>> hasn't been too bad. slow traffic out there to be sure. we're starting off with the bay bridge. people want to know is it the same? it is, 15-20-minute delays. no major problems as you get on the bridge. traffic continues to look good. san mateo bridge hasn't been that great. we had an earlier stalled vehicle, not that serious. they did get it out of the way. the chain reaction slow traffic has been there. you can see how slow it is looking at this picture. i can also put it on a map for you. doesn't get better until you reach foster city. once you get there the peninsula traffic isn't bad. as a matter of fact, traffic here is looking pretty much okay on 1016789 i want to mention the south bay commute where 280 and 101 are all going to be slow. we have an accident northbound lawrence expressway at homestead. that's blocking one of the lanes so that might be a bit slower for you as you head north. 7:02 let's go back to the desk. in two hours from now the oakland police department will officially get a new police chief. allie rasmus live in oakland at city hall where ann kirkpatrick will be sworn in. >> yes, 9:00 is when the swearing in ceremony will begin. >> reporter: she was introduced at a news conference a month ago. she talked about how she sees herself as an outsider who is going to steer the department away from past problems. speaking of problems, the department was in the spotlight after a sex scandal involving a teenager sex worker and several police officers and opd has been under federal oversight since 2003 because of the rioters police misconduct case years ago. meeting the requirements to have it lifted is something that the department's previous police chief has not been able to do. she will become the first female police chief of the city. here's what she had to say about her new job. >> i am more interested in trans mags. transformation. that's the change of thinking and the cultural change. >> the oakland police officer's union backs her as the new chief. civil rights attorney say they are hopeful that she will lead the department in a new direction. . >> she has been the chief at three departments. all of which suggests she knows how to make tough decisions and apparently not afraid to ruffle the feathers of other police officers. >> now, this is the 8th police department she's worked for in her long career. she was chief in spokane, washington and has signed a two year contract with opd and will make $270,000 which will make her the most -- highest paid chief in oakland police department history. this brings us to our question of the day, what do you think should be the first priority for the new police chief? let us know what you think and post a comment to the ktvu facebook page. we'll have more on her swearing in throughout the morning. we're also going to live stream the ceremony at our website. a new news conference is scheduled for today in san francisco in connection with the death of the young man killed by two police officers two years ago. public officials and community members will ask the da to bring the case to court. back in february of 2015 when police say he lunged at officers with a knife. two oup reports show he was shot in the back. today's news conference will be held at the steps of the hall of justice. a broken water line and big mudslide have shut down a road used by hundreds of people in a rural part of contra costa county. earlier christian captain was on the livermore side and now he's going to the stretch of the road residents wouldn't normally use. how long does it take to go from one side to the other. >> dave, in case you couldn't tell, we are still on route now heading as we go. this is the route that folks are trying to get from livermore to clayton might very well take. if they could take morgan territory road, that should take 30 minutes. it's clocking in at 40 minutes and we're not there yet. our gps is telling us we have another 20 minutes. so at this point still not in clayton. the slide is taking out water lines meaning nearby ranches and homes in the area are operating without water, trying to get enough water for homes and horses. neighbors say the problem is only getting worse with no signs of stopping any time soon. contra costa can't fix the road because the road is still sliding. we talked to drivers who say one of the major concerns is services. they have to take the long way around possibly adding 20-30 minutes to their response time. >> i really worry about safety of older people there. if they can't get out and emergency vehicles can't get in, it's a big problem. >> you're just going to take 2- 6 months to fix. >> that's what they're saying. i think they should get in there and work around the clock. . >> for a while power was knocked out in the area as well but pg&e has managed to get back in and restore power. you can see we're coming up on 41 minutes. again, still not there yet. we will time our progress when we arrive atmore began territory road in clayton. we'll stop our timer and give you a sense of how long the reroute will take. again, neighbors are concerned that this is something that they might have to live with for months. . time is now 7:08. this morning all but three flooded out homes in san jose have been cleared now for mandatory evacuations after last week's flooding. building inspectors went through the properties in the rock sprngs and williams street park neighborhoods. state inspectors let residents go back to the mobile home parks. while most were cleared three are