This is all the result of a long run and contentious debate that has been going on for a number of months. Last night during a meeting here at city hall, the San Francisco Police Commission made two major changes to the departments use of force policy. Members approved a measure that bans officers for shooting in moving cars unless there are exceptional circumstances. Initially the Police Officers association had objected to the proposal and demanded that the additional language be inserted. The union says that officers need latitude when the public may be in danger and, last night some commissioners clearly agreed. When i first came on the commission there continues to be several shootings, some of them have been very fatal. Reporter and also, and about last night the Commission Band a maneuver known as carotid restraints which is a type of hold around the neck it is used to subdue someone being taken into custody. They say that the maneuver is not the same as a chokehold but they say it is an effective technique especially for female officers and maybe maybe just maybe smaller officers who are smaller in stature and when done properly it is not lethal.
