other way around. to paloal do. let's go back to the desk. >> thank you. air france flight from san francisco to paris was diverted to montreal last night because of a threat. the flight left sfo about 3:00 yesterday afternoon. it was supposed to be a nonstop flight to paris. it landed in montreal just before midnight. several passengers were posting photographs like you see here showing people waiting on the plane until authorities decided what to do. eventually all the passengers and bags were remove from the plane. the plane was inspected. after a full security search air france said the threat was determined to be a false alarm. the passengers got back on that same plane and now once again they are on their way to paris. we will bring you a live report from sfo with more on this story coming up. members of the republican and democratic parties are criticizing trump's controversial call to ban all muslims from entering the united states. trump said that the united states cannot allow more muslims in to the country because of the dangerous threat some of them may pose. trump said there were warning sign that the couple accused in nah california attack were up to no good and that the government needs better control of the flow of immigrants. >> like this -- it's going to get worse and worse. you will have more world trade centers. it'll get worse and worse. >> is he mobilizing anti muslim sentiment. he is preying on the fears of the american people. >> the campaign manager for trump said the proposed ban would apply to muslims immigrants to the united states as well as those who are visiting the united states as tourists. now to the latest on the investigation into the california mass shooting as the february investigates we are learning new information about the shooters movements days before the attack. the fbi reports they took target practice at gun ranges just days before the attack. an instructor at one said surveillance video shows the husband shooting what appeared to be a new rifle just two days before last wednesday's rampage. >> it's hard to be able to judge people based on appearance. americans look different. they vary in size, shape, color, ethnicity and you can't tell what someone is planning or preparing to do prior to them doing it. >> he said that gun sales in the area have spiked since last week's shooting and several stores say they are sold out. federal agents are now tracking the movements of the couple before the attack this is a photograph of them passing through customs at chicago's ohare airport in july of last year. the husband brought his bride to be in to the country on a fiance visa. bomb experts have identified 19 popes recover from the couple's home that could have been turned into explosives. the fbi is partnering with international security agencies and is doing more than 400 interviews in its investigation of that mass shooting. most of the 21 injured in the attack are recovering at home at least six are in the hospital, two of them critical. last night there were more vigils to remember the 14 people killed in the rampage. one there included photographs of each victim and lit candles in their honors. after a controversial shooting by san francisco police city leaders now relooking at the police department's policy on the use of force and possible changes may include giving stun guns this community are outraged over the death of mario woods last week he was shot and -- killed by police officers as he was holding a knife in the bayview district. last night quite a few people packed a meeting here at this church in san francisco and made it clear that they want something to change. >> when the first shot was fired why did five other officers have to shoot? >> reporter: voicing anger and frustration critics call this a senseless killing those on hand for the meeting believe that san francisco police in this case were to quick to use deadly force on woods. five officers opened fire on him last wednesday as he staggered down the street with a knife. the officers opened fire after pepper spray and bean bag rounds failed. after this deadly shooting the mayor is ordering the department to add options so that lethel force would be a last resort. wood's death has renewed calls to arm san francisco officers with tasers. now keep in mind in the past the city's police commission has not given the go ahead for stun guns but it appears that the tide could be turning. >> could be part of the conversation but also could be locked out. we need to see how it fits in to redoing our use of force. >> you try to use the knife i'm moving the shield. >> reporter: and another option for san francisco officers available now is shields, the plastic shields that can be used to disarm someone in the situation like what the officers were facing last week. yesterday 70 shields normally used for crowd control were spread around to the various stations in the city. officers say they can be effect -- an effective way to overpower someone, especially someone with a blade. on the taser issue the commission will meet next wednesday and they obviously will continue to consider this issue of tasers and as you can imagine given the out cry over this shooting from last week they -- seems as though they will be taking a real hard look at the possibility of putting tasers in the hands of police officers here in the city. >> all right. we will talk more with you later. thank you. we have new developments in last month's knife attack at uc merced that left four hurt the bee reports the da said yesterday that the officer who shot and killed the suspect acted appropriately. that officer opened fire on an 18-year-old after he stabbed two students, a staffer and a construction worker. investigators have said that he was angry about being kicked out of a study group after making advances to a girl whose boyfriend was also in that group. a wet winter is being forecast and will are concern that people on the street will be in more danger from the elements than usual. san jose's housing department wants the council to declare a shelter crisis. the first step toward getting help for people in need is shelter. >> reporter: we are here at one of the temporary emergency cold weather shelters and we are told its been near capacity the last several days president once they don't have anymore beds and have to start furnishing people away that will be