have a gun. police started the chase but called it off for safety reasons using the highway patrol aircraft to follow this car. the man eventually abandoned his black mitsubishi near the north berkeley bart station. a neighbor told us what he saw. >> they are saying raise your hands in the air but he wasn't listening. he just kept walking. we were concerned it would turn into a firefight so he came outside and start looking at what was going on. eventually, they ran him down right over here. and they captured him. >>reporter: the men's identity has not yet been released. while dozens of vehicles were damaged, just one driver was hurt. that was a pregnant woman who is reportedly in stable condition and according to witnesses, the driver look right at them as he intentionally drove his car for their vehicles. huge swells and weights are headed to the peoria coast along with 24 of the biggest wave surfers. the titans of mavericks surf contest is set for friday. organizers say they hours. here is pillar point. deepwater offshore, shallowater closer to pillow -- pillar point. that puts the energy of that wave closer to mavericks. that's where you get the permission of the waves. we could be talking about wave faces from 25 to 35 feet as we head toward friday. that's all the forecast models are shaping up as we take a look at the mavericks friday forecast. great commissions. virus. the cdc says the patient recently traveled outside of the country and is a resident of yolo county. previously, we have reported about a suspected case of a pregnant woman in berkeley but have not heard from the cdc if that woman has indeed been confirmed to have the virus. the zika virus is transmitted by a certain species of mosquito and can cause very serious birth defects in babies >> i think at the end of the day, we are seeing something that's really unique. you've got donald trump who is appealing to the same 20-30% of people in the republican party who are really just dissatisfied with government. ironically, bernie sanders is appealing to people who are very upset with government and that sort of thing on the democratic side. there's a lot of similarities between people on the republican and democratic side not happy with government and looking for new people. >> with that said, should the republican establishment be ready for donald trump as the nominee? should they start to prepare themselves for that? i also have to ask about john kasich because wow, second place ? where did that come from? >> with respect to donald trump, it's a long way to the end of the line.>> maybe after tuesday we can answer that?>> we will see a lot clearer after super tuesday as to donald trump. the john kasich story is very interesting. he set a record for doing town halls. he did over 100 in new hampshire. he was all in on new hampshire. he needed new hampshire where he was done and today we know carly fiorina and chris christie are out but it very well could have been john kasich. so, he's all in. he's got nothing left in the tank necessarily to move on. but he is going to try. he's putting calls out -- >> moneywise? >> yes, in terms of money and to fight in south carolina. >> is the real winner ted cruz? because of his first-place finish in iowa? >> you could make that case. he was virtually untouched. he got the job done. he is out of new hampshire, moving on but another one on the republican side may have been jeb bush. he kept himself in the game. south carolina, over the years has been very good to the bushes. if he scores very highly in south carolina, can he gains momentum? >> i saw a headline talking but democrats. it said clinton regrouping while sanders takes victory lap. does hillary clinton need to regroup now? we are hearing more and more headlines about bernie sanders trying to? africa -- the african-american vote. >> she needs to take seriously what happened. aaron sanders not only won and won big, but that had to be a message that hillary clinton is not resonating with a whole lot of people including the minority community. >> historically, that has been the clintons group. >> absolutely. so well she is still doing well, she is concerned that bernie sanders is going to cut into those numbers. young people supporting sanders , a whole spectrum of people supporting him. >> young people, minorities. name it. >> he's got some momentum. the real truth of the matter is it's always in the mouth but you can't knock anything going on with bernie sanders right now. he almost won the iowa caucus, maybe did and then wins big in new hampshire. >> does that mean clinton needs to restructure her campaign message?