traffic is moving along pretty well on 580 as you drive through the altmonte pass. not a bad commute. this is your window of opportunity so to speak to have a nice commute into the livermore valley. no major problems. i want to give you a heads up, 680 at mckey, both directions, you can look for a little bit of police activity in the area. just wrapping up what was a high speed chase. if you're driving through there it might be a word to the wise to be on the lookout for police activity. it's not causing any significantlies right now -- significant delays right now. traffic both directions moving well here. and at the bay bridge light so far. maybe one car driving through. now it does look good into san francisco. let's go back to the desk. thank you, sal. we begin this morning with a developing story out of concord. shots were fired outside the city's police department there, the headquarters over the weekend. the building was hit twice while people were inside. allison smith has more. >> reporter: crime scene investigators canvased the street in front of police headquarters looking for any clues as to who fired at the police building saturday night. >> caller: we just heard a bunch of bangs out front and we're getting reports of shots fired at the vehicle. don't know what's going on, but we're getting multiple calls of it. >> reporter: police discovered two bullet holes, one by the main entrance, the other a few feet away higher up in the building. a handful of officers, dispatchers on the third floor, and at least one citizen in the lobby were inside. no one was hit. >> this is a brazen act for somebody to shoot at a police department. we're still looking into whether the concord police department was actually the intended target or whether this happened to be somebody in the vehicle driving by, shooting at another person or vehicle. >> reporter: it comes as anti- police sentiments are high in parts of the country. police don't believe it's the case here. >> we haven't reeveed any threats at our police department to any of our officers recently or concord police department itself. we're not really looking at that angle right now. >> reporter: investigators are reviewing surveillance video from the police station, traffic cameras and nearby businesses. one business owner was walking home when he heard the shots. >> pretty concerning since we're right next to the police station. pretty concerning, like pretty scary, something might happen to the store. >> reporter: last month police say a car shot into another car a block away from the police department. police don't believe the two are connected. >> in the short that i'm i've been living in concord i've not had one negative experience with a concord police officer. in my head, i can't imagine why. >> police are hoping surveillance video will help them track down a suspect and vehicle description. this is also not the first time this has happened. earlier this year concord police were surprised when someone threw a rock through the front window. that person was arrested. activists in los angeles want the lapd to release the names of the officers who shot and killed an 18-year-old man saturday. that man was identified as carnell snell, jr.. police say it started after they tried to pull over a car with paper license plates that they suspected was stolen. they chased the car until the driver stopped, got out and ran. the police say snell, who was a passenger in the car, also got out and ran to the back of a house. that is where he was shot by police. police say they found a gun at the scene. a small group of protestors were in the streets over the weekend. hillary clinton, democratic presidential nominee, was in north carolina talking about several recent police shootings at a church there. tensions have been high in charlotte since the deadly police shooting of keith lamont scott last month. >> so many fathers, sons, and mothers and daughters, have died even after encounters with the police or at the hands of civilians with guns, while they were doing things that were ordinary, every day activities. >> clinton also talked about the killings of police officers in dallas, baton rouge and philadelphia, saying the families of fallen officers have been dealt a great blow and they deserve our prayers as well. 49ers colin kaepernick is continuing his protest. in yesterday's game he took a knee, and two others joined him. outside levi stadium there was also a show of support for kaepernick. a small group of people took a knee outside the stadium as fans walked by, saying they want more people to join him in his protest. >> it's their right. they can do whatever they want. i stand up for the flag. that's why i live in this beautiful country. >> i believe it's a good cause and now we need to continue and people need to be peaceful protesting. >> the demonstrators say they hope the protests will help start more conversations about injustice and inequality. the 49ers lost 24-17 to the cowboys. they may have also lost bowman, at least for a while. he'll undergo an mri. sources say they believe he tore his achilles'. the game started promising. two touchdowns in the first half to lead 14-0. but the cowboys tied the game before half time. in the third quarter, bowman was injured. then the cowboys took the lead. rookie e zikaial elliott ran in for the touchdown. on this play, an underthrow to smith and it was intercepted. the 49ers have a short week. they'll play thursday night against the arizona cardinals. meantime, the oakland raiders picked up their third win of the season, beating the ravens 28-27. michael crabtree was one of carr's favorite receivers. they combined for three touchdowns. the ravens came back and took a 27-21 lead. still down by 6, 2 minutes left, little over it, derek carr found crabtree again. the raiders won. all three of the raiders' wins this season have been on the road. the raiders are back home on sunday hosting the san diego chargers. today is the official start of san francisco's 36th annual fleet week. that familiar sound some of the most popular guest, the blue angels, the navy's precision flying team arrived at oakland airport yesterday and they'll be here all week. they're scheduled to start practicing over the bay thursday and the angels will have the final our home page. time is now 4:09. the body of a kayaker has been recovered by the coast guard. the remains of the 38-year-old man were found early yesterday morning near the san mateo bridge. the coast guard says the man went into the water yesterday afternoon with two other kayakers near oyster point in south san francisco, but he disappeared near the airport. then a search began. again, his remains have been recovered. the cause of death is under investigation. wetted roads may be to blame r a deadly crash on highway 4 in contra cost at that county. happened before 1:00 yesterday afternoon. investigators say the driver who they described as an older woman was going about 50 miles per hour when she lost control. >> came around the curve here, lost control, then hit the center median and then bounced off, started losing control, fish tailing and spun around and hit a tree on the right shoulder. >> the cause of the crash is under investigation, but the chp says