You know im looking at all the front pages of the papers donny, and there is a story that youre not going to hear a lot about today, but big, big news. Walmart is giving a pay raise to its employees. I know there are a lot of people out there, this is great for people at walmart, the evil corps. Blah, blah blah. No the wall street journal has it right. Its on the front page of every newspaper. What does this mean . It doesnt mean that walmart woke up yesterday morning and said, you know what we feel bad about ourselves. No, what it means is the market is tightening up. Why am i looking at you. I need to talk to sarah because this is your beast. I mean donnys beat is the hamptons and wearing seersucker. I was socked to see him in gray. I know. You insulted me in ten seconds. Can i finish. You can finish. Look at this. So this headline is great because it talks about how the market is tightening up. Thats not just good news for walmart employees. Its good news for waul orcers. Its not like walmart was the first. Gap did it. Ikea did it. Walmart was late to the party. Realizing in order to maintain employ whether es in the retail profession, they had to raise raises. Not that theyre hugging, cumbayah. It was going to hurt brands. I was holding my breath there for a second because we all know, i mean if were all judging how much we love america by what Rudy Giuliani says. Hes got were going to get to that story. Also, very excited to have David Ignatius here. Hes been on a whirlwind tour. I do mean whirlwind tour. Were going to talk to him about a lot of stories including libya, now dealing with a setback in efforts to fight the Islamic State militants. The United States and britain are both rejecting the countrys request to lift a United Nations arm embargo. They see they need a National Unity government in its own country. The United States announced a agreement with turkey. Meanwhile, Senior Pentagon officials are confirming there are major plans for offensive to regain control of the second largest city in iraq. Officials are now saying battle for mosul will likely begin in the spring and involve up to 25,000 iraqi fighters. Here at home 19yearold man from minneapolis has been indicted for allegedly trying to help isis. Hes pulled off a plane in november while trying to fly to turkey. With us now former supreme allied commander at nato retired u. S. Richard, let me begin with you. Youre there. Weve got a lot of motion but do you see positive Movement Forward over the past couple of weeks a lot of different announcements from the white house talking about sending drones to other country, arming Syrian Rebels now training Syrian Rebels. Arent these the same rebels that have had trouble over the past couple of years making any gains . Well, first on the Syrian Rebels piece. Turkey and the u. S. Finally signed a deal that would allow Syrian Rebels to be trained here in turkey. But were talking about a very small number of rebels. They would also only be given fairly light weapons. Trucks perhaps machine guns mounted on the backs of the trucks, very little that could actually turn the tide of the battle. This is being perceived by many people including some people who were big advocates of supporting the rebels including the former u. S. Ambassador ambassador ford as far too little, far too late the syrian Rebel Movement has died. That this is not going to change the course of the battle. It could end up complicating things. David ignatius the same thing. Seems that our policy now, were going to arm the Syrian Rebels that were ineffective and were going to rebuild the iraqi army which dissolved as i said earlier this week like sugar in hot water in 1991 in 2003 and again in 2014. Is that really the solution . Well, joe, those are things that are being discussed. What i saw on the trip in the last two weeks was that first, the part of our strategy that involves working with the Kurdish Peshmerga in north iraq is working powerfully. Peshmerga got off to a rough start when they broke out of mosul. They have really retain a ten territory. Some of their fighters took me around kurdistan and outside mosul. I saw the ground they have taken in the last few weeks. Theyve cut the road between mosul and talafer, the way out of syria. Its possible now to really squeeze mosul. Do you sense that the momentum was on their side . Did they because i saw the story this morning that youre talking about in the post about how the supply routes are being cut off. Do they feel like over time they will be able to strangle isis . They feel they are on the offensive now that isis is on its back heels. You sense that as you see them retreat. They will fire mortars in the distance from where i was, but almost half hearted, were still here. The question is how youre going to finish the job. I have little worried when i see stories saying that mosul will be retaken this spring in a few months. And the reason is that the people who would retake it will be iraqi army and probably iraqi Shiite Militia men and thats precisely what scares the sunnis in iraq. Theres one theme i kept encounters sunnis saying were not sure even now that the government or Prime Minister abadi is prepared to give sunnis power to create real militias. Thats job one for u. S. Trainer, military official diplomats in the region. Help the sunnis to feel they really got skin in the game. Lets go to the admiral now. Its very early in the morning. I dont know why im having so much trouble pronouncing your name which ive pronounced many times before. Admiral, americans woke up a couple days ago reading news that isis now could be going into italy. Obviously a lot of people shaken up by that news. Is that more hype or is that a possibility . No, i think its real unfortunately. As we know this is an aspiration for isis. They talk a lot about fighting back against the crusades going all the way to rome putting the black banner across st. Peters square. Thats not realistic. What is realist isistic is they infiltrate from the mounts libyan coast across cuba. This is quite the revenge of geography. I think the italians have something to worry about. Admiral, you helped lead the air strikes against libya a few years ago. Looking back any regrets about how it turned out . No in the long throw, i think libya is going to work. Its got oil. Its got an educated population. It has enviable geography along the mediterranean. Theyve got challenges obviously right now but if you look at the nature of almost any revolution, the two, three, four years afterward, think the french revolution, 1789 think our own revolution, these things take a little bit of time. Im back on syria. I think the key is both david and richard had said is the put isis under three axis pressure from a military perspective. Thats peshmerga from the north. Get the Iraqi Security sources firing up from the south. Bam in the west. Get the jordanians on the ground in the game. Richard engel, let me bring you back in. Had john mccain on yesterday. He was talking about how terrible it was that iran was involved and obviously davids exactly right. He knows as well as anybody, you and he do that the sunnis obviously terrified by the prospects of moving through the country, but arent we actually gaining an awful lot right now by the iranians stepping in and stopping isis from moving into baghdad . Something that policymakers in washington would not want to admit . Were gaining and were also losing at the same time because if you look at the strategy the strategy that the u. S. Military is leaking out to some reporters that theres going to be this major offensive against mosul involving 20,000 iraqi troops and Kurdish Peshmerga fighters the way its supposed to work. And david i guess nashsz isgnatius is right. Kurdish fighters are holding their ground in the outskirts of mosul, kurdistan. The iraqi army which is now fighting hand in glove with the Iranian Military and that shouldnt be you cant hide the fact that the Iranian Military is deeply involved with the Iraqi Military. The