still not safe to live in. city workers will now add up the damage. we're continuing with the damage assessment process and are required to put in our numbers and on mondays for disaster relief, that starts the process and we have been working fast and furious to get the numbers together. . improvements are needed before residents can move back in. they can go home to start making repairs. the assistant center will be open between 8:00 a.m. and 6:00 p.m. every day this week for people who need extra help. the center is at the veet meez yeet na meez american center -- -- vietnamese. people lining up for passports all around the state including in the bay area. remember the no contest ya nokia phones? quickly. we're starting off with the south bay. northbound 280 is the first stop. traffic is busy on 280 getting up to highway 17 and 101 and 280 have also been slow. northbound 280 at the lawrence expressway, we had an earlier crash. i'm trying to double check the status of it here. you can see it's definitely affecting traffic. it was five vehicles but no injuries and all lanes are open. however, when you have five cars pulled over people tend to slow down and look around. it's affected the commute. let's look at the other south bay freeways. you saw 280 was slow. 101 and 85 are also slow trying to get into the silicon valley. traffic is busy on the peninsula as well. san mateo and belmont and redwood city and men low park. san mateo and dunbar looking okay. at the bay bridge toll plaza traffic is backed up. 7:32 back to the desk. passport centers have been packed lately because of big concerns about president trump's increased immigration enforcement. alex savage is at a san jose post office and people are lining up early. good morning, alex. >> reporter: good morning, a lot of these passport centers have been overwhelmed lately by the big crowds they have seen. we're here at this post office in san jose and a lot of people that you see behind us here inside the waiting area have been here waiting since early this morning. their here to get a new passport or renew an existing one. we understand this is response to president trump's immigration crack down with federal agents enforcing immigration laws and bans from seven mostly muslim majority countries. i talked to a man near the front of the line. he says he needs to renew his passport for a trip to mexico soon. he says this is not the first time he's tried to come get his passport. >> it was my fourth time here. . >> really? >> fourth time here. every time i came earlier but not until -- the people in front of the line have been here since 2:00 and i thought i have to get my passport. >> reporter: there's been similar scenes at other passport offices across the bay area. reports of it across the country as well. bringing you back out here to a live picture, you can see how overwhelmed they here. the sign says we can only accommodate a max of 30 passport applicants pr day. that's why a lot of people are getting turned away and more people deciding to show up earlier and earlier. they got here very early this morning. this office doesn't open until 9:00 this morning. >> okay alex sa van in san jose. >> members are mourning after their coach was fatally stabbed monday morning. the 36-year old was working as a security guard when he was stabbed outside the bar during a confrontation. a man who tried to get in with a fake id was turned away and he came back with a knife and stabbed him stationed at the door. 0. >> last night his family and friends and members of the east ridge little league held a vigil for him. the family says he didn't have biological children but the young players were like his children. he started coaching them at the age of 18 and served as the board president. >> such a good person gone. he's going to be truly missed by everyone and all the people that he has taught and touched the community who is very involved. so far no arrests have been made. a gofundme panl has been set up to pay for his funeral. three teenagers in napa lived to tell how they survived after escaping from their car. the crash into the napa river happened 1:00 in the morning in the area of river park boulevard. police say the 15-year old driver went through a dead end barrier into the river. the three teenagers escaped through a smashed window and only suffered minor injuries. the investigation continues but so far no charges have been filed. this morning we expect to hear from the department of water resources as it begins the process of slowing the release of water from the oroville reservoir. the department is using this so workers can remove debris at the base of the dam. at this hour crews have started gradually reducing outflow from the dam. water has been pouring to lower the water level in the reservoir. the department has plans to have out flow completely stopped by this afternoon. new this morning, fire at an apartment complex forced 31 people to evacuate their homes. it started at the tiki garden apartments. firefighters say seven people in the unit where the fire started had to be rescued. no one was hurt. firefighters were able to keep the firefighters from spreading. the gas in the building were affected. the cause of the fire is still under investigation. our time now 7:37. lawmakers go back to washington this week as president trump prepares to deliver his first address to a joint session of congress and he's energized in their resistance to president trump. national at least their focus is on the 2018 midterm elections. in the meantime, the father of a u.s. navy sale killed in yemne during a raid is demanding the trump administration investigate circumstances surrounding his son's death. chief special warfare officer was killed last month during an anti terrorism raid on a suspected al qaeda on the san mateo bridge is better than it was. an earlier stalled vehicle is gone. when you get to highway 101 quite a bit of slow traffic here in san mateo and redwood city area, belmont, this whole stretch. 