me. a live look, as we take a peek across the bay. a beautiful start to the day. the official sunrise is about 20 minutes or so away. but already a bright sky. we do have fog back with us this morning. and temperatures are similar to where we started yesterday. here is a look at storm tracker 2. no rain to speak of. another enjoyable afternoon. we are looking at visibility low in the north bay if you have an early morning drive. santa rosa reporting less than a mile. half mile in napa. you will find a stretch across the north bay valley locations this morning. outside the doors, a cool start in santa rosa. 43 napa. into the east bay 51 brentwood. closer to the water, 49 in oakland and 51 in the city of san francisco. the temperatures are similar to yesterday. some of us cooler. areas like oakland and napa and in san jose you are just a tad warmer. for your day today, temperatures slightly warmer than yesterday. it will feel nice this afternoon and the sun won't set until about 7:15. you will be able to enjoy it later. as we get into the forecast today, a chilly start in santa rosa. noontime upper 60s in the forecast. then we are going into the mid- to upper-70s for portions of the north bay. when i come back, a detailed look at the afternoon highs for the bay area and the week ahead. back to you. >> see you then. thank you, rosemary. we begin with a deadly shooting out of oakland. a man sitting in a car was shot and killed. it happened before 9:00 last night. police received a report of gunfire on 60th near martin luther king junior way. someone fired into a four-door black car. a back side window was shot out. following the shooting, the victim went to the emergency room at nearby u csf hospital but later died. his name was not released. authorities say he was an adult. no one was arrested in the case. san francisco police are looking for more information in the deadly shooting of a young man this weekend. around 1:30, police were called about reports of gunfire near grant avenue and green street. that is in the city's north beach neighborhood. officers found a 22-year-old man in the street shot several times. he died at the scene. so far no arrests have been made. time is 7:03. a 56-year-old hiker that went missing for two days is recuperating at stanford medical center. >> search crews rescued bethany in a heavily wooded area of san mateo county. she was found with her dog alive a third of a mile off skyline boulevard in the woodside area. she was cold, tired and dehydrated wearing a t cheryl and yoga pants -- wearing a t- shirt and yoga pants. >> there were so many things that could have gone wrong, the weather, her health and terrain. so many things that could have gone wrong but they didn't. >> they were give water and food. her husband reported her missing thursday evening when she failed to return from a hike with her dog at the bed and breakfast where they were staying. she is insulin depen didn't and suffers from a mild case of dementia and didn't have her medication with her. 250 people searched for her. crews in belmont are  looking into the cause of a water main break before 9:00 last night. belmont police tweeted that some people were without water but didn't say when it would be restored. no exact time as to when the water main will be repaired. >> lawmakers in washington expected to vote soon on a white house backed bill to repeal and replace obama care. the plan continues to get a lot of criticism from both parties. the administration is on the offensive sending out vice president mike pence to rally support for the plan over the weekend. he was in kentucky yesterday. reporter lauren blanchard has more on the tough sell. >> reporter: the vice president made his way to kentucky to make the sales pitch as a group of 40 plus house freedom caucus members are calling the g.o.p. health care plan bam care by a different -- obama care by a different form. they believe a refundable tax credit to help individuals purchase insurance is a new entitlement. that the medicaid expense remains until 2020 and the so- called cadillac tax on high cost insurance plans returns in 2025. and some representatives say house leaders aren't being honest with the white house on what congress members really think. >> we have to keep our commitments to the american people. we promised that we were going to repeal obama care. the house leadership plan is not a repeal of obama care. it keeps substantial parts of obama care in place. it copies or repackages other parts of obama care. >> a number of high profile senators have promised that the bill as it stands would be dead upon arrival to their chamber. channel men of house committees that visited the white house said despite disagreements they are unified in the belief that obama care needs to go. >> if we hear nothing else i say today, this is the most important one, there is so much more that units republicans than divides republicans on this issue. repealing these awful taxes, the subsidies, mandates that have hurt our local businesses, we -- >> the reforms that the american people