the public if he gets out on bail. good day, everyone i'm andrea mitchell in washington house speaker kevin mccarthy's ability to overcome political obstacles and keep his conference united squeaked by and passed a debt limit legislation with budget cuts on top. it's putting democrats on notice as well as increasing the pressure on mccarthy/biden debt ceiling negotiation talks. perhaps one step closer to reality. >> right now, this is the only place that has lifted the debt limit. democrats are putting the country in jeopardy. the president, by ignoring to even negotiate, the majority of americans overwhelmingly, want us to sit down and negotiate no one in america believes there's not one place that you can't find a place that could you have savings in what washington spends. i think it's up to them now. >> joining me now, nbc senior capitol hill correspondent garrett haake and nbc chief white house correspondent kristin welker, co-host of "weekend today." the ball is in the president's court. how is he responding or how will he respond >> well, look, there's no doubt that this is going to put pressure on president biden to meet with house speaker kevin mccarthy they haven't met since february. so far, the white house taking a pretty defiant stance, blasting the bill that was passed overnight, accusing republicans of trying to strip funds from veterans, meals on wheels and things like that let me read you the statement. the president has made clear this bill has no chance of becoming law in our history, we never defaulted on our debt or failed to pay our bills congressional republicans must act immediately and without conditions to avoid default and ensure a full faith and credit of the united states is not put at risk. this comes after president biden was asked about this in the rose garden earlier in the day, before that bill passed. he said, i'm happy to meet with mccarthy, but not on the debt limit. that's non-negotiable. digging in there he is about to have an event coming up. it's bring your kids to work day. reporters will be there, including myself we will try to get answers from the president about all of this today. look, talking to my sources here behind the scenes, they say the reality check, the way that perhaps this gets resolved is some type of two-track negotiation where they are increasing the debt limit but also finding a way to achieve some of the spending cuts that republicans are asking for i think it's worth noting that back in 2011, when democrats and republicans were locked in a similarly fierce battle over whether to increase the debt limit, they finally did so remember, the s&p downgraded the nation's aaa credit rating the stakes here, incredibly high for the economy and for the nation >> that kind of money is money that they never get back thanks so much maybe some of the kids in the rose garden can get some answers from the president on this garrett, let's talk about speaker mccaccarthy. he has a four-vote margin in his ca caucus yet he squeaked through. he put this in the lap of the democrats to explain, why aren't they talking it's a lot to explain, because they produced something on paper that has budget cuts in it. >> reporter: that's right. republicans will leave town at the end of this week with the wind at their backs, they feel like, as the speaker notes that the house republicans are the only chamber to have produced any bill on raising the debt ceiling so far he has dared senate democrats to pass something of their own, be it a clean debt ceiling hike, like the white house wants, or any other bill that can get to 60 votes mccarthy will be traveling abroad next week the house will be out. they feel like they can leave this hot potato, politically, in the laps of senate democrats and the white house to decide what they want to do. on the idea of parallel tracks or separate negotiations, that may appeal to congressional republicans. for now, they feel like they can kind of amp up the pressure on biden, at least over next week that's what kevin mccarthy was telling us on cnbc this morning. listen to what he had to say. >> we just showed to the american public what we would settle for we not only offered it, we passed it. i have no idea what the democrats can do or what they are able to achieve. we cannot continue to spend in this manner and borrow as much as we are. the president could not sit back and think he cannot find any place to have savings. >> reporter: i was in a meeting with mccaccarthy's lieutenants. they have passed something nobody else has. they feel like they can wait and see what the white house is willing to offer watch this space they were interested in the work requirements that they were able to put in here on medicaid and other entitlement programs several of the top republicans, who have mccarthy's ear, feel like they can negotiate with the president and they harken back to gingrich with clinton on welfare reform if there's a parallel track or if there is a negotiation with the white house, that may be a fruitful place to start, if the white house and senate democrats are willing to go there. >> being pro business means giving companies their own governments, that is not what a free market is all about last i checked [ applause ] in fact, they have been treated much