Iraqi Military according to plan, is supposed to sweep up from the south and thats going to pressure squeeze isis in mosul with the kurds above them and then the iraqi troops moving in from the south. But as you just said the iraqis are working with the iranians and the people of mosul dont really want to be liberated by Iranianbacked Shia troops. So you have to also ask what comes after isis. Does assad get to stay in syria . Does the government of iraq fall apart . Does the do the kurds establish independence . All of these are very open questions. So when you talk about having an offensive to take territory, a lot of iraqis and other people in the region are asking who is actually going to take the New Territory if isis is pushed out . David ignatius obviously you have spent an awful lot of time in Northern Iraq over the past few weeks. Maybe you can answer the question a lot of us have been asking onset from the safety of our manhattan studios. Why dont we tell turkey if theyre not going to be an ktive partner, willing partner, a positive partner, that were going to support kurdistan, that were going to support the kurds taking care of the northern part of iraq and we actually may see something that i dont usually say, that joe biden was right, that iraq is not one country, its three and we should allow the shia to have their part the kurds to have their part shs and the sunnis to have their part. Joe, the deal actually i think is working slightly differently. Kurdish desires for independence were stronger when they had more confidence in turkey as their protector. And they were in effect choosing turkey over baghdad. And whats happened in the last six months or a year as turkeys done nothing to help the kurds is they begun to look back toward baghdad. Theres in new Prime Minister. Hes more reasonable. Working with the u. S. When i ask kurds how soon are you going to be an independent country, they say, oh, of course, some day, some day its really important. But for now clearly theyre a part of iraq. Thats in part because of disenchantment with turkey. Let me mention one final thing i saw on this trip because in the long run it may be the most important. We always complain in america and rightly so that the muslim arabs who are being op pressed, slaughtered by the terrorists dont speak up and take the fight themselves. In the last few weeks theyre actually beginning to do that. The jordanians are still enraged by the horrific burning to death of their pilot. In egypt the fact the Egyptian Air Force flew missions to avenge egyptian Coptic Christians saying youre christians but youre egyptian. Those are new things in the arab world. What they say is people are more willing to fight back. Thats really the most important variable. I think its more important than how many boots on the ground and the timing of the offensive and its is there a will to make this their fight. And im seeing more of that. Lets now talk about american politics and, boy, what a mess in new york city. Mark halperin was a part of it yesterday afternoon. Well tell you why in a second. But former new york mayor Rudy Giuliani now seeking to clarify controversial remarks he made about president obama but in doing so many believe that hes only made things worse. It started wednesday night at rye investigate event for Governor Scott walker in new york. And thats where giuliani reportedly said, quote i do not believe, and i know this is a horrible thing to say when you say i know this is a horrible thing to say, stop period, end of sentence. But he continued. But i do not believe the president loves america. He doesnt love you and he doesnt love me. He wasnt brought up the way you and i were brought up through love of this country. Heres what giuliani said yesterday, though. During multiple media appearances. Hes a patriot, im sure. What im saying is that in his rhetoric i very rarely hear him say the things that i used to hear Ronald Reagan say, the things i used to hear bill clinton say about how much he loves america. I do hear him criticize america much more often than other american president s. I dont also believe he expresses the love of western civilization that he should or an understanding of western civilization or what western civilization has brought to the world. Im not saying it out of context. It wasnt. But the reality is i am at a stage, as i told you personally i think last night, of real real worry for my country. You dont want to live through. 9 11 again. You were on the front lines. You dont want to see this happen and it very well you know president obama didnt live through september 11th. I did. President obama didnt almost, you know, have a building fall on him. Myself and my Police Commissioner and my Fire Commissioner did. I lost ten of my very Close Friends. And now ive lost about 100 Close Friends who have become so friendly with many of the families. So excuse me its a little bit emotional for me. But its also real. Mr. Mayor, do you want to apologize for your comment . Not at all. I want to repeat it. The reality is i, from all that i can see of this president , all that ive heard of him, he apologizes for america, he criticizes america, he talks about the crusades and how the christians were barbarians. Leaves out the second half of the sentence that the muslims were barbarians also. He sees christians slaughtered and doesnt stand up and hold a press Conference Although he holds a press conference for the situation in ferguson. And then in an interview with the New York Times Rudy Giuliani said this. Hes merely describing the outlook on the world in which the president was raised. He said, quote, some people thought it was racist. I thought that was a joke since he was brought up by a white mother, a white grandfather, went to white schools, and most of what he learned was from white people. This isnt racism. This is socialism or possibly anticolonialism. How deep can that hole go . I was just going to say, just stop already. He did fortunately call in to our good friends Mark Halperin and John Heilemann on their bloomberg show, with all due respect, before his appearance with meghan kelly and he said this. I should say that the president does or does not love anything or anyone. I dont know. Im not a psychiatrist and he doesnt have one and he doesnt need one. Mark halperin you seem to get him to back off it a bit. A little bit but then he veered back. Then he veered back. He never hears the president say he loves america. Hes not a psychiatrist some people said after that interview maybe he should seek help from one because this is just not helpful rhetoric. He said it at this event. Whats interesting to me is that scott walker didnt repeed yat what he said. Bobby jindal embraced what he said to some extent. The Republican Party really is almost got this obsession with talking about the president rather than at this time even coming close to rallying around him. Mayor giuliani is not going to run for president but he is someone who has a pretty good feel for where his party is. And its saying something that strikes a chord with a lot of republicans that is not helpful to the country. Donny deutsch, you are a liberal but you are a liberal who also have been critical of barack obama. And said actually said a couple weeks ago you would have voted for mitt romney if mitt romney ran in 16. So youre not quite as liberal as you seem to be when you wear your rich mans suits and have your Upper West Side swagger or Upper East Side swagger. Come on. In all seriousness, im just wondering and i wondered this in 2012, why mitt romney and one of the reasons i was so critical of mitt romney is when people were going out and saying terrible things and calling the president racist saying he hated all white people and you could go down the list of things that he was a marxist, that he was a communist. I kept waiting for one republican candidate to be smart enough to have that Sister Soldier moment. To say, listen i disagree with the president economically, i think he has a disastrous Economic Policy disastrous Foreign Policy but lets agree on one thing, he loves this country. Hes doing what he thinks is best for this country even though hes wrong. Hes a good father. Hes a good husband. Hes a good man. Hes just wrong for america. Are we really going to go through another cycle where republican candidates are too stupid to get out of the way of the stupidest people in their party, that keep them from winning president ial elections by spewing hatred instead of telling people how theyre going to get back to work . First of all, this moderate, this guy who is right in the middle. Left wing. No. Heres my stance. You dont love america, do you, donny . I am im a pro torture guy. No okay. We dont really care about you. Lets talking about your expertise. My mother cares about me. No we love donny. Were joking. The answer to your question is no no because jeb bush is not stupid that way. John mccain, although he did not win, was not stupid that way. So you think jeb bush will be smart enough to say of course barack obama loves america. 