livermore and 63 concord and fairfield at 70. we have a little bit of time for last minute cooling. along the east bay shoreline. hayward at 62 and 66 for san jose and 54 for san francisco. this contrast with a few degrees a head of this time yesterday. not your imagination if it feels warmer this morning. we saw from yesterday, fairfield at 8 degrees ahead and that being four a.m. the time. so for oakland, we will see the temperatures race to 80 and morning fog and mostly sunny and warm afternoon and for the giants game versus the reds. game time 12:45, temperatures near 70 but has that cool air and mother nature's air conditioner coming in e west iwind at 25. next (f8 hours, for the bay at 75, l5the coast at 66 and just peek into púthe next couple of days, no 1xchange in the heat wave, maybe cracks starting to develop on friday but á:the bay temperatures 80s and 70s, more details coming up. right now robin, the first peak at traffic. let's look at the bay bridge. westbound 80 heading to san francisco checking into hot spots traffic free. it is smooth all the way through downtown san francisco. checking in on other bridges, how about the richmond 580 westbound. that will be a good ride for the north bay and no problems between 80 and 101. 8 minutes to the connector in san rafael. road work under way for those that travel between oakland and alameda. take high street. checking in on drive time. green all around, traffic at the limit for west 4, no problems to dublin and 101 out of san jose looking good. to the top story. it has been one year since maddy middleton was kidnapped and killed and the community in santa cruz continues to mourn her watch. >> teddy bears and love notes and balloons and a tree of life are all dedicated to 8-year-old madison middleton. who was tragically kidnapped and raped and killed last july. the tight knit community has banded together as they offer each other support and keep her memory alive. >> she used to go out and howl with the moon. there was a big event that everybody went to west cliff and howled at the moon. >> the killer was the neighbor, adrian gonzalez, 15 years old at the time of the attack. on july 26th of last year, maddy was playing on her new scooter at the tan nerry arts center where they both lived. police say gonzalez lured her up to his apartment and then restrained and raped and murdered little maddy. her body was found 26 hours later in a recycling bin on the property. adrian was standing nearby watching detectives search for the girl. he has been behind bars since. a lot of the schools still shaken up because the fact was we went to school with him. if he was some guy that did crazy stuff, what about the rest of us? what other secrets are others hiding. >> the teenager that pleaded not guilty waved his right to a preliminary hearing. prosecutors did not have to present their evidence against him. he also waived his right to a speedy trial. >> a lot of people wanted answers. whether there was a sentence or not, people want to know what happened and there wasn't answers. >> gonzalez is being tried as an adult because of special circumstances he is facing a maximum of life in prison. his trial date is set for february of next year. reporting in santa cruz. the district attorney general is looking into the date of a man boy pittsburg police officer it happened at highland school. the suspect was a 32-year-old man chased by police. authorities say officers chased the man in a house and that's where a fight broke out. more officers arrived to take the man into custody and he became unresponsive and he was taken to the hospital and pronounced dead. police don't know if he has a medical condition, the suspect's name is not been released. a san francisco police officer has been arrested on firearms charges. authorities arrested 50-year- old thomas abramson at his home. he owned an assault rifle. he is now on unpaid administrative leave. in the spring of 1971, i met a girl. >> back in the spotlight last night, former president bill clinton gave democratic delegates in philadelphia gave a speech reminded many of how he ended up president. democrats the roll call. california having one of the biggest delegations, they went early on in the roll call vote and there was a divide between bernie sanders delegates and clinton supporters for those people in the auditorium tonight it is all about preserving president obama's legacy. they had a chance to tell me what they hope to hear tonight from the president himself. >> and we'll hear from them how qualified hillary is to be our next president. they would know better than anyone having worked with her so closely. >> it is important for them to talk about how they will pass the torch to secretary clinton and how she is going to be the best successor to their legacy and i think they will do that quite well. >> if you needed another reason to tune in, we will hear from the man chosen cool wave on friday but definitely by saturday. a look at the winds all over the place, mild under ten miles an hour and fairfield being can channeled at 20 miles per hour. 50s in the bay and 60s to the south and 62 hayward and inland 70 for fairfield. livermore at 67 and concord at 63. here is how we warm up for today. the colorization and pinks showing 100 plus, a repeat performance of yesterday. some places may miss as warm as they got yesterday and around the perimeter of the bay greens are showing up. for the most part 70s and 80s story. now we return and try to by midnight and get the ocean cooled air into the valleys and slow around livermore and it looks like it doesn't happen by five a.m. tomorrow. temperatures for downtown san francisco, about 65 it looks like. mostly sunny after the morning fog has shaken off. san mateo 80s and pacifica matching that and palo alto 86. south along the peninsula. 