gusts perhaps a little bit stronger than that. napa is reporting a gust to 28 miles per hour, santa rosa reporting 21. as we look at areas around oakland and concord, 18 miles per hour, 10 reported in and around concord, fairfield 17. in addition we are looking at advisories for our coast. in addition to a flood advisory, there is going to be a high surf advisory with waves from 10 to 15 feet. we will continue to track this as we get into the second part of your friday. again, we are looking at rain for about six hours. we begin to clear by the second half of the day with another storm on its heels. i will detail what you can expect for today's storm as well as sunday's coming up in just a bit. good morning. we are looking at a commute that looks good so far. the rain hasn't started. 580 and the ultimate pass, not a bad commute. from tracy and beyond it is a nice drive with no major problems getting into the pleasant ton area. taking a look at interstate 880 north and south, it does look good in front of the colosseum. when it starts raining, and it will, you will see that speeds will slow down. your commute may not be great. let's take a look at the bay bridge toll plaza. that the north bay first. i know the roads are going to get wet and slick. right now, is it wet? >> reporter: they're already starting to get a little bit wet. we are at the gold gate ferry terminal. you see wet pavement in the parking lot at the ferry terminal. over there, there have been gusty winds. we will show you the shop in a second so you can see that the wind is starting to blow through. we drove up on 80 and did encounter bands of sprinkles and light rains on 80 as we were heading through albany and richmond in that area. there is more rain expected today. let's show you some video, the as the rain comes today, officials are worried about several fire zones and burn areas. >> in the santa cruz mountains the loma fire is 100% contained. hot spots are being put out and firefighters are watching areas with dry loose dirt because of the risk of mudslides. >> there has been all this dozer work but that creates slush. we call it peanut butter. we are looking to make sure that we get everything -- you will notice there are sand bags around the telephone lines and what not to be sure they don't come down. >> just a little bit of rain will help the vegetation regrow but a heavy down pour would be a disaster. erosion is also a concern in sierra foothills, in the area burned last year, calaveras county public works department says it needs to remove thousands of dead trees that can fall over if the ground is water logged. officials are working to get funding from office of emergency services and fema to get rid of some of the trees. oregon is getting the first round of pounding from a series of storms that should continue through the weekend. you see how rough and unpredictable the storm is, wind gusts over 100 miles an hour hit the coast thursday along with a lot of rain. people are still out there along the beach. two more storms are on the way to hit the pacific northwest and northern california. national weather service says we can see high winds, heavy rain, twitter, and instagram. bay area law enforcement will take part in next tuesday's memorial service for two palm springs police officers killed while responding to a domestic disturbance last saturday. while police departments and sheriffs departments are mourning the death this is a painful reminder for the santa cruz police department. it also lost two officers in 2013. there is a memorial plaque and garden honoring the detectives. >> it's a small piece of you that crumbles every time an officer's life is taken. >> palm springs area, the shooting, the suspect's mother called police to say he was calling a disturb -- causing a disturbance. he shot and killed the officers when they arrived on scene. santa cruz police officer we interviewed in the last story identifies with zerebny who returned to duty after giving birth. she's been collecting breast milk for the 4 month old but it appears there is no longer the need. the family says it is receiving a lifetime supply of enfamil and huggies. she had returned to duty last year after giving birth. nevada state assembly meets again. they may vote on boosting a hotel tax to pay for a new stadium in las vegas that may become the home of the oakland raiders. the bill already passed nevada state senate by a vote of 16-5. it needs 2/3 majority in the assembly to pass. some say the nevada governor wouldn't have called the special legislative session if he didn't think he had the votes. the raiders would still need approval from other nfl team owners to move to las vegas. a driver in antioch is arrested on suspicion of dui after crashing his pickup truck into a house. this happened just before 7:30 on lone tree way. the driver was speeding when he hit two parked cars and slammed into that house. a gas main ruptured and people in the area had to be evacuated until the gas could be turned off. one person in the house suffered minor injuries after hit with debris from the crash. >> there was one occupant home and the vehicle just missed him, hit a wall on the other side of him. he is going to the hospital with injuries to be evaluated. >> the driver was still sitting inside the truck when police arrived and he was not hurt. walnut creek is looking for a new city manager. the current city manager will leave in january for a firm that provides financial consulting to local governments. the walnut creek mayor says she's heart broken, calls him one of the best city managers in california who improved staffer morale and implemented a financial forecast to help manage the budget. 