>> the president announced a set of nine different sanctions. the treasury secretary has designated two russian individuals for using cyber- enabled means. 35 russian diplomats have now been ordered to leave the country including those in san francisco. >> two diplomatic compounds related to russian intelligence gathering are be closed, one in maryland and one in new york. they will be shattered at noon. releasing classified technology. >> in a statement, president obama said "these actions follow repeated private and public warnings that we have issued to the russian government and are a necessary and appropriate response to efforts to harm u.s. interests." >> the russian foreign minister reacted to the new sanctions calling them counter productive adding they will harm the restoration of ties between russia and the u.s. >> the obama administration deputy press secretary eric schultz says it's too soon to tell what will happen when president-elect donald trump takes office. >> today's actions are executive actions and if, for example, throwing out 35 senior russian intelligence officials that the next president thought he wanted to welcome back in, 35 senior russian intelligence officials he thought that was a good idea, he'll be able to do so. we don't think that makes a lot of sense. the next president wants to lift sanctions against senior russian intelligence units to make it easier for them to interfere with our elections, he can go ahead and do so. we don't think it will make much sense. >> within the last hour, donald trump issued a statement about the russian sanctions. in a press release from palm beach, florida, the president- elect said "it's time for our country to move on to bigger and better things. nevertheless, in the interest of our country and its great people, i will meet with people of the intelligence community next week in order to be updated on the facts of this situation." >> as we mentioned, some of the russian officials being forced to leave are based at the russian consulate in san francisco. >> we're live in the city and he's already seen movement at the consulate there. jesse? >> yeah, that's right, and it's moved -- this move by president obama is seen as a step towards increasing the strain on the u.s.-soviet relations. something we haven't seen going back to the reagan administration. we haven't seen much movement outside the consulate here. we're at the corner of baker and green streets in the pacific heights section of san francisco. let's take a look at our video. we saw a rebel factions fighting the government. it has left more than a quarter million people dead and set off a refugee crisis across europe. >> now to oakland a new report found dangerous levels of lead in the fruitville neighborhood. they found elevated levels of lead in children testifieded in that area. that's more than the city of flint, michigan, where 5% kids had dangerous levels of lead during a water contamination crisis. the national average is 2.5%. researchers blame oakland's high levels of old paint and exposure to plumbing and industrial waste. >> joining us live to talk more about this, you represent the fruitville district. obviously, the one that has the highest concentration of these lead levels. were you surprised by this report? >> it's been an ongoing issue. i'm -- one, it's been clarified that it's not the actual water that's contaminated, but at the same time in terms of the environment, it's been like that for a number of years. certainly for those of us who grew up in the area, the lead poisoning has been an issue, but the reality is it's a public health issue, it's an environmental issue. from west oakland to east oakland where children, little ones, are being rim packeted when -- impacted when it comes to lead poisoning not only in the places they are living in, the lead paint, but around their homes because it turns into dust and this is where they are playing, doing and impacting their health. >> you mentioned that 25,000 children live in that zip code and that the fruitvale district has children in schools. they can be impacted. >> our responsibility of government is to take care of the children in need. what do we do now? that has had the county and state and the city work together to make sure that we address the living environment, their school settings and the recreational facilities at the same time to make sure we protect our children and that's the bottom line. >> you make a really important distinction. not related to the water. what steps are, in fact, the city of oakland taking to try to reduce kids' exposure to lead? >> we're supposed to have this cooperation unification between the county and the city in terms of dealing with your home with the lead paint around it. we're waiting for that response and we're working together. at the end of the day, the federal government does provide us support through hud and hopefully the feds can continue it do that to make sure areas like east oakland, detroit, st. louis and other municipalities that have been industrial cities for a number of years, but yet the contamination continues to be there and our children are paying the price with sacrificing their health. that's the ultimate goal how do we rectify and make sure are children are healthy and continue to develop the city of oakland state and the country and we need to care about our kids in oakland. >> i know in working with the county, you are also hoping to get ahold of a list that has these homes and properties and industrial buildings and -- >> that can be a problem. >> exactly. so the county can continue