85 in san mateo. to the south bay with some smoke, 95 cupertino and santa clara at 93. the east bay we will potentially see 80s and 87 hayward and oakland 81 and richmond 73 and 103 for walnut creek and pleasanton at 102. 80s on sunday, wow! and as we head to early next week it looks like it will remain about 90ish or so. robin how is traffic? >> okay so far. let's start off with 92. it is picking up here on the san mateo bridge. if you need to get over to the peninsula it won't be a problem on westbound 92. traffic moving through foster san and san mateo no problems connecting with highway 101 or 280. the golden gate, it is foggy and you will need the head lights and wipers but so far traffic is moving well here. if you need to get over to the nimitz free way there is a new problem to back up traffic. a big rig on fire, 880 at davis street. it looks like it may have ran off of the road and caught fire. it is not on the freeways but it is in flames and crews are headed out to the scene and those on the nititz. and we have road work that gets you from alameda to oakland closed until 5 clock for guardrail repairs. hop over to high street to be used as an alternative. south bay, no major problems, looking good on 237. 85, 17 the guadalupe park way. checking in problem free. i will keep an eye on that san leandro. 880 and davis street. back to the news now. oakland city council putting the establishment of the oakland police commission on the ballot so you can vote on it. the creation of a commission requires amending the city's charter. if approved the commission would be made up of 7 members, three appointed by the mayor. it would have the power to hire and fire a police chief and discipline police officers. we will bring you more on the stories as the details come in the newsroom but that's the latest. the balboa park bart station and the track between glen park and daily city closed this weekend. the seven weekend closure will focus on repairing the tracks and adding some sound reduction equipment. sam trains and muni will provide free shuttle service. bay limited to service on the richmond line on saturdays. trains will be available from daily city to millbray and sfo this weekend will be the first of 7 in which you will have to deal with the closures. to see the specific dates go to kron4.com. wildfires are burning throughout all parts of california but crews say they are making progress. currently there are 8 fires burning across the state and want to begin with the one closest to home, the one burning near big sur south of carmel. that is where the fire is currently burning. you can see the charred remains of cars and houses. earlier you saw smoke. the evacuated residents of palo colorado and pan canyon and the highlands are among the thousands of people impacted. 20 homes burned to the ground, 2,000 more are threatened by the fire. crews are trying to preserve life in as many homes and some people are refusing to leave their homes. >> i don't have any homeowner's i am able to fight it and i am going to fight it all i can. >> the fire behavior has moderated. we have crews going direct on that piece of fire line and they are gaining control on it. we also have secondary lines that we're establishing to protect carmel highlands. crews have contained about 10% of the fire. bart or i should say big sur is closed to visitors right now not because the locations are threatened but crews need to keep the people off of the road so they can move the equipment where they need to go as fast as possible. while that fire is burning north of big sur and south of carmel the sand fire causing big problems near santa clarita. these are the latest images, north of la where 18 homes have been destroyed and one man has lost his life. they say he refused to leave his home, that he was visiting and he ended up being burned in that fire. 67-year-old man, his body found in a car. most of the evacuation orders lifted but more than 37,000 acres have burned and the sand fire is 25% contained. a big improvement over yesterday but they still have a long way to go. back here in the bay area. another hazy day as smoke from the wildfire in monterey county blanketed the bay particularly in the south bay. the smoke could be seen from anywhere and it looks like it is not going away anytime soon. we have more on how it is impact the air quality. >> the fire