find the right balance between addressing the legitimate fears that people have and encouraging and incentivizing these heros. health workers -- health incentivizing these workers. these workers going into the hot zone are heroes. we have to find ways to do that while ensuring the american people feel safe. >> big debate breaking out over the weekend on how to handle health care workers returning from affected parts of west africa. it's exploded across the tri-state area with mayors threating governors. >> nurses threatening lawsuits. good morning, everyone. it's monday, october 27th. we have mike barnacle with us as well as chairman of deutsche incorporated donny deutsche and steve rattner. in washington, columnist for bloomberg view, al hunt.
>> we got a lot of tight races. it's going down-to-the-wire. you really can't tell who is going to take control of the senate. steve will give us some numbers. how was your weekend? >> very good. parents weekend at johns hopkins. >> how was it? >> she loved it. she made me take her to the aquarium to make up for when i didn't do it when she was 5. it was wonderful and the campus is beautiful. >> that's fantastic. >> really fun. and you? >> i sat at home alone and stared at the wall by myself. >> come on, did you not. >> another sad, pathetic weekend. donny, tell me what do you think? are you on de blasio's side or christie and cuomo's side >> i'm on cuomo's new side,
revised side. >> which is what? >> a moderate version. these are heroes. they can't be penalized. >> they are heroes. >> having also said that if somebody chooses to risk their life and i salute them and other people back home have not chosen they need to be safeguard. there's hysteria here. >> there's hysteria on both sides. there's a lot of dumb liberals, this is their chance to feel smart one time so they will speak out against any moderate measures. >> joe, that's not fair. >> we've seen it on tv, on the twitter feed, editorial pages, a lot of stupid liberals and this is their one chance to feel like they are morally superior and somehow -- i mean they are not because they are really stupid.
so any measure whatsoever to protect public health, they love to scream about hysteria and it makes them feel good. and it really clogs up the debate so we can't take a reasoned approach to salute heroes while protecting people from going to bowling alleys, putting on sweating shoes. if you don't think 99.8% of americans don't agree with me you're disconnected from 99.8% of americans. >> i believe people who go there -- >> how is that >> that was a little fierce. >> it's true, because so many stupid people in the past three weeks -- >> be nice about it. >> this moderate who tends to be more conservative as he gets older believes there has to be some protocol for a 21 day, i hate the word are quarantine but kind of, even if it's a daily check up where people have to come in, you choose your individual freedom to go over
and help people. let other people make their choices to not, in effect -- >> steve, there does as a corporate leader if you were having to set something up like this, you would take a reasoned middle ground approach. a lot of people think cuomo and christie were playing for the cheap seats because elections are coming up. there has to be a middle ground here. i saw the pictures of the tent that this nurse was forced to stay in, which would strike, again, 95% of americans as deeply offensive. this is not how you treat heroes that go to west africa. this is not. there has to be a middle ground here. we have to be reasonable enough. >> so the question really is whether to donny's point where cuomo has found a balance or not. we all agree requiring every single person coming back to be stuck at some unheated tent or
equally unpleasant quarantine facility is not fair to them, won't work an you have thousands of military people coming back from their service and it's not going to work. and will this home quarantine be a fair balance. >> i think it's a pretty fair balance. i saw that tent, that took me back. no, it did. >> to this weekend. >> no when steve rattner invited me up to his -- yeah the tent, the estate, the tent when he invited me to martha's vineyard, he said stay in your guest house. i said that's a nice guest house. he put me in a tent. it was cold all weekend. >> it was at the gate. not up on the property. >> we wanted to make sure there wasn't going to be a return visit. >> all right. let's set the scene here. >> let's set the scene. mike, what do you think? >> it's interesting the near hysteria on both sides of this
argument. when you look at what is happening you have to ask yourself first of all who are the people returning. what do they do for a living? they are professional health care workers. they know more about what they have been dealing with than the people interviewing them when they come through airport turnstiles. so there has to be some balance here. i think you're pretty close to it, oddly enough. but it can't be that they are immediately quarantined. >> i cannot believe that. >> on the flip side can't have the freedom to just go into a bowling alley and put shoes on. >> exactly. >> i understand the hysteria. i understand the concerns. but if you watched dr. anthony fauci who doesn't have a dog in the fight, the chances of anybody catching ebola, his words, from dr. spencer were virtually nil. less than nil.
