Reporter police say they were called to the area saturday night, but officers didnt see the graffiti until the School District called monday. We saw officers in the neighborhood today. Investigators say there are few leads right now. This is very, very disturbing not only for the Police Department here but for this community in general. What was written on the doors here is not what represents the city of san leandro. Reporter the School District issued a statement saying it takes hateful messages very seriously. Police say theyre unaware of any racial tensions in town. We need to get to the bottom of this to ensure safety of everybody in the community. Police have not revealed a motive for the fouv message. Theyll be forwarding the case to the Alameda County District Attorney for prosecution. Rob roth in the news room. To the weather now. It was a wet weather for much of the bay area. Youve got to see the conditions. This was in san jose earlier today where the rain was enough to get those windshield wipers going and put the waterproof gear on. In the Weather Center with our chief meteorologist bill martin. It was enough to maybe put a hood on but youre saying were going to see much more . Its going to get going. What we saw today and yesterday was the beginnings of this Atmospheric River thats set up out in the pacific thats focused right on the bay area. Its going to set us up with heavy rain tomorrow for both commutes and its going to set us up with heavy rain on friday, certainly for the morning commute. After the weekend snow levels will drop. Hawaiian islands, coming all the way across the pacific, just like a fire hose. When you see Something Like that, its going to be hard not to get in the north bay half foot of rain in the next two days. For most of us, an inch to two inches around the bay area. Heaviest rain is going to be Golden Gate Bridge north. Its why the National Weather service issued a Flash Flood Watch. Starts tomorrow morning but it lasts through sunday. This is the National Weather service thinking like im thinking going anything that falls now, the ground saturated heavy rainfall rates. Youre going to have water coming up in the creeks. Even some of the bigger rivers are going to come up by sunday. When i come back well talk more about this flood watch and the potential for the next two days to bring significant rain to your backyard. Water managers are releasing more water from folsom lake as they prepare for more rain. Folsom is currently at about 70 of capacity thanks to el nino storms. By comparison it was 14 in december. Federal law requires a release to prevent flooding downstream in the american river. Given the amount of inflows weve seen from the reservoir and forecasted inflows over the next week, its time for us to release some water and make sure we have space in the reservoir so we can manage through that end flow. Without the release, the rest of the space in the reservoir could be filled within 10 days with the predicted rain and the release will stop as soon as the wet weather lets up. Ace trains are back in service after that derailment monday night that injured nine people. Our crews were there this afternoon as the first eastbound train took off from san jose headed to stockton. Trains are slowing as they go through niles canyon where the derailment happened. Theyre going 10 miles an hour. Thats way below the 40mileperhour speed limit there. The damaged train that was pulled from Alameda Creek was towed from a yard. Investigators got a close up look at the damage today and so did ktvus cristina rendon. Im a train guy. I like to take train pictures. Reporter the Main Attraction at the fremont railyard is the once derailed ace train. Brian zoomed in on the dents and debris. The damage is a little more than i thought. The one car that went in the creek, you can see the roof is open. Reporter photographers capturing the aftermath what was that like for them . Reporter think of the passengers who were onboard. Im kind of imagining the people inside and the fear at that moment, how brave they had to be to gather their wits to get out of there really quick. Reporter the closeup shots belong to investigators from the federal railroad administration. They spent wednesday morning touring railcar 39, looking at the broken glass and stains inside. Its believed a mud slide caused the train to derail monday night. Ultimate goal is to determine exactly what happened, did the slide happen before the train got there . Did the slide happen when the train was going through . Reporter ace is sending the train to stockton for further assessment with hopes of putting the most damaged car back in to service. Buying a new car takes two years and comes with a 2 million price tag. If its a matter of doing rewiring, cleaning, cosmetic type stuff, replacing seats, thats what were hoping for. Reporter he says the images alone are proof this accident really did end in a miracle. Tragedy enough as it is. Tragedy averted that no one was seriously injured. Reporter ace isnt sure how much its going to cost to repair all this but says the windows alone are about 100. You