100 . Ive never met the man, youve met the man. Everything i read and hear, no youre not going to win elections that way. Thats tone deaf. It shows that Rudy Giuliani is just not in step. Just go home. Go to florida. Enough. Thats my question. When you have somebody thats as major a figure in the party as Rudy Giuliani saying the president of the United States, the commander in chief, the man who is sworn to uphold the constitution of the United States and protect its 320 million citizens hates does not love america . Lets make the show the challenge. Today lets hear from christie and lets hear from them today. They should be speaking out. They should be speaking out. We tried this four years ago and unfortunately nobody took the bait to do the smart thing and win moderate middle of the road swing voters working class americans who disagree with barack obama economically and disagree with his Foreign Policy but dont like people questioning his patriotism or his love for america. You are a reporter so obviously you do not associate yourself with any of my remarks but i just feel like ive seen this before and i wonder when the republicans are going to have aer is soldier moment and have somebody step out and go of course this guy loves america. It was interesting to see Governor Jindal come out so quickly with a statement from his Gubernatorial Office saying he did not condemn mayor giuliani appeal to the republican base. But its going to be interesting to see how some of those on the center right, christie jeb bush, how they respond. Any criticism yet from anybody out there, republican elected officials . Not so far. Were seeing a lot of hesitancy to weigh in. I think a lot of republicans know that giulianis comments are toxic and they dont want to wade into that swamp. Bob, you know Rudy Giuliani though still for most republicans, americas mayor. I know my parents loved him. Voted for him when he ran. I mean he is a guy that you want standing by your side or at least in the pass of one standing by your side to show that you can be tough on terrorism. How delicate of a dance is this regardless of how toxic the remarks were . Its a very delicate dance. Washington post reported on governor walkers dinner on wednesday night with a lot of supply side economists and journalists in new york city. It was interesting from everything i heard from attendees when giuliani went on the rant at the dinner table, walker sat there, he did not really respond or contest giulianis comments and he did the same when he was with cnbc the following morning. Gene robinson obviously in 1984 we all talked about the San Francisco democrats, they were radicals, they were left winger they were extremists. Michael dukakis didnt really help that with Middle America in 1988, but in 1992 bill clinton did and that Sister Soldier moment which offended part of the base and thats the idea bill clinton seemed to change all that and tell Middle America, hey, were not crazy. Were not that far out there. We are in the middle just like you. Do you agree that jeb bush may repudiate giuliani . You know, he may. I think somebody better if they intend to win the presidency. I mean its you know barack obama got elected president of this country twice. Twice. And by the way, with over 50 twice. The first democrat to do that since fdr. And again, even if i disagree with the overwhelming number of this policy i find this to be a remarkable line that you would not repudiate. Yeah. I dont get it. I mean, frankly, when i read the comment to the New York Times about, well, he had a white mother and white grandmother and therefore this is not racist i wondered is Rudy Giuliani well. I mean is he you know is this because it doesnt this is so crazy and counterproductive that it doesnt seem to me to be part of any sort of thought out political strategy. You know i mean its a guy losing it basically. And will his party go along with this or will people start to stand up and say, wait a minute lets not go over this cliff. Finally, bob costa to you, going back to you. Let me ask. Any do you know if there are any scheduled events for Rudy Giuliani moving forward . Do you think this makes it less likely that Rudy Giuliani campaigns for a potential president ial candidates . Comesome candidates may be resident to bring the mayor along for mund razor but he does still bring in significant dollars. When i checked in with the campaigns yesterday, privately giuliani is still toppopular with donors and activists. You still want the mayors endorsement. Hes on fox news and other conservative channels. Hes popular with the base. Thats who their looking for. Joe jeb can define who he is today. Were going to see the real jeb bush. He wont come out today. Theyre too safe. Playing it too safe. He had a Foreign Policy speech where he said nothing. Jeb will answer questions when jeb is forced to answer questions probably and not before. I think thats unfortunate. I hope he proves me wrong. This is me personally talking. They dont understand the level of distrust. They look at iran and the rest of the middle east and they think that its that theyre all together. Theyre just not, are they . The slaughter thats been taking place with sunnis and shias killing each other. The truth is isis has killed so many more arabs than has killed westerners. These attacks, so many of the dead people end up being arabs. Look at the killing of the jordanian pilot, burning them alive, the beheading of the poor Coptic Christians on the beach in libya. Theyre going after arab muslims they believe are apostatets. If the arabs stand up to that, if they push back and say, wait a minute, this is our part of the world. Youre not going to keep doing this. Thats i think the only way this is going to lead to an outcome that will make the place more stable for real. You know Gene Robinson one of the things thats fascinated me over the past several weeks is i called powerful democrats, the United States senate, and asked them to come on the show and talk about netanyahu and back their president. They said i would love to but actually i knew him when he was in america 30 years. Its amazing to me that this crisis, you dig down deeper so many policymakers im about to interview joe klein who has known him for 30 years or so say hes more american than israeli. So many policymakers know this guy and know him from his time in america. Yeah. I mean in some ways he is more american than israeli, as is his ambassador to the United States ron dormer who is in the middle of this whole speech transaction, is also american. But you know first of all, David Ignatius what a fabulous column this morning. Unbelievable. I just thought it just laid out the israeli case or the netanyahu administrations case better than ive seen it laid out anywhere before. And the central question really is what you leave iran with and do you leave iran with the capability to enrich uranium essentially or not. That seems to be the issue thats in