>> yes, you. >> how do you do that at this point? >> i think you try to find yourself to be relevant on the issues with the groups that she isn't tracking very well with. but you can't invent that. you can just come up with it and a day. i think she went back really to retool and say we are missing a lot of people here. we need to figure out how to reach those folks. >> it would be a shock if hillary clinton lost south carolina. >> yes, it would be. but bernie sanders has to go down there and school board. thanks for being with us. okay, so middle school students, some as young as 12 years old, that's around 10,000 kids possibly getting access to condoms. tell us about this proposal. how would they get the condoms? >> the proposed policy is about making sure the very small percentage of students in our middle schools who are sexually active have the opportunity to access condoms. this access would not happen without conversations and counseling with a nurse or school social worker or with the counselor about safe sex, abstinence options but at the end of the day we just want to make sure that small percentage has an opportunity to make itself and healthy choice. >> you have an exact figure of how many middle schoolers in san francisco are having sex?>> research tells us about 5%. >> for 95% aren't having sex. i guess the question is why start changing the social norm? i'm a parent. the norm is not to have sex when you're that young but if you have a sliver of a percentage, why even start to change it? >> again, this policy does not promote sex that it's a policy that recognizes we do have a small percentage of students who are sexually active. i had children at 16 and 17 and if i was aware of a policy or opportunity to maybe be safe and healthy, i may not have had children so early. again, we are talking about a small percentage of students, counseling with nurses and social workers and cancel workers with experience in these conversations but we need to make sure if our students are sexually active, they have an opportunity to be safe. >> and you think it's the school's responsibility to do that? to educate them about when it's okay to have sex? and not parents at home? >> i definitely don't think the parents at home shouldn't be engaging in conversations with their children about sexual activity and being healthy. in fact, it is the parents job but what we're saying is we recognize it's happening at the middle school level and we want our students to be healthy and safe. >> and there's currently a policy in place for high schoolers? how do the two policies differ? can parents opt out and say thanks but no thanks? i will deal with my child on my own? >> we already do have formal policies and high school. that would differ because in high school, there's not always that conversation with a nurse or a social worker. we can't allow parents to opt out because of state law. there is family code 625 that states we can't deny confidentially access to condoms and contraceptives to our students. so we aren't creating those laws about the conversation you may want to have with state legislators but at the end of the day, we just want our children to be healthy and safe. >> i'm trying to picture this conversation. for example, 12-year-old johnny talks to a social worker and says i think i'm ready for sex and he or she asks johnny questions and says i think you are ready, here is a condom and off he goes?>> i definitely don't want to play make- believe. >> that's a conversation you are going to have the right? >> again, not a conversation i would happily professional who is trained to have these conversations with young people about sexual activity, abstinence and being healthy. that is a trained social worker, nurse or counselor. we train -- we have trained people who get paid to do this. >> the national media has picked up on the story. is there something in particular, an incident last year or the year before that brought this up for discussion? has that small percentage increased? our eighth graders getting pregnant? >> i haven't heard anything about an increase. i would bet my life there's an eighth-grader pregnant somewhere. we want to make sure we avoid >> into san francisco? >> again, i'm not sure but i would bet somewhere. the bottom line is this. we want to make sure our students, the small percentage that are sexually active have the opportunity to be safe and healthy. >> let's look at the bigger picture. what other sorts of sexual education goes on within the district? other classes? what else happens besides this condom policy? >> right now at the middle school level, we don't have any formal policy around access to condoms but we do have sexual and health education classes in all of our middle schools. >> everyone is required? >> they are required. these conversations are being have with our middle school students right now. >> in case but the reaction so far from parents at home. email filtering in. is a 50-50? to some parents say great thanks looking out for my son or daughter or are you getting more what are you thinking? >> i have conversations from both sides. we have some parents that say we are thankful that just in case if my child may be sexually active at that age that they're going to have the opportunity to talk to an adult that may have knowledge about how to be safe and healthy but definitely getting emails and having conversations with parents who are not happy but i think part of that is in terms of misinformation that gets out and the fact that people may be saying we are promoting condoms , that we are promoting sexual activity, which is not the case. we're just saying that if a child who may be sexually active, the small percentage, comes in and wants to be healthy and safe, they are going to get the right advice, have the right conversations with the right professionals so they can be protected and safe.