot of conservative members of the u. S. Senate saying we dont like this deal. This was not a great deal for us. So it will be interesting to see how this plays out. To say the least it will be interesting, but they have taken two major issues off of a very busy 11 days that theyve got left in september. So thats the good news. Well, if the government is not likely to shut down at the end of september. Theyre taking it off the table sort of. They still have to get it done by the end of this week. Theyre jammed up now. This is the equivalent of a high fastball here. Theyve got to swing and get around this. Fema has got until friday. Well see you soon. Right now the senate is behind closed doors for a briefing on north korea and afghanistan. Now, this is on the heels of the president wrapping up a call with chinese president about the growing Nuclear Issue on the korean peninsula. We had a very good conversation with president xi of china. It lasted for about 45 minutes. Hes very much in favor of the denuke of north korea. And were talking about Different Things. We have some things were going to be talking again soon. All right. President trump just a little while ago aboard air force one as he travels to north dakota. He spoke this morning about nrks Nuclear Tests this past weekend which they claim was a hydrogen bomb. And happening right now, the senate is getting briefed on north korea. Were waiting to hear from senators when it ends. The house was briefed a little bit earlier. Now, this comes as the u. S. Dploiz more thaad Missile Systems in south korea after reports that north korea could do another launch as early as this weekend. Also here he is, bare mccaffrey, former gulf war commander, as well as msnbc military analyst. Good to see both of you, general, let me start with you. The conversation that President Trump apparently had with she of china, saying that where President Trump just said hes in favor of the denuke of north korea. That seems to be many bridges farther than we seem to be with with respect to what china is going to do to help us out with this problem in north korea. Well, its very encouraging. If its even remotely true and certainly the fact that the president and president are now talking is good news. Look, at the end of the day were in a dreadful dilemma. The question will be either the North Koreans are not going to negotiate away these nukes. The question will be can we live with a north korea prepared to strike us with icbms in a 30minute window. Can we advance our defensive Missile Systems to mitigate that threat, yes or no. Or do we feel compelled to take did he sight si action to end their nuclear program. Thats a question on the table. If one were to new to twir and said, hey, i hear this president tweets a lot, let me see what he thinks about china as it relates to north korea through his tweets, youd be very, very, very confused. Right. Because the president goes from complimenting to insulting to complimenting to threatening chiep, which as the general said key to our solving this problem in north korea. Now, there are sanctions that can be imposed. You have been involved in them when they were used on iran to bring a very reluctant government to the table to do something. Right. Were not there yet. We have not done Everything Possible with north korea to suggest that the next step is war. Far from it. North korea the administration is just really Getting Started when it comes to north korea sanctions. And, you know, its been ramping up for the past few weeks now, but the administration has been clear that they want to go after those who help facilitate transactions for north korea, who financially prop them up. And china is really the mine culprit of that. In the experience of the mis, certainly when i was in the government, we had a lot of success with the iran sanctions regime. And im not sure if folks remember, but before when we were in the middle of imposing those very tough oil sanctions, everybody in washington screamed and said theyre not going to work, why are you doing this . Youre only going to hurt the people and that is exactly what didnt happen. Right. The sanctions are what brought pressure to bear on iran and thats what brought them to the negotiating table. And the most important point is that weve done this before with north korea. We did in 2005 and 2006 when North Koreans came to the table for negotiations and sanctions was a critical element of those talks. All right. General, one thing thats interesting is that the president , again, based on his tweets will be talking about fire and fury and all sorts of things and general mattis will be the one to say we can do all of these things, but we have more space to talk about things. The time for talking is never over. What do you do when youve got a problem like north korea where they are constantly threatening, both the United States and its allies. So you have to be able to say youve got a military response prepared, but as a general, you know better than anyone that war with north korea, whether its with the United States or south korea or japan, is unimaginable. Its such a horrible thing to think about. How do you deal with that militarily . Well, weve been unable to deal with it for the past 15 years. Ive been heavily involved in this both in the military and then civilian government and commenting on it. So i dont see a way out of this dilemma. Id be astonished, to be blunt, if china imposes economic sanctions sufficient to achieve denuclearization. Not going to happen. On a counter strike against north korea with conventional weapons