the middle of it. Tell me a bit about israeli Public Opinion and how do you think it falls overwhelmingly for what netanyahu believes or is there another prominent view . Gene interestingly in israel you sense theres a real election taking place. Election date is march 17. Theres a Coalition Running against netanyahu and theres a lot of talk that neither side will get enough votes to enough seats to form a government. Can be a lot of bargaining and brokering. You were in the middle east for two weeks. Theres so much we need to cover. I want to start though by talking about something you brought up the other day, the strange reality. It reminds me of that ghost busters s busters line, dogs and cats living together how strange things have become. Israel and egypt now tighter militarily than egypt is with a lot of other arab countries. Thats right because they have a common enemy in hamas. Ever since general sisi and the military overthrew the Muslim Brotherhood, theyve been on a campaign to get rid of the Muslim Brotherhood as much as possible. Hamas is the Palestinian Branch of the Muslim Brotherhood. And just last week sisi announced that hamas would now be considered a terrorist organization by israel. Are you surprised how quickly sisi has been able to consolidate power . No, the military always wears the seat of power. Muslim brotherhood rises up after the arab spring. Allegedly democratic election. They have these elections in places that arent ready for democracy yet. Muslim brotherhood was the only organized faction in the egyptian population. Nobody had a chance to organize. And, you know you cant really be happy about a coup but the Muslim Brotherhood were killing Coptic Christians beity thousands before they were thrown out. So we showed headlines this week about how the Obama Administration is not supporting egypt. Keeping them at an arms length. Doesnt seem like a realist approach to a war with a movement as evil as isis. No. Dont you want friends in all corners . Yes. And etch given a fact that the egyptians are committed. They have one of the few real armies in the region right . Right. And theyre committing these guys. Theyre fighting them in sinai and theyre going to be fighting them in libya as well. I mean libya is the kind of thing that really ticks me off about this administration. I had you know i was against going in there because who knew what was going to happen when they came out. Libya is you know a country with Straight Line borders. Its a collection of tribes. We made that mistake obviously with saddam hussein. Autocratic ruler. That was the biggest mistake. Evil. We go in there and, you know we crush him and were still paying for that. You see what happened with assad when we say assad must go, chaos there. As you said in libya, who would not have believed getting rid of gadhafi would have been a great thing to do ten years ago but now gadhafi seems like a pretty good bargain. Saddam almost seems like a pretty good bargain now given how completely ruthless he was. But, you know you cannot have a president of the United States say things like assad must go without assad going. Is that the sad tragic fact that we have to put up with autocratic rulers in the middle east if we dont want chaos right now in 2015 . Yes, yes. And future as well. I mean the whole Education System there has to change. Its all been rogue learning of the koran. Theyre not trained for really good you know, tech jobs and the rest of it. And, you know the president talked about that at the another his summit on terrorism this week. But that really thats down the road. What we have right now is a bunch of people who are there who are training other people who are going to come back and kill us. Lets go from egypt to saudi arabia, nearby. Youve been there. You understand it. You followed the money. If most americans understood what saudi arabia has done over the past 20 years would they consider saudi arabia a friend an ally, or an enemy . It would be a tough unbalance. On balance . Saudi arabia funded al qaeda and funded the madrassas, the Islamic Radical schools that produced isis isil. Let me ask the question this way. Has there been any country more responsible for those oh me spread of the sort of islamic rad k58icalism that has led to the situation were in now more than saudi arabia . Probably not. Not even iran . Oh, iran you know the iran issue has been tremendously overplayed. If you want to worry about a Nuclear Program in that region you worry about pakistan which, like saudi arabia is a nominal ally of ours but theyve been harboring terrorists since 9 11 and before. I mean Osama Bin Laden was living within spitting distance of their west point. Right. Tell me no pakistanis knew about that. Will the new saudi king give us new saudi leadership . Well, its hard to know. I mean there are rumors that he has some kind of mild alzheimers or Something Like that. I think saudi arabia is a very very conservative stabilizing force on one hand and they have been cooperating really closely with the israelis. Theyre sharing intelligence. The saudis. The saudis. As we look at the map, with have saudi arabia and egypt and israel working together now. Its an Extraordinary Development in the middle east. Libya is dealing with a setback in efforts to fight Islamic State militants. The u. S. And britain are both rejecting the countrys request to lift a United Nations arms embargo. They say libya needs a National Unity government to resolve the fighting in its own country first. But the u. S. Has announced an agreement with turkey to arm and train moderate rebels who are fighting isis in syria. Meanwhile, Senior Pentagon officials confirm there are plans for a major offensive to regain control of the second largest city in iraq. Sound familiar . Officials say the battle for mosul will likely begin in the spring and involve up to 25,000 iraqi troops. David ignatius i know you just got back from an extensive trip to the middle east. Any sichbs that were making gains or winning the fight against isis . Yes. You can travel down roads in Northern Iraq on the way to mosul that two weeks ago were being held by the Islamic State fighters. Theyre now open. The amount of ground thats been gained in the last month or two really has surprised me. That part of the fight is going well. My concern is that they dont rush the battle of mosul, send fighters in there who will deepen the sense of alienation of the sunni population. But basically thats going well. I thought it was interesting yesterday to watch president obama speaking to a gathering of islamic leaders here in washington talking about the ideological base of this campaign. He had an awful lot of foreign leaders coming in. Sharing the same message. These isis fighters are destroying our countries and we want to fight back. So those are two good things. I could go on 50 things that arent going right but i did see on this trip some things that encouraged me. David, following the question. Mike. Let me ask you, the three countries in question here this morning that were talking about most specifically. Iraq syria, libya. The governance of those three countries. Will those three countries ever come back to what they once were five or six years ago . My honest answer mike would be we dont know yet. I used to think when i covered lebanon in the early 1980s, when it was divided, had artillery duals back around forth across the green line that divided the country that never came back. If ever there was a country sunk, it was lebanon and yet here it is. One country lebanese seems to be a part of it. A poll taken of syrians in which the overwhelming majority of syrians said in the future they wanted to live in one country called syria. So we shouldnt be hasty in assumeing its all over. The world of 1915 16 is finished. Were going to have some years of sorting out how these pieces fit together. For the moment finally its interesting the kurds who desperately want their own country have decided theyre better off for now staying as part