>> what's the next step? when will the meeting vote happened? >> we had a meeting last night. a full board meeting. the table this conversation until we have more community engagement and more conversations with families. we don't have an exact date of when that what will happen. it could be as early as two weeks or later.>> if it's passed, will that policy go into effect this school year or next? >> the district team will work on that strategy. i don't have an exact answer in terms of the date that it will be happening once the policy passes. >> will it need a unanimous vote?>> 4 to 3. >> it's an interesting proposal. i appreciate you coming in and giving us that story. >> thanks for having me. start research that you've done on childhood obesity over at stanford. what was your vision and inspiration?>> it actually started with a phone call. my cofounder and ceo of kurbo reached out to me about three years ago and she was really struggling with her son who is having issues with weight and ask for some advice. i was the lead behavior coach at stanford in the childhood obesity program. we talked a lot about the different modification behavior tools that she could do with her son and what she realized was that there are not a lot of resources available online and that was frustrating to her. we spent time trying to figure out if there was an opportunity to bring these great behavior modification tools to a larger population. >> and you guys described this as a virtual version of an expensive hospital weight program. how does kurbo work and what makes it different?>> it's definitely geared specifically for kids and teens but it consists of two components. we have the app for kids to track their food and behavior and exercise behaviors. and then we have this coaching aspect as well. that's really important part of kurbo. kids talk to a coach once a week over facetime or skype. in addition to using the app, have somebody other than my parents talking to them and motivating them to make these healthy changes. >> how do you balance the healthy eating, exercise and maybe going over the line like a competition or maybe children are becoming obsessive? >> such a good question. we feel very strongly that if you give the kids the tools and the things they need to make healthy choices and empower them, they have an information to make good decisions. i think we run into issues when kids don't know what to do. this gives them the proper tools to do it in a balanced way. >> can be seen of her children. i imagine games are involved? >> our whole goal is to make it simple, fun and easy. we have adults using it. it's a different look at food and exercise. all the foods are classified as radial and greenwich simplifies the whole message. >> like red is stop? >> kind of like that. there are foods we want to eat a lot of. fruits and vegetables. yellow foods we want to take a look at and read light foods are those foods that maybe we need to eat fewer, reduce those on occasion. >> moderation. >> kurbo is available on android and apple. anywhere between $50 and $80 a month. other success stories that this is worth the investment?>> we have fantastic success stories. we encourage everybody to take a look. collis and talk to us if you are concerned about this. we >> in the contest highlights how talented the locals are from pacifica to santa cruz. they know that break so well.>> they open up the invitation across the world. several changes as we know over the years. it used to be a tradition for spectators to line the beach on class to watch the contest but during 2010, the sneaker wave took out part of the crowd and 12 or injured. that prompted organizers and local law enforcement to ban spectators from watching along the shore. the viewing was moved further back onshore to other bars and restaurants. >> they always want people to stay away. hip was never really a concern until that finally happened. you see how traumatic that was and that changed all the rules in the organizers putting on the contest. >> last time we had mavericks, january 24, he came outside and start looking at what was going on. eventually, they ran him down right over here. and they captured him. >>reporter: the men's identity has not yet been released. while dozens of vehicles were damaged, just one driver was hurt. that was a pregnant woman who is reportedly in stable condition and according to witnesses, the driver look right at them as he intentionally drove his car for their vehicles. huge swells and weights are headed to the peoria coast along with 24 of the biggest wave surfers. the titans of mavericks surf contest is set for friday. organizers say they >> i think at the end of the day, we are seeing something that's really unique. you've got donald trump who is appealing to the same 20-30% of people in the republican party who are really just dissatisfied with government. ironically, bernie sanders is appealing to people who are very upset with government and that sort of thing on the democratic side. there's a lot of similarities between people on the republican and democratic side not happy with government and looking for new people. >> with that said, should the republican establishment be ready for donald trump as the nominee? should they start to prepare themselves for that? i also have to ask about john kasich because wow, second place ? where did that come from? >> with respect to donald trump, it's a long way to the end of the line.