280 is slow down past crystal springs but breaks free after that for the drive past highway 92. i would still say 280 is the best bet overall. let's bring steve in. thick fog near roanoke as you can imagine, you can see on the shore there, people are gathered around and rescue teams are there. this is the situation in colorado. a small plane has just crashed into a reservoir. two people taken out of the plane. we don't know their conditions or what caused the plane to go down. we'll keep an eye on it. police in santa rosa investigating a double homicide. the victims are a 57-year old man and his daughter-in-law. his body was found saturday morning on valley center drive. two hours later police found the 37-year old's body in a house on the west side of town. a day earlier police arrested dale carlson's son, the 32-year old on unrelated drug charges. police are still trying to figure out if he may be linked to the homicides. 21 people in a new orleans hospital after a suspected drunk driver plowed into a crowd at a mardi gras parade saturday night. here's the driver. the 25-year old, his car hit two cars before his pick up truck ran into the crowd. witnesses say people scattered and the scene was chaotic. . >> i saw the entire thing happen. if i had walked two steps forward it would have been me run over. >> 32 people were hurt. police say that he had a blood alcohol level of almost three times the legal limit. he's been charged with several counts including hit-and-run. investigators say there may be more charges. police say so far there's no suspected link to terrorism in the crash. police in south san francisco are using man's best friend to help sniff out suspicious activity part of a new crime awareness program where people and their dogs are watching out for their neighbors. the program is called citizen canine corp. designed for people out walking their dogs. if they see anything suspicious they report it to the police. more than 60 people in south san francisco have gone through special training for this program. >> we just want them to be good witnesses and try and get as much information as to what's going on and what direction they went. we don't want them intervening at all. >> it's fantastic. i often walk early in the morning and late at night. i'm always on the look out anyway. so knowing that there's a program is an excellent idea. >> another dog owner we talked to says dogs have that extra scent that people don't have. when a dog stops and pauses that tells the owner something is going on. time is to the maps first. southbound 280 right before highway one and just a few just a bit away, there's a crash southbound 280 traffic backed up from john daly. going the other way, northbound 280 traffic is slow. right before ocean and geneva, that crash is clearing out of the way. traffic is slow and also slow after that heading over to 101. let's look at 101 you can see it's slow coming around the cesar cha vez area. the traffic here in san francisco is slow. let's go to the bay bridge toll plaza. you can see traffic is moving along slowly. getting word of a crash westbound 24 at broadway coming away from the tunnel so that means when you get out and start heading down the hill into oakland, you're seeing slow traffic getting down. more information on that coming up. the morning commute in san jose is slow both directions. 280 an earlier accident up near the lawrence expressway. the damage is done. 8:03 back to the desk. the city of oakland just about an hour away from swearing in the new police chief. the department has been without a permanent chief for seven months. allie rasmus live in oakland now with what the new chief hopes to accomplish. reducing crime in oakland is a top pry inhibitorty for her and she wants to continue the community policing programs oakland has done over the years. there's a lot of challenges ahead for the incoming police chief. anne kirkpatrick scheduled to be sworn in at ate ceremony happening here at oakland city hall at 9:00. the oakland police department has been under federal oversight since 2003 because of the police misduct case. the department needs to meet certain requirements so there's a lot on her plate as the incoming chief. the department was also in the spotlight after a sex scandal involving a teenager sex worker and several police officers. anne kirkpatrick was a top candidate for the chief job before. back in 2013 this time she got the position and will become the first police chief in history. anne kirkpatrick spoke about the state of affairs at the oakland police department. >> i don't consider it a mess. it's not an opportunity. [ applause ] and it's all about going forward. it's about going from good to great. . >> the oakland police officers union supports anne kirkpatrick as the mayor's choice for the new chief job and civil rights attorneys including john berges are hopeful she will lead the department in the right direction. she was a chief of police in spokane, washington and also intur row of chief