because he wasn't symptomatic at all. you can catch it just from touching somebody. >> here's the problem, steve. with these health care officials, under stating the danger for the past nine months. >> i agree with that. >> i don't believe him. it's not that i think he's lying. i don't believe that he knows completely. we have doctors and nurses that have been there, that have gotten ebola, that have come back and say i still have no clue how i got there. i did everything right. i keep going back to dr. brantley who testified before congress saying, we did everything right, we prepared for a month, we followed every single protocol i still have no idea. you talk to nurses in spain, we followed everything they told us to do. there's something we'll learn about, maybe in a year, maybe in five years. they will figure out this transmitted in a way that dr. anthony fauci and everybody else had no idea how it transmitted.
i'm with you all of that really seems to be happening on the tail end when they are at 103, when they are throwing up, when they have diarrhea, when it's exploding, but they don't know how. really, do we want doctors within the 21 daytime period to be going to chelsea piers and playing basketball and running and sweating and coughing and wheezing. there has to be a middle ground. >> there was a piece that touched on this we're a nation of cowards. every time i run into somebody, i'm afraid of ebola. shut up. are you not getting -- yes this -- >> you know why they are afraid. donny, you know why they are? they can't trust their leaders to handle things. >> i think they are also cowards. >> americans have been so let down not just by this president.
he's let americans down horribly. let's go back through impeachment in '99, 2000 recount, 2001 missed intel on september 11. stock market crash. enron. 2003 flawed intelligence into iraq. 2004, abu ghraib. hurricane katrina. you can go year by year by year. irs scandals. bob woodward saying if he was a young reporter he would go to cincinnati because the irs scandal is so terrible. americans have no reason to be anything but scared how their federal government responds to one crisis after another. >> we create our own individual mini -- everybody is so self absorbed that if something happens in dallas, oh, my god. >> by the way, that just came from donny deutsche, a man whose
chest hairs have their own instagram account. we have just now crossed -- >> there's a lack of trust. you don't force a woman to stay in a bubble against her will. okay. so we're going to leave it there and move on to polls. >> we crossed the rubicon with this discussion. >> nbc news maris poll showing several republicans gaining grounds. cory gardner has broken ahead of senator mark udall. gardner leads 46-45. last month udall was ahead by six. in north carolina, democrat senator kay hagan is tied with thom tillis. in kansas republican senator pat roberts appears to have come back into contention and independent greg orman led the
senator by ten points now orman is up by one. in iowa republican joni ernst is leading bruce bral lie 49 to 46%. and finally arkansas where republican congressman tom cotton is ahead of senator pryor, 45 to 43. these races are so close with one week to go. >> al hunt, i've never seen anything like this before. you look at the real estates. there were some republicans trying to talk about how everything was breaking their way. most things might be. but let me tell you something. when you're within the margin of error you don't know what will happen the last week. the so-called october surprise, whatever it might be pro or continue for either party. kansas, pat roberts still down by one. iowa looks like joni ernst is making slight moments still
within the margin of error. arkansas plus two by cotton but he was up by five before. very, very tight. i'm curious. you've done a lot of work in iowa. does the endorsement by "the des moines register", a lot of endorsements don't matter,er with talked about this before, does the iowa race, does "the des moines register" make a difference? >> i don't think it makes much difference because i don't think endorsements in general matter. i think what hurt her a little was her refusal to go talk to the editorial board of that paper and two or three other papers. she's hiding a bit. that probably hurts. i don't think the endorsement per se means much. all of these races are within a margin of error. we do a poll we say plus or minus of 2% or 3%. when it comes out we feel it's etched in stone. all these races are toss ups and
they were toss ups ten days ago. the only race i thought was competitive a week ago that now seems put away is south dakota. there's still ten senate races that could go either way. >> what about louisiana? mary is going to win by 6 1/2 points. looks like that race is more of an uphill battle for her than we first thought. >> she face as runoff a month later and that's going to be challenging. >> i'm very surprised mika i'm hearing a lot of insiders talking it might be a very good republican year but one race they were surprised by is georgia and that nunn is turning out to be a much better campaigner than people thought at the beginning and she may even cross. >> she may do that. i heard that. >> i heard this is big for republicans. in 2010 there was a seven. -point difference as far as americans wanted to see a republican congress than democrat and now it's 11 points. another point, if this week continues and it's an ebola
story which basically is one more story our leaders not performing, one more story that goes barack obama versus what the democrats want to talk about. if there's another isis break. if this news cycle in the next five, six days, i think the republicans sweep, it will be dependent because then it's a story no matter how you like it on the indictment on the current management. >> say what you will about barack obama. i'll say yesterday the white house coming out and telling chris christie and cuomo to back down, politically courageous thing to do for a president of the united states one week away on, for the reasons that donny said right there. whether i agree with what he said or not, it was a courageous thing for him to do and i'm sure there are democrats running for office all over america when they heard that yesterday, did he have to say that right now. but he said it. >> let's go new hampshire where elizabeth warren finds herself in familiar territory,