is not a good idea. Its unlikely to work effectively. It will likely provoke a north korean reaction. So i dont think its really on the table. But lets not misunderstand that if the North Koreans miss calculate, this guy is in his 30s. Hes afraid of his generals. He thinks they might kill him. If he miss calculates and attacks guam or nearby with a missile launch, were on a path which could lead to war. Last thought to you. What is it we should be looking for . Is it the banking relationship with china . Is it the stuff that north korea actually sells to china like oil . What are we looking for in terms of effective sanctions . It has to be both. In particular with regards to china, its both trade related. China is the recipient of 85 of north koreas exports. Thats a significant amount. And, of course, its the banks in particular. And china has cooperated before on sanctions, both visavis iran and north korea. Right. In the last round at the United Nation china signed on. Y. Theres a lot there. It has to be both carrots and sticks. And so whatever conversations President Trump is having with president xi, i would assume includes a conversation related to, listen, we can cooperate on x, y, z, probably something completely unrelated, but also, if you dont cooperate, im going to sanction whichever banks and freshry is going to know which banks. They had a 45minute conversation, so perhaps they got to some of that stuff. Always great to have you here. Pleasure to talk to you both. One of these days well all get to talk about something thats not bad news. All right. Coming up, Hurricane Irma, it is so strong its showing up on seismometers, which are actually designed to measure earth cakes. This dhing is really, really strong. Bracing themselves for danger s were listening and watching wind hitting from Hurricane Irma hitting the caribbean island of saint march ten earlier today. Right now it remains a category 5 hurricane. Its charging toward the u. S. Virgin islands and puerto rico, packing maximum sustained winds of 185 miles per hour. This is incredible. Its expected to make landfall in puerto rico later this arch as one of the strongest hurricanes ever regarded in the atlantic. It will likely take aim at southeast florida next. Mandatory evacuations are under way in the keys and throughout the state where 7,000 members of the National Guard are standing by. Nbc meteorologist is tracking irmas path. This is complicated, rafael, because its getting to some places already and its going to meander around, not the way most people would think of a storm going. Right. Especially if youre in puerto rico youre wondering how close it will get. Were seeing those outer bands lashing the island, and the farther north you are in puerto rico, youre going to see the stronger winds and the bigger strorm surge. Were seeing that conditions will deteriorate throughout the evening and overnight. The Virgin Islands took a direct hit. Were expecting catastrophic damage especially in the British Virgin islands. Were just starting to see irma pull away. Conditions will gradually improve. Were talking about categories alot. This is the saf fer simpson scale. Its category 1 through 5. For example, harvey when it made landfall was a category 4 hurricane. It was a low end category 4. Weve been talking about our category 5 storm irma. The winds at a cat 5 storm start at 157 miles per hour. Were at 185. Were so far in to the category 5 were nm near a six if there were one. There isnt. Very strong cat 5. Its not a linear relationship between the strength and cal gory of damage. If you have a cat one storm you dont multiply that damage times five. You milt ply that damage by 500 times. A category five storm is 500 times more destructive, more damaging than a category one storm. Just to give you an idea when were talking about storms of this magnitude, again, this is one of the strongest hurricanes weve ever seen with these 185mileperhour winds. A little more strengthening is possible and were going to watch this continue over the next few days as a category 4 or 5 storm. Again, the next islands that are going to take a direct hit, turks and caicos early friday, late tomorrow into early friday as still a category 5 storm. And then of course it becomes critical for us, when does irma take that turn to the north. Where does that happen . Before it gets to florida, after or somewhere in the middle there . And again, florida on high alert, but weve seen a trend today that means the carolineas also need to be on high alert because the trend has been to the east. Will that continue . Time will tell and well keep you updated. We absolutely will. Thanks very much. All right. Lets get out of the studio and get an idea of what its like to be preparing for this storm. I think youve taken shelter there, morgan. I think youre on the phone for us now. Im trying to, ali. In fact, we just pulled over on the side of the road. Were in transit because the storm is literally coming as we speak. And were hovering here because we can hear the winds probably in the background. The palm trees are bending. Weve already seen debris in the middle of the road. And where we just left was a main shelter. There were 500 families inside the shelter. And they just turned this iconic coliseum into this Emergency Shelter and it was one of 456 shelters that have been established all across the island. Inside we saw families, babies crying, some people trying to play chess to pass the time. I spoke to one woman, shes a 2 isyearold student. She said, you know, i had to just get out of the storm. We have no