4:10. gun sales are up 400%. in 20 out events. clinton did not address the latest sexual harassment allegations against donald trump but did tell supporters the choice is clear this november. >> we want to send a message about who we are as a nation. that's really now what this election will tell us. we know who donald trump is. we have seen it. he has told us. it's up to us to show who we are. >> clinton called on her supporters to reject the trump campaign's bigotry and hatred, says the best way to send him a message is to defeat him in november. president obama will appear for a campaign event for hillary clinton in ohio. last night he spoke at the annual state dinner in columbus. ohio is a crucial swing state in the presidential election. in his remarks president obama said democrats believe the country is stronger when everyone works together. he said republicans are trying to divide people by race, faith, orientation, gender. >> this isn't just about winning elections. it's also about affirming this democracy and affirming the basic idea that people who love their country can change it. >> president obama also criticized republicans who only withdrew the endorsement of trump after the video tape surfaced last week showing trump making crude remarks about women. the president says they knew better and stood by while for months he made remarks about many groups. trump appeared at a rally in cincinnatti and criticized hillary clinton's actions during the last debate. >> i am standing there at my lecturn not moving and she walks in front of me. right? she walked in front of me. she answers a question. then she walks right back right in front of me. the next day i read in the newspapers that i invaded her space. do you believe this? >> earlier yesterday at a campaign appearance in florida trump blamed the clinton campaign and news media for what he called disturbing stories accusing him of making unwanted sexual advances towards women. trump called the claims absolutely false. there is an overwhelming number of propositions on this year's statewide ballot. there are 17 of them as part of our you decide 2016 coverage. we have been breaking down each one of the measures. >> we have a look at the proposed changes to the legislative process and a number of initiatives that hit taxpayers right in the wallet. >> reporter: it's called gut and amend, a catch phrase known well on the state capitol. it refers to a practice when a bill is gutted and replaced with something different, often giving opportunity for special interest to sneak in before a vote. prop 54 is aimed at preventing that by requiring lawmakers to publish legislation online at least three days before they vote. it would increase transparency by requiring legislature to post video footage of public hearings at the capitol within 24 hours. prop 54 was funded by a conservative billionaire who gave $10 million toward the measure and prop 54 can make it harder for lawmakers to strike deals opponents say. say you break your arm and go to the hospital. in california you are charged a daily fee from 145 to $600 to help fund the state health program for the poor. that is set to expire next year. prop 52 would make it permanent and guarantee the money is used for immediate cal and not be -- med cal and not be diverted to the general fund. this could runoff the rails if prop 53 passes. general obligation bonds already require voter approval but this would require statewide voter approval of any government project funded by more than 2 billion in state revenue bonds. prop 53 has a rich backer who spent $4 million of his money on the measure. he opposes another huge project that could be stymied. his plan to build a pair of tunnels under the delta. finally, prop 51 borizov authorize the state to issue 9 billion in bonds to build and repair schools across the state. $3 billion would fund building of new k through 12 schools and another 3 billion to modernize the schools, $2 billion for community colleges and $1 billion for charter school. prop 51 is supported and largely funded by building industry and opposed by governor brown who thinks it doesn't do enough to help one stop shop. 4:19. we are a one stop shop for the weather and of course traffic as well. sal, you ready for this morning? >> we are ready, all of us in the traffic center and the newsroom. we still see decent traffic out there but of course we have been telling you