campaigning against scott brown the massachusetts senator who defeated senator brown in 2012. rallied democrats in favor of incumbent new hampshire senator jean shaheen. >> it did not cross my mind -- [ laughter ] >> -- that after beating scott brown that what he would do is he would pack up his pick up truck and move to his vacation home in new hampshire to become the candidate to try to run against jean shaheen. you can pack up your pickup truck. but i don't care how fast you drive it, you're not going to out run your voting record in the united states senate. >> mika, i won't have you say it. >> no, don't. >> one person expressed skepticism about her ability to lead the country but another
said she may be the democratic nominee. >> it wasn't me. >> if she ran she would have a lot of support. >> she would be formidable. she's passionate. she has conviction. she knows what she wants to do. this this strain in the democratic party that's reis your against as reflect by bill de blasio election thats to see the democratic party to become more progressive. >> there's a place for her in the fight. >> hillary clinton would be the perfect candidate for her to go up against. the perfect. an establishment candidate with really close ties to wall street who has supported a lot of wars. so let's talk about new hampshire, mike. mark halperin showed me an e-mail from a democratic friend up there this weekend who said a lot of people are walking around here angry. they don't love scott brown but it feels a lot like 2009 when he
won. a lot of angry people want to be able to voice their displeasure and he's the only vehicle they got on the ballot. >> that's true. governor shaheen -- >> that's not to knock scott brown that's just to say this is, at least, up, there a lot of reporters are telling me it's an anti-vote against barack obama, not even jean shaheen. >> joe, you can not escape or avoid that fact on the ground in new hampshire. senator shaheen is carrying an enormous burden in the president's unpopularity, a huge burden. this is a ground game election. it's very close right now. it will depend who can get the vote out the best and the suspicion is that governor shaheen, former governor shaheen, senator shaheen now will be able to get the vote out better than scott brown will be able to get his vote out because she's been up there her entire life he hasn't. but the anger is palpable. anger might be the wrong word.
it's a combination of -- it's like the rest of the country. i was in minnesota last week. the anger mixed with the anxiety in this country is palpable. >> and the feeling that people have been let down and, you know what? it hurts to be let down when you really, really fall in love. i actually said after barack obama got elected in 2008, i didn't vote for him but my god if this guy fails there's going to be so many people going to crash hard because they put so much hope. unrealistic hope which i said from the very beginning. i thought it was pure lunacy how people thought this guy who didn't know how washington worked was going to be able to as he said make the waters recede and all the crazy stuff he was saying and people just ate it all up. and the let down has been so dramatic and so harsh. this isn't even a democratic
problem. i was worried at the time, right after the election that this was a problem, a bigger problem in our country so many people got in the process and so excited about this guy who clearly wasn't up to the task of doing the things he promised to do. >> we'll talk more about this coming up. >> we got something really exciting. jeb bush is going to run. bush versus clinton 25 years later. oh, my god wouldn't that be exciting. >> everybody in his family wants him to run except his mom. wait we knew that. still ahead on "morning joe, "-- why is it a huge story. we reported this. what's the story? >> the son goes on television on sunday and says dad will probably run. >> we know this already he might run. and that the mom doesn't want him to. >> he's probably going to run. >> actor bill paxton will be

a monthly trip to the clinic to get his blood tested. but now, with once-a-day xarelto®, jim's on the move. jim's doctor recommended xarelto®. like warfarin, xarelto® is proven effective to reduce afib-related stroke risk. but xarelto® is the first and only once-a-day prescription blood thinner for patients with afib not caused by a heart valve problem, that doesn't require regular blood monitoring. so jim's not tied to that monitoring routine. gps: proceed to the designated route. not today. for patients currently well managed on warfarin, there is limited information on how xarelto® and warfarin compare in reducing the risk of stroke. xarelto® is just one pill a day taken with the evening meal. plus, with no known dietary restrictions, jim can eat the healthy foods he likes. don't stop taking xarelto®, rivaroxaban, unless your doctor tells you to. while taking xarelto®, you may bruise more easily and it may take longer for bleeding to stop. xarelto® may increase your risk of bleeding if you take certain medicines. xarelto® can cause serious bleeding,

and why that step first? ideas for improvement started pouring out. with a little help from us, they actually doubled their output speed. if you just need a loan, just call a bank. at ge capital, we're builders. and what we know... can help you grow. i think we saw we have to find the right balance between addressing the legitimate fears that people have and encouraging and incentivizing these heroes. health workers are going into
the hot zone. they are heroes. they are american heroes. we have to incentivize that and find ways to do that while ensuring the american people feel safe. >> boy, mika, big debate breaking out over the weekend on how to handle health care workers returning from the affected parts of west africa and it has exploded across the tristate area with mayors, governors -- >> nurses threatening lawsuits that are being held hostage in tents. good morning, everyone. it's monday, october 27th. we've got mike barnacle with us as well as the chairman of deutsch incorporated donny deutsch. and economic analyst steve rattner. and in washington, calmness for bloomberg view al hunt. >> we've got a lot of tight races. it's going down to the wire. you really can't tell who's going to take control of the senate. steve's going to be giving us numbers a little bit later on.
