The fog is obviously a factor along the coast and the bay. The main storm track has been focused up to the north of the bay area finally as you can see right now. But we do have fog trying to regroup at the coastline and up in santa rosa and napa, visibilities down to a quarter and half a mile. Right now were looking at the current numbers. Oakland 52. Fremont 47. And san jose reporting 50 degrees. We get a chance to dry out. Were celebrating that. The storm track being pushed up to the north for several days. It will continue for today, friday, right into the weekend and into monday of next week. So here is the plan for today. Partly cloudy skies. Still areas of fog this morning. Low 60s all the way to the low 70s for afternoon highs by about 3 00, 4 00. Looking pretty good out there. These numbers about the same as yesterday. Traffic is a 34 minute drive between the carquinez bridge and the macarthur maze. No major problems at the bay bridge toll plaza. It continues to look good driving into San Francisco, once you make it on the bridge. You will be waiting 20 minutes to get on the bridge. That is the toll plaza bridge. Once on the bridge, it looks all right. This is a look at highway 4. Getting over to concord and 680 is slow after 242 down into walnut creek. And we also see heavy traffic southbound and northbound. Northbound 880 coming up to union city is slow because of earlier problems. Southbound slow all the way down to fremont. At 7 03, lets go back to the desk. New from overnight, a neighborhood in pittsburg is drying out this morning after a water main break caused massive amounts of water to flood homes and streets. Christien kafton is at the scene as repair crews worked all night long to patch up the broken line and stop the water from gushing. Reporter yes. Good news for residents in pittsburg. The temporary patches in place worked temporarily. Theyre waiting for a daytime crew to arrive and work on a more permanent fix. The bad news, the damage has already been done. We have video that we shot before we arrived on scene shortly before 5 00 this morning. You can see a giant hole in the ground where crews were working to patch the broken water main underground. It gave way around 10 00 last night near tenth and Black Diamond street here in pittsburg. Were told that we are right next to old riverside high school, if that helps pinpoint our location a little more. The water was dumping out for more than an hour. Four homes and two nearby apartment complexes had some level of water damage. Neighbors say now that the road has been at least temporarily repaired, they will need to clean up and see what can be salvaged. It is pretty big. I mean, our backyard is completely flooded. Both cars are done. The cadillac is done. Like everything that my dad worked for is gone right now. Because it all flooded. Reporter so coming back to our live picture, you can guess a sense of how much work has to be done. Neighbors trying to find what can be salvaged. I talked with crews earlier this morning and they say this is a cold asphalt patch. This is a temporary patch just so the people who live here can drive around it. There are cones around it. It will allow the people in the home to get out, get to work, get to school, that kind of thick. Theyre expecting another crew to arrive this morning to work an a more permanent fix to get this permanently fixed so people can get back to normal. I think the hot asphalt mix relies on dry weather. Happening today, a Public Meeting in san jose to review the citys response to last months flooding. Many people are still angry they didnt receive an Early Warning from the city about potential flooding. 50million in public property was damaged. The meeting is today at city hall at 3 00. They will take Public Comment and review their response and talk about future improvements. Chipotle is reaching out in support of flooding victims today. They will donate 100 of fundraiser sales to the Silicon Valley community foundation. Just mention this when you go to pay for your meal. Were talking about President Trump and the lawmakers in washington. Early this morning, republicans took their first concrete step to repealing the Affordable Care act. After an almost 18hour marathon session, the house ways and Means Committee voted to end the mandate that requires all americans to buy health insurance. As doug luzader reports from capitol hill, the republicans have a long way to go. Reporter thankfully members of congress are not paid overtime. This has been around the clock effort to get this done. And republicans made a major move overnight. There will be no further business for the committee. The committee stands adjourned. On capitol hill this morning that the house ways and Means Committee pushed through the repeal of the least popular provision of obamacare, the legal requirement for all of us to Carry Health Insurance or pay a penalty. Gut obamacare, repeal the taxes and the spending. Then we replace it with conservative republican tax policy that has been long standing. Reporter for all of the confidence of House Speaker paul ryan, this will not be easy. Some republicans are none too pleased with the plan because in their view it per pet utes the idea of a entitlement of health care, shifting the subsidy to a tax credit. The obamacare