has been said. the city council has agreed to november 19th. filner is scheduled to resign tomorrow following sexual harassment allegations from more than a dozen women. he was san diego's first democratic mayor and decades when he took office in december. the city charter requires a special election if a mayor resigned with more than one year left of his term. the citicorp estimates the trucks will come and go from this location either to drop off asphalt or to remove debris and they are obviously on a tight schedule because they have to have work done in time to get this ready for tuesday at 5:00 a.m.. you can see just how busy it is over there. it's just a backup of dump trucks. this is basically their staging area on burma road. in currency grid look at that green is so busy the most part bridge the commute was very light for a wednesday night there is almost no cars on the bay bridge prior to the closure. the closure overnight has gone very well. we saw very little traffic incident other than the normal ones. we are san slightly increase traffic across the other vehicular crossings. chp is in full force. we are and a maximum enforcement. is what we call it a point of our officers in order to inspect a lower dui collision event during our weekend. we have officers deployed throughout the bay area to make sure traffic run smoothly. as far as i know, a little bit increase traffic throughout the bay area but we are looking good. >>will: any incidents of road rage? >>: the highway patrol has not observed any increased incidence of new road bridge. we advised travelers they may have a little bit of traffic getting across the roadways but they will get to where they are going. inmate take longer but you will arrive. drive safely and keep yourself, rafael bridge still very happy though the approach to the bridge is not as bad as we feared it might be. traffic still heavy across the span of about the marin a ride on 11 southbound leading to the golden gate bridge has not been bad at all this morning so this out bound 101 ride is a really absorbing the traffic coming from interstate 580 pretty nicely. a quick reminder there are major caltran delays. there was a fatal pedestrian accident in palo alto and service is too late. >>mark: we received an update from caltran about how construction is going. here's spokesperson and record as saying everything is running smoothly and on schedule pre it >>: overnight i would say the work has gone very well. we are definitely on schedule. in terms of the lower deck, there are about 100% completed with the prep of the lower deck. about 60 percent of the roadway prep on the upper deck heading westbound and in the next day or so they are going to be starting work on the permanent on ramp heading eastbound from the island on to the new bay bridge. and terms of the demolition work, that is all on track. we've seen considerable grinding overnight and paving has begun. all of that work is going very well. they have also begun the installation of the new drainage system saw a lot of the work we talked about last night. the demolition of that original 1,000 ft long westbound approach on to the bridge that is on track. the work at the island and the road that is on track and so far, the grinding and the paving has been all on track. that's the work we are going to be seen for at least the next 24 hours. >>mark: well that was good to hear from the spokesperson for caltrans today. here's some of the other way is. other resources you can use to get around. we're talking about mass transit. bart will be run a 24 hour service stopping at 14 stations over the holiday weekend. only one train an hour during that 1:00 a.m. to 4:00 a.m. slot but otherwise a 24 hour service. the sf bay ferry system is going to be having extrabold in the water during disclosure. there will be heading to and from a number of terminals. the oakland terminal the alameda main street harbor bay vallejo and san francisco series will be departing every 45 minutes or so during peak commute hours transit officials are still saying give yourself extra time. we have seen on the road to that people have been backed up for hours on end. >>darya: if you use bart. parking is limited. kron4's haazig madyun explains why. >>: available parking is filling up fast here at the walnut creek a bart station and for bay bridge commuters who may be taking part for the first time and are not used to the parking situation here to close look at that permit signed a there creek when you see one of those stay out along the bay. today thousands of fast-food workers across the country are planning to strike including here in the bay area. this is part of a nationwide campaign to get a chance like may donald, talk a bell and wendy's to pay workers higher wages. organizers hoping to form a union and to press a their call for a minimum wage of $15 an hour. right now union workers make an average of 725 an rafael and san mateo bridge is. here's a live look from the toll plaza approves we've seen a slight improvement here in the westbound a ride which has remained steady. the heaviest traffic surprisingly hasn't been on the approach. we haven't seen the big backups as much as we've seen fairly slow traffic across the span bridge on interstate 580 westbound rich and on the west and we saw some stop and go conditions coming out at sir francis drake boulevard and try to get into downtown san rafeal where kron4's family roberts is not driving this morning. he joins us now on the kron4 bridge stanley good morning. what was your drive like print them up when i left redwood city and at exactly 830 and i matt airport boulevard. i