how's your weekend, what did you do? >> very good. parents weekend at johns hopkins. >> how was it? >> she loves it. she made me take her to the aquarium in baltimore to make up for when i didn't do it when she was 5. it was wonderful. the campus is beautiful. >> that's fantastic. it was really fun. and you? >> i sat at home alone and stared at the wall by myself. >> come on, you did not. >> it was another sad pathetic weekend. tell me, what do you think? i mean, do you -- like, do you think -- are you on deblausho's side or kristin cuomo's side? >> i'm kind of on cuomo's new side. which is kind of a moderate version. obviously in the setup piece, these are heroes. they can't be penalized. >> they're heroes.
>> having also said that, if somebody chooses to risk their life, and i salute them. people back home who have not chosen -- there is a hysteria here. >> can i say on both sides? there are a lot really dumb liberals that this is their chance to feel smart one time. and so they will speak out against any moderate -- no, there are, a lot of really -- >> joe, that's not nice. >> we've seen it on tv. we've seen it on twitter feed. a lot of really, really stupid liberals. and this is their one chance to feel like they are morally -- let me finish. that they're morally superior and somehow -- they're not. they're really stupid. and so any measure whatsoever to protect public health, they love to scream about hysteria and it makes them feel good and it really clogs up the debate.
we can't take a reasoned approach that salute heroes that protect people from going on bowling alley and putting on sweaty shows that was treating somebody for ebola just 14 days ago. if you don't think 89% of americans don't agree with me, then you are disconnected. >> i agree there has to be protocol for a 21 day -- i hate the word quarantine but even if it's a daily checkup where people have to come in. you choose your individual freedom to go over and help people. let other people make their choices to not, in effect. steve, there does, as a corporate leader, if you were having to set something up like this, you would take a reasoned middle ground approach. a lot of people think that cuomo and christie were playing for the cheap seats because elections were come up. there has to be a middle ground here. i saw the pictures of the tent. >> yeah. >> that this nurse was forced to stay in. >> going to africa --
>> which was -- would strike, again, 95% of americans as deeply offensive. this is not how you treat heroes that go to west africa. this is not. there has to be a middle ground here. we have to be reasonable enough. so the question really is whether to donny's point, whether cuomo has found a balance or not. i think we all agree that requiring every single person comes back from one of these places to be stuck in some unheated tent or equal unpleasant quarantine facility is unfair to they, it's not going to work. you have thousands of military people coming back from their service, it's not going to work. the question really is whether this home quarantine idea, which is what we have now in new york, is a fair balance or not. >> it seems like a pretty fair balance. i saw that tent. i mean, that took me back. no, it did. >> to this weekend. >> no, when steve rattner invited me up to his -- yeah,
the tent, with the estate. it's kind of like the tent when he invited me to martha's vineyard and say stay in my guest house. he put me in one of these tents and it was kind of cold all weekend. >> it was at the gate, it wasn't even on the property. >> of course he's not going to let me close -- >> we wanted to make sure there wasn't going to be a return visit. >> all right, let's kind of set the scene here. >> let's get what mike says and we set the scene. mike, what do you think? >> well, it's interesting, the near hysteria on both sides of this argument. when you look at what is happening, you have to ask yourself first of all who are the people returning. what do they do for a living? they are professional health care workers. they know more about what they've been dealing with than the people interviewing them airport turn styles. there's got to be some balance here. i think you're pretty close to it, oddly enough.