idea how severe this is going to be. And frankly, we had to get out while we still could. And then i met another young man and jonathan tore rescue told me that hes a law student and he just knew that even though his parents refused to leave the low lying home where they live, he said i have to get out. I simply have to. The first thing im going to go and if back and check on my parents, but they refused to come. So were going to batten down the hachls here. Were trying to get in transit to our crews location because this is ive covered a few of things, and i think how quickly this storm has turned is what surprised most of us here on the ground. Just this morning and yesterday, do you remember when we spoke just then. Yes. And it was like the calm before the storm. You could kind of feel this erie stillness but then quickly those outer bands moved in. The sea leflts, you could see it from where we were standing. It rose to about two to three feet in a number of minutes. It was remarkable. Were bracing for that outer wall of the storm to come and hit us here in san juan. All right. Stay very safe. I know how to do this, but please stay safe and we will continue to check in with you in san juan, puerto rico. Im switching back to politics now. Were seeing lawsuits from President Trumps announcement that he might end the Dreamers Program or daca. Are suing to block the trump administration. Thats in addition to the Law Enforcement amended last night by a drooerm who argues that the president s decision is unlawful because it lacks reasonable basis and because it is motivated biracial animus against latinos. He continued to sow confusion about the president tweeting last night con now has six months to legalize daca, something the Obama Administration was unable to to do. If they cant, i will revisit the issue. Now, this comes after hundreds of activists across the country took tht streets this week to protest the president s decision. For more on this, i want to bring in ray suarez. Hes the author of latino americans, the 500 year legacy that shaped a nation and as of this week hes a visit or of american studies at amherst college. Hes a wellknown television anchor and a former colleague of mine. Good to talk to you. Thank you for being here, sir. Great to see you, ali. Ray, give us some greater context herement of the issue of d. R. E. A. M. Ers is a subset of the on going conversation about undocumented immigrants in america. It was a temporary program to start with, but it was something that there was common understanding that, look, these kids came here. It is not of their own design. This is where they grew up. They speak english. Theyre speaking an education and a better life, and theyre not the problem. So why dont we try and give them a stay first. Why cant we solve this problem more fully . Because i think people who are being asked to stick their neck out for the d. R. E. A. M. Ers fear that theyre going to be asked to give some sort of similar relief to the much larger number of undocumented People Living in the country who dont fall under the terms of the d. R. E. A. M. Act. Its only one out of every roughly 14 people in the country who are living here illegally who fall under the provisions of the d. R. E. A. M. Act. They are more sympathetic than other illegal immigrants. They have been considered the lowhanging fruit of the continuing debates over illegal immigration, and yet even though they enjoy a great deal of public sympathy, congress has not been able to break the logjam. Got close early in the first Obama Administration, but that was as close as they were ever going to get. So, ray, economically we can make the argument for the d. R. E. A. M. Ers as far as subpoena sets of immigrants come, these ones are either educated or working. Because of the terms of daca, they couldnt have felony convictions. Generally speaking, its a good sunset of immigrants. So we can deal with it economically. Politically fl may be a road down which to go. But fundamentally the argument that many have made is that legally its unsound, that obama didnt have the authority to do it, that the president was facing lawsuits from states that may not have held up to scrutiny. Is it not the right suggestion that it end up being something that Congress Deal with . Well, sure. And i think speaker ryan has given at least tepid initial support to some sort of congressional solution to this problem. Youre even starting to hear republicans from california and the border states start to say, yeah, well, a lot of these people are in my district too and i dont necessarily want them kicked out of the country. You know, part of the process of becoming a daca eligible person was to open up your life to the federal government. That was an act of trust. They talked about where they had been working, who their family members are, when they came, where they were living. With the sort of complied contract that once i open up this way to you, you arent necessarily going to use that advantage to come after me. Now some d. R. E. A. M. Ers are not so sure that the government will show such restraint. The clock is ticking. It will be interesting to see if republicans who are sympathetic to the d. R. E. A. M. Ers can start to wrangle more of the members of their caucus to join democrats. And, ray, a lot of people say to me, you know what . This is the opportunity everybody has needed to do comprehensive Immigration Reform. Ray, its not going to happen. Comprehensive Immigration Reform is really complicated, really hard to get to. It would be simpler, i think, and more intellectually