ask us to do, we are ready go. the worse thing we can do is continue obama care and the rogue policies that are hurting our people. >> reporter: there is a long road ahead for this republican health care bill. it will head to the budget committee then the rules committee before the house floor. in washington, lauren blanchard, fox news. california democrats are going forward with their push to inform the public about drastic changes to the health care system. from 1:00 to 3:00 an emergency town hall meeting being held at berkeley's ed roberts campus. they will address concerns about replacing the affordable care act and take questions from the public. if you would like to check it out, the meeting is organized by the fight for our health coalition. in washington, the house intelligence committee asked the white house to offer by tomorrow any evidence showing the obama administration wiretapped trump tower. it's unclear whether the trump administration trump administration will turn over materials backing the claim. they will investigate surveillance of political parties as part of the probe into russia's interference with last month's presidential election. manhattan's top prosecutor said he did not resign but was fired by the trump administration. preet bharara as appointed by president obama in 2009. yesterday he refused a request by attorney general jeff sessions to step down. sessions had asked 46 prosecutors who served under president obama to resign. bharara is known for going after both republicans and democrats accused of corruption. raider fans hoping to keep the team in 166th st. patrick's day parade, the largest of its kind west of the mississippi. it featured city leaders, commune activists, youth groups and first responders and the irish dancers. many participants were dressed in colorful irish themed costumes. spectators lined market street to take in the celebration. for some folks it was the first time at the bay area tradition. >> no. like really exciting for me. the first time. i waited for this like six months now i have been waiting for this day. >> organizers estimated 100,000 people turned out to watch the parade. dozens are waking up with freshly shaved heads this morning. it's for a great cause. yesterday was the 10th annual st. baldricks day event. about 175 people designed up to have their head shaved bald to raise money to fight childhood cancer. the goal was to raise $200,000. >> it's special to have a group of people come together in a supportive and happy environment to show that we love these kids and do what we cannot just now but in the future. >> of course, it all grows back. every two minutes a child is diagnosed with cancer. one in five won't survive. the hospital has raised $1.6 million for the foundation over the past 10 not a big deal. it will bring us a cool down. so, monday, tuesday will be the warmest days before we transition to a cooler pattern and a partly cloudy pattern. temperatures outside the door, north bay 41 in santa rosa. inner east bay, 46 livermore. san francisco 48. south bay, 48 mountain view. 51 san jose. 50 in areas around hayward. the peninsula right now, belmont 50. 46 for san mateo. into the inner east bay a few more numbers. antioch at 57 degrees. you have a nice day coming your way. 45 in alamo. temperatures varying from 10 to 12 degrees. the afternoon highs today, 76 expected for santa rosa. 75 in novato. inner east bay 75 in antioch. closer to the coast upper 60s for san mateo and santa cruz 70 today. meanwhile, the south bay, 73 san jose and 75 degrees for morgan hill. here is the extended forecast. temperatures continuing to climb into monday. tuesday perhaps right around the same. i think some areas inland may go warmer. we will stay partly cloudy. into wednesday, thursday, bigger changes coming. we drop into the low 70s. instead of the upper 70s, low 70s. a slight chance at a few scattered showers. >> nice, though, 70s across the board all the way. >> been a while. >> thanks, rosemary. san luis reservoir full for the first time in a long time, six years. the 5th largest reservoir located between gilroy on highway 152. last summer it was at its lowest level in a quarter century and 10% of capacity. look at it now. stormy winter changed that. the water level has risen nearly 200 feet in seven months. the reservoir is a key link to the water supply for millions of people and thousands of acres of central valley farmland. the makers of honey nut cheerios is taking an approach to address the decreasing bee population. general mills removed the famed character from boxes in the u.s. and canada. they want to raise awareness about the disappearance of bees and their importance to the food supply. pesticides, construction and human interaction you that right now. temperatures are in the upper 40s. a few low 50s in areas around san francisco and oakland. santa rosa, 41. temperatures are within a few degrees of where we started yesterday. some a tad warmer, some a tad cooler. a dry pattern is in place but expect the patchy fog over portions of the north