september 30. now, carey from the province of quebec was on a solo camping trip. camping out at the park. found face down on saturday. the day after the bluegrass would have kicked off. discovered on monday on the marine county trail. now carter has been in ma rine, really just a tragic story all the way around. back to you. >> well we could talk about the motives here. was it robbery or something else? something more? >> reporter: as difficult as it may be for us to swallow that it sounds unfat un-- unfathomable that someone would kill for camping gear and a car. >> if you look at the timeline, the first murder was the one in san francisco. do we know where they will be winding up? >> reporter: nobody really knows at this point, san francisco and marine county. really both of them will be finding charges yet to be seen. >> tara moriarty live in san francisco, thank you, tara. president obama touched down in oregon to meet with a shooting in umpqua community college. nine people killed when they opened fire inside that classroom there. police arrived quickly with christopher harper-mercer before turning the gun on himself. the families told them that they will be thankful for their community that have rallied around them, also promised to help any way that they could. >> there will be, i think moments as we go forward. we will need to come together and stop things from happening. and i've got very strong feelings about this because of wanting to talk to the families. you'll be reminded that it could be your child or your mom or your dad, or your relatives. >> the president appeared visibly angry, just hours after the umpqua shootings. and that is what angered many in that roseburg (mark) community, greeting him during their stop today. some don't like the president, politicizing the shooting. yeah, it is. looking back the last severalmonths that there is nothing coming from the white house or the military when the disaster is there. all of a sudden he would pitch roseburg because of the shooting there. >> the city officials on the other hand say that the president was welcomed, putting it out and now despite what the individuals may be showing you, they welcome president obama and they will extend him every courtesy. the gun sales set a record for the sixth month in a row and that it may have something to do with president obama and his plans to the gun control regulation. explaning the possible tie to the president and their report out today. nearly $1.8 million -- 1.8 million federal background checks were made, setting the new record up 20% from 2012. the report suggests that the gun sales would set a record as well. experts would warn that the correlation between the background check and the gun sales is not a 1-1. and an indication of the number of the guns sold in the u.s. and september is the fifth month in a row to set a record. and that it could be tied to president obama calling for stricter gun control laws. only five states would require a background check if you purchase a gun from that private individual and that gun show. , and in response to the oregon shooting that he is reportedly circumventing congress with their authority and imposing a new background checks requirement for buyers who would purchase weapons from the high-volume gun dealers. clarifying what it would mean to be in that business. and those in the business would need to conduct the background checks on their buyers. on the way in mildtown for their football game since the valley fire. the team will take to the field at 4:30 followed by the varsity squad as they have been eager to return to their home field. some lost everything, including the football gear. many teams as well as the oakland raiders made donations to help get the turning to a new possible candidate. the former republican vice presidential nominee paul ryan. >> we hope that you would find the right decision. >> reporter: it's a moment that would never come. that the spokesesman said, "chairman ryan appreciates the support he's getting from his colleagues, but he is still not running for speaker. while many will hold out hope that he'll change his mind that the conservatives would be drawing up the battlelines. >> we are going to continue our stay behind dan webster until such time that a number of the candidates on out there may change in different personalities, different ideas that they will want to talk to a new candidate. >> reporter: leading some to wonder who could unify that deeply fractured republican party. >> reporter: when they are suppose to unit against the round of candidate for the presidents, this is not going to be well for them. >> reporter: even gop candidates are wondering what's going on? >> it is like chaos and it is. they were hoping to step down. but he told colleagues that they slick around as we also told lawmakers this morning that it will be up to them to listen to each other and figure this all out. in union and their individual nations to board up the vessels on the high seas off of libya that will be used to smuggle the migrants for the human trafficking as they could be enforced by that military and they would call for migrants to be treated with the humanity and dignity. >> let me be clear mr. president, any action that will be proportional in keeping with their limits. using against the smugglers and the empty boats. and that any migrants encountered as a part of the operation will be taken to europe as a part of