have to say that it's not as bad as i expected it to be. wasn't as bad as it thought it might be. >>: i was with chp this morning and the san mateo bridge was a pretty heavy but want to get on 101 is pretty smooth sailing right now the >>george: studies appear not having passed this 1 0192 interchange and stanley points out it has been heavy traffic coming off the stand and at the march but the 101 traffic has done a pretty good job of absorbent this traffic flow. let's go to the other end now and i'll show you the other approach to it which is the ride on highway 92 westbound. this is a cloud or road and this is definitely an improvement as we are seen traffic moves on much better now about a mile out from the toll plaza and the westbound direction for it are shot from the toll plaza camera shows traffic moving slowly across the span. it's still worth your time to go to the dumbarton bridge instead of this one. but at least you're seeing a slightly better conditions in this westbound direction. if i want to quickly switch over to the golden gate bridge and show you the 101 commute coming in from iran agreed despite the heavy traffic from the rich and san rafael bridge, the golden gate bridge has panhandling at all very well. but had over to the weather center print- judge panel lanes-- handling it all very well. >>erica: 65 in oakland. as we followed numbers and to the afternoon and you will notice it is going to be a mild to marin county softball 101 and the golden gate bridge have been able to absorb the extra traffic from 580 and the richmond san rafael bridge without any problems this morning. i want to quickly up the approach to the bay bridge. i spoke with the chp a short time ago who tell me overall they haven't seen anything unexpected except for one accident of the toll plaza. they've only had to deal with heavy traffic. a lot of commuter's have come prepared. we saw this entire span a very busy as early as 330 this morning. at that point there were no backups but a steady flow of traffic. if you are leaving now or stuck in this traffic at this point you might as well look around, because you have quite a while to getting off this man over to san mateo bridge >>darya: and this is only day one. we are hoping that the second day will be able bit better but disclosure is affecting a lot of people mark. >>mark: he has especially in the san rafael bridge where the other alternate is. kron4's jackie improvements either and the drive time or speed across the span. last time we looked it was much less crowded and moving better than is now. as we check the traffic the maps. a look at the ride on the age 80 and 92. we will switch over there now. it is improved here southbound and slightly improved on the approach but i do emphasize slightly. things are still much heavier than normal. if this were a normal work day we would definitely be calling this a hot spot for shore up a stop on nimitz ride out of oakland is no longer backed up. let's go over to the richmond sambar fell bridge and the westbound from bridge as kron4's jackie cecil has been monitoring it. the approach has not been so bad but the traffic has been slowing and continues to be slow across the span. your trip here for sir francis drake boulevard connection on 2101 southbound still kind of sluggish but now solidly backed up. here's the golden gate bridge for it we do see a little heavier traffic and the northbound direction. i don't know if they're going to switch over the southbound lanes but looks like the trucks are over there doing that now already added that third plane in the northbound direction. this is probably a good move because don't forget a lot of people use the bridge east bound as well as westbound so they have to find alternate also permit >>erica: we are taking a live look above all the >>george: we have to keep in mind that the bay bridge is not only used during commute hours. it carries about 250,000 vehicles per day so you have to realize its both eastbound and westbound and it all day and all night long. so it's likely we will see a heavier than usual traffic on these two bridges throughout the closure. yes it's true that even over the holiday weekend there will be lighter than usual lodes remember we are doubling up on these other bridges. let's start here with a book at current conditions at the san mateo bridge. and again it looks as though things are getting slightly better here at least west from the toll plaza. one thing we know this is the density of traffic has dropped considerably and that's one of the reasons why it's moving a little more smoothly. and as quickly return to the shot we've been getting from kron4's jackie says so rig here you can see we are getting the movement on the stand. good news from the san rafael bridge. the 580 backup new its grinning. that's the old eastern span which is loud and very busy and the reason why is they have jackhammers out here to demolished this section for it that they need to remove that section because they want to establish a bike path. they already started. you see that white thing that kind of looks like a fence. well that's the bike path but that's as far as you can go for now until they remove this section of the old eastern standard critic once that's gone they will continue to work on the bike path. that goes obviously parallel to the old easter's man. seems like all the work being done so far is on time. that's the very latest. reporting from the new east unspent, will tran, kron4 news. >>mark: a real mess this morning on the san mateo bridge. an earlier accident causing problems as well. kron4's mike pelton is live at the san mateo bridge with an update. >>: we are seeing an improvement. earlier this morning this looked more like a parking lot and then a freeway priest you could see a lot commuter's making their way. quite a bit of leeway. --quite a bit of a eight weight as people are trying to get across the span. the chp says despite all this traffic this is all they've had to deal with this morning. and have not encountered anything they did not expect. as for the traffic itself. it appears that the san mateo bridge will be a slow commute the route most of the day. >>james: following other ways of getting a round, your alternates. that may be mass transit will be a better bet for you. there will be up in their service. a bart will run 24 hours serve as the route this bay bridge stoppage. 