different than universal, sea world and the other places so they are upset because they are actually having to live by the same rules as everybody else they don't want to pay the same taxes as everybody else. they want to be gabe, to you the governor is hitting back at disney, which sued him he is aligning closely with israel at a con ttroversial tim, with benjamin netanyahu's very difficult plan that divided the country. the facts are, according to steven rattner, that a number of other major industries or tourist attractions in florida have the same special provisions, and that in return for the so-called tax break, disney provides all of the utilities, all of the other supplies and roads and electricity and everything else that takes place within that district, as does the daytona speedway and other places. >> yeah. this is something that governor desantis is doubling down on even when i asked him this morning about disney on this foreign trip, sfil till answerig questions about it he does view it as a -- as what he has been describing all along. he says that this business should not enjoy specific privileges that other businesses don't enjoy. however, i asked him -- he is on this overseas trip he is cotouting his record of attracting jobs to florida na i that is part of his main message. the number one employer in florida is now calling him anti-business. he pushed back strongly on that. he called the suit political he also tried to line himself, as you said, with israel i asked him about the proposed judicial reforms that have been so controversial here is how he responded to that question >> my view is that the united states should be a strong ally to israel. but we should not but into their internal affairs that's a debate that's happening here it's obviously raging. honestly, it seems to me as an outsider coming in, that at the end of the day it's health to flush this stuff out >> he spoke to a friendly crowd here used the opportunity to sign this anti-hate legislation that the florida legislature passed yesterday. again, governor desantis using this trip, trying to bolster his international credentials. after he leaves israel, he is heading to the uk to round out the week >> what he said is controversial. it's contradictory to what the administration, in an unusual public split with israel, has been saying about the threat that many people perceive to israel's democracy and to any future for palestinian negotiations, if they proceed as they -- as he has said they will after a pause. >> andrea, he basically tried to echo what benjamin netanyahu told me a short time ago we should mention that the prime minister spoke with governor desantis this afternoon. he said that he called him a friend i tried to press him on whether he would prefer a ron desantis administration versus a donald trump administration netanyahu, a staunch ally of former president trump he didn't go there he didn't want to wade into u.s. elections at this point. governor desantis trying to walk the fine line. saying the u.s. should steer clear of gettingpolitics this comes after current president biden tried to say that benjamin netanyahu should walk away from these proposed reforms. governor desantis trying to ally himself with the israelis, with prime minister benjamin netanyahu as he rounds out this ove overseas trip. >> to charlie sykes, you have got desantis taking the position that donald trump, that mike pompeo, many conservative republicans have taken in siding with netanyahu this is at a point when netanyahu is controversial even with many republican jewish americans who think he has gone too far. >> it is interesting that ron desantis is taking this trip to bolster his foreign policy credentials and yet at every stop i think what he exposes is his naivete and his willingness to do that paint by numbers politics what is the right wing base wanting to hear? that's what he says. of course, as the report makes clear, he continues to be shadowed by his -- the kquagmire with walt disney, which is not genius politics and is not playing out well for him >> as i say, we can go back to what was reported today with the daytona speedway and others. there are other special areas. disney is not alone. you could argue about the favorability there nikki haley, who is a candidate, not just considering, essentially saying that president biden is not likely to live through a second term that's the essence of what she said after talking about generational change. this was fox news yesterday. >> he announced his -- that he is running again in 2024 i think that we can all be very clear and say with a matter of fact that if you vote for joe biden, you really are counting on a president harris. the idea that he would make it until 86 years old is not something that i think is likely >> is that good politics or bad politics >> it's not a gaff it's a major theme you will see. one of my colleagues described that as running against dead joe biden and live kamala harris this is going to be a strategy you are going to hear, which is that a vote for joe biden is a vote for kamala harris she's a much easier target, president donald trump joe tacopina is grilling e. jean carroll today after she took the stand yesterday and told the court, i'm here because trump raped me allegations