Reporter now, a few blocks away, as we speak, at this hour two women are chained to the front doors of Oakland Police department impeding public access. I do know that Oakland Police officers are monitoring the situation. They tell me they will be there as long as it takes. I spoke to one of the women chained up outside. Heres what she had to say. Thank you for that report. The San Mateo County d. A. s office arrested a former San Mateo Police officer accused of a series of felony Sexual Assault related charges. Noah winchester had been with the Department Ten months before resigning last october when the first allegations was made. At this point he has been placed on indefinite leave. He resigned in february. We are staying on top of the story and we will have more on the 4 on 2. This afternoon investigators in millbrae are trying to figure out who set fire to that citys Community Center early this morning. Ktvus alex savidge there with more on the devastating loss for people in that area. Alex. Reporter good afternoon. It will be a challenge for the city to recover from such a devastating fire that investigators believe was intentionally set. The millbrae Community Center here was a Gathering Place for neighbors. It offered programs for Senior Citizens and hosted kids summer camps. Now, as you can clearly see, its gone. Huge flames shot from the roof of the millbrae Community Center early this morning. This fire started just after four and crews from across the peninsula worked to control the flames. But once the fire got up into the attic, it spread quickly and the building ultimately was destroyed. Central county fire chief John Kammeyer showed us the insulation in the ceiling that made things so difficult. While the fire was in between the roof and this tile, you know, you can see this peeled away. Once the fire gets in there, incredibly difficult to put out. This massive fire caused more than 1 million in damage and the atf has been called in to investigate the cause. The fire appears to have started on the outside of the building in this courtyard area, which is highly suspicious. Its hard to start that naturally. So thats why were focusing on that being suspicious. If anybody saw anything or saw anything suspicious, contact our office its. Reporter all morning long neighbors watched in disbelief as this Community Center continued to burn. A City Council Member described this as a tragic loss. This is the heart of the city right here. I am hoping its not something that was purposely set. But we have been remodeling it. New kitchen. Put in an airconditioning system just last year. And so just right now we are trying to regroup to make sure people have a place to go. Reporter and this morning we watched as firefighters also used a drone near get an aerial look at this fire and try to figure out how it was spreading. This is something we are seeing more and more. Now, the millbrae rec center, which was built more than 50 years ago, did not have any working sprinklers which allowed this fire to spread so quickly. Investigators from the San Mateo County Sheriffs Office will be working hand in hand with agented from the atf trying to figure out how this fire started exactly and who may have set the fire. Again they do believe it was highly suspicious in nature. They will be following up on leads that they have. They are also asking for the public to come forward about any information that might help this investigation. Alex, thank you. In burlingame, caltrain is recovering from delays after a train plowed into an unoccupied car around 9 30 this morning. This is was the scene from sky fox where the southbound train hit that vehicle near broadway. 170 passengers were on board the train at the time. No injuries were reported. The train single tracked through the area until the vehicle was removed. No word how that car got on to the tracks. People flying Southwest Airlines are being warned to arrive early as the airline continues to recover from a technical problem that affected hundreds of flights yesterday coast to coast. Brian flores was at Oakland International this morning where there was still extremely long lines. Reporter if you are flying Southwest Airlines, you might want to think of today as like any major holiday. In other words, arrive at the airport as early as you can. We are outside terminal 2 where long lines remain just to check in bags. Southwest airlines has canceled 335 flights nationwide. This is the residual effect of that computer glitch that grounded flights yesterday. Southwest airlines has a live video stream, more about what happened. They said the Computer Network had redundant systems that should have kicked in when it had issues. For some reason, it didnt. The airline had a replace a router and reboot 400 servers. That took 12 hours to get it fixed. Seven hundred flights were canceled yesterday. An additional 330 plus were canceled today. First of all, what i want do is apologize to our customers and employees. I realize how frustrating it can be to have your travel plans disrupted. I realize some of those travel plans are for some really special moments and they cant be replaced. Reporter last night trump called the speech no big deal, and today his campaign is blasting cruz as a politician whose word can no longer be trusted. All those candidates signed pledges to support the support in return for certain things. Senator cruz is the only one who violated that. Reporter the gop trying to put the disagreement aside for the final day of the convention. Another controversial remark is threatening to overshadow the coronation. He is suggesting he may not help nato allies. They say they will support the alliance, but only under certain conditions. At a time where we have 19 trillion in National Debt that we