Ill have the conditions expected in your neighborhood. Ill show you how a local Police Department has transformed. Are somehow resistant to change. And even how it fiercers critics are notices a difference. New at 10 00, evidence of progress at a bay area Police Department after years of Court Ordered change the oakland Police Department is near completing some major reforms. The department has been sued over alleged corruption and brutality and has suffered from a lack of community trust. A federal monitor was installed to oversea reform. Ken wayne is at opd on the reform and why some say it makes oakland a bit of a reporter detroit, with the Police Department embroiled in controversy. The cops from around here, they dont come when you call. Reporter yet oakland turned to detroit for guidance. I went to detroit twice. Reporter detroit was also under a federal mandate to reform its department. Slowly but surely the Police Department turned things around. The detroit Police Department we believe and we engage in constitutional policing. When i went to detroit and met the chief there the first thing he said to me is constitutional policing is good policing so here we have a city that you know, has more problems than oakland. And has a very tough crime problem and yet the chief was saying that in detroit. Reporter shannon was one of the attorneys that filed the civil action. Constitutional policing is simply this. We the police are not above the law. If were going to enforce the law, then we have to respect it. Right. So we expect our officers to treat people appropriately. Reporter negotiated Settlement Agreement or nsa required oakland to make 51 specific changes in how the department and its officers operate. In the first two years of the nsa, virtually nothing happened. Cops are some what resistant to change. So, thats always difficult. Reporter but slowly one by one almost all of the 51 reform mandates have been met. One was to require officers to wear body cameras. The Department Says that video more often than not clears officers accused of wrong doing. Fbi Crime Statistics show over all crime in oakland is down. And so are rights attorney shannon says so are complaints of officer misduct. This proves to me this wasnt some liberal fantasy or buy in the sky dream but something that you could really do in a Police Department of the United States in the 21st century. Reporter opd also changed it foot pursuit. That leads to fewer injuries to suspects and officers and fewer lawsuits. The number of complaints we get leading to any kind of lawsuit is way down. In the ends of this with what the city gets is a Police Department that treats its citizens fairly with respect, behaves in a constitutional manner but is also effective at reducing crime. Our police chief is very humble but hes been flown out twice to address the president s special committee on Building Community trust with police. Reporter oakland still has a long way to go says mayor shaft. But theres a sense the Police Department has turned a corner. We dont expect people to forget bad behavior of the past. We know were going to have to continue hard to earn that trust every day. Departments learned a lot of lessons from mistakes and i think are doing a good job. Reporter so its a kinder, gentler oakland Police Department. In some ways its kinder and gentler, but not gentler to crime. Reporter julie. Ken wayne live tonight in oakland. Ken, thank you. The u.
