debate put him on the national debate, paul ryan has a pitch for a big debt deal to end the shut down standoff. he doesn't mention the h word though. we will talk about that. on pennsylvania avenue, president obama said he makes it clear he is ready for a bill that avoids default. ready for even the shortest of short-term deals. a funny thing happened on the way to the senate. they thought corey booker would waltz his way to a win. he has gotten a tad closer than some expected. good morning from washington. it's 2013. day nine of the shut down and eight days before we hit the debt ceiling. right to my first reads of the morning. 2012, paul ryan has remained quiet over the past few months. eight days to go until we hit the borrowing limit of the country. brian is putting up to kick start a debate of tax reform. by the end of the day, the question is whether we will see light at the end of the tunnel or a freight train with the words tea party express. it looked like a bad day. the president made it clear in a nearly 70 minute news conference he was willing to accept any clean deal that reopens the government. even if it's short. speaker boehner rejected the idea. >> the american people do not get to demand a ransom for doing their job. reopen the government, extend the debt ceiling. if they can't do it for a long time, do it while the negotiations are taking place. they can attache process to this. that gives them some certainty that in fact the things they are concerned about will be in the negotiations. >> what the president said is if there is unconditional surrender by republicans, he will sit down and talk to us. that's not the way the government works. >> surrender was one of those stunning moments. that was not quite what it sounded like. there times this morning that the u.s. could end up avoiding a default. house republicans ruled out any clean cr spending bills. they are not floating policy changes in exchange for raising the debt ceiling. they are floating profit ideas. this is how you know the end is year. the latest idea, a super committee, the people that conservatives won't call it that, a spent-member working group made up of house and senate democrats and republicans. the idea is they would negotiate changes to the debt limit and big spending deals. don't mention the word health care. they insift that it's not a super committee because it has no legal authority, but a way to kick start budget talks. more importantly, there is the "wall street journal" offense. they are making it known that they are interested in striking a deal with the president that includes entitlement reform. the question is whether ryan and boehner can sell the idea to their conference. in the op ed, he write this is. to break the deadlock, both should agree to common sense reforms and tax codes. we can ask them to pay higher premiums and plans to encourage the cost and ask federal employees to contribute more it their own retirement. the president embraced these ideas and committed to congress. that is all you will actually correct. he suggested it means changing and cost of living security with the president and republicans having the best chance of finding agreement might replace sudden arbitrary decisionary cuts. translation? a way to replace the sequester. what ryan does not mention in his aped is any changes to the health care law. that's a pretty big deal this morning. it's an olive branch and lays down a path, but they see how conservatives react. they are already trying to pop that. here's the senate funds. hey, ryan. obama care is the number one job killer and bankrupt the country. the spokesman said this. much like the white house press, paul ryan does not mention obama care. the natural review, conservative aides, why ryan wants to shift focus from obama care to social security. very popular. wednesday's blogger retweeted a political reporter saying he successfully p-ed off the ride. he denied he left the health care law out. you putting obama care to the side? >> no. it's an entitlement just like any other. as far as we are concerned in this conversation, medicare, medicaid, obama care are the big drivers of our debt. all of our nation's health care laws. i don't know that within the next two weeks they are repealing obama care and every piece of it. >> now the reality there is there is no two-week strategy to repeal. here's the question. will a conservative reaction spook boehner and ryan and scuttle 24e78 using a framework. leaders are looking for a way out. the question is whether the followers want to follow. majority leaders eric captor plays the bad cop to good cop. in "washington post" op ed writing to president obama mocked the idea of engaging with congress and made clear that it is beneath the office of the presidency to work in a bipartisan way with a legislative branch. those wants to stand up with him are intrigued by the ryan op ed. particularly on the right they are focusing on kantor or beating up the ryan oped. his language, we heard from senate republican leader mitch mcconnell who said it wasn't a perfect agreement, but it too moves the nation forward for the first time since the korean war. the united states left two years of reduced spending and many republicans are itching to make a deal. an exasperated john mccain pleaded to find any