that trump has repeatedly and strongly denied ron allen is outside the court and joins us along with harry litman what's the latest from inside? >> reporter: things started off with joe tacopina saying something to e. jean carroll to the affect of, you were supposed by raped she says, i was raped. that gives the sense of the tension between the two of them as this cross examination continues and is expected to last for some time he is basically trying to question her in a way to convince the jury that the book that she wrote, where she talked about this alleged r ape for th first time was politically motivated, she was a democrat and an opponent of him, she had been fired from a job in 2017 when the book came out, and that she was attempting to do this to make money there is also mention of an email between her and one of her friends, who will testify at the trial, where there is reference to a scheme of some sort sorry, the ambulance is going by there's reference to a scheme that they are going to try to come up with to try and bring donald trump down. when asked about this, she says she doesn't remember the email, she doesn't know what this is about. again, tacopina, trump's attorney, is trying to convince the jury this is politically motivated. now he is asking e. jean carroll about why she doesn't remember the date, month, year this happened to convince the jury that what she is saying is as they said in the opening statements unbelievable >> thanks for powering through the ambulance sirens, ron. that's new york city harry, donald trump in new hampshire later today for his first public ee havenvent sincee trial got started. the judge told him to knock it off after he posted on truth social the other day could that be considered interfering with the process with the jury? could the judge personalize him? >> yes the judge made it clear he could. there's the possibility of contempt, the possibility of obstruction. he is really executing a pincher movement he is keeping joe tacopina from saying certain things in court and pulling certain tricks, but also trying to muffle trump in the public arena and trump's son. kaplan drew a line in the sand more than you might have expected and really made it clear that he will be -- he will have real consequences, will trump, if he continues to do these social media messages. >> another legal issue facing the former president, that federal appeals court has rejected the attempt to keep mike pence from testifying to the grand jury investigating trump's role on january 6. that's not a huge surprise similar request from trump himself had been rejected. in the past, trump has not appealed to the supreme court. is there any indication what he might do >> well, you know, if he does, the court has to stay the case they need five votes i don't see that happening with what's happened before he hasn't wanted to do it. will he think it's worth it, a couple extra days to go the final few yards? it doesn't really matter much. >> so pence could be appearing at any time, unless there's some stay or block because he appealed again >> that's exactly right. as soon as even tomorrow, but early next week, i think, is what people could have carried out a mass shooting. he was searching about uvalde and the buffalo supermarket massacre and las vegas massacre. he had many guns he had posts that were so concerning that the local police initially denied him a gun permit he got a top secret clearance after that he destroyed evidence. they found remnants of devices in a dumpster. you are looking at his bedroom it was replete with camouflage the defense said they recommend he be released we will see. >> the people gone, ben rhodes, has suspended, temporarily, two of the commanders of the intelligence wing. they are raising serious questions -- congress is, both parties, about the screening and how they handled things and why they weren't tracking all these downloaded documents >> this is astonishing to me it's gobsmacking that this kid had a security clearance there are a lot of people who have a need to know classified information. it never would have struck me who is a 21-year-old who said crazy things in public that he is denied a gun permit, which is hard to get denied, is handed access to classified information like this. there's a rigorous process apparently, this kid to get this access because -- despite having views he is posting online that are troubling. i think it raises huge questions about what kind of due diligence is done down the chain of command inside of the military, inside of the intelligence agency about security clea clearances this person was accessing the same stuff that the chairman of the joint chiefs of staff of the united states mill tyitary was accessing. that's something they need to be focused on this individual clearly should not have had access to this kind of information >> one of the leaked documents, according to "the washington post," reports that american spy services detected construction at a suspected chinese military facility in the united arab emirates, up witone of our alli, after the country announced it was halting the project. what's going on there? >> one of the themes that comes out is there's a building concern inside the u.s. intelligence community about which side