"eyewitness news" reporter justin finch is live with the latest on the investigation, good morning, justin? >> reporter: jim and brooke, good morning. fire investigation active in the 1700 block of south taylor as fire fighters here search for a cause of this now fatal fire. reports of the fire came in on the 1700 block of south taylor at 2:00 this morning. commissioner adam thiel says crew is a arrived here within minutes and they found 1746 south taylor showing fire the on the first and second levels. neighbors living in homes on either side of that fire home were also forced out as well, as that fire was put down and as investigation continues. meantime, fire fighters had word rather of an elderly man trapped inside the burning home. fire fighters for the back those flames looking for the victim and then, he was found. >> elderly man was found in the first floor of the home, again, cause and fire location exactly are still under investigation. >> back live now, perhaps you can see all of the debris that came from that home at 1746 south taylor here. neighbors living on either side of that home again are displaced until further notice at this time, in reports of any injuries to fire fighters that we know of, again one man dead and elderly man he has in the yet been identified and investigation will continue here. we are told throughout the day fire marshall is here on the scene. we are live from point breeze i'm justin finch for cbs-3 "eyewitness news". new this morning philadelphia police officers are victims of the hit and run. you can see their car badly damage this started with a traffic stop at 21st and carpenter around 12:45 this morning. the driver of a 2009 nissan altima then threw tonight reverse, slamming it the in the front of the car before speeding off. no officers were hurt but it shouldn't be hard to track down that driver because police have his license plate number. philadelphia's on the verge of the becoming the first major city in the united states to place a tax on sugary drinks. "eyewitness news" reporter jan carabao is live at city hall with more on the tax bill that cleared a major hurdle and what comes next, good morning, jan. >> reporter: jim, good morning. city council was able to come to a compromise last night, to do that, lawmakers decided to change mayor jim kenney's proposal in two ways. they decided to lower tax increase and they decided to include diet drinks. by doing so, city council president darryl clark says this broadens the tax responsibility. following weeks of contentious, public hearings, inside city hall, and testy protest outside city hall, philadelphia city council has given preliminary travel to the beverage tax increase, instead of the 3 cents tax proposed by mayor jim kenney that did not include diet sewed, council agreed upon a one and a half percent tax on all sugary drinks. >> with the addition of diet at the request of the members of the council it is a broader based responsibility for funding these initiatives. >> reporter: ninety-one million-dollar in estimated revenue slate todd fund prefer prek and parks and recreation programs through the city. >> is there so much unmet need in philadelphia and we know high quality prek can put our kids on a road to success in school which we desperately need here in philadelphia. >> reporter: many are skeptical especially after the kenney administration admitted that some revenue will be diverted to the cities general fun. >> hours before a vote that we find out this money isn't being ear mark largely for our children and education programs, i mean it doesn't seem philly to go get something more cheaper if it cost me cheaper and save me money. >> reporter: this is a tax on the drink manufacturers, not the individual products within the stores and at this point
