now at 8. bracing for the storm. in fact a series of storms making their way toward the bay area. thank you for joining us i'm steve aveson. and i'm pam moore. with the rain come concerns of flooding and damage. much like we saw last week. this, while many cities are still recovering. kron-4's charles clifford is in the north bay where one busy road is finally being reopened. and chief meteorologist brittney shipp is tracking where the storm will hit the hardest. but first, spencer blake is live in orinda tonight. where a local a state of emergency is being declared. spencer. what prompted the declaration? .kron four's spencer blake is in the east bay.where more rain could cause more problems for a dangerous section of road. >> reporter:we've already seen how recent storms have helped create or worsen sinkholes. there were a couple in pacifica, as well. this one opened up in orinda on wednesday, at miner road and camino lenada, which is' currently closed. but you can get a better look at the sinkhole in this video taken during daylight hours. today, the city council met in a special session to ratify city manager janet keeter's declaration of a state of emergency. why an emergency? lets them apply for state and federal funding very complicated project a lot involved in this one sinkhole. janet keeterâ orinda city manager "it involves two sewer lines, one gas lines, one water main, a culvert, a creek, and a main, heavily-traveled collectors road." sounds like a lot adds up to a repair of anywhere from one million to one point three million initial estimate closed for three weeks alternate routes: use camino sobrante live in orinda, spencer blake, k4 news well, it's been a week since flood waters forced the closure of dozens of roads around the bay area. last week's storms were so powerfull, that many roads remain closed. but today two important routes in the north bay finally reopened. kron 4's charles clifford is live tonight along highway -37 in marin county. which reopened early this morning. charles.. in the east bay... >> reporter:one of the roads shutdown because of last week's storm. alhambra valley road in pinole is still closed due to a huge sinkhole. in the middle of the roadway. the cause of this nightmare. a 6-foot culvert that failed during last weeks heavy rains. contra costa county public works officials are trying to find the appropriate fix. they say there is no timeline for reopening. and now with another rainy forecast is nearing... crews are cleaning up the area to get it a little more secure. the town of pacifica is just another spot being worked on in advance of the next round of rain. crews continue to work at filling a massive sinkhole...that opened up back in mid december. today wraps up the last day of that 5-week job... but just feet away... workers are stripping down an apartment building. they are working to rid it of hazardous materials like espestos... before it gets demolished. another problem... is another massive sinkhole that caved in during the last storm on edgemar avenue. crews have stabilized it...but say they will let the next storm pass before repairing it completely. >> britteny: ' there is a benefit for them tonight -- that should be one of the main things. old script: a preliminary autospsy suggested laura robson might have had it. today.further lab results revealed that is not what she died from. the coroner's has not said how exactly she died. this comes just a few days after a san rafael man died from meningitis. at least 300 people have been contacted by the health department. they trained at the same soul cycle as him in larkspur. the family of noor salman --- says she is innocent. and knew nothing about her husband's plan to attack a florida nightclub and kill 49 people. the widow of terrorist omar mateen appeared in court for the first time since she was charged for her alleged role in the massacre. now as kron-4's terisa estacio tells us. salman is facing a possible life sentence. >> reporter:in an oakland federal courthouse tuesday - noor salman made her first appearance since being arrested after a florida grand jury indicted her - in connection with her husbands mass shooting at a florida nightclub last june where 49 people died and 53 were injured. in stark contract to old pictures of her smiling with her husband omar mateen - in court, salman looked distraught - her face down and her voice a whisper when asked by the judge if she understood the charges against her. sot/tc: 31 al salman/noor salman's uncle. did you make eye contact. yes. i hope so, i want her to know we are here for her. salman's uncle came to her defense - saying she knew nothing of mateen's plan. mateen died in the 3 hour standoff. he had pledged allegiance to isil - the islamic extremist group during the attack. he also exchanged text messages with salman. but her uncle says she had no idea what he was doing. sot/tc: her aunt asked her to reach out to him. she did. but she did not know. there are reports, that salman went with mateen to walmart to buy ammunition. but her uncle says she was not aware of his intentions and she was in the toy section with the couple's son. her uncle also says mateen was abusive and his niece was trapped. sot/tc: al salman he would hit her. she was scared to leave. did not want to loose her son. in the indictment recently unsealed - the federal grand jury alleges in court one that salman aided and abetted omar in the attack by helping with materials. and count two, did knowingly engage in misleading investigators. if connected on count one -