the slick roads from that rain we had yesterday may have been a factor. it is 4:10. and the giants are playoff bound, hoping the magic will continue. >> here we are in the playoffs. we get to dance. >> the big trump and clinton spent the weekend preparing for next sunday's debates and these two october surprises will almost certainly come up. [ applause ] >> reporter: the clinton campaign is calling it a bombshell report, the kind they've been waiting for. the "new york times" reporting that in 1995 trump declared a loss of nearly a billion dollars, which may have allowed him legally to avoid paying any taxes for 18 years. >> it shows the colossal scale of his business failures in the 1990s which i'm sure hit a nerve with him. >> reporter: but yesterday trump surrogates offered something different. >> nothing more genius in maneuvering around the tax code as he used the laws to do that. >> the reality is, he's a genius. what he did was, he took advantage of something that could save his enterprise and did something we admire in america, he came back. >> reporter: less than a week before the next debate, clinton is dealing with her own leak, an audio recording in february. she describes some bernie sanders' supporters as living in their parents' basement. yesterday sanders concedeed the comment bothered him, but he still defended her. >> what she was saying there is absolutely correct, and that is you got millions of young people, many of whom took out loans in order to go to college, hoping to go out and get decent paying good jobs and they're unable to do that. >> reporter: today trump will be campaigning in colorado, clinton will be in ohio. she hasn't been in that state for almost a month, though she did just pick up an endorsement from cleveland's favorite son, nba legend lebron james. in washington, kristin fisher, fox news. the first and the only vice presidential debate of this election year is set for tomorrow. it's expected to be a lot different than last week's debate between hillary clinton and donald trump. hillary clinton's running mate, virginia senator tom kaine describes himself as boring. while trump's running mate calls him a b list celebrity. >> i'm looking forward to that debate. >> people need to think hard about the record hillary clinton brings to the foreign stage. >> just got to be myself. i'll look forward to seeing you down there tuesday. >> i meant to say tim kaine, not tom. the 90 minute debate will be held in farmville, virginia. it is due to start at 6:00 tomorrow evening. hurricane matthew is now a category 4 storm with 130-mile- per-hour winds, and heading toward some of the most populated islands in the carribean. a hurricane warning is in place for jamaica, haiti and cuba. in jamaica some homes and streets are flooded. the storm cass expected to make a direct hit on jamaica, but now forecasters say it may brush by the island. >> i know that the storm is coming, but we are in god's hands and he will protect us, and so far he has directed matthew on a different path and matthew is weakening. >> there are bigger concerns on haiti, especially in the tent cities where people have been living since the 2010 earthquake. forecasters can't say yet if it will head for our east coast or back out to sea. it's 4:18. let's see what sal sees in our commute. has the commute started? >> yes, for some people. some people are saying at their tv screen, that's right, i'm out here. i know what you mean, dave. and i would say right now you still have an opportunity to get up through san rosa to gilroy. it's started, but the main part of it really doesn't start for another hour and a half or so. maybe another hour for a lot of people when it comes to the bulk of the commute. let's take a look at live pictures. san mateo bridge not a bad commute heading out to the highrise. no major problems as you drive to the bay bridge toll plaza. steve and i, we always wonder who is going to work. financial people, people who work in the garbage man, the nurses, the doctors, whatever. right, steve, at 4:19? >> produce. >> yeah. >> bakers. >> my dad used to go to work this early and the good thing is, you get off early, too. >> that's true. thank you, sal. well, as advertised, some of you, especially north bay and east bay picked up your first rain of the season. it was really kind of hit-and- miss. concord, .10-inch. i don't think a drop fell in walnut creek. it just depended. napa closer to town .30. our next system is on the way and it's on the north coast, so it will take a while. there's been some good rain here, that's a good sign, we'll take it. starting off clear to the south. mostly cloudy to the north. thunderstorms erupted yesterday afternoon and really picked up over the northeastern part of the state into the sierra where they got snow. quieter now, but that's three systems that have made it for a little bit of snow in the sierra starting back in september. west at fairfield at 13. hayward has an easterly breeze. san jose southeast at 3. 40s, 50s on the temps. 49 palo alto. napa airport 46. there are some cool, cool readings to the north:kelseyville 45-degree range. napa 44. upper 40s, low 50s. very cool air. wasn't for the cloud cover, i think you'd be cooler. 48 truckee. sacramento at 48. you can see the thunderstorm activity turning to snow over the sierra. things have calmed down. the next system will be here late morning, early afternoon. then we'll have gradual rising of the jet stream. just a little bit. mostly cloudy monday here. rain later. light rain for the north and far less as it goes south. ing it a little bit warm -- it will get a little bit warmer towards thursday. today it's cool, under mostly cloudy skies later. the morning would be the best probably to do whatever you have to do. rain heavier later to the north, less to the south if it makes it to the south. chilly, then sunshine and warmer temps. confidence level about five days afterwards is iffy. things are moving quick. >> confidence level iffy, meaning we could get more rain or -- >> things could change quick going out seven days or so. >> i heard from pam and she said it's cool in oakley. >> it's cool everywhere. the operator of last week's deadly commuter train crash in new jersey says he has no memory of the incident. coming up in 20 minutes, the key piece of evidence investigators are hoping to find. why let someone else have all the fun? i'm in. at john muir health, we know how big the little things can be. john muir health. be heard. welcome back. there are new limits on where smokers can light up in sunny vale. the minimum wage in san jose is set to go up by 10 vents per hour -- cents per hour in january. it increases the minimum wage based on annual fluctuations in the consumer price index. this year the wage didn't change, but next year it is set to go up to $10.40 an hour and that starts january 1. in the south bay thousands of runners hit the road for the annual san jose rock and roll half marathon. it took off at 8:00 yesterday morning and made their way through the 13.1-mile course to the finish line in downtown san jose. after the race, the runners enjoyed music, food, and refreshments. turning now to alameda, where the round the world music, dance and art festival took place yesterday.
