to the desk. we will begin with new information about a long intense standoff. s.w.a.t. members shot and killed a man after he shot and killed an officer. here is the dramatic video of how that standoff ended. >> reporter: law enforcement officers spent 6:00 hours -- six hours trying to coax him out but he refused and that's when officers tried a different tactic. the s.w.a.t. team deployed flash grenades where the man had been hold up for hours. after they stormed inside he stabbed a s.w.a.t. member and that's when the man was killed. the 34-year-old asian male was acting paranoid. he was carrying an axe. they tried to take him into custody but he he refused. they learned he has access to a rifle and then they evacuated neighbors as a precaution. after trying to make communication with him for six hours they stormed in. the man's name has not yet been released. you can see there is a light on inside and we understand daily city police, pacifica police are waiting for you to board up the home. tara moriarty ktvu channel 2 morning news. time now 5:04 a man is recovering after being shot by alameda sheriff's deputies. it happened along the boulevard and just before the shooting there was a short chase after they pulled the car over because of a traffic violation. at one point they couldn't find him but they found him and the sheriff's deputy approached that car. >> based on what we heard from witnesses it appeared the deputy feared for his safety. it appeared he moved his vehicle in the direction of the deputy. >> now two shots were fired and the driver is wounded and is expected to survive. the deputy involved is placed on paid leave. they voted and now they are talking about what could happen next. last night council here did vote to move ahead to raise the manipulate mum wage by more than 3 -- minimum wage by more than $3. right now it stands at $8 per hour and it would incrementally increase by 30 cents per hour. after that it would be tied to increases in the cost of living and it came after they decided to pull the plug on a plan that would have put this planned hike on the november ballot. city leaders wanted to act after they say they often struggle to make ends meet. this would deter companies from setting up shop here in richmond but some business owners do support the wage hike. >> you have to be fair and if you are fair they will do a better job for you. >> reporter: now if the minimum wage hike does go through here is how it would stack up. right now san francisco has the highest minimum wage in the bay area and in the state $10.74 per hour. san jose is right behind that at 17 and final passage of richmond's midget mum wage increase is expected to happen next month. live in richmond, ktvu channel 2 morning news. this is what happened before the minimum wage vote. there were some unexpected fireworks and the mayor halted the meeting and cleared the council chamber. he was accused of cheer being too loudly when people spoke in support of upgrading the richmond refinery. the meeting resumed a short time later. they are limiting how much to improve properties. they will not be allowed to raise rents by more than 10% per year. it was a way to push people out and they can still formally interest ad few before it can take affect. a man accused of gunning down his wife is due in court on a murder charge. he surrendered after a four day manhunt. the 14-year-old daughter found him in the home last friday. she and her 8-year-old sister are now in protective custody. the san francisco man is scheduled to be in court. he used a deadly weapon to assault a police officer. he was involved in an incident last week which ended with a police officer being shot in the arm and it is still not clear who fired that shot but he is not charged with that shooting. today's court appearance is to set a date for a preliminary hearing. the top highway patrol officers is now on administrative leave. he is accused of retaliating against others. captain greg tracy has been relieved of his duty while the chp investigates. they removed them from choice assignments as retaliation. and he allegedly used disciplinary actions well above the norm. and welcome to water officials dealing with the state's drought. now the house natural resources community is hearing from city hall. they declared them and he hopes the hearing will bring solutions rather than politics over water. last month's rain storms did boost the water and it plans to allow more water to be pumped from the san joaquin valley delta. who gets that water? farmers should not expect much change since they were told earlier that they will receive none to little water. >> critics say it is not a bright idea. san francisco's part of the bridge already has bright lights and climbing white lights and they want to install billboard. they plea of it will bring in badly needed cash but others report it as eyesores. it is used to tackle an old let's go back to the desk. police in san jose are investigating the discovery of a body which was found in the downtown area. janine de la vega is live in the downtown area, we hear this is a homicide investigation? >> reporter: yes, i just spoke to a lieutenant, there is a body of a man laying down there in the street where you see all of those patrol cars. they are waiting for homicide investigators to a to arrive here on the scene and right now they are securing it. this is video we talk just before 3:00 a.m. and there was a pedestrian walking by. he saw the man facedown in the street and there was blood all around him. again he was facedown and they too realized he was unresponsive when they examined him they didn't touch him or turn him around but whatever he was injured from it was not consistent with being hit by a car so they believe it was a homicide and it definitely is suspicious. they don't know what race he is but they know he is an adult area looking for witnesses and they will see if it might give clues into what happened here. we did ask if this person appeared to be a transient by the clothes he was wearing but he was unable to speculate on that. we will stay on the scene to determine to give you updates as soon as we get them and we will affect this and let you know as soon as as we get an update. janine de la vega, ktvu channel 2 morning news. >> san jose million are also revealing more -- san jose police are also revealing more information. somebody called 911 saying a man was shot to death in the coyote creek neighborhood. a source said a quote, substantial marijuana grow operation was found in that house. police have not given out much information at this point but the name of the victim has not been released as of yet. the city of richmond is one step closer to having the highest minimum wage. workers could see they were paid more than 50%. here is more on what the proposal means for workers and businesses, alex? >> reporter: keep in mind this plant has not been finalized but they green lighted a poe pose sal over the next three years. right now under this plan they will incrementally increase by the year 2017 and after that it will increase in the cost of live willing. it would have put this wage hike to a vote on the november ballot. they decided to act now and help those who often struggle to make ends meet in this city. although some urge caution, they worry a minimum wage increase will deter businesses from hiring. >> it is a real issue so they need to do it intelligently and do it in a way that briefly put it on crackdown and it was against agreeing criminal enterprise involving illegal weapons and narcotics. police will help neighborhood watches following a recent string of burglaries. somebody kicked in the door of a home and it was one of six reported break-ins in that day with four happening in the afternoon. officers are not sure if they are responsible for this or other ones. this recent speak untilped and this is a way to attack the city's homeless program. it helped homeless find temporary shelters in hotels. they say using hotels and motels would be a lot less expensive took them from their grandparents home last friday. they believe the parents may be in mexico now and the grandparents have legal custody because the father is accused of being abusive. a woman
