>> well we're still talking about the bay bridge. let's show you the maps. oops i clicked a little too fast. this is even a better picture because this is the bay bridge span, the eastern span of the bay bridge. a little bit of a backup because of that earlier crash. you can see it's kind of slow going. that crash has been moved out of the way but it is having a lasting impact on the westbound direction towards san francisco. taking a look at the bay bridge toll plaza you can see the backup partially because of that crash and the golden gate bridge looks good this morning but note to north bay commuters who usually take the ferry. ferry services have been cancelled because of emergency repair work. golden gate transit is also adding extra buses because of it. service will resume 2:00 this afternoon between sasalido. time now is 6:01. let's go back to the desk. >> happening today the controversy over sanctuary cities is going to be front and center here in the bay area. the 9th circuit court of appeals is here in san francisco due to hear arguments on whether the trump administration can withhold federal funding from sanctuary cities. ktvu's rob roth is in the courthouse with more on this. >> good morning. santa clara county was the first to file this kind of an injunction and this could be a turned point in the immigration debate. now as part of president trump's executive order he has threatened to cut funds. the constitutionality of withholding. this will prevent -- now the constitutionality of withholding federal funds is being challenged. this will prevent the section of the executive order which applies to sanctuary cities from going into effect until the court rules on the february lawsuit filed by santa clara county. now in the bay area san francisco, santa cruz, alameda joined oakland and san jose as sanctuary cities where law enforcement has said they won't help immigration customs and enforcement agents turn them over to federal authorities. santa clara stands $1.7 billion in federal funding and those against the federal policy argue it hurts communities. now trump signed the executive order january 25th. other jurisdictions across the country are following this legal challenge very closely. guys. >> all right. rob malcolm reporting from san francisco. rob, thank you. we'll talk to you later. an update now on that massive bomb the u.s. dropped in afghanistan yesterday. the commander of u.s. forces in afghanistan said the bomb achieved its intended purpose. cristina rendon has the developments from our news room. >> there are no reports of any civilian casualties. take a look at this video. this is newly released from the pentagon this morning. it it shows the massive area where the bomb was dropped yesterday in eastern afghanistan. now the official name of this is the gbu 43b but the bomb is better known as moab or a massive ordinance. a nato commander in afghanistan says isis built tunnels near the pakistan border where this bomb dropped and this morning we're learning that again three dozen isis fighters were killed. >> we have persistent surveillance over the area before, during, and after the operation. and mow we have afghan and u.s. forces on the site and see no evidence of civilian casualties nor have there been reports of civilian casualties. >> this bomb is the largest bomb in the air force arsenal. it is also the largest non nuclear weapon ever used in combat by the u.s. military. and this bomb brings up questions as to whether this could be a message to north korea following last week's attack on the syrian air base. the pentagon is strongly pushing back against a report that the u.s. could launch a pre-emptive strike against north korea. >> cristina rendon from our news room thank you. joining us on the set our political analyst joe tuman. what does that tell you and also what are you hearing about the fallout? >> i think the trump administration would probably like for us to focus on the fact that this was the largest bomb that we've ever used in the field of combat because the size of that is an example of the superior strength that the united states military has but if we're sort of dealing with the reality of the situation the tactical on the ground fighting the isis fighters there was the fact of these tunnels, not just bunkers allowed the isis fighters to come out and fight and meant to disappear back into those openings and if we didn't know where they were then it was difficult for us to respond. and so in a way it's not very different if you think about it than the kind of terrain our troops fought in vietnam. in korea or world war ii where you can see our your enemy. they would also be disappearing into the jungle as well. in vietnam we dropped these large defoal identity yant bombs as well. and the goal of this strategically and tactfully was to basically mediate in any of the usefulness of all those tunnels and to clear the playing field essentially. now i'm saying that like we're not talking about all the deaths now this is war and there are a lot of deaths associated with it. reading more into it like this message to the russians i think is probably the trump administration would like if you like that ambiguity to remain because then the other side's not sure what's going on. i'm telling you today that the real purpose was tactical they were trying to clear out those tunnels. >> so at the presidential campaign donald trump said he would be much more aggressive with isis. yesterday he stopped short of saying i ordered