can imagine the cost is really going to add up. They hope to have a better estimate on the damages next week. Cristina rendon, ktvu fox 2 news. Were getting a better idea about how First Responders handled the Train Derailment emergency. Train collision, 550 niles canyon road. The ace Train Derailment brought an Immediate Response from several agencies including Alameda County sheriff, chp, and Fire Departments from a number of nearby cities. Once crews on the ground determined it was a passenger train, not a freight train, they also ordered up rescue boats and helicopters which ended up not being used. We do training, we did it with ace trains in fact. And we do it with amtrak. And weve done it with freight trains. So yeah, we do training with trains. That training came in handy when rescuers had to get passengers to safety in the dark. They used thermal imaging devices to make sure they didnt leave anyone behind. Police released Surveillance Video of a man they suspect of shooting someone to death onboard a b. A. R. T. Train. Previously investigators had only released grainy still images of the man so this footage shows them walking on a b. A. R. T. Platform and leaving the west open station on the night of january 9th. Investigators say just moments before this, he shot and killed 19yearold Carlos Romero inside a b. A. R. T. Train. Police have not been able to identify this man here in the video. Theyre hoping someone will recognize him. He is described as being somewhere between 6 feet and 64. The b. A. R. T. Police department is offering a 10,000 reward for information leading to his arrest. Saying farewell to a former first lady as three days of solemn ceremonies and public mourning for nancy reagan begin in southern california. Both today and tomorrow the public has an opportunity to pay tribute to nancy reagan who is lying in repose at the reagan president ial library. Earlier today a motorcade brought mrs. Reagans casket to the library in simi valley where an honor guard welcomed the procession. Thousands of people are expected to pay their respects. A private Burial Service will take place on friday and a spokesperson for the reagan families says even the smallest details of the ceremonies were planned by the first lady herself. Mrs. Reagan was intimately involved from who the guests were to who the pallbearers are, the people reading during the program, everything down to the flowers. So were just following her orders right now to make sure she has the funeral thats deserving of her. Mrs. Reagan died on sunday from congestive heart failure. She was 94 years old. Mrs. Reagan will be laid to rest right next to her husband, the former president , on the grounds of the library. School employees locked and loaded. The eight jurors spent nearly four hours discussing the case before adjourning for the day. The jurors are deciding whether alex nietos parents should receive any money for the death of their son. He was shot two years ago. Nietos parents are suing the city. Their Attorney Says the four officers used unreasonable force, but the officers say nieto pointed his taser at them. They thought it was a real gun and thats why they fired. Closing arguments wrapped up before noon today. Deliberations are set to resume tomorrow. A los gatos man is looking for justice after he says he was sexually abused for 10 years by his parents who adopted him. 23yearold dennis flynns attorney filed a surveillance lawsuit against the couple yesterday and today flynn spoke out publically for the first time. He said he was abused from the able of 9 when he was adopted from russia up until he was 19 years old. He says the first few months with ralph and Caroline Flynn were fine, but things quickly changed. After that he invited me in to the bedroom and i knew from the beginning it was wrong. But fear took over. The flynns were arrested earlier this year and now face criminal charges. Their attorney said they couldnt comment on the case because of a gag order but they are expected to plead not guilty. The California Charter School association is going after the oakland School District in court for better access to classroom facilities. The Association Says oakland is violating state law which requires the sharing of Available Space by all public schools. That includes Charter Schools. Charter schools are supposed to get school sites that are situated close to students. Theyre splitting several Charter Schools in to multiple locations. During the Current School year there are 37 Charter Schools in oakland with about 12,000 students. New at 6 00, guns on campus. Parents and gun owners divided about a policy just made public by a california School District. The Folsom Cordova district went public today with the controversial policy allowing guns on campus. Exactly who has access to the guns wont be revealed. Details on the safeguards and the reaction. This is a 1911 inside the waistband holster. Reporter sam has a permit to carry a concealed weapon. He teaches gun owners how to comply with the law. He believes this policy can save lives. Someone on campus needs to be armed quickly. Its a good