it can't be that they're immediately quarantined. >> this was unbelievable. i cannot believe it. >> wow. >> the freedom to just go into a bowling alley. >> exactly. >> although you recognize just -- look, i understand the hysteria. i understand the concerns. if you watched dr. anthony fu fauci, who did the talk shows yesterday, the chances of anybody catching ebola, his word, from dr. spencer were virtually nil, less than nil. because he wasn't symptomatic at all. you can't catch it just from touching -- >> here's the problem, steve. with these health care officials understating the danger for the past nine months. that you know what -- i don't believe him. it's not that i think he's lying. i just -- i don't believe that he knows completely. >> it just doesn't mean -- >> when you have doctors and your have nurses that have been
there, that have gotten ebola, that have come back and say, i still have no clue how i got this. i did everything right. i keep going back to dr. brantly, who testified before congress saying, we did everything right. we prepared for a month. we followed every single protocol. i still have no idea. you talk to nurses in spain who said, we followed everything they told us. there's something that we're going to learn about, maybe it's in a year, maybe it's in five years. they're going to figure out that this transmitted in a way that dr. foauci and everybody else hd no idea. i'm kind of with you. all of that really seems to be happening on the tail end when they're at 103, when they're throwing up, when they have diarrhea, when it's really exploding, but they don't know exactly. really, do we want doctors within the 21 day time period to be going to chelsea piers and playing basketball and running and sweating and coughing and wheezing? there has to be middle ground here. >> can i just bring up one thing. i don't know if you guys feel
this. it it upped on this. they were kind of a nation of cowards now. every time i ran into somebody, i'm afraid of ebola, it's just -- shut up. you know, are you not getting -- yes, this is something -- >> do you know why they're afraid -- >> stop it. >> you know why they are? because they can't trust their leaders to handle things. >> i also think there's a lot of cowards. >> i think americans have been so let down. it's not just by this president. let's just go back through it. let's go back through impeachment in '99. missed intel on september 11th. 2002, worldcom. the stock market crash. enron. 2003, flood intelligence into iraq. 2004, abu ghraib. hurricane katrina. would you like me to continue? what about the irs scandals?
bob woodward saying he'll be going to cincinnati because the irs scandal is so terrible. americans have no idea how to be anything but scared after one crisis after another. >> such a me society. everybody's so self-absorbed. something happens in dallas -- oh, my god, how is it going to get to me? >> by the way that just came from donny deutsch, a man who chest hairs have their own instagram account. really, we have just now -- we have just now crossed -- >> there's a lack of trust. you don't force a woman to stay in a bubble against her will, okay. we're going to leave it there and move on to polls. >> we've crossed the rubicon withchristie crossed it for
everybody. several republicans gaining ground. in colorado, republican congressman cory gardner has broken ahead of udall. gardner leads. last month, udall was ahead by six. in north carolina, democrat senator kay hagen is now tied with the statehouse speaker tom tillis. hagan had led earlier this month. in kansas, republican senator pat robert appeared to have battled his way back into contention. independent greg orman led the senator by ten points, now orman is up 1, 45 to 44. in iowa, joni ernst leading. and finally, arkansas, where republican congressman tom cotton is ahead of mark pryor 45-43. last month cotton had a five-point lead. these races are so close. just about one week to go.
>> yeah, i -- >> a little bit more than one week. >> al hunt, never seen anything like this before. there were some republicans trying to talk about how everything was breaking their way. most things might be. when you're within the margin of error, you don't know what's going to happen the last week. so-called october surprise. whatever that might be, pro or con, for either party, would make a huge difference. colorado, plus one. hagan tied. she's lost ground. pat roberts still down by one. iowa looks like joni ernst is making slight movements. arkansas, plus two, by cotton, but he was up five before. very, very tight. let me ask you, i'm curious, you've done a lot of work in iowa. does the endorsement by the des moines register, a lot of endorsements just don't matter. does it in the iowa race, does the des moines register endorsement make a difference?