working towards getting rid of these issues. >> most of all, i think we need to call it in, report it, have your children tested and also demand a response from the county, the city and all the other governmental bodies. >> thank you. >> thanks so much. >> we'll have more on that report as well coming up at 5:00. >> there were new reports of a chevron smell in san francisco. they got more than a dozen calls including in the area of fairmount hotel on nob hill. officials also got numerous calls about a foul odor in the area yesterday morning and people in the marina, bayview, outer richmond and sunset district told us they too can smell it. >> it was really smelly. it stinks. it was like an hour ago. it's pretty strong. it weirded me out like what is that. i started looking around on the ground. i didn't know what it was. it could have been gas. >> the bay area air quality management district is investigating a number of potential sources including two recent flaring incidents at the chevron refinery in richmond as well as emissions from ships, landfalls and waste water treatment facilities. >> crab fisherman from bodega bay to the canadian border are on strike. they say they had agreed with wholesale buyers of $3 a pound. the season hadn't started yet for the north. the strike could effect prices and the ability for crabs. >> remembering hollywood legend debbie reynolds following the death of her daughtery carriefish -- daughter carey fish ear -- carrie fisher. >> a home invasion robbery. >> temperatures feeling comfortable. mild readings out there. possibly a few showers that could move in before 2016 comes to an end. >> four people are recovering from injuries following a collision between a big rig and a greyhound bus headed for san francisco. the crash happened early this morning in the northbound lanes of interstate five and kettleman city about 55 miles south of fresno. the highway patrol says the big rig rear-ended the bus sending it into the shoulder of the highway and the bus flipped over on its side. three passengers on the bus and the driver of the big rig suffered minor injuries. there's no word yet on what caused the crash. >> san jose police looking for the person who shot two men this afternoon. it happened during a home invasion robbery last night. >> police don't have much to go on on this case. the suspect descriptions they received were pretty vague and the victims say they didn't recognize them. police say that the robbers forced their way into a home on peach court near east san antonio and 24th street around 10:00 last night. a group of young adults who were home at the time, thieves confronted them and shot two men in the legs. they were both rushed to the hospital and expected to survive. police say the suspects took electronics and valuables. investigators interviewed witnesses and canvassed the area. at this point, the robbers are still at large. officers tell us that the victims are lucky to have survived. reporting from san jose police headquarters, ktvu fox 2 news. >> breaking word we're getting coming to us in san leandro. you are look at the aftermath here of a fire at an apartment complex on 164th avenue. again, live pictures of this scene. this fire broke out about 30 minutes ago around 3:30. a second alarm was called, but as you can see here, firefighters have put out those flames at this apartment complex. haven't heard of any injuries yet, so hoping everyone inside was able to make it out safely. we are continuing to follow this story and we'll bring you any updates as we get them. a fire now out in san leandro. >> in las vegas, hundreds of people were evacuated from the rio hotel this morning because of a power outage. the mask raid tower went -- masquerade tower went dark when a fuse blew in a backup generator according to hotel officials. an electrical fire happened there yesterday. guests were moved to other hotels and no injuries were reported. the homewood mountain resort at lake tahoe is back open after a fire shut it down yesterday. a fire broke out at the resort's south lodge. images from the protection district are what you are looking at. crews say the fire damaged a building that houses resort offices and two dining areas. no one was inside at the time and no one was hurt. the damaged building will remain closed until repairs can be made. >> more aftershocks are being felt along the california- nevada border following three sizable earthquakes yesterday. it is closed due to the quakes. there are reports of damage to the facade and rooftops of buildings along with broken windows. the park is a gold mining ghosttown that has been converted to a tourist site. two quakes measuring 5.27 and 5.25 rocked the sierra nevada earlier yesterday morning. >> all right. let's check in with our meteorologist happened while he was driving the girl along with two older women in the sacramento area. >> as max reyes nick reports, after the driver overheard what he thought was a concerning conversation took action and contacted police. >> nearly a month into the job, uber driver keith avila received a ride request monday night from oak park to elk grove, a ride that would earn him less than $8. >> it was about 13 minutes, something like that. about 13 minutes. >> almost immediately, keith noticed what the girl sitting next to him was wearing. >> she had a really short skirt so you could see all her legs and it struck me as odd because she was so young. she was dressing like that. >> as the girl's appearance caught his eye, a conversation between the 16-year-old girl and one of the two women in ceo of weave, a