a problem. some in the city say they want to find a place to house the homeless. let's go to video that we have from earlier. there are three temporary cold weather shelters in santa clara that provide beds for 250 people and it's just not enough. there is thousands spending the night on the streets and by declaring a shelter crisis it lets the city use city owned buildings to house the homeless. in this case the housing department wants to use two public libraries and two community centers as temporary warming centers. last week a homeless man died of exposure after sleeping out in the cold. cold. >> we don't want people to be denied access wal-mart he. we are considering options like storage sites so people can bring things with them. we want to mechanic sure people can get in. >> reporter: it'll get a lot colder. there may be flooding later the homeless near the creeks at great risk. the housing department will ask the council to approve the shelter crisis and funding to staff it. now something important to note the libraries and community centers wouldn't be used every night to house the homeless, only if there is severe weather. that is considered an overnight low of 38 degrees. they would then also open up these temporary warming centers. the community centers and the libraries. >> such a struggle, so many cities are dealing right now on how to handle this thank you. possible new hope for raider fans. what the nfl is towing to help the raiders stay in oakland. >> first, the officials from the white house in oakland. the reason that a team from the obama administration is working with local police officers. the oakland police department is hosting officials the white house and as the team from the obama administration tour aid crime lab yesterday officers showed the team how they collect, process and use police data. that includes recording and analyzing use of force, vehicle pursuit and internal affairs complaints. >> what we are doing is -- we are leasing -- unleashing this data for the community to look at it, study it, the student from oakland technical high school at lake merit its raising new questions about the health of tree around that lake. the 16-year-old jake le website is was killed when a tree branch on crews investigate tree that are hazards with in 24 hours but it's not clear if those hazards can be found in time. they also said that the tree that killed him could have been cut earlier but the terrible. membership of china's capitol city is shut down again today because of what may be the most unhealthy level of air pollution in that city's history. for the first time of the government declared a red alert for air pollution. that is the highest possible smog warning. schools are closed, factories have stopped operates, traffic is restricted. much of the air pollution is blamed on coal fired power plants and factories and on top of that car ownership has exploded. the next couple of days there is a system in place banning half of the city's cars from being on the roads. we have house arrest while he awaits sentencing for murder a judge in south africa granted bail for him today. the last week an appeals court overturned a ruling on the lesser charge of manslaughter. all of plaza . it's about a half hour with your car -- unless you use the carpool lane. an air france flight was diverted to montreal because of a threat. allie is at sfo this morning what happened once that plane landed. >> reporter: once the plane landed in montreal everybody on board had to get off. they had to be screened. so did their lug age. what you will see the passengers seem to be pretty okay with it. recognizing this is -- security thing they had to go through in light of that threat. the plane is supposed -- was supposed to be a direct flight from sfo to paris and it left sfo at three yesterday afternoon. it was diverted to montreal around midnight because of a threat. passenger has to exit the plane, wait in the bus on the tarmac while they and their bags were screened. according to several who posted pictures everybody seemed to take it in stride with some even commenting on how calm everybody was during the whole process. after a security search air france determine that the threat was a false alarm and now passengers are on their way to paris according to a tweet from the air france press office that -- that flight left is san francisco yesterday and will arrive in paris the husband and wife accused of the attack was radicalized for some time. they also have practiced at local gun ranges with high powered weapons. investigators want to know if they had been in contact with an isis recruiter. yesterday the united states state department announce that recruiter gave newspaper som -- gave up in somalia. security forces raided a home in pakistan belonging to a relative of the couple. in san jose a diverse group of people held this vigil last night for the victims. the service employs international union that represents the county employees organized it. it involved is committed in the name of islam. >> these local activists worried that muslim also suffer a backlash from the attacks carried out by a small group group of extremists. trump is not backing down from trump is not backing down from this proposal this morning. back to you. >> thank you. back here at home the san francisco board of supervisorrers expected to vote today on an appeal aimed to block the proposed mission bayh renea for the warriors. it was filed by the group mission bayh liance -- alliance. it claim that the environmental impact report was rubber stamped. they said it's full of flaws. february. the superintendent said that he is hopeful that a strike can be averted. there is anger in one bay area district over the handling of a civil lawsuit. joseph martin is serving prison time for molesting seven boys at woodside. he was convicted earlier this year but now the boy a parentses parents are suing. attorneys for the district are allege that the abuse didn't happen and that the police commission will take up that matter at its meeting next wednesday and you can well image there will be a heated discussion there on the taser issue which now appears to be back on the table you couldn't see as far as you could see now on that bridge. you can see the dunbarton the road sensors firing up green. i haven't been able to find a lot of slow traffic a little bit in castro