thing. Its starting to elevate the conversation because when you need a Police Officer right now, hes 6 minutes away. Reporter the Folsom Cordova School District sent out this letter to parents, notifying them selected staffers with concealed weapons permits can store their guns on a safe place on campus but not everyone can carry. No teacher is authorized to store or carry firearms. Reporter for security reasons the district wont identify which staffers or what schools allow guns on campus but parents had mixed reactions. The only places that are safe are when people do carry and our schools are being shot up because they dont have the protection. I dont really approve of concealed weapons. If youre going to have a weapon, shouldnt be concealed. Reporter getting a permit requires permission from the local county sheriff following a rigorous background check. They get your fingerprints, photographs, they interview you. Then youre required to go through training by law. For security reasons the district wont reveal which employees can store their guns on campus. But the overwhelming majority support the policy. Ktvu fox 2 news. Storms and flooding in parts of the south are prompting evacuations and two people have drowned. Torrential rain is pelting areas from texas to illinois after heavy rainfall earlier this week. Many areas are at risk of flash flooding and warnings are in effect. The two people who died were in oklahoma and texas. One was killed when he tried to drive his suv across a flooded bridge. In louisiana water was several feet deep in some homes. By the time i got here it was completely like it was pointless to try to put sandbags. It was completely gone. We had to take all our waiting stuff and put it on top of refrigerators and all up high. Our whole house is destroyed. Reporter in one area 10 sheep were killed when a pasture was overcome by water. The owners saved six of them and put them sophly in a garage with heaters. 7 inches of rain were expected today and up to inches by the end of the weekend. Back here closer to home, were experiencing wet weather as well. We saw rain out there but youre saying more is to come . There is more coming. We set up with an Atmospheric River event that will get us through thursday and friday with significant rain, maybe a half foot of rain in the Russian River drainage basin on thursday and friday with more to come on the weekend. Heres the system we were talking about. We talked about it yesterday too. The moisture plume. This is an el nino event too because this moisture is all coming from the subtropics and basically part of what was our storm over the weekend. Now its out in the plains. Ill measure it out for are you but look what you got from texas toward toronto, youve got this line of showers going 2,000 miles and its dumping rain out there. Theyre having massive flooding problems in parts of arkansas, louisiana, lots of low lying land. Theyre getting nearly a foot of rain in 24 hours in some places. Theyre getting hammered. Well get more rain too. Were not going to see a foot of rain over the next few days but we could see a half foot of rain, maybe more in the Russian Reserve drainage basin. This Flash Flood Watch is a great indication of ground saturation. The Weather Service recognizes that. They recognize its going to rain right through the weekend. This Flash Flood Watch stays in effect through sunday. So if we get rainfall rates in the tune of an inch an hour, youre going to see rivers come up and creeks come up and what have you, especially here in the bay area proper. In the morning maybe a few sprinkles. Not a lot going on. San jose gets a little clearing. Going to be raining up in the north bay, even in san francisco. Rain starts kicking in in the south bay after lunchtime then it gets going. So the afternoon commute in san jose will be pretty heavy and this gives a great illustration of heaviest rain is going to be north. You folks in san jose and south toward monterey may say hey, whats this all about, but look. Here we are tomorrow morning. Real rain up here. Thats the morning commute. Then it kind of works its way, barely gets to san jose in the evening hours. So in this zone from mountain view, redwood city north, a lot of rain is going to come out. From this area south, not a heck of a lot of rain on friday. That changes on friday morning. Now everybody is getting rain. Your morning commute is wet for all. You get a break. Thats frontal passage, big win. Mountain travelers will have a winter storm warning. Travel advisories most likely change on 50 and 80. Then we get in to saturdays event which looks like it wants to linger unt north bay. This is why our concern for the Russian River drainage basin, 1500 miles of drainage. Theyre going to see a high flow on the Russian River. High tide comes saturday night and sunday. It could get right up there. Im not going to say its going to be flooding but wouldnt be hard to get that water over flood stage. Well be watching it close. Im sending mark tamayo up there. Hell be going up friday and doing river analysis at that time. That river is going to get right up there.