>> i don't think it makes much difference. i don't think endorsements in general matter. i think what probably hurt her a little bit was her refusal to talk to the editorial board. two and three other papers, she's hiding a bit. i don't think the endorsement per se means much. all these races are within the margin of error. we say it's plus or minus three or four percent. when it comes out, we, you know, treat it like it's etched in stone. all these races we're looking at today are basically toss-ups. the only race that i thought was potentially competitive a week ago that now seems to put away south dakota. i think there's ten senate races that could go either way. >> what about louisiana? i've been saying mary's going to win. it look, as though that race is more of an uphill battle for her. >> she may finish first on november 4. then she faces a runoff a month later. that's going to be challenging.
>> i'm very surprised. one race that they've been really surprised by is georgia. and none is actually turning out to be a much better campaigner than a lot of people thought at the beginning. >> she may do it, i've heard that. i see this as two reasons. number one, in 2010, there was a seven-point difference. now it's 11 points. number two, more importantly, if this week continues and it's an ebola story which is one more story about our leaders not performing. goes become obama versus what the democrats want to talk about. if there's another isis break. if the news sickle stcycle stayt is, i think the republicans are going to sweep. it's a story on the indictment of the current matters. >> say what you will about become obama. i will say, yesterday, the white
house coming out and telling chris christie and cuomo to back down, politically courageous thing to do, one week away, for the reasons donny said right there. whether i agree with what he said or not, it was a courageous thing for him to do. i'm sure there are democrats that are running for office yesterday that went, did he have to say that right now. >> but he said it. >> let's go to new hampshire where elizabeth warren finds herself in familiar territory, campaigning against scott brown, the massachusetts senator who defeated brown by eight points back in 2012. rallied democrats in favor of incumbent new hampshire senator jeanne shaheen. >> it did not cross my mind that after beating scott brown that what he would do is he would pack up his pickup truck and
move to his vacation home in new hampshire to become the candidate to try to run against jeanne shaheen. i don't care how fast you drive it, you're not going to outrun your voting record in the united states senate. >> mika, i won't say it. >> no, don't. >> one person expressed skepticism of her ability to lead the country. another said she just may be the democratic nominee. >> and it wasn't me. >> if she ran, steve, she would have a lot of support. >> she is passionate. she has conviction. she knows exactly what she wants to do. there is this strain of the democratic party that is resurgeant. that wants to see the democratic party become more progressive. that may not be the recipe for a general election bus there's a lot of people out there -- >> there's a place for her in
the fight. >> hillary clinton would be the perfect candidate for her to go up against. the perfect. establishment. establishment candidate with really close ties to wall street who has supported a lot of wars. let's talk about new hampshire. mark halperin showed me an e-mail from a democratic friend up there this weekend who said, a lot of people are walking around here angry. they don't love scott brown. but it feels a lot like 2009 when he won. a lot of angry people want to be able to voice their displeasure. and he's the only vehicle they got on the ballot. >> yeah, that's true. general shaheen -- >> that's not to knock scott brown, that's just to say this is at least up there a lot of reporters are telling me it is an anti-vote against barack obama. not even jeanne shaheen. >> you cannot escape that fact.
shaheen carrying an enormous burden. this is going to be a gruound game election. it's going to depend on who can get the vote out the bet. the suspicion is governor shaheen, former governor shaheen, will be able to get the vote out better than scott brown. will be able to get his vote out. because she's been up there her entire life. he hasn't. but the anger is palpable. it's anger -- anger might be the wrong word. it's a combination -- i was in minnesota last week. the anger mixed with the anxiety in this country today is palmable. >> still ahead on "morning joe," it's being described as a thriller, the nocturnal underbelly in contemporary los angeles. actor bill paxson joins us. he's got a preview of his latest film "nightcrawler." >> plus, more money has been spend against negative ads against tom tillis than any
other candidate running for office this year. chuck todd join us in a few moments for a live update from the tar hill state. >> here's a check on the forecast. thank you for the nice weekend. >> we're still warm, it's incredibly warm across the country. it was 90 in wichita and kansas. we had to turn the air conditioners on. from phoenix, through atlanta. everyone was in the mid-80s. the northern half of the country, wasn't exactly cold. minneapolis at 64 this time of year. beautiful, beautiful day. as far as the weather pattern goes, we're still watching the warm air today. cool air is trying to move down from canada. it's really a nice start to our workweek. 77 in chicago today. that's one of the warmest days you're probably going to have for a long time. 54 in denver. looking ahead towards tomorrow, some of the cool air shifts to the east. d.c. though could be 80 tomorrow. that may be your last 80 degree day until next spring.