40 stations will be a part of this bank. they will only be running out one at train an hour during the hours what bart is normally shut down with is 1:00 a.m. to 4:00 a.m.. --14 stations. ac transit bus service across the bridge is not going to be happy obviously. that won't resume until tuesday at 5:00 a.m. at the earliest. -- happening. san francisco bay ferries will have extrabold in the water. --boats. they will be running freeze about every 45 minutes during peak hours and normal schedules after that. that they will be running ferries. keep it the city council has agreed to november 19th. filner is scheduled to resign tomorrow following sexual-harassment allegations for more than a dozen women. he was san diego's first democratic mayor in decades when he took office in december. the city charter requires a special election if the mayor resigns with more than one year left on his term. the city clerk estimates the election will cost about $6 million in more if the route is required. >>james: just dan. a federal judge says the nfl in more than 45 hunter former players have agreed to settle concussion related lawsuit for $765 million. the global settlement with fund medical exams, concussion related compensation and medical research. the lawsuit accused the league of hiding known risks of concussions for decades to return just after 6:00 a.m. and she said the trains got increasingly crowded from there. once they hit the peasant hill station, people got off the train to wait to see of the next one had fewer people. tamarin says it was just like a normal commute to, but more crowded than what she would expect at 6:00 a.m.. what i cannot with the traffic with the george rask. >>george: better traffic at the interchange with a 80 and better traffic with the 92 and 1013 still quite slow is the e shore freeway ride. this is somewhat unexpected. caltrans didn't really talk about the fact that it will close down lanes on 80 westbound but they did shut down the three right lanes from powell street and at least a little before. that's pushed everyone over to the left in order to get into the macarthur maze or to get to the nimitz freeway. the only two options. jackie looks as though we are doing a little bit better as well >>: it's been busy cents for a of the entire time. it continues to move which is lot of work to build this new bridge. >>: july 1933 what backers call a silver necklace across the bay opened three years and four months later. the cost was $70 million, equal to about $1.3 billion today. the toll was 65¢ each way. two-way traffic on the top deck. electric commuter trains on the lower deck. they were removed in 1963 and east bound traffic took their place. severe damage to the bay bridge. october 17th, 1989. the magnitude 7.1 quake damage is the bridge as well as oakland's cypress structure and san francisco's central freeway. one month later, the bridge reopens. but a longer-term solution is tougher. the pilings cannot be extended deep enough into the bay mud to stabilize the bridge. at the cause of a retrofit, staggering. at $1.3 billion in maybe cheaper to build a new stand for it in 1966--in 1997, eight years after the quake, gov. pete wilson proposes a no frills skylight. bay area critics called a freeway on stilts. the governor responded, if you want frills, you pay for it and the free for all began. special committees and design competitions. everybody had an idea what it was supposed to look like. the debate included accusations of favoritism and allegations that some designs were unsafe. the ultimate winner was the sas, forcing go anchored suspension. 1999. and a fight broke out. san francisco mayor willie brown wanted the new bridge moved south of the present and, so it would not obstruct views from treasure island. he won the backing of the u.s. navy which was about to turn the base over to the city. the new governor, gray davis, turndown brown's request for a new design competition. the impasse ended when the federal government invoked a little used a 50 year-old logger it allows the department of transportation to trump the rights of the navy 4410. meanwhile, the cost of the new breed had more than doubled. 12 years of debate have pushed the estimate to more than two and a half billion. finally on january 29th, 2002, work began. let's build this bridge. by the end of 2003, davis was out, recalled by voters. he is replaced by arnold schwarzenegger and the bridges future is about to change again. in 2004, caltrans reveals there is only one bidder for the single tower and that it is double the estimate. the governor says the total cost is now $5.1 billion and the bay area should pay the extra cost. the debate went on for six months adding another $100 million to the cause. now as the bridge finally opens, the cost is six times the estimate that included the cost of dismantling the old ban. time for