way out of this. >> we started out with a false premises on this side of the aisle. that was that somehow we were going to repeal obama care. that's after a 2012 election where i traveled this country with passion, saying the first thing we are going to do as president of the united states is repeal obama care and the american people spoke. how is this going to end some we know how it's going to end. sooner or later the government will resume its functions. sooner or later we will raise the debt limit. why don't we do this sooner rather than later? why doesn't the senate lead? >> the president is also trying to introduce his argument into the conservative media world. a source familiar with the meeting and the president met for 90 minutes for an off the record chat with five journalists who have conservative audiences you see there. robert costa and familiar faces. one of the favorites. the democratic leader in the house called the shut down highly improbable. that was two weeks ago. i am joined by the congressman who said those words of south carolina and congressman clyburn, good morning to you. >> thank you so much for having me. you pick up the papers this morning and you have been around a long time. read the tea leaves for me. do you think we are any closer? the rhetoric would say we are not closer to ending this. do you see a potential way out of this? >> you said it well this morning. all of us have been meeting ryan's op ed piece. i read it last night and again this morning. i think it's telling that he put forth things that do not include any mention of obama care. that to me creates an atmosphere that allows us to have discussions going forward. i want all of your viewers to remember though that it's not about whether or not the president will negotiate. he has been negotiating. the democrats have been negotiating. we made it clear. i think speaker boehner admitted as much on sunday when he said, he actually did accept our number when the democrats give it to us in exchange. that was the deal. all of a sudden he backed away from that deal. this is the third time that he backed away from deals. in spite of all this discussion that was put forth, he accepted at the white house to get back to his conference and he has to back away from that deal. who is the president to negotiate with? he has to negotiate. he is not going to give away his landmark program that democrats have been fighting for now for about seven decades. the president is right to hold firm on that. the president is also right not to be negotiating the full faith and credit of the united states of america. will he negotiate over budget issues? yes. that's what we have been doing. >> this afternoon we know that the house democratic caucus has been invited to the white house and the entire caucus going, is that the case number one and number two, what message do you think house democrats have for the president and what questions do you have for the president that you would like him to answer some. >> i don't know if the caucus will be attending that meeting, but i know this. the full democratic process, we are holding fast. we believe that we negotiated a way out of the number in favor of the 986 numbers. we negotiated that away and thought we would get to that. that's where the house democrats are and i believe we will be asking the president to hold fast to that. i believe we will be asking him to hold fast to his decision not to negotiate the full faith and credit of the united states. the number is 986 to 1058 and all of us agree that those are grounds to negotiate. if you want to negotiate, let's talk about immigration and talk about tax reform. those are things you can negotiate over, but not the full faith in credit of the united states of america. >> one weekend. are you satisfied with the roll out of the health care in the exchanges? >> first, no i will not because the discharge petition could not be considered until october 28th. by that time i hope we have a resolution to this whole situation. i support the clean continuing resolution as did mention. that is in my position and remains my position. i do believe the votes are there you stated. we will be more than 217 votes. you mentioned the folk who is publicly declared their vote and others who would not say so publicly. >> buyer we have seen the paul ryan outfit and the "wall street journal" and "the washington post." both of them don't seem to spend a lot of time talking about health care. what's this about now? >> look, we have never -- the republican leadership's intention is to connect any division of the health care law to the continuing resolution. the plan was always to pass a clean cr and get it over to the senate and at some point have a discussion in the context of the debt ceiling with respect to the issue that drives the long-term debt and maybe there were specific pieces that were attainable. the re350e8 of the medical device tax. this issue was side tracked by the folks in the senate and a few dozen members of the house who want to fund the health care law. i and many others say it would only lead to a government shut down and the health care law would fund it. >> it sounds like you think the health care position is a reasonable one. short-term clean on everything and sit down and talk during that period of