light plan that is being put forward continues subsidies and obamacare taxes and has a mandate and has insurance bail out money in it. I dont think were on the same page on that. Reporter thats where the white house comes in. President trump is trying to win over conservative members of congress and interest groups. Vice president mike pence heads to capitol hill today to do arm twisting all while democrats are trying to whip up public anger. The head of the department of Homeland Security say the number of people coming across the Mexican Border illegally dropped to its lowest level in five years. John kelly says less than 19,000 people were captured trying to get across the border in february. Thats a 40 drop from the night before. The sacramento beat talked with an immigration lawyer that says the threats against undocumented immigrants also the intense media focus on the story is probably why theres been such a big drop in just one month. After that, it becomes the property of the u. S. Treasury. Uber selfdriving cars are heading back to california. The company hit a snag back in december when it rolled out the Self Driving Car Service in San Francisco without approval from state regulators. Uber moved the automated fleet to arizona. Yesterday the california dmv announced it has granted the company the necessary permits to start operating two self driving suvs on public roads as long as there is a driver behind the wheel at all times. Uber is shutting down what could be called a secret weapon it used against regulators. Now, it was a Technology Feature that identified regulators in cities or countries where they are trying to collect evidence that uber was breaking local taxi laws. The program was a fake version of ubers app that appeared to show the regulators had summoned uber rides but the rides never arrived. It warns that it could take time to block the program completely. More money if you want a career and a job that pays well, the answer may be in health care. Physicians are paid a base salary of 187,000. Thats one of the highest base salaries in the country. But you dont have to be a doctor. The report also says pharmacy managers are paid the second highest at 150,000 per year to start. Number three on the list is Patent Attorneys at almost 140,000. San Francisco Police are asking for the public help to find two robbery suspects who grabbed a baby girl and held her mother at gun point. It happened at florida and 18th street. The mother who does not want to be identified says she was pulling into her parking spot when two men approached her. The security gates on the garage were not working that day but surveillance cameras show these two suspects walking into the garage. She says the man with the ponytail held ear at gun point while the one with the hoodie yanked her 1yearold out of the car seat if the back of the car. The one with the gun said we take your baby and your car. I said im not leaving without my baby. They wouldnt let us go. And then all of a sudden, we got pushed to the side. The second guy without the gun grabbed my backpack and told the other one lets go. This mother told our own amber lee she thinks a neighbor scared off the two robbers. They got away with her backpack that had 300 cash in it. The woman says she and her daughter were not seriously hurt but are hoping that someone can help identify these two men caught on surveillance camera and they can be taken into custody so they dont hurt anyone else. A south bay Church Pastor who was a youth mentor is in jail charged with stalking and annoying at least four underaged girls. 35yearold sanhi of cupertino was arrested yesterday. A 14yearold girl said he repeatedly approached her. The girl says that he followed her home more than a dozen times. Investigators say when they searched his home, they found collages of underaged victims, a personalized license plate for one girl and stuffed animals. At least 19 other minors may be victims. He is connected to several south bay churches where he volunteered as a youth mentor or pastor. Right now hes in jail in santa clara county. An australian man has been charged with committing more than 900 child sex offenses after being accused of pretending to be pop star justin bieber. Police say the man posing as bieber looked for online photographs from children going back a decade. It included dozens of bieber fans in the United States as well as australia and britain. The suspect is a 42yearold law professor from australia. He used facebook and skype to impersonate justin bieber. Police searched his social media messaging accounts after receiving tips. An expert says it is surprisingly to build a fake profile of somebody elses identity. I think the parents the advice i would give is have the conversation with your children, make them aware of the fact that not everybody is who they say online. And to Keep Technology in the open. Police havent said just how many children have become victims. The suspect has yet to enter a plea. 7 27. It is a story we reported last week. Most of the slowdown is between capital expressway and mountain view. There will be spots where it picks up but it will be slow. Were also looking at 280 now slow driving out of downtown. It stays that way to cupertino. By the way highway 85 is also into the action here. Slow from 87 all the way up to cupertino as well. This is the time yesterday somebody asked me what time it really starts to pick up in the south bay or getting slower is what he meant to say. Thats just after 7 00. 