the pope arrives for the second leg of his trip. >> reporter: he arrived in new york city. the pope arrived at jfk after becoming the first pope ever to address lawmakers. the pope attended a prayer service at st. patrick's cathedral. good evening joel. >> reporter: good evening to you, after months of waiting and so much anticipation there's big buzz in the big apple now that pope francis has arrived here in new york city. >> reporter: this historic trip by pope francis is his first ever visit to new york city. pope benedict xvi was here in twaeug. >> -- in 2008. >> today is my birthday. i would love to see him, even from far away. i don't find. that would be my biggest birthday for today. >> reporter: security is tight with 6,000 extra nypd officers. pope francis was greeted by the mayor and other officials. inside a packed house. the pontiff officers blessing not only to the catholic faithful but muslims as well. >> i unite myself with you all. >> en la plegaria en dio a nuestro padre. >> in prayer to our mercy god, all merciful. it pairs in compareson to what we expect to see tomorrow when there'll be about 20,000 people at madison square garden for a very special mass. frank. >> where is the pope staying while he's in new york city? >> reporter: it's what's known as the papal nuncial. it's behind me on 76th right off of fifth avenue on the east side of manhattan. we're told there's over 500 officers there this evening making sure the father is safe. in washington, the pope went to capitol hill and he urged congress to move forward together as one for the common good. and to restore hope, right wrongs and promote the well being of all people. ken pritchett is here now with more. >> reporter: it's fair to say pope francis brought up many complicated issues that divide congress. but he did so in a diplomatic way. pope francis greeting crowds outside his temporary vatican in washington dc resident, one of his final acts before leaving to new york. it was a day that began with a historic moment. >> the pope of the holy sea. >> reporter: he became the first pontiff to address a joint meeting of congress to the cheers of legislators and their guests. and pope francis came to speak on several topics many that divide this house including abortion. >> the golden rule also reminds us of our responsibility to protect and defend human life at every stage of its development. >> reporter: a message embraced by conservative members of congress but the pope was at odds with many of them on immigration. >> we must not be taken aback by the numbers. but rather view them as persons. seeing the faces and listening to their storyless. trying to respond as best we can to their situation. >> reporter: the pope called for a global end to the death penalty and again called for action on global change. >> i call for courageous and responsible effort to redirect our steps and avert the most serious steps of deterioration caused by human activity. i am convinced that we can make a difference, i'm sure. >> reporter: following his speech, the pope addressed a huge crowd on the west side of the capital flanked by vice president joe biden and a visibly moved john boehner. >> thank you, thank you very much and god bless america. >> reporter: when the pope concluded he passed on lunch with members of congress and instead dine with the poor served by catholic charities. before boarding a plane and leaving behind a historic three days in our nation's capital. >> reporter: as he spoke before congress, the pope also called for a renewed spirit of cooperation which has served the united states in the past, it remains to be seen if lawmakers will heed that call. >> it's interesting because a will the of the comments that the pope made are those that the americans have been calling on congress for. tomorrow, the pope will address the united nation. his schedule also includes a visit to the 9/11 memorial. 80,000 tickets are expected to attend and then finally an evening mass at madison square garden. the pope leaves new york for philadelphia tomorrow morning. if you want to see the pope's entire address today to congress we posted it on our you tube channel. a religious ritual overseas in mecca has ended in a tragedy. the the pilgrims were taking part in what is called stoning the devil where stones are thrown at pillars. they said the deaths were caused by quote mismanagement. citizens to the rescue in vallejo. two people ran into a burning home to save a double amputee. check out the fire, the smoke and everything pouring from the front of this home on kentucky street this afternoon. and before firefighters got to the scene, a civilian and a city employee heard people calling for help. they helped two people out of that home including one man who is a double amputee. he said he felt fine after the rescue. the other person needed treatment for second and third degree burns to their upper body. san francisco fire chief came under fire. members of her own department told the fire commission that