bay. visibility is looking good. napa 5 miles. santa rosa, 10. a half hour ago i showed you visibility readings down about a half mile in napa. it's fluctuating. take a look closer to the south bay. mountain view reporting a quarter mile visibility. san jose at this point reporting 3 miles of visibility there. this is going to continue over, again, the course of the next hour or two. into the afternoon, partly cloudy, mostly sunny. fog at the coast. outside of that, we have great weather for your afternoon. here is a look at mountain view. starting out in the upper 40s, low 50s by noontime, 65. temperatures topping out in the low 70s. as we settle into sunset at muslim youth were out around the bay area hoping to debunk misconceptions about islam. as ktvu leigh martinez reports, they gathered at 7 different locations to answer questions and talk about the religion and culture. >> reporter: you can find a lot of things at the market but today you may find something you didn't know you needed. this one block in pleasanton, people use their hands to pick fruits and bringing pets to meet other dogs. two teenage boys at the end of the street hope people are just as willing to shake hands and talk. >> so glad you are doing this. awesome. >> we want to again. last week there were reports that theil's company could carry out raids on undocumented immigrants. a milpitas man accused of scaling a white house fence armed with mayes will return to federal for free. last year severe storms tore transmission towers from the ground and caused blackouts. wikileaks is making controversial offers to high- tech companies. the founder is tolling give them the released files showing alleged cia hacking techniques including seizing control of iphones and android phones and turning some samsung tv sets into bugging devices. chp investigating a deadly head-on crash in a busy roadway in santa clara county. it happened at campbell. investigators say a man driving the wrong way on winchester boulevard hit a woman driving in the other direction near the expressway. the man was pronounced dead at the scene. the woman had to be hospitalized. no word on her condition this morning. investigators are still trying to determine why the man was driving the wrong direction. oakland p.d. says a robbery victim was shot struggling with his attacker on d street near 92nd avenue. east bay times reports the man telling police he was walking to a store when he was stopped by two men. the victim says one robber had a gun and demanded cash. during the struggle, the victim was shot in the stomach. he is reportedly in critical condition at this hour. police have not released descriptions of the suspects. a $5,000 reward is being offered in the case. daylight savings time began early this morning, the time of the year when we spring forward one hour. the annual ritual comes as california lawmakers consider a bill to get rid of daylight savings time. the measure calls for a statewide ballot that would end up as soon as next year. he proposed a similar bill last year saying there was no need to change clocks twice a year. daylight savings time may affect your productivity at work. >> go figure, frank. the group career builder found 80% of u.s. workers say they have difficulty concentrating on their job after the time change. more than a third said they would take at vantage of a nap at work if it was offered. >> it's a sunday. you will get morning. i don't know if you guys grew up with pets. i had two dogs and somewhere between three and five cats over the years. it was great. i have a cat now. she is not the nicest cat. we will get into that later on. i need to bring out her inner sunshine. we are not talking cats. we are talking different pets. pets that people maybe haven't thought of before. look at this. how can you look at that face and not want to adopt this little guy. this is ink spot. chinchillas, maybe people haven't considered. >> they are unique. we are one of the only rescues in northern california for them. they actually live a long time. they are like cats, 15, 16 years. when you adopt a chinchilla, you have to take in in the fact that it will be a while. >> a long-term relationship. >> let's get ink spot, look at the face. >> what do people know if they are thinking about adopting a chinchilla. what kind of environment do they need. >> basically a cage, two foot by three-foot cage is all they need. they are from the andes mountains. they are used to jumping. they don't need ramps or stairs, places that they can jump to, ledges. >> we have been talking before about when they are active. they are active in the mornings and we have one here. i think, mike, you have a runner. >> we have a runner. they run in these flying saucer wheels. they are more active at dawn and dusk. the food for everybody else. they want to be active when the predators are asleep and vice versa. but, again, if you come in with a treat in the afternoon, they will wake up. time for grapes. >> i think this guy, we were joking before, i think he had a full expresso. fully caffeinated. >> nothing