for chicago police and has signed a two year contract with the city of oakland in this new job and will make $270,000 which will make her the highest paid police chief in oakland's history. her swearing in ceremony is scheduled to start at 9:00 this morning. back to you guys. this brings us to our question of the day. what do you think is the first priority for the new oakland police chief? >> we have to go through the livermore route and it's a narrow winding road, one lane, very narrow and very few places to pass another car coming in the other direction. we're also going through mud slides that have been existing since the storm started. there's one area that flooded and the water is going over the roadway and ended up being on the other side like a waterfall. so it's ape treacherous road. it took us an hour and 30 minutes to go from one side of the slide to the other yesterday to go into town. >> you said you watched us this morning and you knew we were coming this way. you thought we were coming up morgan territory and you said it's a good idea that we didn't because we're in this heavy truck. there's a likelihood that a heavy vehicle like that might go down i don't think it would go down but it's not for the faint of heart. >> we are faint of heart. i'm not riding in that big truck here. what are you hoping for the next day or so? ? >> we would like to know what's going on and what their plan is as far as getting an alternate route around. if i have to commute every day, it's not going to be pretty. we're hoping we can still walk through the slide area and get our cars on the other side and get to work the normal way but don't know. >> thank you so much for talking with us and giving us insight. you have heard what locals here are having to deal with. the drive she said which should take half an hour or so. it took her an hour and a half and that is just partly what they're dealing with. we're hearing the fix could be months -- 2-6 months is what we have been hearing. we're hoping to get in contact with contra costa officials to get a better time line on that. at this point they said they can't begin work because it's an active slide and they can't start work until it's done. three flooded out homes in san jose have been cleared for mandatory evacuations after last week's extreme flooding. building inspectors went through the properties in the william street park neighborhoods. state inspectors led residents back to their mobile home parks. most were clear, three are still not safe. city workers will now add up the damage. we're continuing with the damage assessment process and are required to put in our numbers and on mondays for disaster relief that starts the process. we have been working fast and furious to get them together. >> more than 1300 units have been yellow tags and improvements are needed before people can move back in. they can return home to make repairs. an assistant center will be open every day this week for people who need additional help. the center is at the american community center in san jose. new this morning, a fire that an apartment complex forced more than 30 people to evacuate their homes. this started before 1:00 on lund avenue. firefighters say seven people in the unit had to be rescued. firefighters kept the flames from spreading but other units did suffer water damage. the cause of the fire is under investigation. time is 8:10. we have seen long lines of passport offices. why so many people are being turned away and the extreme lengths some are willing to go to make sure their passports gets renewed . the academy award -- for best picture --. >> major mix-uptakes center stage at this year's oscars. officials trying to determine what went wrong. the bay area actor what walked away with an oscar. you've got to let it go. i've had it forever. we'll sell it on letgo. hey, i'll take it. it's time to snap, post, chat and sell. it's time to letgo. hey, bud. you need some help? 280 near highway 1 one and the mall, there's a crash and that means southbound 280 is backed up to 19th avenue highway one. northbound 280 because of earlier problems it's been slow from about 19th avenue exit all the way over to highway 101. this whole area has been very slow as we go over to the east bay, westbound 24 coming down to broadway, there's a crash so traffic coming out of the oakland side is slow on 24 getting into the tunnel and highway four westbound coming up on port chicago, there's a crash there. that had the commute on highway four getting better but now it's back to being slow. through all of pittsburgh and concord, getting over to the 242 interchange. let's take a look at the bay bridge toll plaza. you'll see the traffic backed up for 15 minutes before you make congress in mid march. the supreme court today will hear arguments on a case involving sex offenders and their use of social media. this centers around a man convicted of having an inappropriate he used facebook to connect with minors or posted anything obscene. . a medical organization is increasing warnings about teenagers using marijuana. the american academy of pediatrics is explaining people lined up ready to get their new passports and centers like this one have been overwhelmed by huge crowds and long lines here in the bay area and across the country. president trump's immigration crack down with federal agents enforced immigration laws and the trump administration sfil pushing for a travel ban from seven mostly muslim countries around the world. the people we have