the emirates are on in this larger conflict between the west and the world's democracies and the world's autocracies, particularly russia and china. we have seen previous reporting around overtures from the russians to cooperate with them in service of their aims now we see this concerning evidence potentially of a chinese military installation. we have seen the people's liberation army, chinese military using ports to start to build out a military footprint they can have an intelligence purpose in a place where the united states has been essentially the security guarantor for the royal family there. and for the government there i think what we are seeing in these leaks is a concern that they are breaking in the other direction when it comes to getting closer to china and russia they want to play both sides this is putting publically what a lot of us have known primarily for years. there is a push and pull when it comes to the gulf countries. they are in the middle of that >> in another major development now, president xi is sending an envoy, high ranking former am bass to moscow for many years, to ukraine after the first phone call with president zelenskyy. he spent years in moscow, decades ago, during the cold war. is fluent in russian he is very close to putin and xi is that putting the finger on the scale with the possibility of talks is it a potential breakthrough down the road? is this someone that zelenskyy might feel he could negotiate with because he has access to putin? >> i think you have to explore every channel. it's important to have multiple channels in a conflict like this you never know where you might make traction. the reality is coming after xi's visit to moscow, which embraced vladimir putin on the anniversary of the war, the chinese peace plan that they put out, friendly to russia. the danger of these missions is it is part of a global propaganda push that putin might want look, we are open to peace, we are open to chinese mediated peace. the audience for that is really in the rest of the world, it's not in the west. it's in the global south the reality is, this could also be an effort by xi to support putin's propaganda to pivot to saying, i'm ready for negotiations, i'm ready for chinese-brokered negotiations which most definitely will not insist the russians leave occupied places. >> and placate europe when the chinese have offended europe by their ambassador in paris. ken, (vo) verizon small business days are back. april 27th through may 3rd. from all over the world. get a free tech check and special offers. like a free 5g phone. get started today with verizon business. it's your business. it's your verizon. meet the lounger... i get just what i need with a tap... on the wayfair app. get outdoorsy for way less at wayfair. ♪ wayfair, you've got just what i need ♪ as washington struggles to combat the effects of climate change as does the rest of the world, some experts are in insisting that that effort has to include a major shift in just how our nation is approaching the balance, and to ensure our energy security for the future a new bipartisan report in foreign affairs warning that without it energy crises might derail the drive to net zero emissions, which is the goal, something the u.n. says is critical to avoiding the worst impacts of climate change. joining us now are the authors of that foreign affairs study. e megan o'sullivan, a professor of international affairs at harvard university's kennedy school, and jason boar doff, president obama's white house energy adviser who was a founding director of columbia university's center on global energy policy. so it's great to see you two experts here megan, first to you, you and jason are from different sides of the political spectrum. how did your collaboration come together, and what do you see the goal of doing this >> jason and i have been working together for a few years now, and and it's been a really fruitful collaboration. i would say we complement each other in the sense we're not just from different political backgrounds, he served in the obama administration, and i served in the bush administration we both see the imperative of a transition, an energy transition, a change in the global energy system to be one that's focused more on low carbon or ultimately zero carbon fuels, and i think bring a background of deep geopolitical experience, and he brings his deep background in climate and together we're able to bring two disciplines that have been independent of each other for far too long, and as we try to do in this article and elsewhere, we really are explaining how the energy transition is going to change geopolitics and how geopolitics are shaping the pace and the scope of the energy transition that is possible >> jason, of course the war in ukraine, putin's war is a prime example of the link between geopolitics and energy dependence it's changed the equation in a loft lot of ways. what have we learned over the past 18 months, and how do we deal with it in the future >> thanks for the question, andrea russia's invasion of ukraine and weaponization of gas certainly has reminded us there's an opportunity for energy security if we were to reduce our dependence on globally traded hydrocarbons, inevitably exposed to geopolitical risk it can help