is burning in california and has charred more than 50,000 acres sending huge plumes of smoke in the air. this is animation created by the weather service showing how the smoke from the two blazes is swirling across the state. here in the bay the smoke continues to hang in the air and it doesn't appear to be leaking anytime soon. a third consecutive spare the air day is declared for wednesday. >> the view is definitely diminished. >> on mound diablo zack thomas and julie hiked to the summit hoping for spectacular views but finding 360 degrees of smoke. >> i think the views would be better without it. >> you probably could see the ocean from here if there wasn't smoke here. >> the pair say they are a little disappointed but not surprised because summertime fires are just part of life in california. >> we are in such a drought right now of course, you can't not have fires in this kind of drought. >> in contra costa county, charles clifford kron4 news. east bay a senior liver center in concord is dealing with news that one of its residents was killed in a hit- and-run over the weekend. inside carlton senior living not everyone knows yet that marie chalino has passed away. >> she came back and that was it. i haven't seen her since and nobody knows where she is. >> early sunday morning a car hit her on highway 242 in concord. the driver did not stop. >> we still have no idea what kind of vehicle was involved. who was driving that car and there was no witnesses that have come out or been reported that have saw the collision or seen the vehicle leave the scene. >> chalino did not have an id on her at the time but the coroner used her fingerprints to figure out who she was. >> we used to walk together a lot and the last time she was here at the plaza in the park and she always loved hugging trees so she was hugging one tree after another. >> investigators hope to know more about why chalino was on the highway in the middle of the night once they piece together the last 24 hours of her life. highway patrol needs your help to figure out who is responsible. >> the information is limited and the public could help out if they know a neighbor or friend or anybody that lives in that area that heard something. if you see mysterious damage on a vehicle of someone you know, that may be a clue. spencer blake, kron4 news. well, let's talk quickly about bay area baseball. the giants struggling looking to get back to their visiting ways. matt kain looking for his first win in two months and getting it done from the other side of the plate. in the 2nd inning kain takes a play out of madison baumgartner play book. putting a homer in left field, 4-0 anded reds would not go down easily. adam da val with a shot. pitched five innings and giving up four runs and the the giants did not come back down. 7th inning crawford nice, a two run triple into right center field gap and that put the giants up 8-4. they took the victory with the final score of 9-7. well the a's on the road in texas and delayed about an hour because of all of the rain they were having. but when they did final get going. josh reddick put oakland up early. this two-run homer off of nick martinez gave the a's a 3-0 league. 5th inning. marcus simeon, solo homer off of martino, his 21st home run as the a's go up 4-0. reddick, making a pretty dramatic catch. watch it. it will be a nice diving catch. that this is 880 north at the davis street off ramp. it looks like the rig ran off of the road and engulfed in flames and the right lane is closed and the davis street off ramp and backing up traffic. if you take 880 normally it is a crawl, you can get off at marina and use city streets or 580 west. a traffic alert for a big rig at davis street and the right lane and the off ramp is closed. i will overturned in livermore. off of the nimitz freeways. not on the freeway. it is 880 north on davis street engulfed in flames. at one point we had several lanes blocked as emergency crews rolling out to the scene. right now it is just the right lane closed and the davis street off ramp and traffic is at a crawl. 880 north running through san leandro. leave early if this is your commute. you may want to take marino boulevard and there's 580 west when there is a problem on the nimitz. i will keep an eye on it crews on the scene working on it to get it under control. a problem for livermore. 580 westbound. a car that ran off of the road and flipped over. crews on the way over to the scene. you can see it after the 205 split and no major delays approaching the overturn but that may be a big hot spot as well. all right. checking in on the bridges around the bay area. no major problems on the bridges. we do have crowding at the bay bridge heading to san francisco. mostly in the cash lanes on the right-hand side. not a major backup but looking good overall heading to san francisco. it will be 8 to 10 minutes to get there to the sky way. i'll keep an eye on that hot spot. 880 san leandro at davis street a big rig on fire slowing down traffic. i will have a report coming up. good morning in a live look at the golden gate with the pea soup fog for another performance this morning. the temperatures will be racing again very lofty expected for this afternoon. they are plastered on the board here. pretty high already right now at 63 for concord and 67 for livermore and fairfield has 70. 