880 is also slow. Crowded from hayward to fremont. Dumbarton bridge is slow. We have slow traffic from dublin down to barnel road where theyre clearing a crash. The bart board of directors will debate raising bart fares by 25 cents. Allie rasmus is at the bart station and riders you talked to say they are frustrated with bart right now. Good morning. Reporter good morning. Were at the Macarthur Bart station in oakland. One of the busiest stations in the bart system. You see a lot of folks out here this morning. People are split. On the one hand, bart riders are frustrated with the Transit Agency according to barts own survey of riders this year. Satisfaction is at a 20 low. Raiding fares may not go over well with a lot of people. They understand that bart runs a complicated system and theyre okay paying a little morgan hill it. Even though trains are packed during commute hours, ridership during off hours is down. They expect to have a 25 to 35 million gap in the budget. The board will hear about suggestions to close the gap. They include increasing the minimum fair to 2. 25. Reducing discounts for seniors and youth riders and disabled riders and adding a surcharge for people who use paper tickets as opposed to the clipper card. All of this will bring in 10 to 20 million. Other options to cut costs include starting service at 5 00 a. M. Instead of 4 00 a. M. And possibly reducing service on the richmond and fremont line. We asked riders what they thought about the possibility of a fare increase. I dont have a problem with it. If we need it, if it will help us out to get us where we need to go, so be it. Hopefully its not extremely higgler it seems like they do it every year which might be necessary for maintenance and things like that, but i think it passed that bond. Is that right . Theres questions there. Reporter and voters did approve a 3 and a half Million Dollars bond measure back in november that. Is supposed to be used for infrastructure projects. We reached out to barts governing board to ask them more questions about exactly what is the cause of this budget gap that theyre expecting to have in the next year and how come they cant use any of the bond infrastructure money. Questions like that, clarifications ahead of this meeting that is expected to start at 9 00. So hopefully we will be hearing from someone before then. Back to you guys. Almost 18,000 people signed up for the bart perks program. It was tested between last august and february. That was almost double the number that bart officials were hoping for. Bart says about 10 of the Program Participants actually changed their patterns. They either rode bart before or after the peak morning commute hours. The time is 7 38. We will move to our continuing coverage of the man accused of killing sierra lamar. Legal experts say the case is now in a technical part of the trial. Attorneys on both sides are clashing over dna evidence. The defense accuses authorities of mishandling or contaminating key pieces of evidence. Legal analysts say some of the jurors are having trouble focusing on some of the arguments over the forensic evidence that is being debated between prosecutors and defense attorneys. A fourth person has now died from a fiery crash in Southern California. Almost two weeks of a plane heading to san jose. 46yearold stacy pierce of san jose, a mother of four, died tuesday after suffering third degree burns over 80 of her body. She and four other people were on the plane that crashed shortly after takeoff. Also killed in the crash, her stepfather who was killed in the crash and his wife and a family friend. The family friend is the only survivor. We have an update on a homeless camp in San Francisco that has frustrated local Business Owners. They accuse the city of dragging its feet, not doing enough to protect the area. Last sunday the Public Works Department and their employees came out, cleared the streets. One Business Owner says the city didnt really solve the problem. All those tents, they didnt go anywhere. They werent placed anywhere. They just moved and spilled over into the neighboring streets. And new garbage piles popped up a block away. They include a lot of used needles out there. One homeless person accused the city of playing Musical Chairs with them. The coalition of 80 businesses is working with the city to try to find shelter for the homeless. Across the country and around the world, tens of thousands of women marked internation womens day. One of the biggest events was the march in oakland. 