it's time to take a look at
the morning papers. a lot to look at. you have a good weekend? >> i did. i had my 20 year college reunion this weekend. >> no way. i'm having my 20 year reunion in four, five, six years from now. of course, i didn't go to college, so like 38. if you're going there and the numbers don't add up. >> one of the four students seriously wounded in friday's shooting at a washington high school has passed away. 14-year-old gea is the second young woman to succumb to her injuries. witnesses say the suspect opened fire on classmates and two of his cousins inside the school cafeteria. he then turned the gun on himself. three students remain in critical condition it investigators have not released a motive but there are reports it may have involved a girl. >> this story makes so little sense. it doesn't line up. a lot of the kids that do this have mental health issues and
they're locked up in their basement and they aren't anybody's friends. this guy was popular. he was a football player. he was liked by everybody. it just changed like that. it just doesn't seem to add up. >> i think there's much more to come. especially the social circle this young man had at the school. we'll wait to see what comes out of this. from "the washington post," thousands of teachers are pledging to boycott "time" magazine over its recent cover story. there's the cover. the headline reads rotten apples and text plains how tech millionaires are finding ways to push for the firing of bad teachers. how leaders in silicon valley are arguing against tenure and other job protections for educators. the teachers unions are enraged by the story, just like they were back in 2008 when former d.c. schools chancellor was featured in a classroom holding that infamous broom. she fired hundreds, while
imposing a program to use test scores to evaluate every adult in the building. >> teachers union need to be more outraged by poor performances and just as outraged. you have so many democrats, so many progressives, especially in the new york area, that make a lot of money on wall street, and then they decide they're going to invest their money and their time going into harlem, going into other areas, and for them it's not about being a democrat or being a republican, it's about helping kids. >> find a better idea -- >> refor, refor, reform. fight for reform. >> let's go to the times standard. police say a man robbed a gas station only to return hours later to give the money back. and apologize. officials say that 23-year-old suspect told officers he needed the cash to leave town for a fresh start. but then realized his mistake. police were not very forgiving. he was booked on $50,000 bond. >> why, why. i mean, i'm a law and order guy, but if the guy comes back and
apologized. i don't know what he did. i don't know the whole story. seriously. a little slap on the wrist. don't do that again. don't do that. because next time we're going to throw you in jail for a long time. >> there goes your fresh start. the irs is now saying the controversial policy highlighted by "the new york times" going under further review. seizing what it deems as suspicious bank accounts of business owners, even if there's no proof of a crime committed. the report describes one restaurant owner who had nearly $30,000 seized because she'd been depositing the cash in smaller increments, something the irs saw as an attempt to avoid filing. the article reads using a law designed to catch drug traffickers, racketeers and terrorists, the irs have gone after business owners. the government can take the money without ever filing a
criminal complaint and the owners are left to prove they have innocent. many give up. meanwhile, it doesn't have the not ryety. the journalist says the repor r reporters -- should place this on extra conservative groups. >> it is a reality now, in my view, that in the obama administration there are lots of unanswered questions about the irs, particularly if i were young, i would take carl bernstein and move to cincinnati where that irs office is and set up headquarters, go talk to everyone. now, there's been political spin put on it by lots of people including fox news, including the white house. the question is is what are the facts. what really happened. >> pretty fascinating. mike, let's go back to the
noshno "new york times" story. >> it gets to everyone's fear about the one government agency that people interact with more than any other agency, the internal revenue service. they come, they take the tax, either week. we know that. you pay them. this fear that this one had once she found out her account was frozen without her knowing it by the irs, it gets to the root of our faith in government. >> no crime committed, that was the most important thing. no crime committed. they didn't like how she was depositing her cash so they seized it. >> the federal government can seize small business owners money and put them out of business. >> sit the ultimate big brother deal.wellian nightmare. leave me alone. what are you doing freezing my account? >> coming up, the new concerns over how states are responding

we're following breaking news on the ebola outbreak. >> a senior new york city official tells nbc news a pediatric patient was taken to bellevue hospital overnight with symptoms similar to ebola. >> the reuters report says a 5-year-old boy who arrived from guinea was being observed in isolation at bellevue for possible symptoms. the boy, who arrived in the united states on saturday, had a 103 degree fahrenheit fever. he's not been tested for the virus. and was not under quarantine. abc news has reported. >> joining us now, we have the commissioner of the new york city of health and hygiene. can you add any more information about this case? >> well, just a little bit. the child, as you've noted, has not undergone testing yet. he had a low grade fever this morning. he has as was noted a travel to one of the three affected countries and has a fever and that's what trigger, an
assessment. he has no clear exposure to ebola but our exposure history's unclear. he will be tested. when we have the results -- >> you were telling me in the break about the ability to test, how long it takes. because there are these machines that can test at least for 90% positive in about an hour or so. >> just recently approved a new test that will be made available both at our public health labs and the five hospitals in new york city that have been designated to receive ebola patients. but it isn't in place yet. we do have the test available at our public health lab that was used to test dr. spencer and this is a test we'll be running today. >> okay. >> there are reports that the boy had been vomiting and was taken from his home in the bronx by emergency medical workers. >> i can't tell you more than what i've told you.