bigger than a small expresso for that body type. we were talking before, not to be grim but they were raised for their pelts. >> if you feel a chinchilla, they are soft. but it does take 150 of these guys to make a short jacket. in the wild they were the standard grade that you saw on the wheel there. because people wanted coats of different colors, we have black, we got whites, mosaic, different colors now. but now we can have pets of a different color, too. >> reporter: guys, if you could -- it's like statue caught fire during a red carpet event outside the movie theater. the fire broke out after a mini volcano somehow malfunctioned. nobody was hurt. the movie premier went on as scheduled. john goodman is one of the stars. this weekend the 64-year-old actor received a star on the lettered walk of fame. he is known for his role on the sitcom roseanne. he has appeared in a number of movies tonight. it show cases nearly 200 movies, mostly independent. the event closes with a screening of the movie the zookeeper's wife tonight at 6:00. the first sunday streets of the season kicking off in san francisco's mission district, valencia street. it is closed to traffic to encourage people to ride their bikes, walk or dance in the street. there will be free family friendly activities all day along with music and a lot of food for the foodies. starts at 11:00 and wraps up around 4:00. >> i have seen tweets with everyone talking about the weather. finally nice. >> rosemary, three south bay we didn't have trouble yesterday but we are seeing it this morning. san jose a half mile. mountain view a quarter mile. the darker shade of gray on highway 82 stretching to 280, highway 17. it's clear then gone, you have a wall of fog in front of you. be careful. 49 right now in oak and. 49 in san francisco. to the north bay, 41 santa rosa. to the south bay, 51 in san jose. these ticks are similar to yesterday. some a tad cooler and some a tad warmer. inner east bay, 56 in antioch. mid-40s and lafayette and alamo, too. afternoon highs, low to mid-to- upper 70s. north bay 76 for santa rosa. upper 60s berkeley. mid-70s for the inland east bay. san francisco 69 for the afternoon high. 66 in pacifica. if you like it mild and mostly sunny on the coast, i would say head to santa involved a man shot sitting in a car. he later died after being rushed to children's hospital in oakland. the shooting happened before 9:00 p.m. police received a report of gunfire on 60th street near mlk junior way. someone fired into a four- door black car, back side window was shot out. you see it here. following the shooting it was driven -- he was driven to the emergency room at the children's hospital oakland where he later passed away. his name has not been released. authorities say he was an adult. no one was arrested in the case and no motive either. another shooting about 90 minutes earlier at dash wood. they believe the victim may have been meeting someone when he was gunned down. they were on 13th and 14th homicide this oakland this year. san francisco police are looking for more information in the deadly shooting of a young man this weekend. around 1:30, police were called about reports of gunfire near grant avenue and green street. that is in the city's north beach neighborhood. officers found a 22-year-old man in the street shot several times. he died at the scene. so far no arrests have been made. a 56-year-old hiker that went missing for two days is recuperating at stanford medical center. >> search crews rescued bethany in a heavily wooded area of san mateo county. she was found with her dog alive in a 200-foot ravine off skyline boulevard in the woodside area. she was cold, tired and dehydrated and wearing yoga pants and a t-shirt. they were give water and food. her husband record her missing thursday evening when she didn't return from a hike with her dog after a -- at the bed and breakfast where they were staying. she is insulin depen didn't and suffers from a mild case of dementia and didn't have her medication with her. 250 people searched for her. crews in belmont are looking into the cause of a water main break before 9:00 last night. belmont police tweeted that some people were without water but didn't say when it would be restored. no exact time as to when the water main will be repaired. >> lawmakers in washington are expected to vote soon on a white house backed bill to repeal and replace obama care. the plan continues to get a lot of criticism from both parties. the vice president mike pence campaigning over the weekend in kentucky. mr. pence was greeted with a round of applause at a distribution plant in relationship. not an emotional reaction to them, emotional relationship. >> even though they are snakes, they still have personalities. they are living creatures. we respect them. try to teach other make sure that they are happy and comfortable like the dogs and the people. >> part of this means that there is a live interaction between people that bring the dogs to you so they learn if they hear that sound, smell that scent, see a snake, back