talked to at the post office aren't motivated by the president's immigration orders. one woman says she needs to renew her passport to visit family in canada. >> this has been a huge hassle. it's very frustrating. >> you got here at what time? i've been here since 5:00. . >> immigration fears may not be the only thing leading to the long lines. the state department says that demands are up because many people's passports are expiring this year. ten years after the u.s. began requiring them for travel to mexico, canada and south america. so a lot of passports possibly are expiring and that's why we may also be seeing more people coming in to renew them. this particular passport office, you can see the sign on the door saying they will only be able to accommodate 30 applicants per day. this office opening up half an hour from now. everyone hoping they will make it in and get their passports processed. a big rush all over the bay area. >> did you think there's more than 30 people in line right now? now? >> my guess is there are about 30 and there's a lot of veterans here folks who have been doing this for the last couple of weeks. they have been back three times. some people people 4 times. they have learned that if you're not bun of the first 30 in line, it's not even worth your while. so if people are beyond the 30 limit, they're probably going to head out. >> viewers should know that now. thank you, alex. president trump expected to sieb a new executive order on immigration this wednesday. the original ban affecting seven muslim majority countries were blocked. the president delayed the latest order to make sure they can withstand legal challenges. despite concerns, state education leaders are asking staunts to apply for financial aid through the california dream act. the deadline to sane up is march 2nd. the assembly voted in favor of a resolution that encourages students to apply before the deadline. 40% fewer applications were received. undocumented immigrants stopped stopped submitting personal information to the government. three teenager in napa are living to tell their story of survival after they were able to escape from their car when it crashed into the napa river. this happened in the area of river park boulevard. police say the 15-year old driver went through a dead end barrier and into the river. police say the three teens were able to escape through a shattered window and they only received minor injuries. this case is under investigation but so far, no charges have been filed. this morning we're expected to hear from the department of water resources as it begins the process of slowing the release of water from the oroville reservoir. the department is doing this so workers can remove debris at the base of the dams main spillway. at this hour crews have started gradually reducing outflow from the dam. water has been pouring from the spillway in order to lower the water level. the water department plans to have outflow completely stopped by this afternoon. members of a south bay little league are mourning after their coach was fatally stabbed early yesterday morning. the 36-year old was working as a security guard when he was stabbed during a confrontation. a man tried to get in with a fake id was turned away. he came back with a knife and stabbed the man stationed at the door. last night his family and friends and members of the east ridge little league held a vigil for him at a baseball field. he didn't have biological children but the young players were like his children they say. he started coaching at the age of 18 and for the past five years served as a board president. >> such a good person gone. he will be truly missed by the people that he has taught and touched this community. he was very, very involved. >> so far no arrests have been made. a gofundme page has been set up to pay for his funeral. authorities looking for leads after a deadly east bay shooting on saturday that happened in antioch at the hill crest avenue off ramp after 9:00 statd night. chp officers arrived and found a blue toyota and the body of a man inside. it's not clear if this shooting is connected to reporter: crime fighting has gone to the dogs but in a good way. south city police have launched a crime awareness program in which people and pooches serve as watchdogs in their neighborhoods. the idea is simple -- residents out on their daily walks know who belongs and who doesn't. >> they're out there more than we are. this is designed for people out wuking the dogs every day paying attention to what's going on around them and reporting suspicious act at this time the citizen canine corp. is not taking a bite out of crime directly. >> we want them to be good witnesses and get as much information to what's going on and what direction the suspect went. we don't want them intervening at all. >> 65 south san francisco residents have undergone training at the police department. other dog lovers support the program. >> i think it's fantastic. i often walk early in the morning and late at night and i'm always on the look out anyway. knowing there's a program is an excellent idea. >> he is associated with the crimes. oj simpson was sentenced to 33 years in prison but he could be released this week. once he's free he could cash in on $3 million worth of nfl retirement benefits. the families of nicole simpson and ron goldman will not get any of the money after a civil court found him libel. a self-driving car that failed to stop at a red lathe in downtown san francisco