in philadelphia this is cbs3 "eyewitness news". developing now at 11:00 o'clock, arrest warrant is issued for a mother police say abandoned her severely disabled son in a wooded area of cobbs creek. good evening everyone, i'm natasha brown. thank you so much for joining us. the 21-year-old vick testimony was found with a blanket an bible. police say he had been in the woods for at least five days. "eyewitness news" reporter matt rivers is live outside of children's hospital of philadelphia with the very latest on this story. matt? >> reporter: natasha that official arrest warrant was issued for 41-year-old any of the. a parker of west philadelphia as i mentioned 41 years old now facing multiple charges including aggravated assault simple assault endangerment neglect, unlawful restraint kidnapping and false imprisonment for her role in what police are calling a heartbreaking crime. meanwhile her 21-year-old son the victim of this crime is a quadriplegic and has cerebral palsy. but against all odds he is recovering tonight here at the children's hospital of philadelphia. the list of injuries is lengthy. a deep cut on his back. vision issues -- >> he's also suffering from dehydration and some malnutrition issues they're working on. >> reporter: yet given what happened to the victim in this case, you might imagine they could have been worse. mid morning on monday, victim's 41-year-old mother brings him to this portion of cobbs creek park and leaves him. he would lie helpless in the cold and rain for five days with no food or water. police say all his mother left was a blanket and a bible. >> you see that kid laying there it's heartbreaking to see another human especially your mother can treat someone like that when you had all the opportunities in the world to turn that kid over to your family members who wanted to care for him. >> reporter: it wasn't until friday night that a walker saw the young man and called police. he's in the hospital now safe and recovering with other family members. we're told the suspect told officials with the school of the future where the victim attends that she was with her son in baltimore after they noticed his absence on monday. police say that's where she remained with the boyfriend now facing charges including reckless endanger many, kidnapping and aggravated assault. >> the mother whose got clear criminal liability in this case and she will be arrested and charged. >> reporter: for why she allegedly committed this crime police are still piecing together a motive. and police say they are still looking for the suspect in this case in the state of maryland. meanwhile we're told by police that the victim in this case will now be under the care of other family relatives who officials say are more up to the task of providing him the care that he needs. we're live outside of the children's hospital of philadelphia matt rivers cbs3 "eyewitness news". >> matt, thank you also new information tonight in the story that you saw first on "eyewitness news". police make an arrest in abduction and assault that happened in the jewelers road row section of center city. sources confirm to "eyewitness news" that 31-year-old khiry gay was arrested last night in south carolina. last saturday police say three men snatched a 53-year-old woman from a parking garage, dragged her into a burgundy van then beat robbed and used a taser on her for hours. she was eventually found a darby borough cemetery and hospitalized. turning to weather now a near perfect day has turned into a very pleasant evening out. "eyewitness news" in center city tonight. it's still a little cool the. cool enough for a jacket but even warmer temperatures are heading our way for sunday. meteorologist justin drabick joins us for killed himself outside of the building. police say the man had a backpack an rolling suitcase and a sign that said something about social justice. the lock down which lasted about two hours came on a busy day for tourists. and several streets in that area were also closed off. congress is currently in recess. historic meeting in panama today. president obama sat down one-on-one with cuban president raul castro. those countries are looking that move past decades of animosity to renew diplomatic ties. cbs news correspondent wendy gillette has more. >> this is obviously a historic meeting. >> reporter: president obama and queue been president raul castro met face to face saturday afternoon. the first time leaders of the u.s. and cuba have held a substantial meeting in more than five decades. the obama administration is moving to normalize relations with cuba. >> over time, it is possible for us to turn the page and develop a new relationship between our two countries. >> reporter: president castro is willing to discuss every issue. president obama addressed the relations while speaking at the summit saturday morning. >> united states will not be imprisoned by the past. we're looking to the future. and the policies that improve the lives of the cuban people and advance the interests of cooperation in the hemisphere. >> reporter: president castro spoke immediately after and called president obama an honest man. he also outlined a long list of cuban grievances against the us but then apologized and said president obama was not one of the us presidents who caused the problems. president obama announced in december that he was reopening relations with cuba. but he can't remove us sanctions against cuba by heim self. that's a decision congress will be making. wendy gillette for cbs3 "eyewitness news". well the unarm african-american man shot to death by a police officer in south carolina was laid to rest today. mourners paid their final respects to walter scott at a christian center about 20 miles from where the 50-year-old was gunned down from behind. cell