honest and politically honest for people to say lets do something in congress that deals with d. R. E. A. M. Ers than try to think of this as a subset comprehensive Immigration Reform which means something a subset comprehensive Immigration Reform which means Something Different to everyone who says it. D. R. E. A. M. Ers were always taking a chance and they always understood the first two letters of daca deferred action. It wasnt no action. It wasnt canceled action. They knew all they were getting was a temporary renewable respite from immediate deportation. They knew this wasnt permanent status. Yes. While it may be tempting to think that their problems could be solved by a comprehensive deal, right now that just seems like too heavy a lift and they wont be able to wait long enough. March 5, 2018 it starts to go belly up. The current daca authorization. If nothing is done by then people will be sent home. Ray, to you and me, that sounds like its six months away but if youre a d. R. E. A. M. Er thats that could be tomorrow. I mean, its unbelievable what some of these kids whatever you politically think about them or legally think about them, its it gets into your head. Ray, thanks so much. Well have this conversation many times im sure in the next six months. Ray suarez, my friend and journalist and professor. This hearing is about taking one small step, a small step on a big issue which has been locked in partisan stalemate for seven years. Lamar Alexander Holding a hearing with state Insurance Commissioners to talk about stabilizing the premiums. Its the first of four meetings planned by the help committee. The goal is to get a bipartisan bill, he says, hes working with senator patty murray on that. Joining me is the former acting administrator for the centers for medicare and Medicaid Services and andy, you wrote an oped this morning on this very topic. Detailing how for seven years you say the gop has neglected and exploited obamacares flaws but a bipartisan effort could fix the issues. Tell me how. Well, kudos to chairman alexander and patty murray for convening a hearing. I think the thing that what were seeing now is finally after all of the time where we have been focusing on repealing the aca and americans have said that its time to work on fixing it. Theyre getting down to some practical ideas. And todays hearing was a great example, ali. They had three or four ideas brought at them from republicans and democrats, virtually in entire agreement about what they should do. Focus on paying the reduction payments that have been hung up in the trump administration. Look at potentially loosening some of the state insurance. You mentioned one of those things the cost sharing reduction, the payments that go to the states. That is one of the things that President Trump has been inconsistent about saying that hes going to continue to make sure get paid. This has nothing to with congress, but the insurers have to make a decision as to what their premiums are going to beer for the next year and if the payments are not continued thats an existential threat to obamacare. In other words, the president has a way of killing obamacare without congress. Thats right. When Insurance Companies dont know what to do, they just charge more money. So theres an estimated 20 additional premium and everybodys premium thats for this. So congress can actually take this one out of President Trumps hands by what they decide to do and in this hearing today if both parties come together and decide we will pay cost sharing reductions for the next two years they will fix this years. Theres other things that theyre monkeying around with. They cut the Marketing Budget by 90 . So the Congress Really has to step up and act because i think the president has demonstrated hes not willing to support this law. Theres 18 Million People in the individual markets but doing the right thing by the individual markets has an effect on more than 18 Million People because the insurers, theres some overlap between them. What do you think of this concept thats being developed by a number of democratic senators, medicaid for all, which seems to be code for a single payer system but theyre figuring that out that doesnt go over well with republicans. Is that a road worth going down . I think theres three things well see this month in a short period of time. One is senator sanders bill on medicaid for all. The second is senator brian shots from hawaii who will have a bill out which is more moderate version of that which is to people to buy into medicaid. Very interesting concept. When one we havent heard a lot about. Then the third thing theres some news this morning that senator graham and cassidy have made progress on their bill to go back and repeal the aca again. So lest we thought it was all over, senator mccain made some noises today hes willing to support senator grahams bill. Within the next three weeks we are going to see these things all introduced and see how they play out. So mccain might be involved in that and senator dean heller from nevada whos had a very difficult time. He voted in favor of the obamacare repeal, but got a lot of pressure in his own state and hes getting pressure because hes up for reelection in 2018. He may be in on that. So there may be a few Different Things going on this month while Everything Else is happening in congress. Clear your calendar, because we may need to talk more. As if there wasnt enough going on. As if there wasnt enough going on. Andy slaven. That wraps up this hour for me. Im going to see you back here tomorrow morning at 11 00 a. M.