nonprofit, crisis intervention agency in sacramento county that works with victims of domestic and sexual abuse as well as sex trafficking. >> the trafficker is looking for somebody that he can groom to work for him and so they are looking for vulnerability, they are looking for kids that nobody is looking for, so kids in the foster system, runaways. >> just recently, sacramento county started collecting data on sex trafficking victims. now we are identify more than 100 kids in the past 12 months who have been trafficked and thehope is the public will be able to identify them too. >> looking for young girls or boys who aren't where it seems like they should be. they are obviously not on their way to school. we don't think there are books in that backpack. they are lurking mom is now pleading for the return of a family ring stolen from east bay cemetery where her son is laid to rest. roxanne's son, sean, was an army corporal ambushed and killed. his ashes are in the cemetery. around christmas, someone broke into her son's and it has the family crest right on the front. >> it hit me really hard because i don't understand how someone can violate someone, number one, who has protected our country, who is a war hero. >> a special tool was used to crack open the niche and the thief did not leave any fingerprints. while the sheriff office is investigating, the cemetery says it can't comment without first receiving permission from the oakland diocese. roxanne's husband died last year and is also laid to rest near their son. >> police are asking for the public's health as they investigate a shooting at the bay street office complex. they heard gunfire just after 10:00 last night. there were several calls, 911 about gunshots outside the parking lot on bay street. police found shell casings and shattered glass, but the shooters and any victims had already left the scene. people reported seeing people in other cars firing on each other. >> a young man apparently shot and killed accidently at a homeless shelter and rehab facility in couldn'tia castro county -- contracastro county. he lives with his father, but went to the facility to visit his mother and younger siblings for the holidays. his mom says that joshua was shot while his 15 and 16-year- old brothers were handling a gun that he kept in a backpack. >> the police officer said they were trying to put it together or something and it went off. i can't comprehend what happened. i'm so confused. there was a scream. i heard my son's voice immediately and knew something was wrong. >> the sheriff deputies have talked to joshua's brothers. investigators have not revealed who was holding the gun when it went off and findings of today's autopsy have not been released. >> police are investigating a deadly freeway crash that happened last night that happened just about 8:00 just east of port chicago highway. the highway patrol says the car clipped another vehicle, then flipped and ended up in the center divide. the 60-year-old driver of that car that flipped was pronounced dead at the seen, but her name has not yet been released. the other driver did not suffer serious injuries. >> the chp is looking into a crash in mound vanview that claimed -- mountainview that claimed the life of a motorcyclist. they say a man on a sport bike was darting through traffic when he slammed into a volkswagen about 4:00 yesterday afternoon on highway 101. the motorcyclist is identified as 28-year-old from campbell. it took about 90 minutes before the chp reopened all the lanes on reporting a mysterious problem with the camera lenses. the complaints are that the lenses are apparently shattering for no apparent reason. according to a law firm investigating the complaints, the company is not covering the problem under its warranty. earlier this year, samsung recalled many of its smart phones due to a high number of battery explosions. >> many angry parents and children are complaining about this year's hottest christmas toy. the hatchy mals were flying -- hatchimals were flying off the shelves leading to scalpers charging more and they are interactive birds that hatch from an interactive egg. according to complaints, many hatchimals did not hatch. so far, there's been no comment from the toy maker. >> that has to be disappointing for the kids. >> probably upsetting for the parents too. >> it could be a recipe for disaster for home who enjoy fine dining. there's a serious shortage of chefs in the u.s. government statistics estimate at least 200,000 more cooks will be needed in the next eight years, but finding people to take those restaurant jobs could be a tall order to fill. the cost of going to cooking school is going up while wages for chefs are going down. >> it's long hours. they are getting paid $15-$2 $25 an hour at this point. it's good money, but it's not that people are not earning. it's just a difficult job. >> many restaurant owners say they have been forced to reduce their kitchen staff due to rising health care costs and other factors. >> see what we are expecting for the rest of our weekend for new year's eve. >> yeah, it looks high clouds have been work their way back into the region over the past few hours. talking about the newer years eave forecast and -- new year's eve forecast, we have a chance of a few showers into the morning hours and the afternoon. only a chance by the evening. partly cloudy skies, temperatures on track to reach the upper 40s to lower 50s and by 11:00 #, they take the coolest locations by midnight. santa rosa down to 38 degrees. to san francisco, right around 45 degrees as we say hello to 2017. as