the traffic here looks good. from this point in oakland near the coliseum the downtown is taking less than five minutes of a drive. in case you are trying to catch a flight at oakland airport this is a look at the bay bridge toll plaza. still very light coming into san francisco. the fog that steve mentioned so far is not a problem for any of the visibility of drivers on the bridges. and if you are are driving in livermore valley 580 this looks good. hopefully it will be a light friday. 4:31 let's go back to the desk. we begin with developing news out of the east bay. right now police are on the scene of a possible kidnapping. now officers are trying to determine if a woman was held against her will. ktvu alex savidge is in oakland this morning where police are attempting to sort out exactly what happened. alex. >> reporter: there is a lot to sort out here. oakland police are questioning they say at least three people about this possible kidnapping. you can see behind us here crime scene tape is still up. investigators are still out here gathering evidence at the scene. this is the house where those three people were taken into custody not long ago. it's up on the right hand side. this is an 75th avenue. just off bancroft. and you can hear police officers ordering people out of the house this morning. everyone inside did give themselves up peacefully. a sergeant told me this all began with a call to police around 10:00 last night. someone reported a woman who was being held against her will at this house. now police checked several different houses before they wound up here at this place on 75th avenue. i'm told the victim was rescued and doing fine. police cannot say why she was being held. that is part of what they are looking into now. we will get more information. if we learn anything new, we will let you know. alex savidge ktvu channel 2 news. it's an incident that has prompted both shock and outrage. now ktvu news has obtained video of a school security guard beating a student in a wheelchair at oakland high school earlier this month. it shows the guard in the white shirt there pushing 17-year-old francisco martinez down a hallway. you can see the guards right hand smack the teenager there. seconds later the guard hits the special needs student again. martinez is thrown out of his will chair and on to the floor. >> he slapped me. he slapped me so hard two times he threw me out of my chair. i hit my chin first. i have a scar right here. >> martinez said he protested when the security guard tried to clear the hall and wheel him to class. he admits spitting at the guard in protest just before the beating shown on the tape. now the school district says it fired security guard marcel mitchell immediately after this incident. it's shown here. mitchell had been hired as a substitute security officer in november and had passed a background check. the guard is due in court next month to face felony criminal charges following his arrest by oakland police. several members of the oakland community express their anger over the beating incident during wednesday night's school board meeting. >> those students much less a student in a wheelchair shouldn't be assaulted or treated the way francisco was. >> there is no way a white student in his wheelchair would have been thrown out of his chair on to the ground. >> the oakland school district says it's taking this beating understand accident very seriously. a spokesman says it could lead to major changes in the way the district trains school security guards. our coverage continues online at ktvu.com. we have posted that surveillance video in its entirety as well as the letter sent home to parents by the district. bryan stow's attorney plans to show the night he was attacked there was wide spread violence throughout dodgers stadium. stow suffered severe brain damage. his lawyers will call people to the stand today who were in the ballpark. they will testify that they were threatened at the game and witnessed several fights that night. >> raising havoc starting in the second inning. so this wasn't some little thing that happened in the parking lot oh my gosh. this was something that went on for three hours. >> opening statement stow's attorney blasted the dodgers and their former owner for failing to provide adequate attorney. the dodger blames the attack on the two fans who admitted to beating stow. steve balmer has signed a record breaking deal to buy the los angeles clippers. late last night shelly sterling announced to sell the team to balmer for $2 billion. she negotiated the sale after the nba banned her husband for life. donald's attorney is making clear that clear e sterling is not letting the team go. >> she is not willing to consent unless they do something about the charges they filed against him. >> technically the sterling family trust owns the clippers. espn reports that shelly sterling is free to broker the deal because of provision in the trust that relates to the mental capacity of the trustees. experts declared donald sterling mentally unfit to make decisions related to the trust. he owns more shares of the company than even bill gates. legislation to limit evictions in san francisco passed the state senate. the bill sponsored by senator mark leno requires a landlord to own a building for at least five years before tenants could be evacuated. the more than then passed last night. it heads to the assembly. both the state senate and asemily passed legislations to give city college of san francisco more times to fix its problems. they have set a deadline of july 31st. they have met nearly 95% of the 350 objectives laid out by the commission but it needs more time. the commission has repeatedly refused other requests to extend the deadline. if city college loses its accreditation, it would close. it's 4:37. the state has increased a measure to increase the minimum wage. last year legislatures approved tour raise it to $9. and then increase it to $10 in 2016. hundreds of people gathered to pay their respects. >> he will never be forgotten and our life will be changed. forever. hand on a big fire burning west of yosemite national park. so participate the fire has burn -- so far the fire has burned near they 700 ache. it's 80% contained. eight people have been hurt. one firefighter was seriously injured when he was cut by a chain saw. two other firefighters received minor injuries. deputies in sonoma county are searching for three people accused of holding a family at gunpoint. it happened early yesterday morning at an apartment on duncan drive. the family says two man and a woman forced their way in and left them when they found no one else in the home had any cash. police say they may be driving an older honda civic. anyone with information is asked to call the sonoma county sheriffs office. some people in brentwood say a man living in a house on their street illegally is creating a neighborhood nightmare. the neighbors who want their identities hidden