some of the terror-he lated materials may have been used and confiscated. belgium has canceled its fireworks show after the arrest of two people suspected of new year's eve terror attacks. authorities the suicide bomb plot that had been planned tonight. two people with suspected ties to islamic state militants. they were arrested there suspected of planning suicide bombings during new year's celebrations. here in the bay area, final preparations are underway for new year's eve fireworks show in san francisco. hundreds of thousands of people are expected to show up and see it. he's in san weather for tonight's big display. knew, rain did slow some of yesterday's big set-up as crews placed red caps over the ends of the fireworks. organizers said last night two- thirds of the work was already done getting the fireworks ready. at 10:30 tonight, with all the fireworks will pull out and get ready for a huge and lovely 15-minute display. i have seen it in years' past. it was pretty incredible. san francisco police say they did not see any word. they will be on alert and are asking anyone to see anything suspicious to notify the officer. every available officer in san francisco will be out on the street tonight. >> there going to be officers on every block and all the main areas of san francisco. >> the quick traffic note. bart will be running through 3:00 a.m. new year's day. traffic experts are warning people that are driveing to get on their way early. and it's not unusual to see people stuck on the bridge or possibly stuck at the bay bridge toll plaza hoping to make it into san francisco for the big show. and they are going to stopwatching it in the car. coming back to our live shot, you can see some of the displays that are set up here. crowds possibly in the hundreds of thousands. and one more note. and if you are coming over to san francisco, remember, if you are driving, you can see no stopping. you can imagine it's going to be pretty tough getting yore's eve easy without driving. bart training will be running from 3:00 a.m. new year's day. they will be running every 20 minutes after midnight. certain trains will not stop though at some san for drunk drivers. the chp will start maximum enforcement at 6:00 tonight and will continue until just before midnight on sunday. last year, the chp says 28 people died in crashes on california roadways during the new year's holiday. in addition, the chp says they made more than 1100 arrests. and there is aaa. they are once again going to offer tipsy tow service. from 6:00 tonight until 6:00 tomorrow morning, drivers can call for a free tow even if they aren't aaa members. the was includes a one-way ride and tow to the driver's home up to ten mimes. the number is 800-aaa-help. well, san francisco city officials are warning people to steer clear of illegal fireworks. new year's eve, of course, is a popular night to shoot off fireworks. fire officials say thousands of people get injured by illegal fire crackers across the u.s. every year, including kids. the fireworks can also spark housefires. fire officials say so-called safe fireworks including sparklers are illegal in the city. our time is now 5:09. an armed rob sr. on the loose here in the bay area. investigateors think he is expanding his target area. this is a suspect. you see he's wearing a mask. yesterday morning he robbed a gas station on north broadway. now, they think he's the same person who pulled off similar robberies recently. this opinion is described as possibly asian, about 30 years old, five feet nine inches tall. he has a stocky build. he was wearing a black sweatshirt, blue jeans and a ski mask. he waived a gun at the gas station employee before running off with cash from the cash register. now, san francisco police also released this surveillance video for you to see. in is a mcdonald's being robbed. police say last month, a man smashed a glass door to get inside the mcdonald's. he ordered the employees to open up the safe and all of the cash registers. police say he threatened the employees with what appeared to be a handgun under a cloth. you see him holding that blue cloth. no one was hurt in that robbery. time is 5:10. you will likely see an increase in your pg ande bill. according to the san francisco chronicle, the arch monthly bill for pg ande will jump 7% to about $147. that toms a 6% increase at the beginning of 2015. now, the rate increases are due to a decision by the california public utilities commission to let pg ande collect traiks rev knew. the money difference between right and wrong. well, couch and his mother fled to mexico last month after a video surfaced showing him attending a drinking party. the couches were worried that he violated his veterinarian told the san francisco chronicle cats are often used as bait for fighting dogs in that area, so it's not a good idea to give away kittens for free. smurf will have surgery next week. they'll have to fix a pretty big wound on his leg. a two-year-old southern california girl who is a cancer survivor with an amputated arm is getting a special gift this new year's. her parents had been searching for a kitten for their daughter who was born with a rare form of cancer. now, she had her left arm amputated when she was just ten months old. well, now that she is cancer-free, her parents wanted to get her a kitten that had also undergone an amputation surgery to help with their daughter's recovery. the kitten had a leg amputated also because of an injury. all right. time is every year to watch the fireworks show in sidney. last preparations were underway for big new year's eve in fireworks show in san francisco. and barricades are set up along the waterfront to show the huge crowds of people who are expected to go up. extra security to make sure everyone is safe especially after recent terror attacks. >> there are going to be officers pretty much on every single block on all the main areas of san francisco. we also have a lot of plain-clothes officers that you are not going to see that are going to be immersed within the city and within the people. >> now, police say they have not received any specific threats to the city, but they want anyone who sees anything unusual tonight to tell an officer. oakland police are warning people to not shoot guns into the air to celebrate the new year. the department says more officers will be out patrolling the streets