of iraq than trying to be on their own. Thats one small sign that shouldnt be too hasty in thinking its all over. All right. Mark halperin to you and then maybe David Ignatius can pick it up. Of course, there are complaints by of republicans and others who think the president doesnt have a clear strategy. What is the political impact of this and then the bigger question is the global question, do our allies in the middle east agree, do our allies in europe agree . The president made i think, his best effort yesterday to try to present to the country and the world a big unifying strategy and rhetoric that will unite people against the current threats. Republicans didnt embrace, to say the least, what he said. And hes got lots on his plate. Not just in this one issue but this tension yesterday was palpable in the meeting between needing allies to fight this war but also having allies like saudi arabia and other countries who dont respect individual liberty. David, i want to ask you about iran. In this country the focus is on Nuclear Negotiations which pick back up today. Increasing ties between iran and iraq. How does iran see the current fight against isis . What is their hoped outcome and which role are they playing right now . I think iran from what ive told realizes it made a mistake as the yitsdsUnited States did supporting a much too polarizing shiite Prime Minister nuri al maliki. That was really irans mistake. They owned it and they owned the very bad consequence of having isis on the move. They want to be able to dominate a future iraq while i think keeping it as one country. They dont want to see it break apart. The biggest question ahead, i mean, our strategy for iraq will not work unless sunnis believe that we stand with them against the iranianbacked Shiite Militias that have been killing people in sunni towns even as this fight is going forward. And unless sunnis believe that i think that tent pole of our strategy isnt going to be there. So watch that question in the next month. Is the government in iraq taking action to curb the Shiite Militias, to curb the power of iran to dictate the future of iraq . If they are taking those steps, this is going to work. 23 they arent it probably isnt. That would be my judgment. All right. A lot of other news to cover. Former new york major Rudy Giuliani is seeking to in doing so he may have only made things worse. It started wednesday night at a private event for Governor Scott walker in new york where giuliani reportedly said this. Quote, i do not believe and i know this is a horrible thing to say, but i do not believe that the president loves america. He doesnt love you, and he doesnt love me. He wasnt brought up the way you were brought up and i was brought up through love of this country. Heres what giuliani said yesterday during multiple media appearances. Hes a patriot, im sure. What im saying is in his rhetoric i very rarely hear him say the things that i used to hear Ronald Reagan say, the things i used to hear bill clinton say about how much he loves america. I do hear him criticize america much more often than other american president s. He does not express the love of western civilization that he should or an understanding of western civilization or what western civilization has brought to the world. Im not saying it out of context. It wasnt. But the reality is i am at a stage, as i told you personally i think last night, of real real worry for my country. You dont want to live through 9 11 again. You were on the front line. You dont want to see this happen and it very well you know president obama didnt live through september 11th. I did. President obama didnt almost, you know, have a building fall on him myself and my Police Commissioner and my Fire Commissioner did. And i lost ten of my very Close Friends. And now ive lost about 100 Close Friends who have become so friendly with many of the families. So excuse me its a little bit emotion ol for me. Its also real. Mr. Mayor, do you want to apologize for your comment . Not at all. I want to repeat it. The reality is, from all that i can see of this president , all that ive heard of him, he apologizes for america, he criticizes america, he talks about the crusades and how the christians were barbarians, efs loo leaves out the second half of the sentence that the muslims were barbarians, also. He sees christians slaughter and doesnt stand up and hold a press Conference Although he holds a press conference for the situation in ferguson. All right. And then in an interview with the New York Times giuliani said he was merely describing the outlook on the world in which the president was raised. He says, quote, some people thought it was racist. I thought that was a joke since he was brought. By a white mother, a white grandfather, went to white schools and most of this he learned from white people. This isnt racism. This is socialism or probably anticolonialism. But take a listen to what he said on wt can all due respect, marks show before his appearance with meghan kelly. I should say that the president does or does not love anything or anyone. I dont know. Im not a psychiatrist and he doesnt have one and he doesnt need one. Okay. First of all, these are stupid comments. Im sort of not surprised, gene that Rudy Giuliani made them because hes appealed to a divisive sector of the base before. Ive heard him do that. Im surprised he didnt walk them back more quickly. Hes an intelligent man. But the Bigger Picture id like gene, then mark and then donny, to cap things off here. The Bigger Picture is how other republican president ial contenders react to this. What are we seeing and why are we surprised that were not getting more . Gene . I would like to hear more from the republican contenders. Weve heard from bobby jindal who is not going to criticize Rudy Giulianis remarks. This is crazy. This is a president who was elected twice with more than 50 of the popular vote both times. Approval rating just as politics, it seems crazy to me and just personally for Rudy Giuliani, yes, mr. Mayor, it is racist and it sounds frankly kind of unhinged. Marco rubio, mika is the only republican weve been able to find who spoke out and said he believes the president loves america. Behavent heard from rand paul or jeb bush or governor Chris Christie who are probably the biggest opportunity to help define themselves in a positive way. It doesnt mean you have to attack Rudy Giuliani or repudiate what hes done positive in public life but this kind of rhetoric, so unhelpful for republicans in winning back white house because while its attempting to appeal to the segment of the population its not going to let votes. Before donny jumps in i feel this is a slippery slope. This is an opportunity for all the president ial contenders who are going to have to go out there and somehow appeal to the base but then make it to the big game. Put this behind you so you dont have to fall into these sort of terrible areas of divisive talk. This is an easy one to put behind them but theyve got to speak out. So its tempting if youre a republican now and youre trying to raise money or trying to rally a crowd or build support in iowa or New Hampshire its tempting to build your rhetoric around attack on president obama because for the part of the country that doesnt like him, thats the easiest applause you can get. Rudy giuliani in that room in manhattan with 60 prominent conservatives and some journalists, easiest thing you could say. Scott walker as best we can tell, scott walker no, one else in the room objected to what mayor giuliani said. I want to say something, millions of new yorkers think about Rudy Giuliani. Rudy giuliani, this is not your 9 11. Okay . The country, the over 2,000 new yorkers that lost their lives. Im so tired of Rudy Giuliani cooping the tragedy that was 9 11. You did your job as mayor, okay . And to suggest a good one. Yes. To suggest that barack obama donny, go ahead. Go ahead. Not a Great America does not love this country. Enough, rudy. We all suffered. Mostly those