time. >> i think the president has to start talking and negotiating. he cannot pretend to be a spectator. that said, i believe we must pass a short-term bridge for 30 days and a 30-day debt ceiling increase. clean. that's where this may lead. i'm prepared to support that too, but that could be where we are going and that could break the log jack and we can talk. i wanted to say one thing. i have been working with representative ron and a group of republicans and democrats. to try to really break it by making a reasonable suggestion. fund the government for months after 986 billion and seal the medical device tax and pay if are it in a way that they broadly agreed to. that's a way to move forward. we have a lot of interest in them as well. >> what do you sell to conservatives who are on fire about health care and going to feel as if any deal and all of the potential deals that have been outlined really is not going to touch the health care issue. anything short of full surrender by the president on the health care law, they will view as capitulation by republican elites. what do you say to those conservatives? >> i respectfully disagree. an all or nothing approach will not be successful. at times like this, we must be willing to accept incremental progress. many democrats agree with the republicans. they agree that we need to do something. many have concerns about the individual mandates and perhaps delaying that. we have to accept incremental progress where we can get it. i say the president of the united states has to stop pretending that nancy pelosi is the speaker. some have to stop retenting that mitch connell is the speaker and mitt romney is the president of the united states. >> all right, charlie. republican from pennsylvania. one of the few members of congress who has to worry about the voters. thanks for coming out. our republicans. let's bring in our wednesday gaggle. jim, i want to start with you. this is going to be the conundrum for the right. it's clear that they are what they are. what paul ryan is. ryan and boehner are tight on this one. the passion is on the debt and not on health care. how is the right going to take it? >> so far it's not warm and fuzzy. >> great save. >> the republicans need to know when red lane press shows -- >> everyone wants to make fun of the president. what the heck is it some. >> we outside don't need to know it. they need to know internally what kind of deal it is. they have very different ideas of what they are. john boehner's is very different from the house republicans who are driving this the most. at this point he can say, we get this and we got the medical manufacturer device tax. that's what this is about. >> the government shut down is about a pacemaker. >> right? that's the reason we don't shut down the government. you don't want to be caught negotiating with yourself. john boehner has stopped negotiating. >> it's interesting because president obama hit on one of the issues in his press conference talking about outside money. the conservative funds and heritage action will not endorse the ryan plan. they will make it difficult for republicans to get behind that. there seems to be coalescing between the short-term reset, that will put us back to where we are today. >> i was surprised into the president. there was concern about this. behind the scenes of the white house. how much does he endorse the short-term idea. if he endorses too much, he was going to get stuck doing what he was doing. it's unconditional surrender. it has to look like they brought the president there. they will feel uncomfortable. >> boehner has been going around for the last few days. a little less conversation and a little more action. >> what time did you get that? >> you have to move these guys to get something done. everybody knows that boehner will have to listen to this kind of non-governing part of the coalition and saying they will not do what they want to do and we will keep it open and fund the government. by 5:00 today. if it's an actual path. >> probably not. three weeks ago if you said the government shut down, you and most people would say probably not. if you said is it going to be a long or short government shut down, it's going to go on for a day or two and they will compromise or something. they will work out a deal. we are eight or nine days in and we are not any closer than when it began. >> they are not together. they are talking about having conversations. most are agreeing they need to negotiate. >> it's the decision of who is going to put the light switch on the government. >> and then go on to negotiation and staring them in the face. you will talk a little bit more later. the new jersey special election. is it closer than the experts think? no. >> this race is one of two big elections in new jersey and once the senate race is in the books, we have the gubernatorial election on november 5th. joining me now, a look at what's next in new jersey. let's start with the booker race here. it is one of these cases where booker has not run the most elegant campaign and the reason he is not in more trouble is republicans don't have a nominee who can win and the republican national machine has no interest in helping the guy. >> they don't believe this is a winnable race for them. that said when you look at the poll, 