the established procedures. >> reporter: it will be in place for one around the bay with the upper 70s in oakland and half moon bay mostly sunny skies, 72 this afternoon. just a beautiful day out there. a warm day out there and for many of us, within a few degrees of where we landed yesterday, you will be cooler by four degrees. up by three in fairfield, the temperatures will come down some, not a lot. the breezes will be with us, but not too strong. as we work our way for tonight and tomorrow the low clouds will move back. the fog will slowly return and move across the bay as we would wake up tomorrow morning, expecting the east bay, slightly cooler along the coast and the bay, but again it will be tough to tell the inland cities that will remain well above average. temperature wise stepping outside, 56 degrees expected in oakland and the mid-60s for san francisco. and as we would shift in to that east bay, the temperatures in the low to mid-50s. upper 40sin those areas as it will be a little cool as you would get out the door tomorrow morning over portions of the north bay. then by noontime 67. 72 degrees is expected. the afternoon highs, 77 for oakland tomorrow. low 80s for napa and 83 in santa rosa as we would have that expected in pacifica and along the peninsula for redwood city and the lower 80s for san jose in that forecast for areas that will the be right around their hill. and i would say all in all temperatures are coming down just slightly. not a lot of changes for that second part of your weekend and a tad warmer for some locations. then even getting a bit warmer as we would get back to work on monday and then in to tuesday, wednesday, a little change in that forecast, dry, warm, here we are, you know, getting ready to get in to mid-october with that cooling trend. where is the rain drops. right about halloween teenager herself. someone that has been bullied. >> reporter: she has now written that book to help educate and empower other kids on how to stay drew to themselves. ktvu claudine wong spoke to asia mayrock for this week's bay area people. >> when we're young, we often love what makes us special and unique. afraid of being different and bullied and judged, then we start to hide what would make us special. i want every kid and everyone watching the video to know that it is okay to have imperfections and be different and that is what makes you wonderful. >> i imagine that it would surprise people to know about that too and how we felt as we would like to see that smiling teens on out there to think that they don't feel the same way, even though that we know that reality as you would write this book called survival guide to roll in as you're a teen, you're not a teen anymore and that when i was looking through the book, reading the book, what struck me is that you wrote that you did it to the people reading this? >> yes. i decided that it would be my gift to every single kid who was being bullied out there as i know what it will be like to go through it alone and to not know when it will be better as i wanted to write that book for every kid as they knew it could get better to become their own super hero. >> you know when you read it, it feels like you're looking through a notebook. i know that you're speaking directly to kids. teachers want to help, resources, so many of them that are important out here as you would hear from children that you don't understand. no matter how many things they have been through that they don't believe that adults would understand. >> exactly. honestly i was in the same boat that i thought they would never understand what we were going through. but now i realize even if they didn't understand that it was okay as they would have been there for me to help me on through it. in my book the whole chapter called getting help, telling them how to get help from their parents and teachers, also hoping that they would serve as a tool for parents, educators, to get a glimpse in to their kids and their lives, really understand what is going on and to figure out that right way to have that conversation with those people. >> and it is interesting that she just said that in that end, which we were wondering if it was directed towards those teenagers to have a young person write that book for those people that are going through bullying in that high school and also that no, it is for parents, the adults for them to dive in to what it is really like to be bullied. >> good for her. you can hear more, the people there saturday morning off the 30. well sea world, they can expand where they houses its orca whales, but night lowed to breed the animals. they have approved that parks $100 million expansion plan. and animal rights activists say that they would fear sea world was planning to breed them in captivity that the after a deadly shooting. one student was shot and killed. another person wounded outside a student apartment complex this morning. the university was placed on lockdown. the apartment complex is owned by the university and that on campus property as they are still looking for a third person who fled out that apartment window. also an overnight shooting that would have left one person wounded. they're not sure if they will be connected. the third shooting on the tsu campus in the past two months. that shooting happened just hours after they were shot and killed in northern arizona university in flagstaff, happening right after 1:00 a.m. in that parking lot