deputy died at the scene. all of this started after a chase this afternoon. highway 1 is currently closed while officers search for 2 gunmen. remonitoring a news conference that's set to begin at any moment. fire investigators are still at the scene of a fast- moving house fire that ripped through a mountainview home. news chopper 2 was overhead and could see the fire spread to a second home. crews attacked the fire from the ground and from the roof. one house appears to be completely destroyed. the other was badly damaged in the fire. at least one car was charred. the cause is still under investigation. in pacifica, friends of man are outrainld after police officers shot and killed him while he was inside his home. the friends say they believe the man wanted to surrender but was afraid. allie is live. allie? >> reporter: the friends did not want to talk, and the police do not want to talk on camera but they say the officer- involved shooting is being investigated by the pacifica and daly police along with the attorney general's office. >> reporter: friends family placed letter and flowers on in front of the home. >> his family call for help. that's not help. that's not help. >> reporter: friends say chang suffered from mental illness. family members reported he had an ax and was displaying pair now ya. our cameras captured him outside the home with his hands up, but the standoff continues. police said, they had hoped at several appointments that he would surrender, but it never haded. police say chapping stabbed a s.w.a.t. team member in the home. >> i'm sure he was just hiding in the corner with a knife, because he had seen all the flashbangs going off. >> reporter: fac efficiency ca police say they had never been called to chang's house before, but he did have a brush with the law before. police discovered a number of marijuana plants at the home. >> reporter: the coroner's office is expected to conduct an autopsy of chang tomorrow morning. san jose police are trying to figure out who stabbed a man to death early this morning. they say a city worker who was pressurecleaning the streets found the man's body. that's not far from st. james park. homeless people often hang out in the park, but they don't know yet if the victim is one of them. they're looking for surveillance video and trying to find witnesses. >> we believe there might have been somebody who might have seen some sort offal altercation, disturb, or exchange between subjects in that area around 2:30 a.m. this morning. >> police have not yet released the man's name. this is the city's 10th homicide this year. another man was found shot to death in south san jose in what might have been a marijuana grow house. police in san mateo are asking for help in identifying this man. police say he was burglarizing a home when 66-year-old homeowner walked in. they say he tied the woman up and then used her atm card to withdraw money at nearby afms, and that's where this picture was taken. the woman was tide up for 24 hours. the man is described as his pan wick about 30 years old. the fib says a gang is displanted after warrants were serve across frt washington community center. 19-year-old rafael cardanas and 20-year-old george martero were taken into customers. they say they used a tattoo shot to sell methamphetamine. 20 suspected gang members were taken into custody, and today's arrests capped a multiyear operation. >> we believe we got all of them. >> the fbi says the men arrested today were involved with both drugs and weapons. winter is just about over whereby not that we've been having a lot of cold, wet weather lately. today is the last full day of winter. temperatures were in the 70s again. this is a live look at the oaklandest area, a live spot where people have been enjoying temperatures. it's shaping up to be the 3rd- driest winter on record in california. our chief meteorologist bill martin has a look now. he has a look at some of the records that make it steam like we didn't really have went glerp this winter has been unusually dry. look at the staple numbers that came in. the warmest winter on average in the state of california. it's quite bait warmer, 6 degrees warmer than tip exam 6th-warmest winner on record. 1977, i remember that one, that was the big drought he talk about. this is statewide, 24 inches so far in 2014. it just underscores how dry this state is. our water concerns will continue through this summer, because tomorrow, the first day of spring, these numbers are going to stick. they're not going to budge. this is the 3rd very dry, very warm year. when i come back, i will talk about an opportunity for some rain. rain in the forecast. we'll see you back here in just a newspaper as winter comes to a close, local water districts have a big problem on their hands. do howe do they keep customers conserving water when so many families have been cutting back? >> reporter: today's decision may have set him free but also put him on the run. >> reporter: campbell police were back the a john d. morgan park, continuing the investigation, when a homeless man at the park, todd tharpe stabbed a 16-year-old, who later died. he says diaz and 5 other males engaged him in conversation and then attacked him. >> they started kicking me, kicking me in my head. it was strikely self-defense. i carry that knife as a tool and the absolute last resort. >> reporter: the district attorney agreed and drop the homicide charge. >> he needed to defend himself and did so. it's unfort not a tragedy occurred with been he was not violating the law. >> reporter: in a direct statement to ktvu, he said it was a terrible situation that should never have happened. a tharpe friend called the decision justice. >> i amings treatmently happy. i never saw him be violent once. >> reporter: campbell police say they're helping tharpe relocate to another city, saying they believe the attack may have been gang-related, and they fear a real imraition. >> there have been self different graffiti -- retaliation. >> there have been several different graffiti tags at the park saying in memory of ivan diaz. >> reporter: other charges against e the other teens involved could be filed. a castro valley man accuse of murdering his wife by video at santa rita jail by video today. it was rescheduled for tomorrow afternoon so the court could get a mandarin translator. his 2 daughters are purposely in protective custody. we have an update on the deadly shooting of a sheriff's deputy we reported at the beginning of this newscast. in a news conference just minutes ago, the sheriff identified the deputy a rick day ky del fiorent initiation o. deputies say the suspect committed suicide. the deputy was responding to a report o a kidnapping out of oregon. the deputy encountered the suspect on a rural road. the suspect riddled the deputy's car with gunfire. fort bragg police then found the suspect who killed himself. we'll have information for you in a report. firefighters say a marijuana growing operation created a dangerous situation for them as they tried to put out the fire this morning in san jose. the fire started about 8:45 on the how at lapala drive, near the san jose country club. firefighters isolated the fire to the garage, but said they had to be extra careful, because the home's electrical system had been rearranged to accommodate the marijuana growing operation. >> they accessed it below the meeter. the building still has electrical power, which makes it more dangerous for us. >> investigators believe the altered wiring led to the fire. no one was in the house. police have begun a criminal investigation of the growing operation. efforts are being made to keep the music program going in a north bay school district that just lost their beloved music teacher in a tragic crash. sue loe if fler and her mother- in-law sharon were killed after a truck driver drove into the back of their car. the driver of the truck said he was looking at his cell phone and didn't see that the traffic had come to a stop. school officials are working to establish a fund in her fame to support music education. a vigil will also be held this friday. now to our coverage of the california drought crisis. it is expected a program to call for 25% cut in water use and landscaping. but people are weary of the drought message and wonder how they'll cut their usage even more, especially when they've already condition been conserveing. john fowler with more on how customers are reactioning. john? ? >> reporter: in 1 hour, the contra costa board will meet to consider this conservation plan, a plan some people say is unfair. >> reporter: about half a million people get contra costa water. staff recommends a 15% cut. >> i would say they'ring asking quite a bit. people here have been conserving. >> reporter: sanchez shows his family of 4 uses 163 glops a day. that's less than half the district average. the reduction is based on so- called historical use. >> we are in an ex-- we are in an extreme family. >> reporter: how fair would a 15% be for this ultra- conservative family of 4?
