the hill. a white tent was perched along francisco street at the home of sandy robertson and his wife gene. police kept close watch on land and from boats at the bay. some 60 donors paid 10,000 per person or $32,400 per couple for dinner and a photo with president obama. >> i love it. >> reporter: out on the street people gathered hoping to catch a glimpse. police surrounded the motorcade for about an hour. the president was clearly visible from his suv and one woman snapped a photo of him waving. >> it's very exciting. i would love to meet him in person. the legacy that he's leaving i the president's agenda was the summit on internet security. the president signed an executive order designed to stop hackers and breaches while also protecting our privacy. >> reporter: president football team as well. >> reporter: given silican valley is one of where some of the world's invasions began. but now comes the time where cyber vulnerability is getting worse. >> the very together announcing the creation of a cyber threat integration center. encouraging and promoting sharing information to better prevent and response to cyber takes. >> the president's speech was a real stem wonder. what he wants us to do is emphasize the importance of cyber security to the national agenda. >> reporter: herb lin a scholar called the president's speech inspirational. some critics point it was just that and lacked the actions especially when it comes to consumer protection. many couldn't help but feel compelled. the president leaning to secure the world in the future. >> he distribute federal benefits such as social security. national parks will also begin accepting apple pay. the changes stem from an executive order calling for more secure payment technologies. a pilot flew a small airplane into restricted air space while the president was at stanford. two f15 pilots were unresponsive. sheriff deputies met the pilot there. the secret service also talked with them before eventually letting him go on his way. tomorrow if air force one will take president obama to palm springs. we've learned that departure has been moved up about 90 minutes. the president is front page. now to developing news from the south bay where a vta light rail train hit and killed a man just before 7:00 at a busy intersection in san jose. the pedestrian was struck along wasum hill road. it happened about 6:45. debora villalon is live at the scene to tell us what she has been able to learn about what happened. >> reporter: sheriff investigators are here taking measurements and taking pictures. i'm told this train was coming into this crossing at about 125 miles per hour when it hit the victim. the investigation will look into whether it was an accident or a suicide. valley transportation authorities say the man proximate age 25 to 30 was killed instantly by this northbound train, a single car that was in service but had no passengers on board at the time. >> all indications at this point as you can see behind me is that the systems are all a go. >> reporter: a man walking outside the crosswalk presumably was seen crossing arms down, lighting flashing, warnings blaring. >> we will be looking into that. we're pulling the tape as we speak. there's video in the train area that we'll be able to see in the investigation. >> reporter: investigators are looking for witnesses and our debriefing the veteran train operator who will be drug tested as well. standard protocall. the last person killed was a teenager hit about a year ago near del mar hospital. that investigation showed she was distracted. these fatalities are very infrequent each year. >> we have on average maybe one. it's not, it's something that's very rare. >> reporter: i want to show you blossom hill is closed on both sides of these incident. bus service is pitching in getting people from oak ridge mall to amaden valley. the coroner investigation will keep these detours in place until well past midnight. >> so debora at this point we don't know whether this was a suicide or the man was distracted by something, they don't know? >> no they don't know. and their best witness is going to be the train operator who's outside and being interviewed because there were no passengers on the train. and of course they are looking for anybody who might have also been walking in the area and seeing the man's behavior leading up to the accident. >> debora villalon in san jose tonight, debora thank you. now to marin county where sheriff deputies arrested two people in connection with a series of explosions in nevado. at about 8:00 this morning near arthur and tyler drive. sheriff deputies say they found four explosive devices in their car. some near by homes were evacuated while other residents were told to shelter in place. about an hour after that scene was cleared police served a search warrant at mason's home. they said investigators found an additional 87 explosive devices seen here. they also found explosive material. police in oakland are investigating a police shooting that has left a man in the hospital tonight. it happened at about 9:40 this morning near e street. neighbors responded a man walking around with a knife and acting erratically. a man ignored orders to drop a weapon. one officer fired, the man was wounded. he's been identified as cory pollock. >> he live with his children so for him to act in this manner i think they didn't follow protocall and i think this should be under an investigation. >> reporter: a woman who says she's related to polloc told us he suffers from bipolar disorder. pollock is 28 years old and was taken to the hospital. his mother tells us he's in stable condition tonight. uc has been hit with a fine after a patient with immune deficiency was given a vaccine against doctor's orders. ucsf is among several hospitals due to errors that caused or had the potential to cause serious injuries or even death. the state calls them immediate injuries and defines them as preventable errors. anthem blue cross and blue shield is offering free identity protection services to any of its 80 million customers who may have been affected. anthem says there's no evidence hackers stole medical records or credit card numbers but personal information such as social security, e-mails and income data may happened in north carolina, amber. >> reporter: frank, tonight's vigil was held here to raise attention. organizers told me they want to raise awareness about the muslim community. >> reporter: reciting a prayer from the koran. amidst a backdrop of the friday night commute at the intersection of paseo padre parkway and madre avenue. college students put on this vigil for three college students killed across the country. candles adorn a banner with the victim's names. >> it could happen to me too because you never know. you never know who you can encounter. this tragedy happened and you