families suffered not you. Well, heres what jumps off in your ear when you hear it. And we just heard it. When Rudy Giuliani says president obama didnt live through 9 11 i did. As if he were the only one who lived through september 11th. Im speaking for new yorkers. Enough. Shut up about it already. What we have now is and were paying attention to a publicityseeking, selfabsorbed, ego maniac who is on the fringe of the politics of his own party. Thats what we have. I agree. Youre right about the last part though hes not really at the fringe. I said this earlier. Its a chance for jeb bush to say whether hes a leader or not. Were in a lot of rumblings. This is a consensus guy, a different republican, hes just right of center and he is if right guy. You will define yourself in the next day or two. If you dont speak up against giuliani youre just more of the same. Look what happened four years ago. Rush limbaugh criticizer a georgetown lawsuit calls her a slut. Rudy giuliani said, those are not the words i would have used. Rush limbaugh a few days later himself apologized for what he said. The party still hasnt gotten to a place where they can just say the truth about things that are over the line. But rudys comments have made first at 21 where a roll costs you like 150 and his extended comments yesterday are so low, they are so low that only you would have to be living way out there on the fringe to even think they were worthy of listening to never mind regarding the serious as far as the political jabs go there are so many ways republicans can go after obama. Look at the economy. For every positive thing thats happening in the economy right now theres a negative they could point to. They could point to the fact that wages have not picked up, point to fact that Many Americans are not feeling this recovery. But to go after patriotism does feel a little unproductive and given whats going on with our economy. And exploit 9 11 at the same time. Speaking of the economy, hundreds of thousands of walmart employees will be taking some more money in just a few weeks. The nations largest retailer is raising wages after years of criticism about its salaries. But some krit sicks say its not enough. Nbcs Anne Thompson has the details. Reporter after ringing up a stronger than expected Holiday Season walmart said it would share the bounty, raising wages for half million employees. Today were investing in them and we want them to know pow important they are. Reporter walmart will boost the wage to 9 an hour in april for 40 of its workforce. Almost 2 above the federal minimum wage. The move comes after years of protests by those workers complaining of low wages and poor treatment by americas largest retailer. Now walmart faces increasing competition for these workers. Ikea gap aetna, and other Big Companies are a step ahead, already paying more to keep hourly employees. Its likely that walmart and other companies are increasing wages because they have to because the labor market is not as bad as it was a few years ago. Now its becoming a more Competitive Labor market. Reporter there is also political pressure. Seven states, plus the district of columbia, already have a minimum wage of 9 or more. And new york and minnesota will do the same later this year. For walmarts hourly workers the boost in pay is a boost in confidence. Very exciting. Everybody is just smiling. Its just really great. Reporter after some tough years, finally a reward for the people walmart says are vital to running a Good Business. So, sarah, not to be the wet blanket here but is this a big raise for the employees . What were they being paid . It seems like theres still a long way to go. At the low end now 9 an hour. Thats good. Thats 1. 75 above federal minimum wage. Then it goes even higher to 10 an hour by february 2016. You could argue a, what took so long and, b, the writing was on the wall here. Yes, our economy is doing better. Employment rate, Unemployment Rate is down to 5. 7 . Full percentage point over last year. 5 million job openings. It is up to walmart, the biggest employer in our country to raise wages and do their part because we havent seen the kind of wage growth that weve wanted to see, mika. The question here is will others follow . Will we see Companies Like target, like starbucks. A lot of people looking at that. Companies that are notorious for either paying the federal minimum wage or above that. Follow in walmarts footsteps and, yes, its not like 9 an hour is that much but it is the step not right direction. Right. You know its interesting, mika first of all. Go ahead, donny. A lot of conservatives, since im a liberal, said that basically when 45e89 care passed it was going to cut into the profits of u. S. Corporations. It has not. Statistically that is a fact. This will not cut into the profits. I think its actually price of entry at this point. If youre a walmart, a Great American company, you almost have no choice to protect your brand. Forget its the right thing to do. Forget that it is not going to damage now. And to sarahs point, youve got to keep employees. You almost have to protect your brand because you cant say on one of the bed rock of this country and continue this way. You will see more of the same here. Thank goodness. Donny, theres municipalities doing this. Its definitely happening on the government level, the conversation is happening. Doesnt it seem in terms of what you do and what you would advise a company, doesnt it seem at this point like a no brainer to be on the cutting edge of this to be to get, quite frankly, your reputation where it needs to be as a company . Thats what i said. I dont think youre progressive. I think its price of entry. Youre in trouble if you dont. As i said especially if youre a Populous Company like walmart who makes their bones being, we are for the everyone were for the little guy, everyday low prices but we dont give our employees everyday reasonable rates. The Washington Post and New York Times report in similar stories that new jersey power brokers are feeling hesitant to back governor christie and are eyeing bushs candidacy. Both papers for instance note that jets owner woody johnson, the republican money man and christie supporter was at a Bush Committee fundraiser in chicago on wednesday. Meanwhile, a Rutgers Eagleton poll show 59 of jersey residents dont think he would make a good president. Joining us from washington nbc moderator of meet the press, chuck todd. I want to give a shootout to our own Political Team perry of nbcnews. Com wrote this piece a week ago on christie. Christie goers going to jeb world. Kudos to him. This shouldnt be that surprising. Look, the Donor Community is more pragmatic than any other community in the sort of republican as the republican activists start sorting themselves out and deciding which candidate to go with particularly the rch donor world in the northeast. And that does reside in new jersey or in new york. The people that are very familiar with Chris Christie. And if you look at christie and his poll numbers, there is a lot of these donors look at it like a business decision. Whats your Business Plan . How do you get this nomination . And you cant find a sort of realistic path right now for christie that he gets this nomination. You can see how he could do well in a New Hampshire perhaps. Its the one place he got double digits in the polling we did last week. But you cant figure out how he does how is he not just Rudy Giuliani with a little more baggage having to do with his governorship and Rudy Giuliani of course was a big crash and burn eight years ago. And in many ways christie feels like the same type of candidacy. You know Mark Halperin i just anecdotally i know a few backer, big money backers of mitt romney who are heading in bushs direction. So it seems like after mitt romney left the race there was a little bit of a battle for support and it looks like jeb bush is winning that battle. Look the three biggest stories in the republican nomination race in the last few weeks