need to begin to look to allies around the world to step up and pay their fair share. Reporter trump is set to close down the convention tonight with his speech the last thing on the schedule. Then all eyes turn to philadelphia and the democrats, their convention. That begins on monday. Back to you. We saw protests flare up yesterday more than we have all week. Whats expected for tonight . Reporter there could be some protests tonight certainly. Just within the last few minutes there was a man protesting inside the convention. That has been a worry all week. They have places outside the Convention Center for people to protest. If people are getting in, thats a problem. There are security. There are tags. There are things that you have to show security to get through. Some people have been throwing those on the ground as they come out. Some say you want one . Take mine. Thats what theyre looking out for tonight. Protesters who make it inside the convention. An unarmed behavior therapist shot by police in florida while trying to help his autistic patient. Video of the shooting and how the therapist describes the moments that led up to it. Bay area teen who suffered a paralyzing injury now undergoing a breakthrough procedure. A florida man is recovering after being shot by police while he had his hands in the air. Reporter brian enten spoke to the man who says he was trying to help a confused patient when officers ordered him to the ground. Reporter this is Charles Kinsey laying in the middle of the road with his hands in the air. Police have rifles pointed at him. Listen as he tries to tell them he is a therapist trying help a confused autistic man who ran away from a group home. Charles remembers the moments before he got shot. Im going to the ground just like this with my hands up and im laying down here just like this. And im tell them again, sir, there is no need for firearms. I am unarmed. He is an autistic guy. He had a toy truck in his hand. Reporter he pleads with officers to back down and tries to calm down his patient. This goes on for minutes, and then charles says out of nowhere a north miami Police Officer shoots him. I am like this right here. And when he shot me, it was so surprising, it was like a mosquito bite. And when he hit me, im like, i still got my hands in the air. I say, no, i just got shot. I am saying, sir, why did you shoot me . And his words to me, he said, i dont know. North miami police say it started when someone called 911 and said there was a man Walking Around with a gun threatening suicide monday. But charles says the gun was a toy truck. The man was the autistic patient. I was more worried about him than myself. As long as i got my hands up, they are not gonna shoot me. This is what im thinking. Theyre not gonna shoot me. Wow, was i wrong. Reporter charles says what police did after he was shot is what upsets him the most. One, two, three sets of handcuffs. They cuffed my hands and flip me over. I am laying on the concrete like here. I am bleeding. Reporter day in and day out charles works helping the disabled. He just wants to know why the officer fired. So grateful that he is alive and he is able to tell his story. Every time i close my eyes, its just like im getting flashbacks. So far north miami police have not identified the officer involved in the shooting. Today, by the way, they announced they are going to bring in the Florida Department of Law Enforcement to take over the investigation with the States Attorneys Office overseeing the case. In the bay area officers are working to build community relationships, and today it was with a cup of coffee. And san jose officers from the california Highway Patrol showed up at starbucks right there on santana row to chat with people at its first coffee with a cop. It was held to help Law Enforcement officers connect with the community. Officers say its important because of the recent deadly shootings nationwide involving police. And with protests and tensions still high, some who chatted with the officers had questions. I know there is some rotten apples, absolutely. It doesnt mean the whole barrel is rotten and there is good officers that put their lives on the line. I want to know how it is that they work through the struggle of being labeled as violent. Out on the road doing different types of enforcement, we dont always have the opportunity. So this is a great chance for us and venue for us to be able to really work on building those relationships and trust. There were handshakes as well as hugs. Even one officer was given a roll of life savers candy. He was told it was a thank you because police are there to protect and save lives. Many bay area Law Enforcement agencies have started holding the events monthly because they have proven to be successful. A pathway to Success Summit is underway in downtown oakland. Its a chance for young people to look for work and for employers to find new talent. They are there lacking for new talent to looking for new talent to fill entrylevel positions. There is scheduled interviews with employers. This job fair is aimed at putting people between the ages of 18 and 29 in contact with potential employers and there is an emphasis here on reaching out to young people of color. So for us its a wonderful occasion really to give back to the community, to connect with the community, and let them know what we can do here at our hotel to really help boost their careers to the next level. If you have travel plans around sunday, the Airline Might bring that up. Its not expected to we will see the track. It is taking an aim towards the big island. Usually by the time they drift south or north this looks to be heading in that direction. A big fog bank, boom, like that. It has disappeared. A northerly breeze down the coast.