start seeing your position in this country. >> reporter: some in the muslim community are starting to wonder if they should wear their head ware. a new concern after these newlywed and her sister were killed. >> this happens to people who are just like me. >> reporter: questions are raised about the killers motive. whether it was a hate crime. >> it's hard not to be on edge for this community at a time when there's such an anti muslim sentiment. >> i would hate to say that we need to take another 50 years to make sure we truly have civil rights. >> reporter: several bay area muslims several rights group have asked for a full federal investigation about the killings. >> the muslim community is facing five times the hate crimes compared to 911. even know 13, or 14 years after that incident. >> reporter: they say the lives of three lives, two studying to be a dentist. tonight's vigil was a way to bring together muslims and nonmuslims. frank, julie. >> amber lee in fremont tonight, amber, thank you. the california student aid commission has suspended tuition for students who attended heald college this after the school failed to hand out transcripts. heald is being investigated for falsifying school graduation numbers and grades. zillow announced today it's acquisition of san francisco's based trulia could be finalized as early as next week. the deal was announced in july but the federal commission. three developers have stepped forward with plans to change an old military base into a community. >> reporter: it's a diamond in the rough. >> this is the were a little closer aligned to the community's vision plan. >> reporter: the biggest segment will become a regional park. then there will be 12,000 units of housing a quarter of which must be affordable housing. and lots of mixed use development, retail space and other smaller parks. >> we're trying to create a walkable transit orient community that helps to get people out of their cars, making their neighborhoods more walkable. >> reporter: at the north concord station, people said that change is overdue. >> the b.a.r.t. station has been here but anything new would be so helpful. >> develop new shopping, new housing opportunities it will probably increase the job opportunities as well. >> if there's a regional park i might go here. >> what about the freeways? they're already pretty maxed out as it is. >> reporter: the city will gain control of the first parcel of land near the north concord b.a.r.t. station. after that, the $1.5 billion worth of infrastructure morning. mainly from stockton southward. but dense fog is really not making it to sacramento or up toward vacaville. some patchy fog this morning up around napa and lake bariesta but there's not a lot of it. 64 in san francisco. 63 in sfo. overnight lows with the dense fog advisory in the valley will be in the low 40s. look for patchy fog but it's just not been a big issue unless you're in the two people were arriving to work at life chiropractic west. investigators say they think somebody else is there and it is possible thieves were targeting an atm or equipment inside. we checked with a coroner and a man's name still hasn 't been released. four san francisco officers will not face charges for the shooting death of a man in bernal heights. the officers reasonably mistook a taser with a gun when they opened fire. >> reporter: alejandro nieto's friends turned their back on the justice system. >> this system is broken and it has to be fixed. >> i'm not sure that this was a preventable shooting. >> reporter: four officers fired at least 48 rounds at nieto. it began at dusk when a man reported nieto when his dog tried to take nieto's food. when he aimed it at my dog i could tell it was a taser. >> there's a problem with mr. nieto's problems with mental health. there was a problem with him using the taser on other people. >> reporter: other people called police who told him to show his hands. according to the report, mr. nieto then squared off with them in a defensive stance, drew the weapon from the holster and pointed the weapon directly at the officer who is saw the red light coming from mr. nieto's weapon and thought it might be a laser sight. >> this is two incredible to prevent. >> everybody else opened fire. and they killed him. they killed him. that's murder. >> reporter: the district attorney says the dog owner was able to recognize the taser because he was standing close to nieto where as the officers were more than 30 yards away when they you how much is that going to propose you. >> reporter: some see it as the motorcycle helmet law. >> you're just helping keep health insurance down. everybody has their own helmets and have less issues. >> reporter: statistics of u.s. department of transportation show in 2013 of 741 deaths, 63% of people were not wearing helmets. >> i think people should have the choice. >> reporter: david moleski has been a cyclist for 28 years he works at cycle city in alameda and says he wears a helmet when conditions want warrant. >> i don't discourage them at all and i would never say don't wear a helmet but i think that should be up to the cyclist. >> reporter: the senator's bill also would require cyclists wear reflective clothing at night. >> that i have an issue with. because look at me. i don't have anything reflective on me. >> getting more people on bikes, having legislation that promotes cycling and promoting education will do more than any law regarding helmets or reflective neon clothing. >> reporter: this helmet law could discourage cycling and bicycle interest groups here in california have significant political influence so the senators bill could have a tough road ahead. professional football got together with k.j. sanchez to write a script that presents as many aspects of this provocative topic. >> what we hope is the audience will leave seeing different sides of the coin and have those debates. i have an optimistic hope that the game will evolve and it will get safer and it will continue to thrive. that may be really looking through rose colored glasses though. >> the reason this works well is because it focuses on that question. will football survive. will we keep ignoring it, will the game get safer, will we ignore it. will we care. >> reporter: despite the always lingering threat of long term health issue, -- has no regrets. >> football gave me a lot. i got a lot of great relationships, team work. competition. learning how to get up when you get football. what i liked about this play is it comes at you in a nonjudgmental way. it doesn't tell you don't like this game or continue to love it. it puts things out there and lets you make the decision. we think of all these health issues being a current thing. as far back as teddy roosevelt he wanted the game absolutely abolished from college campuses because of the exact same thing we