tonight. yeah, they will be using their shot spotter system to see where those shots are being fired. police say they will arrest anyone caught firing a gun. they're also warning people no to fire off illegal fireworks. time is 5:34. in parts of the south bay, they are already preparing for new year's eve celebrations. ktvu fox 2 live in cambell. this morning, we're going to call you the balloon lady. what's happening to me. and you can help it smile. these are gorgeous balloon. they call balloon bouquets. you can see this black, silver, and white, super popular. you know, they just go with what the client asks for. purple, gold, and black. after all these balloons are okay, you can see they even have -- i want to show you they have a balloon wall. that is new this year, and one of the businesses asked for that. i mean check this out. i have never seen something like this. and i don't know how it is going to fit in the delivery truck, but they have been blowing up balloons here since last saturday to get prepared for new year's eve. the crew came in here at 5:00 in the morning. you can see some of the workers here behind me. they are going to be nonstop all morning long. to get rid of the parties. and palo alto. and the woman blind all of this is the owner of it. celebrating new year's eve celebrations, get ready for a big price headache hike. a lot of riders will call for rides between 12:30 and 2:30 a.m. that is when you could pay hundreds of dollars to get home. there are ways to get around it. you could leave your party early even before midnight. you could also try waiting out that price surge. they'll typically last about five to ten minutes. if you are going out with friends, hey, split the fare by using uber pool. and finally, you can try an alternative ride-sharing service. toker that is how you count down. the bay area-based netflix trying something new this new year's eve to help parents who don't want to stay up until midnight. netflix is offering a fake video countdown featuring these characters from shows like care bears, inspector gadget and many more. the parents can just turn on that countdown whenever they want to go to bed. now, a study by netflix shows 49% of parents in the u.s. said their ideal countdown time would be about 9:00. time is 5:38 u. switching gears now, the flooding we have been telling you about in the central u.s. is worse this morning. in the last hour, both directions of a major interstate in missouri closed because of flooding. look at this video. water levels near st. louis are as high as the roads on some of the bridges. the the flooding has lead to evacuations in both missouri and in illinois. at least 20 people in those two states have died from flooding. the flood waters have already topped nine of the levees, and a dozen more are at risk. >> and wishing and hoping, praying that everything holds up. this is unbelievable. some have had a foot of rain over three days. the weather man is saying that happens once every 100 to 300 years. president obama is checking things out. he's contacted the governor of missouri offering federal help. well, dave, at least 21 passengers on an air canada flight were injured after violent turbulence that forced the plane to make an emergency landing. now, the plane was on its way to toronto from china. it made an emergency landing in calgary. overall, 21 people were take on the the hospital with various injuries. passengers say the turbulence was so severe people literally went flying into the air. >> whoever didn't put the seatbelt on was -- >> my legs were shaking when it started. i was like -- i don't know like sliding. like you were in midair and i just fell back down. >> well, canadian authorities say an investigation will be conducted as well as an analysis of the digital flight recorder. operations are getting measures being enforced from both passengers and airport workers. for years, there was a huge flaw in airport security. every passenger is screened, tsa agents and baggage handlers. they're not. after the first criminal charges were filed about rape allegations. why pennsylvania prosecutors say they were able to charge him with sexual assault more than ten years after the alleged attack. bill cosby is free often a million dollars bail after being charged with sexual assault. he was arraigned in pennsylvania yesterday. he did not enter a plea. his accuser first came forward back in 2005, a year after the alleged assault. the district attorney at that time declined to not file charges. prosecutors in the case say they were able to reopen this case after learning new information from cosby's deposition in her civil lawsuit against him. >> reopening this case was not a question, rather, reopening this case was our duty as law enforcement officers with a sworn obligation to uphold our constitutions and to up holiday the law. more than 50 women have now come forward to claim bil cosby sexually abused them and drugged them. the fbi is making a new push. they are looking to find bay area bank robbery suspects who have been on the loose for years. one of them is calmed the droopy-faced bandit. san francisco police and the fbi have spent eight yores trying to find him. police of giving the weapons the two shooters used in the attack that left 14 people dead. other charges involve conspiring with one of the shooters to attack riverside city college and a freeway in 2011 and also in 2012. those plans were never carried out. marquez is not accused of taking part in the mass shooting earlier this month in san bernardino. there are reports that google continues to expand in the east bay. inside bay area reports that the tech giant will release another building at the alameda naval air station. the paper reports that google already leases two buildings there. the company has been at the former navy base for the past two years. the paper reports that last year, google renewed the lease with the city for up to 21 years with an expansion clause. on tuesday, city council will consider approving a new lease that would allow google to take over a 65,000 square foot building on tower avenue. in the meantime, yahoo may sell a sizable chunk of land. the sunnyvale tech company confirmed it is considering selling its 48-acre development site in santa clara near levi stadium. yahoo paid $106 million in 2006. there's no word on what the sale price could be. it could