>> maybe after tuesday we can answer that?>> we will see a lot clearer after super tuesday as to donald trump. the john kasich story is very interesting. he set a record for doing town halls. he did over 100 in new hampshire. he was all in on new hampshire. he needed new hampshire where he was done and today we know carly fiorina and chris christie are out but it very well could have been john kasich. so, he's all in. he's got nothing left in the tank necessarily to move on. but he is going to try. he's putting calls out -- >> moneywise? >> yes, in terms of money and to fight in south carolina. >> is the real winner ted cruz? because of his first-place finish in iowa? >> you could make that case. he was virtually untouched. he got the job done. he is out of new hampshire, moving on but another one on the republican side may have been jeb bush. he kept himself in the game. south carolina, over the years has been very good to the bushes. if he scores very highly in south carolina, can he gains momentum? >> i saw a headline talking but democrats. it said clinton regrouping while sanders takes victory lap. does hillary clinton need to regroup now? we are hearing more and more headlines about bernie sanders trying to? africa -- the african-american vote. >> she needs to take seriously what happened. aaron sanders not only won and won big, but that had to be a message that hillary clinton is not resonating with a whole lot of people including the minority community. >> historically, that has been the clintons group. >> absolutely. so well she is still doing well, she is concerned that bernie sanders is going to cut into those numbers. young people supporting sanders , a whole spectrum of people supporting him. >> young people, minorities. name it. >> he's got some momentum. the real truth of the matter is it's always in the mouth but you can't knock anything going on with bernie sanders right now. he almost won the iowa caucus, maybe did and then wins big in new hampshire. >> does that mean clinton needs to restructure her campaign message?>> yes, you. >> how do you do that at this point? >> i think you try to find yourself to be relevant on the issues with the groups that she isn't tracking very well with. but you can't invent that. you can just come up with it and a day. i think she went back really to retool and say we are missing a lot of people here. we need to figure out how to reach those folks. >> it would be a shock if hillary clinton lost south carolina. >> yes, it would be. but bernie sanders has to go down there and school board. thanks for being with us. okay, so middle school students, some as young as 12 years old, that's around 10,000 kids possibly getting access to condoms. tell us about this proposal. how would they get the condoms? >> the proposed policy is about making sure the very small percentage of students in our middle schools who are sexually active have the opportunity to access condoms. this access would not happen without conversations and counseling with a nurse or school social worker or with the counselor about safe sex, abstinence options but at the end of the day we just want to make sure that small percentage has an opportunity to make itself and healthy choice. >> you have an exact figure of how many middle schoolers in san francisco are having sex?>> research tells us about 5%. >> for 95% aren't having sex. i guess the question is why start changing the social norm? i'm a parent. the norm is not to have sex when you're that young but if you have a sliver of a percentage, why even start to change it? >> again, this policy does not promote sex that it's a policy that recognizes we do have a small percentage of students who are sexually active. i had children at 16 and 17 and if i was aware of a policy or opportunity to maybe be safe and healthy, i may not have had children so early. again, we are talking about a small percentage of students, counseling with nurses and social workers and cancel workers with experience in these conversations but we need to make sure if our students are sexually active, they have an opportunity to be safe. >> and you think it's the school's responsibility to do that? to educate them about when it's okay to have sex? and not parents at home? >> i definitely don't think the parents at home shouldn't be engaging in conversations with their children about sexual activity and being healthy. in fact, it is the parents job but what we're saying is we recognize it's happening at the middle school level and we want our students to be healthy and safe. >> and there's currently a policy in place for high schoolers? how do the two policies differ? can parents opt out and say thanks but no thanks? i will deal with my child on my own? >> we already do have formal policies and high school. that would differ because in high school, there's not always that conversation with a nurse or a social worker. we can't allow parents to opt out because of state law. there is family code 625 that states we can't deny confidentially access to condoms and contraceptives to our students. so we aren't creating those laws about the conversation you may want to have with state legislators but at the end of the day, we just want our children to be healthy and safe. >> i'm trying to picture this conversation. for example, 12-year-old johnny talks to a social worker and says i think i'm ready for sex and he or she asks johnny questions and says i think you are ready, here is a condom and off he goes?