last year. the problem was with the car's mapping program and not because of human error. the incident was caught on dash cam near the museum of modern art. the car's technology failed to spot not one red light but at least six. leaders with japanese auto parts maker takata are expected to plead guilty today for concealing information about defects in the airbags. takata has agreed to pay a billion dollars >> hasn't been too bad. slow traffic out there to be sure. we're starting off with the bay bridge. people want to know is it the same? it is, 15-20-minute delays. no major problems as you get on the bridge. traffic continues to look good. san mateo bridge hasn't been that great. we had an earlier stalled vehicle, not that serious. they did get it out of the way. the chain reaction slow traffic has been there. you can see how slow it is looking at this picture. i can also put it on a map for you. doesn't get better until you reach foster city. once you get there the peninsula traffic isn't bad. as a matter of fact, traffic here is looking pretty much okay on 1016789 i want to mention the south bay commute where 280 and 101 are all going to be slow. we have an accident northbound lawrence expressway at homestead. that's blocking one of the lanes so that might be a bit slower for you as you head north. 7:02 let's go back to the desk. in two hours from now the oakland police department will officially get a new police chief. allie rasmus live in oakland at city hall where ann kirkpatrick will be sworn in. >> yes, 9:00 is when the swearing in ceremony will begin. >> reporter: she was introduced at a news conference a month ago. she talked about how she sees herself as an outsider who is going to steer the department away from past problems. speaking of problems, the department was in the spotlight after a sex scandal involving a teenager sex worker and several police officers and opd has been under federal oversight since 2003 because of the rioters police misconduct case years ago. meeting the requirements to have it lifted is something that the department's previous police chief has not been able to do. she will become the first female police chief of the city. here's what she had to say about her new job. >> i am more interested in trans mags. transformation. that's the change of thinking and the cultural change. >> the oakland police officer's union backs her as the new chief. civil rights attorney say they are hopeful that she will lead the department in a new direction. . >> she has been the chief at three departments. all of which suggests she knows how to make tough decisions and apparently not afraid to ruffle the feathers of other police officers. >> now, this is the 8th police department she's worked for in her long career. she was chief in spokane, washington and has signed a two year contract with opd and will make $270,000 which will make her the most -- highest paid chief in oakland police department history. this brings us to our question of the day, what do you think should be the first priority for the new police chief? let us know what you think and post a comment to the ktvu facebook page. we'll have more on her swearing in throughout the morning. we're also going to live stream the ceremony at our website. a new news conference is scheduled for today in san francisco in connection with the death of the young man killed by two police officers two years ago. public officials and community members will ask the da to bring the case to court. back in february of 2015 when police say he lunged at officers with a knife. two oup reports show he was shot in the back. today's news conference will be held at the steps of the hall of justice. a broken water line and big mudslide have shut down a road used by hundreds of people in a rural part of contra costa county. earlier christian captain was on the livermore side and now he's going to the stretch of the road residents wouldn't normally use. how long does it take to go from one side to the other. >> dave, in case you couldn't tell, we are still on route now heading as we go. this is the route that folks are trying to get from livermore to clayton might very well take. if they could take morgan territory road, that should take 30 minutes. it's clocking in at 40 minutes and we're not there yet. our gps is telling us we have another 20 minutes. so at this point still not in clayton. the slide is taking out water lines meaning nearby ranches and homes in the area are operating without water, trying to get enough water for homes and horses. neighbors say the problem is only getting worse with no signs of stopping any time soon. contra costa can't fix the road because the road is still sliding. we talked to drivers who say one of the major concerns is services. they have to take the long way around possibly adding 20-30 minutes to their response time. >> i really worry about safety of older people there. if they can't get out and emergency vehicles can't get in, it's a big problem. >> you're just going to take 2- 6 months to fix. >> that's what they're saying. i think they should get in there and work around the clock. . >> for a while power was knocked out in the area as well but pg&e has managed to get back in and restore power. you can see we're coming up on 41 minutes. again, still not there yet. we will time our progress when we arrive atmore began territory road in clayton. we'll stop our timer and give you a sense of how long the reroute will take. again, neighbors are concerned that this is