and months has been the rise of scott walker dominance behind the scenes of jeb bush and the inreshl collapse in the conventional wisdom of chris christie. I do think though hes going to have a second act. This is a very determined aggressive guy. He can rattle off a litany of problems hes having right now but, chuck, dont you see the possibility given that walker still has a lot of questions he faces and given christies skills, dont you see the possibility hes got some trent strength and can challenge jeb bush in the way others cant . I give you this. I think christie in the debates, right, christie is a performer as a political athlete. He is. If he can get there. Right . If he can get there without look the fact is. Every time he seems to take a step forward on the National Stage hes got something that drags him back in new jersey whether its a downgrade in the States Economic borrowing rating or something having to do with personal scandal issues having to do with the whole bridge thing. Hes got to get there in all these debates in the fall but i will grant you if he gets into the debate you can see how he is a great performer. Again, this is a case where can he go to jebs right on anything . And jeb is already got his own issues of being, is he conservative enough. I just dont see if a primary situation where christie is able to do this. Mark let me ask you a question. Mike. About chris kristi. Is his campaign in New Hampshire where i think he has Great Potential in New Hampshire, is it basically three guys from new jersey arrive in Campaign Events or larger christie umbrella with someone who can say, hey, governor, dont do that. Hes got advisers who are helping him lay the groundwork. Hes been there a lot. Theres always been criticism about him being too insulated. He is a smart political strategist. But to grow this thing he needs to show hes listening and he cannot be imperial. The biggest thing he needs to be is to be out without a big entourage, without the state troopers talking to voters because in that hes as good as anybody in the race. This country has never elected a pujulous president. Thats about true. Andrew jackson, he was. Different media time okay . He was very popular. Different media time. What was behind this decision and what do you say to critics who say you should have gone farther, walmart, you should have really significantly raised the wages of all the employees . As you reported over approximately 500,000 of our fellow associates here at walmart all receiving a pay raise this year and its something that was part of a larger process, mika, in which we looked at the entire eco system around our associates when it comes to pay, training scheduling, 401 k s, paid sick leave. It was important for us to look hard at this and make sure were doing everything we can to engage our associates in a way in which they can bring their best to their jobs everyday and satisfy our customers expectations. This has been a deliberative process really over the course of a year. Obviously culminating in the decisions and announcements we made yesterday to increase the wages to 10 next year. So really proud of it. Weve been listening to our associates. Listening to our customers. And this is a business decision that will pay off for us in the years to come. Sarah . I have a question. Walmart has an image problem. No question about it. Shopping at walmart is not considered one of the best most pleasant shopping experiences out there. Weve heard numerous reports about shelves being empty. Is this a political statement . Are you trying to change 1 2 marts image or is this about growing the bottom line and weighing in on a National Debate . Whats the impetus behind this . Were proud of the fact that over 60 of the American People shop our stores in any given month. That demonstrates we provide value to Many Americans but were always trying to find ways to exceed their expectations. And that means we have to take look at our business we is have to look at the critical part of our business really is our people. And this announcement we made yesterday was to take a hard look at that. Where are the key invest chlts to make to make sure theyre reaching their full potential. Not only as entry level wage but grow a career at walmart to make sure that not only today but in the future we meet and exceed the expectations of our customers. Donny deutsch. And so as you look at the changing landscape in retail Higher Expectations that customers have we have to continue to take a hard look at our business and what were doing and chart the future. And the future right now means investing in our associates giving them the tools they need not only to succeed in life and to have a career at walmart but obviously to meet the expectations of our customers. We feel confident that this is a billion dollar commitment were making this year alone and its one that we think will pay off in the years to come. That i obviously share the same values that were passed down to them from their parentsnd their family but they do bring different approaches to the job. They bring in different, you know, way in which they think about things. And look the people who are talking about the types of advisers who advised both president bush 41 or 43 and in this case jeb, there is a wide range within that group of advisers. I can tell you because i sat in a lot of the meetings in which a lot of them gave conflicting advice. It represents the full spectrum of Foreign Policy thinking across what would most would argue the Republican Party or the philosophy thats guided the Republican Party. So the range of advisers that i see giving participating in these conversations with governor bush demonstrates that he is seeking out a diversified set of views. So i wouldnt over interpret that as being, they advised president bush therefore governor bush is like them. I wouldnt buy that comparison. All right. Dan bartlett thanks very much. Talk to you soon. We anticipated a lot of this had to do with the propaganda coming out of russian statecontrolled television and we want edgarry to experience that and let it wash over him for seven days. Gary came out of that experience, i think, with a pretty deep understanding of how the way that both the news programming but also the Reality Television for instance, what is he seeing . We got it. So whats actually happened . What are they putting of it there . So as in our television as well, a lot of focus on some of the trivial details, state television anchor had a cellphone knocked out of her hands and smashed on the ground on i think day three of his experiment which became huge news, huge news. Bp has done good things but the folks there think they havent done enough and theres a lot of people that have been financially injured by this and theyre still struggling with it today. So many facets. The environment, the recovery, the Business Aspect of it. Talk about the business because something that i heard about, and im sure you saw this when you went down there is that people would be promised a big settlement and waiting for it because Family Businesses were ruined and right as they got up to the finish line and thought they were going get the check, bp would say, hold on a second. Hold on. One little problem. Its what we called in congress on the va the slow roll. Did you see that . Oh, yeah. I had half a dozen people on camera saying sbpbp is trying to run out the clock. Stretch it out for years and have taken the position, at least the sentiment of the people is that bp has taken the position, weve paid out a lot. Were not going to paper out anymore and theres a bunch of Different Things floating around about how many have that been paid and there are those that have been paid. And the more likely you are to be able to as you know on that shoreline theres folks two or three paychecks from shutting the doors and they count on the tourism, count on the fishery industry, and when that goes away and the people arent around and business drops 40 , 50 almost instantly, the worry kicks in and it steamrolls from there. Telling me a sad story about a jet Fighter Pilot and his soninlaw . A jet Fighter Pilot, hes 71 years old noud, retired, served his country, took his retirement bought this with his relative grossing over 2 pll a year, life was good. Paying bills, putting money away for retirement and oil showed up and everything went. Didnt take very long and they lost the warf still owe the bank 1. 