away. a rattlesnake can be dangerous, with a smaller dog it can almost certainly be deadly. >> obviously size does matter. the smaller the dog the more likely they are to have a bad reaction to a bite. all dogs are prone to getting themselves in trouble when they come across a snake. we teach them to recognize and avoid it. >> we have to get this going again. you said when you pulled her out earlier, you said she is a feisty girl. you knew she would get going. >> absolutely. she is a perfect training snake. we have used her for 16 years. she is semi-retired from training but she is a great display animal. >> thank you so much. great idea to make sure that your animals are protected from a situation like this. guys, i can tell you runner. there is the license plate there. anyone that has information is asked to call the santa cruz sheriff's office. a deadly head on crash in campbell. investigators say a man driving the wrong way hit a woman driving in the other direction. the man died at the scene. the woman had to be hospitalized. no word on her condition this morning. investigators are still trying to determine why the there was no need to change clocks twice a year. it failed after opponents raised concerns about being four hours behind the east coast for half the year. daylight savings time may affect your to pedal or walk across the path on the eastern span between 6:00 in the morning to 8:00 at night. it's only open on weekends and holidays right now. caltrans says the path needs to be closed monday to friday due to the demolition work on the old bay bridge. they are getting close to that being completed. >> happening today, the santa clara fair grounds will be full of pets. >> we have seen that year. what you get the dogs to do is amazing. it's about making sure that people and dogs have a great relationship, great working relationship. >> absolutely. here we specialize in socialization and behavior modification and obedience in police canines. important that the handler has a great relationship with the dog and one command system and taking the liability out of owning a dog. >> we will go through a couple of demonstrations. this is aggressive. it's important to note that despite a fierce appearance, a friendly dog. that is one of the things that you want to emphasize, right, these dogs are -- >> okay. >> it's important that the dog knows who is the bad guy, who is the good guys. >> you can pet him. >> we were making friends earlier. good guy. >> the dog understanding his job. not out of control with the work. a lot of times police dogs are doing demonstrations at schools. it's important that the dog is social. doesn't need to be 100% on fire. it needs to be controlled. 90% of the time, even with personal protection, it will be a family member. >> we were talking about the work that you do at the police departments with kyle that will give a demonstration of some of the stuff that you train dogs to do. this is for police training, important work that these dogs do to protect people to stop or detain suspects. >> it's important. a police dog will be a multiplier. the dog can get into tight situations and dependable means of making sure that the unit is strong. great for s.w.a.t. applications or just having a dog able to be a great partner on the street for the police. >> this isn't something necessarily that everybody would want their dog to do but this is important police work. i want to be sure kyle is doing okay. >> he is protective with the suit. we want to emphasize the control. a lot of times the dog is 100% in on the bite. he can out the door and you see that the dog is really under control. one command system. we believe in that. other than that, you have a liability. it's important to make sure that your dog's training is on point. >> do you training with homeowners as well. 23409 homeowners but nonpolice owners. if you love a dog, do you training obedience to make sure that they get the training that they need. >> the people are trained as well as the dog. >> exactly. the bulk of our business is pet obedience but we train dogs from all around the world and ship dogs from all around the world for personal protection for families. important that the handlers understand how to operate that dog. there is a lot to know as a is something that someone needs to keep in their mind when they decide they want to get a bird as a pet. kathy is 45 years old. if he were to go to his full life expectancy we're probably talking 60 to 80 years. a nice long time ahead of him. max who is in the cage is 22 years old. probably had another 10 or 15 ahead of him. there's a lot of life changes and financial changes that could happen during that life span and we want to think that the person who initially decides that they are right for being a bird owner, a bird guardian can anticipate all of those events and plan for them and be there for the bird for their entire lifetime. >> one of the other things we talked about was that you said that a bird could be at home with dog or a cat in that home just because you have a dog or cat