600 people held the rally and marched to the Sheriffs Office near lake merritt. The crowd was loud but peaceful. They had a variety of issues that they wanted to address that included wage equality, abortion rights and ending sexual harassment. They agreed that women must Work Together for change. I think that theres a lot more activism now. I think that a lot of trumps agenda is very contrary to what people think is best for the planet. I think its really important and people who were not civically engaged before like myself need to be out there. There were also marches and rallies in San Francisco and san jose. One man was arrested for getting into a dispute during a march in oakland. The time is 7 41. One east Bay Community is really cleaning up. Water rushed through the neighborhood overnight. Berkeley Police Arrested ten people at the scene but they couldnt safely arrest the people in these photos. Thats why they have released the photos and theyre highlighting in red the people theyre looking for. If you recognize any of the suspects, Berkeley Police want to hear from you. A major marin county road sir Francis Drake boulevard reopened this morning after we showed you yesterday part of it was closed because of a mudslide. This section of sir Francis Drake is about half mile west of fairfax. The slide toppled trees and left tons of debris on the road. And pushed a 16 ton cement barrier 12 feet on to the road. Heavy machinery was brought in to knock down an overhang from the landslide to keep it from falling on to passing cars. It was the third mudslide in the same area in the last few weeks. The mayor of las vegas doesnt see eye to eye with raiders on a stadium plan in las vegas. The owner mark davis reportedly prefers two sites near the vegas strip. However the mayor of las vegas, caroline good man wants it downtown. She thinks the most effective piece of land is near city hall and near other hotels. They agreed to ray lope deal that was needed to help finance and build the stadium. Raiders executives are expected to talk about the new developments today at a Las Vegas Stadium Board Meeting. You probably have noticed if you live close to the coastline the fog regrouping near the coast and dense fog pushing back into the bay at last check. Across the bay, south 880 is slow from hayward all the way down to deep fremont there, if you will. And slow traffic across the dumbarton and the san mateo bridge. And slow traffic also on highway 4 still. I was scienced of hoping that traffic on highway 4 would be gone by now. Its not. Looking at the south bay, all of the freeways are jammed into the west valley. At 8 03, lets go back to the desk. Thank you, sal. Crews patched up a broken water main in pittsburg. Water poured out for more than an hour and flooded out nearby homes and apartment complexes. Christien kafton report snooze take a look over here. You can see the temporary patch is in place right now. Thats the good news. The good news is that the Water Service has been restored for everyone in the area. The bad news, the damage has already been done. First responders were here overnight. First priority, making sure that everybody was okay. The water was up two feet and several yards. We had the people basically secure them in place in their apartments and houses. That was the safest place for them. Reporter when we arrived this morning, there was a massive hole in the ground and crews were working to fill it. Water started pouring out of the broken main near 10 00 last night. We are next to old riverside high school, if that helps pinpoint the location. Water was dumping for more than an hour. At least four homes and two nearby apartment complexes had some water damage. Neighbors say now that the road has been repaired and the water main has been repaired, they will need to clean up and see what can be salvaged. It is pretty big. I mean, our backyard is patio completely flooded. Both cars are done. The cadillac is done. Everything that my dad worked for is gone right now. Because its all flooded. Reporter as we mentioned before n is just a temporary fix. We are waiting for a crew to arrive today to lay another layer of hot asphalt down. That will be a more permanent fix. Many residents are still angry they did not receive an earlier warning about the potential flooding. The city hall meeting starts at 3 00. They will take Public Comments and review the responses. Restaurant chain chipotle is reaching out in support of flood victims today. All chipotle restaurants in san jose will donate 100 of sales to the fundraiser. Just mechanics the fundraiser when you go to pay for your meal. Federal Scientists Say california is having its wettest year in the 122 years that they have kept records. This map on the left shows drought conditions. The left shows no part in the state is in exceptional or extreme drought which would be indicated by dark red and red. Now, the map on the right tells a different story and shows 99 of our state was in those conditions in february of last year. The white on the new map on the left shows that 62 of our state is not in a drought at all. Last year only part of dell north county in the far North Western part of the state was given that rating. Infrastructure gets a d plus according to a report of American Society of civil engineers. The report looks at 16 areas including schools, roadways, bridges, and ports. The current grade of d plus is the same grade given the last time that the report was done back in 2013. One area that showed some improvement were railroads, which improved from a grade of c plus to a c. The area with the worst performance was Public Transit. With the group saying there was simply not enough investments being made in Public Transit systems across the country. Earlier this morning, republicans took their first concrete step to repealing the Affordable Care act. The man with the