this strike. he said he gave the military total authorization. >> well for a couple of reasons. i don't think at this point maybe he's learning. he's learned a lot in the last couple of weeks. you don't want to overclaim what it is that you're doing and i don't think he wants to send a wrong kind of message that he's being overaggressive having sent all those tomahawk into syria. i think he's recognizing that dialling back on this a little bit is what to helps to create the ambiguity and unpredictability in his own matters. the leader in north korea i don't know if you call this a rational actor or in russia most importantly that he's going to be a little bit unpredictable. and but also that also perhaps he will have a side that says occasionally i'll dial this back and these police received several 911 calls about shots fired at an apartment complex. when police got there they found three people shot. now the investigation continues. if you have any information call vacaville police. also new this morning a crash that killed two people. a chp reports the white subaru collided with a red 4 door sedan. that road was closed for hours overnight but re-opened at 4:00 this morning. the identity of the victims has not been released. the u.s. department of education went to richmond high school yesterday. some of the students agree that there is racial tension. they say that the growing latino population is making some african american students feel excluded and they pointed to an up coming prom as an example. >> they're having a mexican band there and the black kids don't feel comfortable for that. >> i'm for all children. don't get me wrong. it's just i feel like smab a small percentage of the african american students are getting left behind. two secret service agents are out of a job this morning. they were both fired for the white house fence jumping incident last month in which officials say 26-year-old jonathan pooedman came within inches of the typically especially on rainy days a bad drive and this morning happy to tell you it looks really good. everything is green. it looks just a little bit congested as you get through the bay bridge toll plaza. your drive will take you just about 18 minutes that's a really good drive time for this time in the morning. it's a typical delay. you're looking at 20 to 25 minutes to get on to the span. well i was going to show you highway 24 instead you have this pretty picture of mount diablo. in this area that crash that we are just learning about southbound 680. very close to the interchange with highway 24. so just be aware of that. taking a look at 280 northbound in san jose traffic looks pretty good this morning. we're going to have a full look at all the maps in the south bay. we're going to have a more detailed picture of what your drive looks like. time now is 6:31. let's go back to the desk. instead be relying on buses today. ktvu's christien kaplan is live with thousand this is effecting the morning commute. >> you can see the sign here at the salcalido fary stop. what this means for commuters is a bus ride. we just saw a bus pull in over in the distance over here. theses buses expected to take passengers into san francisco. golden gate transit will be adding bus services. those buses set to depart at 7:10 this morning and 8:20 from the bay street and bridgeway bus stop nearby. fair customer cans also head up to tiberon. we're hoping to get a little bit more detail this morning on exactly what that emergency repair will entail. for the evening commute. ferry service here expected to resume again. 1:55 this afternoon. again, we're hoping to talk more with golden gate transit. but the upshot for commuter social security that ferry service is suspended here. there are options for those commuters to get back into san francisco. our time is 6:32. meantime police in santa clara arrested a suspect accused of a sexual assault back in february of a student at santa clara university. 20-year-old brand on nyguen forby. that victim fought back against the suspect who ran away. police say they were able to link him to the assault. >> police in san francisco are looking for a group of teens who robbed a woman on an muni bus. police say when the woman got off the bus a group of about 10 teenagers punched her. took her potential and wallet and ran away. anyone with information is asked to call san francisco police. our time is 6:33. it's now been two weeks since that deadly fire at a west oakland building. >> two reporters talked with representatives of the building and the tenant about who is responsible sw. >> reporter: the answer here is not so simple. what is clear, though, about this deadly fire is that there were glaring warning signs before and several key players knew about them. >> they've owned it for more than 25 years. it's always been a home to people who have had substance abuse issues of criminal backgrounds trying to get themselves straight. >> sam singer is the owner of 255 san pablo avenue. what investigators call an accidental fire and where to investigate years of code compliance issues. to no fire alarm system or smoke detectors. inspectors issued violations three days before flames tore through the building. the rojas community center oversaw clients who lived in the low income resident. it serves veterans says they feel remorse for the victims. can disnguyen ktvu 2 news. the chp released this video showing the 33-year-old jose louise blanco was arrested yesterday. in ha shooting a 17-year-old boy