phone video taken last saturday appears to show officer michael slager repeatedly firing at scott as scott was running away from a traffic stop. scott's family attorney spoke after the funeral. >> the epidemic of powerless people being taken advantage of no matter what color no matter what gender, no matter what belief system you have needs to stop. >> officer slager who grew up in south jersey is now behind bars charged with scott's murder. friends and family meantime of a murdered mt. laurel mother said goodbye today. service for erica crippen was held at the safe holy temple on river road in camden. crippen's body was found in maryland last month. she had been missing since new year's day. her husband 28-year-old kyle crosby is charged in her murder. he's behind bars on $1.2 million bail. now as the race for philadelphia's next mayor heats up, the candidates talked immigration today. "eyewitness news" at the german society auditorium on spring garden street this afternoon. the candidates fielded questions about key immigration issues. like education language access and government representation. today's forum was sponsored by a group called united voices for philadelphia. >> and you can see the candidates talk about the issues facing the city on the moving philadelphia forward forum. it's moderated by our own ukee washington. you can watch it coming up next at 11:35 right here on cbs3. it will air again tomorrow morning at 11:00 on our sister station the cw philly. also now tomorrow looks to be the big day for hillary clinton. the former secretary of state and first lady is expected to announce her presidential candidacy sunday in a video on social media. early polls have shown clinton is the favorite to win the democratic nomination. and the day after clinton makes her candidacy official in order senator marco rubio is expected to announce his own presidential bid. rubio will deliver a speech on monday in miami. the republican would buy pass the second term in the senate in order to run for president. ♪ >> stay with us everyone. still ahead on "eyewitness news" tonight a toddler falls 12 feet into a cheetah exhibit at the cleveland zoo. what zoo officials say happened right before this terrible accident. plus, talk about a roadblock. we'll tell you where this giant boulder is causing traffic nightmares. justin? >> we have temperatures a little bit on the chilly side right now but warming up for the second half of the weekend. those details coming up in the "eyewitness weather" forecast. also, coming up in sports, a record day at the masters that sets up for some high drama tomorrow. james palmer with those highlights when we come back. st >> welcome back everyone. scary moments at the cleveland zoo. a two-year-old boy plunged 12 feet into the cheetah exhibit. the boy' parents pulled him out of the enclosure and cheetahs never approach the child. zoo officials say it appears the child's mother was dangling the toddler over a protective railing when he slipped and fell fell. the boy reportedly suffered leg injuries. but he is expected to be okay. also now tornado weary residents were allowed to return to what's left of their homes today. many seeing the wreckage up close for the very first time. two people were killed and at least 22 injured when eight tornadoes record across illinois on thursday. the farming community of fairdale was destroyed i was a half mile wide tornado. one that registered an ef4 with winds between 180 and 200 miles an hour. heavy rains are to blame for causing audio gigantic boulder to slide down a hill yesterday landing on a roadway in lawrence county ohio. the rock is as big as a house and it weighs about 1500 tons. crews spent the day breaking apart that huge boulder. for now the westbound lanes of route 52 in that area are still closed and luckily no one was injured. no vehicles were damaged either. philadelphia mayor michael nutter kicked off the eighth annual philly spring cleanup day today. mayor nutter joined volunteers and local officials at germantown vernon park. the clean up effort is citywide. tens of thousands of people combed the streets and the park throwing away trash and making sure that philly is ready for spring. as part of individual cleanup projects. "eyewitness news" caught up with mayor nutter right after today's event. >> i'm so proud of philadelphians all across the city. perry and carlton at the streets department have really dawn fantastic job and out done themselves. 600 projects across the city of philadelphia. >> in past year, spring cleanup efforts have resulted in millions of pounds of trash and recyclables being removed from the city. and very exciting news for the taney dragons baseball league. their fields are going being renovator. philadelphia councilman kenyata johnson and the city parts and rec department visited the field to make the big aments announcement. total cost of the project is $170,000 and it will include sprucing up the fields new fencing and also repaving. bingo for a great cause at the rittenhouse hotel. stephanie stahl was on hand for blink o a fundraiser to help fight duschenne muscular distrophy. the event was organized by cure duschenne a national non-profit. it's the deadliest and most common form of muscular distrophy and currently there's effective treatment or cure for this condition. all right. justin, you know i could use another day like today. what do you think? can you we kick off the new work week. very quiet across the eastern united states into the new england region. high pressure building in out of the ohio valley that blocks any storms from developing. so we will keep our skies mainly sunny. that's not good news though for the allergy sufferers pollen count very high over the next several days with dry weather pattern in mace. maple juniper and alder