it was an embarrassment that she refused to send more engines. >> reporter: let's make it clear. it was obvious that many of the rank in file feel the chief's decision was wrong. but second and maybe more surprising is that there was one issue that everyone in the room seemed to agree on and that's a message for the city that the fire department is running an outdated fleet and that could hamper fire response to any disaster. the critics came from within the rank in file. >> we missed our mark. we missed our calling. and quite frankly i'm a bit embarrassed. >> reporter: they fired off criticism at joann hayes' decision. >> it's about informing the commission of another example of the disconnect of this organization from the men and women who actually do the job. >> reporter: from 10 firefighters asked the board to investigate. >> it was really heartbreaking to be told to stand down and do nothing. and be sitting near the community where san mateo and other agencies are literally driving through our town to go help out. >> it was a dammed if you do dammed if you don't situation. >> reporter: chief white defended her decision. saying since july san francisco has sent 98 engines to calls. >> the heavy call volume in this city and i was not willing to take that chance. >> reporter: she had her own criticism for the city saying that repeated funding cuts have depleted the city's fund. >> for total apparatus is more like 10 million. >> if this department is not idle. when it hits here we may not ourselves. >> reporter: even one of the chief's most vocal critics agrees. >> it's been eight years since the san francisco department has been pleading for them yeah it certainly is nice to see things getting back to what the new normal is. thank you very much deb. tonight we know the name of the man shot and killed by alameda county sheriff's deputies earlier this week. authorities identified him as 32-year-old donte osmond. he was killed on highway 238 in san leandro. police were looking at osborn as a suspect when they try to pull him over he led them on a chase. investigators say he then ditched his car on interstate 580 and attempted to carjack somebody as he ran off. authorities say he fired at a chp officer. sheriff's deputies chased him to an alley where he was killed in a shoot out. a san jose police officer charged of raping a woman while on duty has been fired. jeffrey graves was fired this week. he's accused of raping a woman who had called police in 2013 after a dispute with her husband. graves has been in jail and on administrative leave. he faces 50 years in prison or more if found guilty. now to an unusual sight. a gray whale badly decomposed washed up on the shore. how the whale may have gotten there and what may have killed it. >> reporter: on the eastern side of san francisco bay something that's now become a more familiar sight around the region. >> we had a lot of whales washing up on shore. >> reporter: this is the second dead whale to turn up inside the bay. but this one landed 30 miles south inside the bay. >> there's a good chance that strong incoming current could have brought that in. >> reporter: it has a fair amount of decomposition so it's clear that the animal had been dead for quite some time before being discovered. >> reporter: she's with the national marine sanctuary and she confirms it was a gray whale possibly born earlier this year. >> gray whales are kind of like the whales in the neighborhood. they're the most coastal of all the large whale species we have in this region and they like to migrate near shore. >> reporter: she acknowledges there's been more dead whales washing up on shorelines as usual but it's actually surprising there haven't been even more. >> since we have so much marine life out here. we have so many whales in the area this year. we've been blessed with an awinston a -- abundance of it. they will many times die of natural causes but because of these strong winds and currents bringing their bodies closer to shore, we're finding them for often. >> a ship is likely the cause. that juvenile whale could have been with his mother, the mother could have been the one that was hit. in fremont, i'm john sasaki, ktvu news. and a beautiful cooling per -- slight cooling for tomorrow. probably the warmest will be all week or closest to that. tomorrow is slightly cooler especially right along the coast and the bay. tomorrow you will still see the mid-90s. friday, a lot like today but we're going to see patchy coastal fog. then as we get into saturday and sunday, there'll be some changes. a lot like today except the fog. i'll see you back here after a few breaks. we're following developing news right now. after the break what we've learned so far about a police shooting in the south bay. >> and also descend in the dodgers dug out jose. authorities have the scene blocked off along monterey highway near bernal road. the shooting happened about two hours ago. but so far police have not provided any details. a source told us the person