to increase energy security but a lot of what meghan and i have been thinking and writing about is that that outcome is not indeteevitable the end state of a clean energy economy will present its own new sources of energy security risk, like dependence maybe on china for all the critical minerals we will need, and the multidecade process of getting from here to there risks being disorderly mismanaged, and that process alone is going to create huge risks to geopolitics and a huge risk to energy security. we need to anticipate so we can build tools to mitigate them. >> and meghan, so one of the things that comes to mind is that the administration is supposedly considering and maybe arguing over requiring an epa regulation by executive order to require existing plants to capture their emissions rather than just new plants do that do you think that, first of all, that they can sustain that, and does that, you know -- is that feasible in the current environment? >> sure. that's the type of thing that will definitely need to be part of our energy landscape moving forward, something that would be extremely costly to do overnight. if we look at pretty much any -- any projection of what the global energy environment would look like going forward, there is a very large component of carbon capture, and of course this is something that the recent legislation, the inflation reduction act anticipated creates a lot of incentives to maximize that, and it's actually a place where there's some bipartisan support because you actually have a lot of the actors that maybe can help most on this carbon capture are in the traditional oil and gas fields because they have such expertise and large infrastructure projects. so i anticipate that carbon capture, in order for us to make the energy transition is going to have to be a huge component of what we do, but it is something that weill need to be phased in as it is more and more commerc commercial right now it's quite expensive to do, but the costs are coming down, and some of the objectives of new policy is to bring those costs towndown even more quickl that technology can be widely incorporated into our system >> and jason, what do you do about the political gridlock, you now got joe manchin objecting to some features of the way the inflation reduction act is being put into effect and try to hold those up if you don't have, you know, a majority vote in the senate and even a veto proof vote, how are you going to get any of this done >> well, it's obviously very hard and even the inflation reduction act, of course, was done not with bipartisan consensus. there are some things you can have bipartisan agreement on the role of carbon capture, one nuclear power, hopefully if we can build a strategy that builds domestic economic opportunities. that is the trend of industrial policy now as meghan and i have written about, that's sort of a trend in the u.s. and elsewhere presents its own risks we see the backlash from the european union potential trade conflict if we're going to pursue that approach as a way to build some consensus, we need to mitigate the national risks that might result from it >> meghan, just finally in the final minute, how do we tackle the growing divide between the rich and the poor countrcountrie global south when it comes to renewable and net zero emissions? >> thank you, andrea, for asking that that is one of the major challenges, and i think literally in the last 18 months is part of the outgrowth of the russian invasion of ukraine and global energy crisis, it's really brought attention to the fact that this is not only a global challenge, but the way that it is being pursued right now and the effects of climate change as they are unfolding today are exacerbating this divide between rich countries and poor countries and to make something very complicated sound easy, it essentially will require wealthy countries to basically adopt policies that are focused on getting clean energy investment into the developing world, and that is the private investment, public investment, and using public investment to add investment >> meghan o'sullivan, and jason bordoff, thank you very much we've just begun to dig through the surface of this, but please come back soon we'll talk a lot more. thank you. >> thank you and in further proof that life is starting to get back to pre-pandemic normal, today marks the full on return of take your kids to workday, and that includes the white house where the youngest members of the white house press corps took over the daily briefing. just look at that, and raising their hands and probably acting a lot better than some of our regular correspondents, not ours, of course, but some of the others there out in the rose garden, the president and some of the new gaggle of reporters asking some questions so he is obviously having a very good time. he loves this kind of thing on the south lawn around 600 children actually of the white house staff, he was led by some pint-sized and possible future secret service agents i don't know if they have the aviator specks and things in their ears, but they're ready to do the job and meanwhile, live from new york, we are welcoming our team, daphne, the daughter of our senior producer e erica josephson, and the daughter of the msnb