3 the bank repoed everything and theyre hoping bp will come through, through the process, and give them some kind of the restitution. Theyre still waiting . Five years later. Oh yeah. Theyre still waiting. In fact, there are three different divisions. Theres a congressional program. Theres an economic Restitution Program and then theres a medical program. I mean they have broken this out. This is after feinberg left after the first year. With the 20 billion committed by the president and that number, they havent even come close that when it comes to fayoutfay payouts, havent done that. How much, do you know . Conflicting numbers there. From the Deepwater Center that i got my resource from, therapy say theyre saying only about 5 billion. Wait. 5 billion instead of 20 billion . Wheres the rest of the money . Good question. Why havent they paidout . Well good question. You know what joe . I dont know where this boot on the neck of bp went. Because that was the sound bite we heard from the Obama Administration. We have never seen anything quite at this magnitude. Our job is basically to keep the boot on the neck of british petroleum. Well, theyre still waiting for that kick. Turned out to be a bedroom slipper, is what it was. A light touch. Now what i want to know as a guy that eats way too much gulf coast seafood, whats the impact on on wildlife . Whats the impact on the environment . What do we know right now on the food supply . And i worry about that for my health but more importantly i worry about it for the fishermen. Whats it looking like there . A lot of fishermen have been put out of business because the reefs created, the wrecks created have simply got oil on them and killed ban edbarnacles, all the sea life around it because the fish dont feed there so theyve moved. Recent studies showing problems with the dolphins. You can see the problem with some of the fish. Bp said well the oil spill didnt cause that. Might have been some something elses. The oil that went to the bottom it went to the bottom because something was put on top of it. You put that chemical on the oil it comes together makes little rocks and, of course fell to the bottom and all of a sudden was gone. So you got oil and then you dump chemicals thats right. Doesnt sound like the two ingredients i want in my shrimp. That oil in many respects is still there. Okay . Its on the bottom. Its having an effect. Scientists are saying that. Theres been a lot of studies that have been commissioned by the oil industry. A lot of commissions, commissioned by the government. You can pay anybody to say anything at this point. Thats why i went down there and wanted to talk to the people. Whats in it for you . How is your life . Whats going on . And heres what i found. Walmart is giving a pay raise to its employees. I know there are a lot of people, oh this is great for people. Walmart, the evil corporation, blah, blah blah. No. The wall street journal has it right. This is on the front page of every newspaper. What does this mean . This doesnt mean that walmart woke up yesterday morning and said, hey you know what . We feel really bad about ourselves. No. What it means is the markets tightening up. Whiable i looking at you . I need to talk to sarah, because this is your beef. I mean donnys beef is the hamptons and wearing seersucker. I was shocked sow see him in gray. Can i finish . Ten seconds. Can i finish . You can finish. Look at this. So this headlines great because it talks how the markets tightening up. Thats not just good news for walmart employees. Thats good news for all workers. And not like walmart did it first. Here at home a 19yearold man from minneapolis indicted for allegedly helping isis. Pulled off a plane trying to aid isis. And with us retire edd admiral and at Tufts University and from istanbul istanbul, turkey, richard engel. As i said also David Ignatius. Richard, let me begin with you. Youre there. We have a lot of motion but is there do you see positive Movement Forward over the past couple of weeks . A lot of different announcements from the white house, talking about sending drones to other countries, talking about arming Syrian Rebels. Now were talking about training Syrian Rebels. Arent these the same rebels that have had trouble over the past couple of years making any gains . Reporter well first on the Syrian Rebels piece, turkey and the u. S. Finally signed a deal that would allow Syrian Rebels to be trained here in turkey but were talking about a very small number of rebels. They would also only be given fairly light weapons. Trucks perhaps some machine guns mounted on the backs of the trucks. Very little that could actually turn the tide of the battle. This is being perceived by many people including some people who are big advocates of supporting the rebels including the former u. S. Ambassador ambassador ford as far too little, far too late that the syrian Rebel Movement has really died nap this is died. That this is not going the change of course of the ballots but could complicate things. David ignatius ask the same thing. Arm the syrian rebel ineffective and rebuild the iraqi army which by the way sdovldissolved like sugar in hot water in 1991 i said earlier in the week in 2003 and again in 2014. Is that really the solution . Well joe, those are things that are being discussed. What i saw on this trip the last two weeks was that first the part of our strategy that involves working with the Kurdish Peshmerga in Northern Iraq is working powerfully. Peshmerga got off to a rush start when isis broke out of mosul. They were pushed back on their lines. They have really retaken a territory. They took me, some of their fighters took me around all of kurdistan and into nineveh province outside mosesal. I saw the ground theyve taken, theyve cut the road tleen mosul and the way out to syria. Its possible to really squeeze mosul. I also saw do you sense that the momentum was on their side . Did they feel because i saw the story this north that youre talking about in the post how the supply routes were cut off. Do they feel like over time they will be able to strangle isis . They feel that they really are on the offensive now that isis is on its back heels. You sense that as you see them retreat. Theyll fire mortars in the distance from where i was, but theyre just almost halfhearted were still here. The question is how youre going to finish the job . I am a little worried when i see stories saying that mosul will be retaken this spring in a few months and the reason is that the people who would retake it will be iraqi army and probably iraqi Shiite Militia men and thats precisely what scarce the sunnis in iraq. One theme i kept encountering sunnis saying were not sure even now that government of Prime Minister abadi is prepared to give sunnis power to create militias. Thats job one for u. S. The Iraqi Military according to plan is supposed to sweep up from the south and thats going to pressure squeeze isis in mosul with the kurds above them and then the iraqi troops moving in from the south. But as you just said the iraqis are working with the iranians and the people of mosul dont really want to be liberated by Iranianbacked Shia troops. You have to also ask, what comes after isis . Does assad get to stay . In syria . Does the government of iraq fall apart . Does do the kurds establish independence . All of these are very open questions. So when you talk about having an offensive to take territory, a lot of iraqis and other people in the region are asking well whos actually going to take the New Territory if isis is pushed out jrchlt out .