shot was taken to regional medical center and was still alive as of an hour ago. we're still waiting to hear exactly what led up to the shooting. police in berkeley say they've arrested a man for a violent hammer attack during a demonstration last december over what protesters called police brutality. authorities say the man in this picture is 20-year-old jane waller of oakland. he's charged with assault with a deadly weapon and two felony counts of battery and burglary. video from that night shows a man wearing a bike helmet trying to stop people from breaking windows at a radio shack. that man ended up getting hit in the head with a hammer. and actually had to be taken to the hospital for treatment. palo alto library was forced to shut down today. the reason, bedbugs. anne ruben with the effort to close the book on the bedbugs. >> my scalp has been itchy all day. >> reporter: it was just yesterday that a patron discovered them. bedbugs like these on the surface of two chairs. and so the newly opened mitchell park library is now closed. >> we don't know how they got there. how long they've been there. we do know it was a limited area that was quardoned off. they also plan to have special dogs sniff for bugs. >> so the chance you getting a bedbug by coming here and reading a book, it's not very good. you stand a better chance of having an auto accident or tripping on a sidewalk. >> reporter: and patrons of the mitchell library say they will be back though they might avoid the chairs for a while. >> i do most of my library porusing standing up. i'm not worried about it. >> reporter: they plan to bring the sniffing dogs to the library. and the action now on the way at folsom lake. a birthday celebration for an 8-year-old girl who was recently the dalai lama who has also spoken here. fox news released a couple new presidential polls today. while there's no change at the top there's another movement. donald trump still leads. his support has held steady. ben carson is second followed by carli fiorina and marco rubio. hillary clinton came in at 44% but that's down from 61% back in june. bernie sanders is second with 30% and even though he has not announced he's running, joe biden has seen his poll spike. he's now at 18%. supporters and opponents of california's right to die bill held dualing rivals. on one side people dressed in yellow shirts. chanted thaeuz -- their support of the bill. on the other side, people asked the governor to veto the bill. >> when choice also presents dangers to people who may not realize what all of their other choices are where we're living in a society that devalues them, giving them the ability to end their life is not the solution. >> reporter: the bill passed a legislature earlier this month. when it passes the governor's desk he will have 12 days to sign it or veto it. we have new developments from the south bay where a closed school has been cleared to reopen tomorrow. spark charter school has been closed all week. the county started looking into the issue after a campus aide was accused of molesting a student. the office of education wrote a letter to the school's president tonight that said as of today all current employees have declearances and credentials necessary to reopen. water officials are preparing for a worse case scenario at folsom lake if the drought continuesful right now folsom lake is at 18% capacity. the federal bureau of reclamation is installing a barge system. the sfpuc announced a drought savings today. mayor ed lee thanks san franciscans for preserving water. alameda, santa clara, san mateo and san francisco. the mother is working to bring attention to childhood cancer. we talked about the friday forecast. now let's push it into the bay area weekend and beyond. next time i see you we will be talking the long range forecast. >> up first, a deadly crash involving a duck boat and a bus. what we know tonight about those killed. the four people killed in a deadly collision between a charter bus and duck boat on a bridge in seattle today have now been identified as international students on their way to a new student orientation. they were all on the charter bus and attended north seattle college. 44 other people were hurt. several of them critically. a driver who was behind the duck boat says he saw the duck boat driver overcorrect and swerve right across three lanes of traffic and crash right into the bus. >> people in the bus flew through the front of the windshield and landed on the concrete. >> are you shaken up by it too. >> yeah, yeah. i just feel so bad for all those people. their lives just changed so fast. >> reporter: the ntsb is taking over the investigate. the ride the duck company set out a statement. the duck tours used to run a tour in san francisco but shut down earlier this year because they said it was not profitable. the superintendent wants to take students who have mild or moderate special needs and integrate them into mainstream classrooms. there would still be separate classes for a much