you can't see opt future cast here, showing you clouds out there for tomorrow. mainly focused to the south of the region and the clouds increasing once again. saturday, there is a possibility of a few scattered showers out there for the first half of the day, but as you can see later in the afternoon, we do have drying conditions or at least clearing conditions. this weather system will be a cloud producer mainly to our south for tomorrow and this area of low pressure sets up and will usher in very cold air as we head into next week. for tomorrow, partly cloudy and a touch cooler out there. then, a major cooling moves into the region on monday and into tuesday. it could be cold enough we could have very low snow levels possibly as low as a thousand feet. possibly lower more than that. it looks like this forecast model got regenerated in the show, so we'll show it again. there's a shower into saturday morning. clear skies later in the day. january 1st not looking too bad. we'll be watching showers develop up to our north. by late sunday night into monday, after we interdues the possibility of a few -- introduce the possibility of a few showers, but it gets cold later into monday and next week. temperatures for tomorrow in the upper 50s to low 60s for afternoon highs. we are expecting partly cloudy skies especially for san jose, morgan hill and gilroy. there's a shower not enough to cancel any plans. it's mostly for the morning hours. saturday night looks fine. sudden looks fine as well. chance for very cold showers. afternoon highs you can see only in the 40s for monday into tuesday. every time i say it, snow level down to 1,000 feet, we've seen snow approaching new year's. a lot of people will be toasting and celebrating. while nobody should be getting behind the wheel after drinking, what should someone do if they get pulled over for dui. we know law enforcement across the bay area will be stepping up patrols. >> they absolutely are. keep in mind driving in california is a privilege, not a right. so, if you get stopped, the officer has to have probably cause to -- probable cause to stop the car. they say eight or nine stops on new year's will have a driver under the influence, but the outdated intriet tests, -- sobriety tests, you do not have to take those. you can say i choose not to take those and they will offer you a prescreening device which is that little instrument they say blow into this. you do not have to take that. you can say no. by implied law in california, impliend consent, when -- implied consent, when they take you to the police station, you have to take blood or breath. the more accurate of those two is blood. if you know you've been drinking, you want to go to breath. if you think you are really under that point .08, then you would opt for the blood. >> ok. what happens comes court time? who comes court time f-you are over .08, they are going to final di against you, what they call the a and b count. if you are convicted or you plead, you are looking at about a $2,000 fine, two days in jail that can be served a number of different ways, community service in some counties or you can do sheriff work alternative- type programs. you'll be doing two days. then, about $2,500 fine and then you have to pay your lawyer too. >> also, you know, the potential for what something really bad happening. i guess the moral is there are a lot of ways you can get home via public transit or a free taxi ride. >> you pickup a dui and you go out and you get picked up for another dui and you are in a fatal accident, they can charge murder against you. murder. >> yeah, we don't want that happening, folks, please be careful. >> that first one is -- that puts you in a big bind. >> quickly, a lot of new laws come into effect come the first of the year including one that no longer posting any instagram updates from behind the wheel, right? i don't do it. i don't. >> i'm sure you don't. you can't text anymore. you've got to have a holder or your cell phone or smart phone in the car number one. you can swipe one time. you cpt hold it in your hand -- cannot hold it in your hand. if you are under 18 years of age, you cannot have the phone and use it even in the swiping. for the older ones, you have to use the voice recognition. other than that, you know, it's dangerous. it really is when you're texting especially kids. >> yeah, all of these things designed to make the roadway safer. new sentencing guidelines that come out of the controversial brock turner case. >> yeah, very tough. what they've done is if you sexual go after an unconscious person or someone intoxicated, really intoxicated, then the court has to mandatorily put you in state prison. if i recall correctly, 2-4 years. it's mandatory from the court. it comes from our stanford case. people went up in arms. new laws passed. >> thank you, michael. happy new year to you as well. >> all right. >> security will be tighter than usual at the rose parade in pasadena monday. the city will have its officers on duty along with backup from county and federal officials. organizers say there will be 1500 officers along the parade routes and at the rose bowl game. patrol cars and barricades will be placed at key intersections along the parade route as a way to prevent cars or trucks from driving into the car. several items are being banned for the first time including drones, selfie sticks and umbrellas. the chp mounted patrol unit is not clued in the number of officers -- included in the number of officers on duty, but they'll be at the parade and the horses will make the 5.5 mile trip down colorado and