by early afternoon, we should know the results of his test. >> let's talk about the quarantine. obviously two very different things happening. talk about the quarantine that is in place for new york state. >> well, as you know, the governor, the mayor, myself and the state health commissioner had a press conference yesterday evening. dr. zucker and i will be working on this and figuring out the details. i've heard him discuss it and i'm looking forward to getting so many documents about it. >> back to the 5-year-old boy. the level of preparation of the five hospitals in manhattan, what about first responders to that 5-year-old boy? what's the level of preparation to those who respond to incidents like this? what is their level of preparation? >> as you know, we've been working on this for months.
it's been three months now. so our emergency responders were part of the preparations which came together so well on thursday. yes, our ems staff respond with full protective gear. >> is there a special unit that's prepared if there's an ebola call, a particular unit? >> yes, they call it f-t, fever and travel. >> are you rn soed about what you're seeing in new jersey about a nurse being held in a tent? >> well, you know, people who have gone overseas to respond to this epidemic at its source, which we know is absolutely necessary in order to bring the epidemic under control for all of us, really are heroes. to me, and to i think everyone. >> do you think governor christie -- you were saddened. do you think governor christie overreached? >> we in new york city are billion a very positive relationship with the patients and people we put into
quarantine and -- >> i guess that's a yes. >> diplomatic answer, dr. travis-basset. >> one question, because obviously, talk about readiness. in reality, i'm one of the guys trying to be less hysterical. in reality, how can we possibly be prepared? unless guards are at the gates of hospitals. somebody walks in with symptoms and already they've dealt with a nurse, they've dealt with somebody who's receiving the emergency room. there's no way to build a fence around this thing in reality. it's only when we've gotten to the point where somebody goes, oh, this might be ebola. so there is no way to build a fence around this thing. >>cy think really important point we have to all of us keep reiterating is anybody who has fever, feels sick and has travelled to these regions in the last three weeks should seek medical care. so people walking in, usually are people who have flu-like
symptoms and of course the travel history. so they are not that sick. they will get sick later. but we want to get people in early. we know the outcompae's better r them. >> a doctor said this on friday on this show. it was the first time i heard it. i posed the question that the doctor that was on the posed th coughed in his hand and grabbed the subway rail and i grab that rail, is it possible to contract the disease. i thought the answer was absolutely no. he said absolutely yes. what's the correct answer to that? >> he said absolutely yes. i would say virtually impossible. risk virtually nil. >> that's important. >> thank you so much for being with us, doctor. we may have to have you here again to clear up a fever question. a question about fever. which you did the other day. because a lot of people -- come from the street and say thank you 103, much less terrifying

all right, turning back to midterms. charlotte, north carolina. moderator of "meet the press," chuck todd. hey, chuck, a lot of people talking about tom tillis being the most attacked guy on the planet, $26 million. it's pretty breathtaking. that said, the polls are neck and neck, remains too close to call. >> it does. i think if you were looking for the quote/unquote waive test and i am hesitant to use that word, but if there is a gust breeze blowing in the republican direction and picking up any momentum, i think the two races where you would see it would probably be north carolina and new hampshire, right, they're both sort of swing states and midterm years. they have a slight and republican lean to them. you have to wonder when you look
at the slew of our polls released yesterday, the one that showed probably the most momentum for a republican candidate was the one in here in north carolina which showed tillis catching up and being a dead tie. if there is a breeze here in this last week, you think tillis is somebody who needs that. >> this, what i don't get, chuck. i look at all of these polls. the good media polls. it's neck and neck. they're all neck and neck. you have people come on and say republicans have a 95% chance of taking the senate. or if you look at this, it's an 87% chance. if the breeze blows a certain way, if you're all within the margin of error, this could go either way. >> it can. i think this modeling is -- look, we'll see, if they're all right, they'll all thump their