was hurt and the highway was shut down for a few hours. time is now 6:37. twchlt men arrested this morning accuseded of a hold up in south san jose at a lite rail station. these two men robbed a woman at gun point yesterday. transit patrol deputies chased after them and arrested sloan at a nearby neighborhood. they say green ran towards a children's center forcing that center and an elementary school to go on lock down. authorities later arrested green after finding him hiding in a garbage can. happening today a mosque is opening in berkley and it's very unique because women will be running it. the mosque is at the star king school for ministry. on their web page organizers called the women's mosque the first of its kind in northern california designed to give muslim women and women interested in islam an open and educational environment. the prayer service is today at 12:30. authorities in oakland are trying to determine the source of a hazmat scare yesterday near lake merit. oakland fire and other hazmat teams responded to reports of a meth lab operating inside an apartment building. they later determined it was not a meth lab. they say they do not believe there was anything hazardous. the families of the people who committed suicide on the golden gate bridge had a very special ceremony yesterday. a suicide prevention barrier by planting flowers near the toll plaza in memory of their loved ones. a steel prevention net is finally going up and the families hope it will save lives. >> it's a symbol of how much we care. it's a symbol of how much we care for our loved ones but not only that but the other people who are going to continue to jump every 10 days. >> just last year alone 39 people committed suicide by jumping off the golden gate bridge. the $239 million is expected to be finished by 2021. looks like bart will be able to avoid sfts cuts. remember bart was originally expect today make cuts to balance its budget including cutting some of its early morning service. the board decided that it will no longer be necessary. bart will also keep the 62.5%. some riders we talk with say they'd like to see bart manage its money a little better. >> bart just needs to manage its resources properly no matter where they come from and i'd like to see more of the funds spent on infrastructure and the customer and less on the mnlt. >> bart's board believe it or not on the las vegas strip at one of the most popular hotels. it was at the bellagio. in the bellagio shopping area. it was also next to the famous lake where the bellagio fountain takes place. now the hotel rooms and the casino they were not affected. the fire was out in about 20 minutes and no one was hurt. meantime in nashville, tennessee this morning smoke from a big warehouse fire could be seen all over the city. it started at an abandoned building in downtown nashville. the building used to be occupied by a. it did not have electricity and there were no storms in the area overnight. more protests planned in chicago this weekend after a man was dragged off a united airlines flight. video has gone viral showing dr. david dow being dragged off a united airlines flight. he suffered a severe concussion, a broken nose and lost two teeth. her father and family still haven't recovered from the incident. they say he is now planning to sue. >> we were horrified and shocked and sickened to learn what had happened to him and to see what had happened to him. >> we want respect and we want dignity. that's it. not a big deal. this seemed so simple. >> yesterday, executives from united and chicago's aviation department were questioned at a city council meeting in chicago. three aif aviation officials are suspended. the bill's introduced in the legislature would allow people over the age of 18 to use and buy marijuana as early as next year all over canada. the proposed law also allows as many as four plants to be grown at home. now medical marijuana is already legal in canada but if this passes, it would make canada the largest developed country in the world to legalize marijuana for recreational use nationwide. nevada has installed needle vending machines. it's a new approach to combatting the. the vending machines are in las vegas. you'll find kits that contain sir rings. it's a program run by the las vegas hard reduction center. state officials say they hope this will prevent the threat of hiv and other diseases. it took more than four hours to rescue them all. no one was hurt. this reportedly is the fourth time since 2014 that this popular dropped off the chp log so it looks like the crash was cleared. it was southbound 680. but again, not having any impact in traffic in that direction. westbound 24 is pretty light for this time of the morning. it looks like a lot of people headed towards the tunnel maybe got an earlier tart or maybe people are taking it easy on this friday. bay bridge toll plaza also looking lighter than it did. winning streak. the a's well they made two more errors last night. they now have eleven errors on the season. tide for the worst in the big leagues. tonight they're hosting houston at the coliseum. happening tonight in the nhl playoffs the san jose sharks look to take. edmundton had jumped out to a 2-1 goal lead. whether the sharks win tonight. they left home ice advantage. sunday night at 7:00. if you love the warriors you might want to wear blue and gold today. oakland mayor have declared today warriors friday to honor the team's fifth straight appearance. and to show support for the