that the rain will probably make it change. from gilroy to san jose it is a nice looking drive and continues to be a nice drive into san jose through morgan hill and into the major parts. from gilroy to san jose, it's not a bad commute at all. taking a look at the san mateo bridge, the traffic looks good. gusty winds and rain will arrive later. right now it looks heading to the high rise and peninsula. at the bay bridge it is still dry although we saw an earlier picture of wet weather at the richmond bridge crossing. >> that wet weather is working across the north bay and will be shifting to the central and south bay into the morning hours. we are looking at winds picking up with a front as well, can be gusting to near 40 miles per hour at times. here is a look at the storm. the brunt is still to the north of us, a good amount of rain over northern california. we will go back to the north bay where we are beginning to see it pick up. along the coastline from bodega bay, it will shift inland to petaluma, highway 101. to the east we have st. helena and these communities right in here with some light rain. as we get into the second part of your morning it will begin to shift into the central bay and then into the south bay by late morning. i will show you that in futurecast in a moment. let's talk about the winds. 6:00 am. we are picking up winds to 20 miles per hour around half moon bay, 20 napa. at 10:00, 26 miles per hour at half moon bay, 17 san francisco. this is just a model. the take away is it will be very breezy especially along the coastline for the first part of the day. that's when the rain is expected to pull through as well. by the second half of your friday we are going to be drying out. here is 4:00 am time frame as we get into 6:00 or 7:00. it is moderate to heavy over portions of the north bay. central and south bay is still waiting for the rain. by 8:00 it is shifting into the central bay. this is when we will see the heart of it through areas like oakland, concord, san francisco along the peninsula. notice san jose. it is 8:00 and san jose is still dry. at 2:00 in the afternoon, most of us are drying out. anywhere from half inch to an inch of rain is expected for urban areas. who will see more? areas along the coastline could see in our hills three inches, santa cruz, an inch and a half. for most of us we are looking at half inch to an inch. temperatures are in the 60s. 66 oakland, 63 mountain view. afternoon highs today are in the mid to upper 60s, near 70. this is round one. we will get a break saturday. we can have partly cloudy skies skiesmaybe a few showers. sunday looks like it can be a rainy day. we'll look at that in a little bit leaving a chance of rain for monday. again, a good widespread rain event. we'll be fine. we need to take it easy and be prepared for the minor flooding when branches and leaves start to clog up the drains. >> i did see a lot of leaves in the gutters that didn't get cleaned yesterday. >> even if you don't see rain now, take an umbrella with you. >> yes. eventually it is going to sweep through your area. it is coming. >> it is stalled a little bit. >> a little slower than we thought. >> thank you. making room for bart but causing major delays for drivers. up next, busy south bay intersection that's expected airlines says it fixed a problem that caused flight delays nationwide last night. united says it was a problem with its wait reporting system but the issue is fixed and they're working to get passengers who were affected to their destinations. hp is planning to cut thousands of jobs in one of the two companies formed after hewlett packard's split last year. it told analysts it plans to cut 3 to 4000 jobs over the next three years. the company has been 50,000 employees and expects to save as much as 300 million a year with the cuts. hp inc. focuses on pcs and printers, facing a big slump in sales. stock fell about 1% after layoffs were announced. verizon plans to shut down call centers in five states including in california. that is expected to affect about 3200 workers. those employees are offered jobs at other locations or severance packages. this comes days after the company announced job cuts in stores nationwide as it deals with increasing competition in the wireless industry. >> amazon is adding tens of thousands of jobs for the holidays. the company plans to hire 120,000 temporary positions at fulfillment centers, sorting facilities, customer service locations. 10,000 jobs are in california including the facility in tracy. last year amazon turned 14,000 seasonal jobs into permanent jobs after the holidays. this could be your link to a full time job. amazon officials expect that number to rise. 4:28. gun sales are up in california. we'll tell you which bay area communities where people are buying up weapons and what some think is the reason why. >> we have loaded on to the helicopters everything from rice to dry peas to medical kits. >> relief efforts continue in haiti from hurricane matthew. when we return, you will hear from one person who says