something that they might have to live with for months. . time is now 7:08. this morning all but three flooded out homes in san jose have been cleared now for mandatory evacuations after last week's flooding. building inspectors went through the properties in the rock sprngs and williams street park neighborhoods. state inspectors let residents go back to the mobile home parks. while most were cleared three are still not safe to live in. city workers will now add up the damage. we're continuing with the damage assessment process and are required to put in our numbers and on mondays for disaster relief, that starts the process and we have been working fast and furious to get the numbers together. . improvements are needed before residents can move back in. they can go home to start making repairs. the assistant center will be open between 8:00 a.m. and 6:00 p.m. every day this week for people who need extra help. the center is at the veet meez yeet na meez american center -- -- vietnamese. people lining up for passports all around the state including in the bay area. remember the no contest ya nokia phones? quickly. we're starting off with the south bay. northbound 280 is the first stop. traffic is busy on 280 getting up to highway 17 and 101 and 280 have also been slow. northbound 280 at the lawrence expressway, we had an earlier crash. i'm trying to double check the status of it here. you can see it's definitely affecting traffic. it was five vehicles but no injuries and all lanes are open. however, when you have five cars pulled over people tend to slow down and look around. it's affected the commute. let's look at the other south bay freeways. you saw 280 was slow. 101 and 85 are also slow trying to get into the silicon valley. traffic is busy on the peninsula as well. san mateo and belmont and redwood city and men low park. san mateo and dunbar looking okay. at the bay bridge toll plaza traffic is backed up. 7:32 back to the desk. passport centers have been packed lately because of big concerns about president trump's increased immigration enforcement. alex savage is at a san jose post office and people are lining up early. good morning, alex. >> reporter: good morning, a lot of these passport centers have been overwhelmed lately by the big crowds they have seen. we're here at this post office in san jose and a lot of people that you see behind us here inside the waiting area have been here waiting since early this morning. their here to get a new passport or renew an existing one. we understand this is response to president trump's immigration crack down with federal agents enforcing immigration laws and bans from seven mostly muslim majority countries. i talked to a man near the front of the line. he says he needs to renew his passport for a trip to mexico soon. he says this is not the first time he's tried to come get his passport. >> it was my fourth time here. . >> really? >> fourth time here. every time i came earlier but not until -- the people in front of the line have been here since 2:00 and i thought i have to get my passport. >> reporter: there's been similar scenes at other passport offices across the bay area. reports of it across the country as well. bringing you back out here to a live picture, you can see how overwhelmed they here. the sign says we can only accommodate a max of 30 passport applicants pr day. that's why a lot of people are getting turned away and more people deciding to show up earlier and earlier. they got here very early this morning. this office doesn't open until 9:00 this morning. >> okay alex sa van in san jose. >> members are mourning after their coach was fatally stabbed monday morning. the 36-year old was working as a security guard when he was stabbed outside the bar during a confrontation. a man who tried to get in with a fake id was turned away and he came back with a knife and stabbed him stationed at the door. 0. >> last night his family and friends and members of the east ridge little league held a vigil for him. the family says he didn't have biological children but the young players were like his children. he started coaching them at the age of 18 and served as the board president. >> such a good person gone. he's going to be truly missed by everyone and all the people that he has taught and touched the community who is very involved. so far no arrests have been made. a gofundme panl has been set up to pay for his funeral. three teenagers in napa lived to tell how they survived after escaping from their car. the crash into the napa river happened 1:00 in the morning in the area of river park boulevard. police say the 15-year old driver went through a dead end barrier into the river. the three teenagers escaped through a smashed window and only suffered minor injuries. the investigation continues but so far no charges have been filed. this morning we expect to hear from the department of water resources as it begins the process of slowing the release of water from the oroville reservoir. the department is using this so workers can remove debris at the base of the dam. at this hour crews have started gradually reducing outflow from the dam. water has been pouring to lower the water level in the reservoir. the department has plans to have out flow completely stopped by this afternoon. new this morning, fire at an apartment complex forced 31 people to evacuate their homes. it started at the tiki garden apartments. firefighters say seven people in the unit where the fire started had to be rescued. no one was