smaller group for special needs students. the district says some students who are in special ed with mild to moderate disabilities aren't being challenged enough. >> what we want to do is put them in this environment. give them what they need to succeed, watch them thrive and watch them graduate. >> reporter: but putting special needs students in a mainstream classroom isn't equal and puts those students at a disadvantage with fewer resources. the school district says it's reviewing the request. a shake up at the top of the san francisco unified district. the board of education picked current assistant superintendent nancy albarran. albarran will take over next month and lead the district through the rest of the school year. the fall season has arrived and there's plenty of fun events taking place around the bay this weekend. here's rosemary orozco. >> reporter: diagnosis. it was just eight months ago that doctors discovered the 8- year-old has a brain tumor. >> and her mother is hoping to find a cure. amber lee is in our newsroom with her story. >> reporter: marisa martinez refuses to give up hope for her daughter. she says she's fighting to save her own child's life and all those other who die from the disease each year. >> reporter: until recently, the third grader would swing on monkey bars and run around like other children. but now, she is slowed by a fast growing tumor in the brain that is resistant to chemotherapy. >> does it make you feel sick sometimes? >> yeah. >> you don't like that? >> right. >> she can't raise her right arm. she can't swallow like she used to. she can't talk like she used to. >> reporter: zamora's mother says during the summer the 8- year-old started suffering with double vision and started having trouble with balance. >> what happens to the child is they lose their ability to walk. >> reporter: the prognosis from doctors is grim. vipg is almost always fatal. zamora is now in the honey moon period. >> is she in remission. >> no it's just that the tumor has been shrunk down. hopefully they say that will buy her some time. three to six months. >> reporter: after six weeks of radiation treatment. the 8-year-old was finally able to return to school here at harvey milk sieve rights -- civil rights academy. and tonight zamora is celebrating her birthday with her family and friends. zamora and her parents are fighting to find a cure. >> i said you're going to find this and we're going to help save other children as well. >> reporter: he is hoping to encourage funding for treatment. in the meantime zamora tells me she's glad to be back in school. >> what's your favorite subject? >> writing. >> ♪ >> reporter: zamora says she likes to write stories, perhaps with a happy ending of being able to celebrate another birthday. friends are holding a fundraiser in front of her school on saturday to help zamora and her family. amber lee, ktvu channel 2 news. pretty warm one out there today. temperatures did increase another five to 8 degrees. today was pretty hot inland. 94 in antioch. 98 in livermore. 90 in morgan hill and i got a 90 in san francisco today. you kind of see the microclimates get washed up. it's fall officially. you're going 93 in fairfield. 90 in san francisco. 92 in san rafael. 92 in redwood city. the microclimates kind of wash out when the fog isn't around. when the on shore wind isn't as prominent. if you go to my facebook page i probably have 150 sunset shots. this shot from pacifica. isn't that nice. that's some professional work. but a beautiful night. last couple of nights have been stunning. this is a live camera shot. there's the bay bridge lit up. there's no fog in the city. chance of fog returning. check this out. sot the fog kind of wants to come back to the coast tonight. this is at 7:00 a.m. and you see this little touch of fog. that's why we're expecting cooler daytime highs as you head into your bay area friday. but not much. the main cooling will be right around the coast. certainly which is what you would expect. instead of seven 0s coast side. i think tomorrow maybe upper 60s if we're lucky. maybe some low 70s. the inversion sticks, the beaches are still nice. i think there will be patchy fog when you look at the sunset tomorrow night. but not a prominent july bank. 90 in napa. 93 in fairfield. these forecast highs are slightly cooler than they were today. near the santa clara valley you have 88 degrees. air quality, probably not the best. fire danger is out there. but there's no red flag warnings or anything like that. it's just the time of year. half-moon bay 74 we'll downgrade that to 70, 71 in pacifica tomorrow. sun will come out. but there's going to be that patchy fog that will trend temperatures down. there's the five day forecast and the weekend looks great. it's just going to be slightly cooler each day. saturday and sunday. and getting into monday and tuesday. boy, if you just put me downright now and plop me down and say what time of the year it is. i would say that's fall if i ever saw one. go look