53-41, you look at the other poll that will come out recently to put it in the range of a typical senate race in new jersey, where he is right now is where doug forester has been and tom cain jr. would have been against bob menendez and finish in the mid 40s and not win. the whole promise of the booker campaign is this is not a typical democrat. this is a guy who will win this by 30 plus points and arriving on the national state. that's not happening right now. >> what are have you learned about booker. what do you think folks in washington should take away from what booker has been which is not the best candidate when it comes to the campaign. >> it's interesting because corey booker, mayor of a city of 280,000 people, not the largest in the country, but his profile is built by national media. he generated a lot of media coverage nationally and very, very positive cocoverage and makes a good first impression. what has been interesting is he is far less enthusiastic to engage with the media to sit down and answer the hard campaign questions and inject himself with the grillings they do. i think what i picked up on this is tough to quantify. the national media that has been integral and could rise has changed the way it sees the way it perceives corey booker. that's the big moment. how does the media feed him going forward? >> as mayor, that was easy. as a candidate, it has been much harder. they very much have a strategy here to protect him or whatever you top the call what it's going to be. i want to play a clip. there was a debate yesterday in new jersey elections between them. let me play a highlight. >> don't let the glosses magazines and late night cracks fool you. there is nothing about what's going on in new jersey that is funny. no late night shows will erase the fact that we have 400,000 people out of work. the highest unemployment and the lowest rate of job creation. >> they want someone who is real and will come through. that's what i've done for four years. i looked people in the eye and talked about the issues they were uncomfortable with and didn't want to hear, but that's what leadership is about. >> they are sort of using the same talking points attacking chris christie and booker for being stars. >> they are -- what booker is relying on is this is a democratic state and the federal level it will probably not turn republican. at the gubernatorial level, the voters are more open. the thing that struck me is you have to use the debates. he is trying to get through. these are the things he has been waiting if are for months. he is trying to get every democrat to remember. this guy wants to run for president and let's not empower him anymore. it's an uphill climb. >> you love being a handicap. who gets the higher percentage? president obama warned that if the court finds in favor of mckum mccutcheon, it would mean there are no rules on campaigns. >> there aren't a lot of places around the world that work this way, where you can basically have millionaires and billionaires bank rolling whoever they want, however they want, in some cases undisclosed. what it means is that ordinary americans are shut out of the process. >> let's bring back our gaggle. jamal, the rules for money, every cycle now there is a new major change it seems in everything. 2004 was the year of the 527, the first time the big independent expenditure groups and then of course 2008 was the internet fund-raising boom. all of a sudden, wow, look at that, democrats can keep up with the major donors of the republican 2012 was super pacs. >> you go to the koch brothers. every cycle you get a new billionaire that you care about. let's get beyond the politics here. the reality is do we want a government where rich people get to decide, get to buy politicians or pay for the campaigns they want all across the country or do we want one where people get to participate. it's not about the individual limit, it's about how much these individuals get to spend. >> i think it's going to turn into the individual limit. i think that is a subpart of this case that mitch mcconnell is arguing about. matea, campaign finance legislation is usually doa these days on capitol hill. however, if they strike these limits down, the idea of disclosure is going to gain fast tractionen. >> this is something mitch mcconnell is steadfastly against. >> he was a big pro disclosure guy. >> but the central thinking right now in conservative circles is against disclosure and we'll see a lot of push back. we see states moving toward disclosure and i think that will be interesting. but one thing i think the case exposes, we have unlimited donations, often secret, by outside groups, incredibly restricted limits with contributions and that is the heart of what the supreme court has to decide. >> the way the rules are now, if you're running for congress or the u.s. senate or, frankly, the presidency, you're at an unfair advantage because an outside group can control the campaign message more so than you can. that's weird. that's not fair. >> if you're a millionaire, would you rather give a really big check, much bigger than you're allowed to now to the candidate and his campaign himself or to some outside group. >> karl rove. >> after this last cycle, a lot of folks might ask -- >> they'd rather give it to the candidate, right?