hurt. firefighters were able to keep the firefighters from spreading. the gas in the building were affected. the cause of the fire is still under investigation. our time now 7:37. lawmakers go back to washington this week as president trump prepares to deliver his first address to a joint session of congress and he's promising an aggressive agenda. doug luzader reports in washington, democrats are preparing to oppose him. this is a big week for congress and the white house. the biggest speech so far for the is slow. right before ocean and geneva, that crash is clearing out of the way. traffic is slow and also slow after that heading over to 101. let's look at 101 you can see it's slow coming around the cesar cha vez area. the traffic here in san francisco is slow. let's go to the bay bridge toll plaza. you can see traffic is moving along slowly. getting word of a crash westbound 24 at broadway coming away from the tunnel so that means when you get out and start heading down the hill into oakland, you're seeing slow traffic getting down. more information on that coming up. the morning swearing in the new police chief. the department has been without a permanent chief for seven months. allie rasmus live in oakland now with what the new chief hopes to accomplish. reducing crime in oakland is a top pry inhibitorty for her and she wants to continue the community policing programs oakland has done over the years. there's a lot of challenges ahead for the incoming police chief. anne kirkpatrick scheduled to be sworn in at ate ceremony happening here at oakland city hall at 9:00. the oakland police department has been under federal oversight since 2003 because of the police misduct case. the department needs to meet certain requirements so there's a lot on her plate as the incoming chief. the department was also in the spotlight after a sex scandal involving a teenager sex worker and several police officers. anne kirkpatrick was a top candidate for the chief job before. back in 2013 this time she got the position and will become the first police chief in history. anne kirkpatrick spoke about the state of affairs at the oakland police department. >> i don't consider it a mess. it's not an opportunity. [ applause ] and it's all about going forward. it's about going from good to great. . >> the oakland police officers union supports anne kirkpatrick as the mayor's choice for the new chief job and civil rights attorneys including john berges are hopeful she will lead the department in the right direction. she was a chief of police in spokane, washington and also intur row of chief for chicago police and has signed a two year contract with the city of oakland in this new job and will make $270,000 which will make her the highest paid police chief in oakland's history. her swearing in ceremony is scheduled to start at 9:00 this morning. back to you guys. this brings us to our question of the day. what do you think is the first priority for the new oakland police chief? >> we have to go through the livermore route and it's a narrow winding road, one lane, very narrow and very few places to pass another car coming in the other direction. we're also going through mud slides that have been existing since the storm started. there's one area that flooded and the water is going over the roadway and ended up being on the other side like a waterfall. so it's ape treacherous road. it took us an hour and 30 minutes to go from one side of the slide to the other yesterday to go into town. >> you said you watched us this morning and you knew we were coming this way. you thought we were coming up morgan territory and you said it's a good idea that we didn't because we're in this heavy truck. there's a likelihood that a heavy vehicle like that might go down i don't think it would go down but it's not for the faint of heart. >> we are faint of heart. i'm not riding in that big truck here. what are you hoping for the next day or so? oakland side is slow on 24 getting into the tunnel and highway four westbound coming up on port chicago, there's a crash there. that had the commute on highway four getting better but now it's back to being slow. through all of pittsburgh and concord, getting over to the 242 interchange. let's take a look at the bay bridge toll plaza. you'll see the traffic backed up for 15 minutes before you make congress in mid march. the supreme court today will hear arguments on a case involving sex offenders and their use of social media. this centers around a man convicted of having an inappropriate relationship with a minor. he was later found guilty of violating north carolina law that prohibits registered sex offenders from using social networking sites. his lawyers argue there's no evidence he used facebook to connect with minors or posted anything obscene. . a medical organization is increasing warnings about teenagers using marijuana. the american academy of pediatrics is explaining outflow completely stopped by this afternoon. members of a south bay little league are mourning after their coach was fatally stabbed early yesterday morning. the 36-year old was working as a security guard when he was stabbed during a confrontation. a man tried to get in with a fake id was turned away. he came back with a knife and stabbed the man stationed at the door. last night his family and friends and members of the east ridge little league held a vigil for him at a baseball field. he didn't have biological children but the young players were like his children they say. he started