ponytail held ear had the gun point and the one with the hoodie yanked her daughter out of the car seat in the back of the vehicle. The one with the gun said we take your baby and your car. I said im not leaving without my baby. They wouldnt let us go. And all of a sudden we got pushed to the side. The second guy without the gun grabbed my backpack and told the other one lets go. She talked with ktvus amber lee exclusive and says she thinks a neighbor came into the garage and scared off the two robbers. They got away with her backpack that had about 300 of cash in it. The woman says she and her daughter were not seriously hurt and hoping that someone can identify the two men so they dont harm anyone else. A south bay Church Pastor who was also a youth mentor is in jail this morning charging with stalking and annoying at least four underaged girls. He was arrested yesterday after a 14yearold girl said he repeatedly approached her. He followed her home more than a dozen times. Investigators say when they searched his home, they fount collages of underaged victims, a stuffed animal and other items. Investigators say at least 19 other minors may be victims. He is connected to a number of south bay churches where he volunteered as a youth mentor or pastor. He is currently in jail in santa clara county. All right. It appears to be a later one. 280 and 101 are still slow. 101, we have the spot here where its not bad. But for the most part under the speed limit from the capital expressway up to mountain view, with a couple of breaks in between. This is a look at 280. We also had clearing up in san jose. I dont want to mislead you. Weve had slow traffic approaching highway 17 and stays that way into cupertino. On the peninsula, we have an accident northbound 101 that cleared from the lanes in south city. But the traffic is very slow on northbound 101 out of milbrae through san bruno. Look at southbound 280 getting into the act with slow traffic from the mall. This east bay commute is very slow, especially the san mateo bridge. Ill take a look at that in a moment. We talked about the south bay being full. I want to bring back the san mateo bring. Look at all of the fog on the bridge and the traffic is very slow. If you can even see it. Getting over to the highrise, it gets better once you get there. It is completely different weather picture here at the bay bridge. It is 20 minute delay in clear weather. 8 32. The trannity agency says the weekend ridership has declined. They also say that sales tax revenue from fuel prices is down. That is part of the reason that they say they have this 25 to 35 million budget shortfall for the next fiscal year. So barts governing Board Meeting today to discuss the possibility of raising fares about 25 cents to in part close that gap. If it became a reality, it would increase the fare from 1. 25. Other options for raising revenue is reducing discounts for seniors and youth riders. Reducing discounts for disabled riders. And a surcharge for using paper tickets. All of that together will bring bart an additional 10 to 20 million. Riders we spoke to this morning are mixed about whether increasing faresis a good idea. It will price me right out. Soon ill go back to driving. It is costing too much. Parking. The parking went up. Since i started. 2 more a day for parking. It keeps going up and up and up. I understand that they need the funds, but it is getting harder and harder to pay for it. In all honesty, they probably need to do it. I know riders dont want to see the increases, but running an operation of this complexity, my guess is they need the revenue. Youre okay with that. Im okay with it. Reporter now, other options bart is considering to cut costs include starting service at 5 00 a. M. Instead of 4 00 a. M. , reducing service on the Richmond Fremont line, and placing wraparound adds on some of the trains. They estimate that could bring in 2 to 10 million in revenue. Now, voters approved a 3 and a half Million Dollars bond measure for bart back in november. But bart representatives say legally that money can only be used on infrastructure repair and improvement not the general operating budget. As for the operating costs, bart says that labor is their biggest expense. Ask they say that is not uncommon. That is typical for transit agencies across the bay and across the country. But we reached out to several bart directors this morning to get additional comment. We havent heard back from them. The meeting starts at 9 00 a. M. No vote will be taken. This is just a preliminary discussion that theyre going to have about what to do about this projected budget shortfall. Back to you. We would love to hear from the directors on the board. One man had to be taken to the hospital. The chp says around 6 15 last night, a group of about 15 dirt bikes and atvs were doing stunts and wheelies along southbound 101 in San Francisco. Someone in the group hit a toyota near the cesar chavez exit. The driver then confronted the bikers and thats when the fight broke out. The driver was beaten and the bikers rode off. The chp says there instances like this, drivers should call 911 instead of confronting bikers or other drivers. Definitely do not try to confront the motorcycles. Do not try to get out. Again, this is something that can happen. Not only that