>> i definitely don't want to play make- believe. >> that's a conversation you are going to have the right? >> again, not a conversation i would happily professional who is trained to have these conversations with young people about sexual activity, abstinence and being healthy. that is a trained social worker, nurse or counselor. we train -- we have trained people who get paid to do this. >> the national media has picked up on the story. is there something in particular, an incident last year or the year before that brought this up for discussion? has that small percentage increased? our eighth graders getting pregnant? >> i haven't heard anything about an increase. i would bet my life there's an eighth-grader pregnant somewhere. we want to make sure we avoid >> into san francisco? >> again, i'm not sure but i would bet somewhere. the bottom line is this. we want to make sure our students, the small percentage that are sexually active have the opportunity to be safe and healthy. >> let's look at the bigger picture. what other sorts of sexual education goes on within the district? other classes? what else happens besides this condom policy? >> right now at the middle school level, we don't have any formal policy around access to condoms but we do have sexual and health education classes in all of our middle schools. >> everyone is required? >> they are required. these conversations are being have with our middle school students right now. >> in case but the reaction so far from parents at home. email filtering in. is a 50-50? to some parents say great thanks looking out for my son or daughter or are you getting more what are you thinking? >> i have conversations from both sides. we have some parents that say we are thankful that just in case if my child may be sexually active at that age that they're going to have the opportunity to talk to an adult that may have knowledge about how to be safe and healthy but definitely getting emails and having conversations with parents who are not happy but i think part of that is in terms of misinformation that gets out and the fact that people may be saying we are promoting condoms , that we are promoting sexual activity, which is not the case. we're just saying that if a child who may be sexually active, the small percentage, comes in and wants to be healthy and safe, they are going to get the right advice, have the right conversations with the right professionals so they can be protected and safe.>> what's the next step? when will the meeting vote happened? >> we had a meeting last night. a full board meeting. the table this conversation until we have more community engagement and more conversations with families. we don't have an exact date of when that what will happen. it could be as early as two weeks or later.>> if it's passed, will that policy go into effect this school year or next? >> the district team will work on that strategy. i don't have an exact answer in terms of the date that it will be happening once the policy passes. >> will it need a unanimous vote?>> 4 to 3. >> it's an interesting proposal. i appreciate you coming in and giving us that story. >> thanks for having me. start research that you've done on childhood obesity over at stanford. what was your vision and inspiration?>> it actually started with a phone call. my cofounder and ceo of kurbo reached out to me about three years ago and she was really struggling with her son who is having issues with weight and ask for some advice. i was the lead behavior coach at stanford in the childhood obesity program. we talked a lot about the different modification behavior tools that she could do with her son and what she realized was that there are not a lot of resources available online and that was frustrating to her. we spent time trying to figure out if there was an opportunity to bring these great behavior modification tools to a larger population. >> and you guys described this as a virtual version of an expensive hospital weight program. how does kurbo work and what makes it different?>> it's definitely geared specifically for kids and teens but it consists of two components. we have the app for kids to track their food and behavior and exercise behaviors. and then we have this coaching aspect as well. that's really important part of kurbo. kids talk to a coach once a week over facetime or skype. in addition to using the app, have somebody other than my parents talking to them and motivating them to make these healthy changes. >> how do you balance the healthy eating, exercise and maybe going over the line like a competition or maybe children are becoming obsessive? >> such a good question. we feel very strongly that if you give the kids the tools and the things they need to make healthy