near a dorm. they say that the violence erupted after getting in to some sort of altercation as they reportedly pulled out a handgun and started firing. three other people were hit by gunfire. despite the early morning shooting classes that were still held today. reacting to the violence, that happened near some greek fraternity and sorority houses. >> it is kind of like makes you forget about all the little things. like the situation puts life in your perspective and i don't know it is kind of shocking. >> reporter: the teenage shooter is in police custody, believed to be a freshman there at the university. the federal government says 42.5 million americans suffer from some mental illness including depression, bipolar disorder, schizophrenia. tomorrow is world mental health day. the global effort to raise attention and awareness about the mental illnesses here in america and worldwide. tomorrow will be wrapping up what has been mental awareness week. >> we're joined by a psychiatrist in pal alto, treating the disorders, thank you for being here with us. >> thank you, nice to be here. >> some people that say that people with mental health conditions as they are deprived of human rights, stigmatized, discriminated against. why is it important as tomorrow is world health day? >> this gives us a chance to talk about it. you know, it is interesting because if you look at that word in that dictionary and that it is a sign of disgrace. with mental illness, that there is no humor or bleeding. and that i was sitting over there almost having a panic attack. but they did not look any different, right? >> to me that it is feeling lonely, left out, shame, guilt, not being able to get their resources. >> and that it is their fault, mine, yours, the media, because we think of people with mental illness as being different, they and us as they would do these kinds of things as i don't. >> and therefore that the conversation is critical? >> exactly. now, let's talk about their new treatments and the techniques right now to treat mental illness. one that we would refer to as genetic testing. one is your thought about this testing. and two, why this new testing, does it mean the old way of treating the mental illness, sitting down with psychiatrists, talking about it that will be outdated? >> i wish, but not. let's go to your first question, the whole leap forward as they could look at that testing and say that this is what's wrong, right if had and that i'm not a weak person. i am not stupid that there is something biological wrong with me to make it easier for them to understand that it is no different than diabetes, that at the end of the day an organic illness, an important step. and not only that, but a lot of our treatments, that they are not personalized. and what it means is if they come to me with depression and that they would say what medication should i be on? well i know how it works, but are you going to be the one that will respond to it? i have no idea. >> exactly. so a lot of the times that this kind of shooting the dart. and having the test, does a shortcut to let me find something that you will be more likely to respond to. maybe let me find something that you are less likely to have side effects with. >> reporter: it comes to the numbers. according to the substance abuse and their administration, 9.3 million americans have experienced the serious mental illness that it will impact your day-to-day life that you cannot get through that simple day-to-day. so many people. how can we when you say it is my fault, your fault. how could you help the others around us, the ones that we love? what is our responsibility? >> absolutely. so you are actually a very powerful place that it would be nice if the media didn't talk about mental illness only in the context of violence. that would be really nice. i hope to god that the last two episodes of shooting that will be mental illness because it is not that people with mental illness are violent, but they are different. they are broken, right? let's start talking about the emotions. parents talk about emotions at home. it is a little normal. who hasn't felt sad or anxious? but if it is dealing with your functionality, well that's a problem that there is hope. go talk about it, no reason to suffer in silence. you know, one out of five americans, they have mental illness, only 33% seek help. >> you talk about the violence. i was going to ask you, but now i'm debating. [ laughter ] >> i was going to ask you if you think that tackling the mental health problem is going to solve these mass shootings that we would keep seeing with the debate about is it mental illness or gun control? afternoon if you think about heading to the beaches as we have a west and southwesterly flow that will be with us, meaning an increase in that rip danger. upper 60s for areas like pacifica and half moon bay. looking at 90 degrees for areas right around santa cruz that it will be very warm for those areas. temperatures for the afternoon over portions of the north bay. we have 82 in vallejo and around the bay 77 in oakland. the low 80s for mountain view, mid-80s for morgan hill. 89 in the forecast for you there. actually santa cruz looking at 81 degrees. the extended forecast here always in view with those temperatures climbing to climb just a settle bump in to the back half of your weekend. monday, tuesday, in to wednesday low 90s in the forecast. we're not going to budge a whole lot.