but youre on a busy freeway. You never know who is coming behind you. So the best thing to do, again, you know, call it in, report it. We have units in the area. And we will respond. The drivers injuries are not considered life threatening. The dirt bikes and atvs did not have license plates but they do know the descriptions of some of those riders. A fourth person has now died from a fiery crash in Southern California almost two weeks ago of a plane headed to san jose. 46yearold stacy pierce of san jose, a mother of four, died tuesday after suffering third degree burns over 90 of her body. Pierce and four other people were on a small plane that crashed into houses in riverside, shortly after takeoff. Also killed in the crash her stepfather who was the pilot and his wife and day family friend. That friends mother is now the only survivor. To the east bay now in berkeley where police are asking for help in identifying several people involved in fights during saturdays rally. The clashes broke out between groups demonstrating for and against donald trump. Investigators say the fights typically lasted just a few seconds and took place in the middle of i acrowd. Berkeley Police Arrested ten people at the scene but they couldnt safely arrest the people seen in these photos. Thats why theyre releasing them and highlighting the people in red. If you recognize any of the suspects, Berkeley Police want to hear from you. Across the country and around the world, tens of thousands of women marked International Womens day with parades, concerts, rallies and marches yesterday. One of the biggest in the bay area was the march in oakland. Police say about 600 women held a rally at the plaza and then marched to the Sheriffs Office near lake merritt. The crowd was loud but peaceful and had a variety of issues they wanted to address. They included wage equality, abortion rights and ending sexual harassment. They agreed that women must Work Together for change. I think that theres a lot more activism now. I think that a lot of trumps agenda is very contrary to what people think is best for the planet. I think it is really important. And people who were not civically engaged before, like myself, need to be out here. There were also rallies and marches in san jose and San Francisco. Overall, police say the events were peaceful. But one man was arrested for getting into a dispute with another man during the march in oakland. Wikileaks will help with Tech Companies to dispense products against the cia hacking. Some companies have asked for more details about the cia cyber spying methods revealed in documents published by wikileaks earlier this week. He said that wikileaks has decided to work with the Tech Companies to give them access to some of the Technical Details so they can, quote, fix vulnerabilities in their products. In the 9,000 documents released by wikileaks, the cia reportedly outlines methods for hacking into computers, mobile phones and even smart tv nots. The federal Communications Commission is investigating a major outage that prevented at t wireless customers from calling 911. I want to show you a map from down detector. It shows the outage that started at 6 00 last night. Parts of Northern California into texas, florida, and then up in new york were some of the areas affected by this. At t wireless sent a tweet, this tweet about 90 minutes later saying the problem was fixed. The phone company did not say what caused the disruption. But, again, it is investigating some at t wireless customers went on social media complaining about the outage saying the only way to reach 911 was to call the regular phone numbers of the local authorities. We have the low clouds and fog near the coast and parts of the bay. The main storm track is focused up to portland and the pacific northwest. Thats where we do have the clouds and the rainfall pushing up to that possession of the country. For us, we just have this, a few high clouds. You probably noticed the low clouds near the shoreline. We have clear pockets closer to ocean beach. But some patches floating around the bay. Locally dense. With that, it will impact your visibility in the short term. Still some areas of fog out there kind of floating around the bay. Out toward the bay bridge as well. A northerly wind is setting up or a calm wind. Winds at 5 to 6 miles per hour. A busy marin county roadway sir Francis Drake boulevard reopened this morning after a section was closed yesterday because of a mudslide. The area of sir Francis Drake that was shut down is located just half a mile west of fairfax towards wood acre. It toppled trees and left debris on the boulevard and pushed a 16 ton cement barrier 12 feet on to the roadway. Heavy machinery was brought in to knock down an overhang from the landslide to keep it from falling down on to passing vehicles. This was the third mudslide in the same area in the last few weeks. Canadian Officials Say the tap water in the town of ottawa is safe even though it looks strange. You will see the water is pink. The irs is seeing a big drop in the number of identity cases linked to tax returns. They have struggled with criminals stealing Social Security numbers and birth dates and using that information to file for other peoples tax refunds. Last year there were 376,000 such cases reported.