doesn't mean you can't also add a bird. >> exactly. we've had many people with dogs, cats, chinchillas, snakes and birds. as well as other people. children in that. >> we had experience with missing is recuperating this morning. >> a lucky woman. she managed to stay alive with the help of her loyal dog. >> set her down. on three. one, two, three. >> search crews rescued bethnee haury yesterday morning in a heavily wooded area. she and her dog were found alive in a 200-foot deep ravine about a third of a mile off skyline boulevard in the woodside area. she was cold, typed and dehydrated wearing only a t- shirt and yoga pants. >> there was so many things that could have gone wrong. the weather. her health. the terrain. and there were so many things that could have gone wrong but they didn't. >> were given water and food. her husband reported her missing thursday evening when she failed to return from a hike. she is insulin competent, suffers from a mild case of dementia and did not have her medication. 230 people, 50 different agencies were looking for her. oakland police are investigating the city's 13th and 14th homicides of the year. first at 7:20 last night a man was gunned down at dashwood avenue in east oakland. the east bay times reports police believe the victim may have been meeting someone when he was killed. the second homicide the victim sitting in a car when he was shot. he later died after being rushed to the nearby childrens hospital where he died. someone had fired into a four- door black car. backside window was shot out. the victim was driven to the emergency room at ucsf children's hospital oakland where he was pronounced dead a short time later. authorities do say he was an adult. no one has been arrested in either case. san francisco police are looking for more information in a deadly shooting there of a young man this weekend. around 1:30 yesterday morning police were called about reports of gunfire near the area of grand avenue and green street. officers found a 22-year-old man in the street shot several times. he died at the scene. so far no arrests have been made in that case. crews in belmont are looking into the cause of a water main break. happened just before 9:00 last night. belmont police tweeted some people were without water but didn't say when it would be restored. so far there's no exact time as to when the water main will be repaired. lawmakers in washington expected to vote soon on a white house-backed bill to repeal and replace obamacare. but the plan continues to get a lot of criticism from both parties. the respect mike pence campaigning over the weekend for the bill in kentucky. mr. pence getting a big round of applause at a distribution plant. this is in louisville yesterday. pence said the bill would provide healthcare for all and will be a welcome replacement for obamacare which he called a nightmare. >> virtually every promise of obamacare has been broken. we do the jewelry and the alterations. sometimes that can be ab issue if you get a dress that doesn't fit you. >> absolutely. >> what have been some of the most memorable reactions you've with had? >> the best reactions are when moms cry. it sounds bad, but it's really great. they want their daughters to have that wonderful experience. because it's tough nowadays everything is expensive. people need the help that they wouldn't be able to offer their daughters this amazing experience or these wonderful dresses that are upwards of $900. they get the dresses and they love them. >> these are some of the dresses. these were all donated? >> yeah. these are all donated. i have two really big donors. the others are just donated from every day people because these dresses are literally only worn once. then they just collect dust. >> you feel bad the pressure that can be on prom the amount of money that's spent. some dresses upwards of $900. >> or more. >> oh my goodness. >> who can benefit from this. do you have them come to you? or do you pull from a certain source? >> i always go to the schools and ask them to refer the girls who they know are in need. there's programs that are for families in that situation. i always go there. anybody that needs it they can give me a call. i'll set them up with appointment. >> have you seen anything change? in terms of -- in terms of the recipients or the reactions? has anything changed in the time you've been doing it? >> not really. >> it sounds like you've -- >> we started out with like 19 girls and we're hopefully going to woman accused of slamming her suv into the county jail. sheriff's investigators have identified the woman as 32-year- old latash a marie dora. the crash yesterday morning shattered glass windows at the jail. a press release first announced she would be evaluated for driving under the influence. a sergeant later told the sacramento bee newspaper there was no indication she was drunk. of any injuries. dora is now booked into the same jail she's accused of ramming into. she's being held on $10,000 bail on charges of felony vandalism and destruction of a jail facility. all visits to