out of concern for their safety say the man who lives at a home on heartland circle is a bully. and it was a home that was foreclosed on. no one is supposed to be living there. the two of the neighbors filed a police report. >> people avoid the house. >> you have a kid? >> yes. two. >> are they allowed outside? >> no. >> why not? >> we feel they could be in danger. >> the man told ktvu he causes no problems. the bank says it's trying to get him out. brentwood police say if there is actual intimidation taking place and the quality of life in the neighborhood is suffering, they all take action. a group of students from seven low performing california schools including three here in the bay area are suing the state because they say it has failed them. the lawsuit filed yesterday claims students at schools in high poverty areas receive far less learning time than students in affluent schools. it cites problems such as a shortage of teachers and a failure to have class schedules ready at the beginning of the year. the lawsuit represents 8,000 students. about 400 pleasanton high school students will have to retake their advance placement test for college. according to the oakland tribune, the california college board found problems with the way amador valley high school students were seated during a recent test. students were feeted the required five feet apart. students were informed they would have to retake the test. parents with concerns are asked to attend a meeting this morning that is at 8:30 and 1:30 this afternoon. first lady michelle obama is increasing her efforts to bring healthier foods to schools. that is after lawmakers voted for a one-year delay. >> whether you are a pro athlete or healthy kid at school have to put the right food in your body. >> yesterday the first lady tweeted out this video of sherman playing a chef with her as a sideline reporter. house republicans voted for a year delay on a role that would limit fat and salt in school meals and require more fruits and vegetables. >> give schools that opt out saying you don't have to participate in school lunch program if it is hard. well, we don't tell kids look you don't have to take math if it's hard or science if it's hard. >> republicans say they have been hearing from schools complaining the new standards cost too much and that students throw away a lot of the food. it is now 4:45. new technology speeding up the commute for thousands of bus riders in san francisco. many muni buses are being outfitted with a high-tech device that can change the timing of traffic lights at some of the city's busiest intersections. the light stays green if the commuter bus is approaching. >> what we are seeing is is significant savings. being on average 5-7 minutes on a trip that could be 50-55 minutes. >> i take the n-judah downtown every day for work. and there are no major problems getting through. the drive time is less than eight minutes there. the drive time across the san mateo bridge is ten minutes from the toll plaza to foster city on the other side. a little bit of hazy here as you can see. it's not completely foggy. steve is just about to join us. he's about to say if i'm reading his tweet right on twitter, fog is back. that is a tease for his segment coming up. looking at highway 4 westbound from antioch to concord that traffic looks good. and 680 from concord to walnut creek. let's go to steve. i was a little hazy yesterday but i'm good to go today. boom, fog is back. from halfway down the sonoma coast to south. it looks like it's sold out. water temps are cold. they are 49-53 degrees. and right outside the gate they are 50. that is pretty cold. so we get the up welling. we also get a westerly breeze. it's a cooler pattern. 5-15 degrees cooler today. city yesterday was a beautiful day. today will be a little different. 51-59. i'm going 64. there will be some areas which will not be that warm. low clouds and fog continue to work their way up the coast. 43 santa rosa. 45 in novato. officially it's 51. yesterday half-moon bay they were clear. you combine that with a west wind and that is what we have. usually this time of year that is the vanguard for a cooler pattern inland. if you see 20-25 gust that's what you have today. napa west, southwest. yesterday i a little bit of a northerly breeze. west of sfo. west of hayward. that tells you it's a sea breeze making it from the coast and bay. 36 up in tahoe. 47 in ukiah. sacramento that had that north breeze much, much cooler. low pressure will settle in on the west coast. there will be a little bump up on sunday. fog, sun, cooler a west wind which means 70s for many. a couple of low 80s. 70s for inland areas. 50s en10:s for the -- 50s and 60s for the rest. we will probably get local drizzle saturday. a little bit warmer on saturday. and not much defending their actions and promising change. welcome back. it's 4:53. in georgia a mother is demanding answers after her 19- month-old son was badly burned during a swat drug raid. now local sheriffs deputies had a no knock warrant to search the home for an alleged meth dealer on wednesday. after opening the door, they threw in a distraction device known as a flash bang. >> cop busted in the door and threw that grenade in there without even looking. and it landed right on his playpen and exploded on his pillow. nor >> there was no clothes, no toys to indicate a child lived there. >> the entire sheriffs department is said to be distraught. oakland police searching for a man they say sexually assaulted a woman in broad daylight. that happened at about 12:30 wednesday amp on east 31st street near highland hospital. investigators say the suspect approached a woman in a secluded area. groped her and tried to further sexual assault her. the suspect is described as an african american man between 25- 35 years old. 5'10" and weighing 140 pounds. a woman considered a public health nuance is continuing to breed rats in san francisco. ktvu obtained this video from animal care and control. this was shot in 2011 and it shows rats burring through her apartment. the public health department ended up exterminating 1,000 rats in and around that building. the 43-year-old woman who is known as erika jay is mentally ill. in recent years she has beenlying with rats in public areas such as japan town. >> this person had been secured housing but left the rats behind and would come by daily to feed them and apparently play with them as well. >> animal control officials say rats can carry diseases and parasites. they are worried the woman will breed more rodents until she receives the help she needs. san francisco ranks third in the nation when it comes to having the best parks. the city by the bay tied with portland and boston. the study was done for the trust for public land and it says that san francisco has the highest park access score in the nation with 98% of people living within a ten minute walk from a park. coming up next in our 5:00 hour promising this year will be