62 hayward and got san diego at 66 with downtown san francisco at 53. in contrast to where we were 24 hours ago. you can see in some locations fairfield 8 degrees ahead and east bay shoreline has 3 to 2 degrees ahead and san jose at 3 degrees ahead. off to a warmer start. the fog is checking in very thin however at the golden gate. san francisco speaking of which getting the temperatures through the 60s by the early afternoon and the morning clouds and fogs and that business gives way to a mild afternoon and afternoon sun. as we grace ahead to the next 8 hours, 8:00 a.m. talking 70 inland and 93 by high noon and the bay returning to the 70s to about 80 for highs and the coast, you may check in to mid 60s. we will have a look at the seven-day forecast coming up in a bit. james. middleton was kidnapped and murdered. 16-year-old adrian gonzales charged in her death. the trial set to begin next february. a suspect died while struggling with officers from the pittsburg police department during an arrest. officers attempted to stop a vehicle around 2:30 yesterday afternoon but the man led them on a short chase and fled to a nearby residence. that's where a struggle ensued. officers did use a taser and eventually handcuffed the man and then became unresponsive. taken to the hospital and pronounced dead. all right. at 4: 33 let's get to headlines. a worm in the package of salmon. that's not what a shopper had in mind after a recent area to a bay area costco but that's what he got. dan kermit talked to the man and is saying what costco is saying about it. >> a birthday dinner turned into a slimy affair he discovered this. a moving parasite on the salmon he was about to cook. >> i had seasoning in one hand and tongues to flip the thing and i see the worm coming out a refund. costco says parasites in fresh fish are a natural phenomenon. each night they are rewrapped to check. >> if it is caught and being transferred and fileted which is part of the processing then it should not be there. they can't overlook that. >> the morin county environment department says the costco has a good record involving food safety and finding a parasite doesn't mean there is a problem with food handling because parasites can be naturally occurring in fish and meets and why it may be true it is not something darrin can accept and that is why he has posted the video to make others aware. >> i don't want anyone else to have to see that and be disgusted or grossed out by it. >> he suggests putting a sticker on food to remind customers it can contain a parasite. the environment health department says this is why people should not eat food raw because it will kill the parasite and eliminate the health rusk. a bank robber on the loose. the f.b.i. now looking for a distinctive suspect, they call him the dreaded bandit suspect because of his disguise. he has his three banks since april. >> named the dreaded bandit because of his disguises, a hat with dreads attached to it. the bandit's latest target was on bank on union street two weeks ago. two weeks before that he robbed the same bank. >> a bank robber may hit the same bank twice. >> investigators believe he robbed first republic in san francisco. the bandit is believed to have robbed a bank in san mateo. this provident credit union bank back in may. >> surveillance pictures tie the robberies together. detectives believe that the suspect is a black man in his early 30s approximately 6 feet tall with a skinny build and they described him as brazen. >> at least one robbery he has made it behind the counter to get to possibly the vault or into the cash register. and he does robberies called take over style robberies where he has a weapon and forces people to the ground. >> no one was injured in any of the robberies. the f.b.i. does not have a vehicle to tie to the bandit making it more difficult to find him. they are hope that doubling the reward to $10,000 will help lead to his arrest in san mateo, kron4 news. and i'm still tracking a hot spot on the nimitz free way. 880 and davis street traffic jammed up because of a truck that caught fire. the right lane is closed as well spot. san mateo and the nimitz freeway dealing with a fatal accident as were a truck that ran off of the road and caught fire, 880 north near the davis street off ramp. the truck is in flames. emergency crews have arrived and they have the right lane closed as well as the davis street off ramp. it is causing a minor backup because it is so early in the morning but because this is a fatal accident and a big rig in flames it may take time to get it out of the way. leave early and use city streets or stick with 580 west as an alternative. i will have more details coming up in a bit. this bad. go team usa. let's talk about traffic. big doings in the east bay. new developments in the latest hot spot and let's get to robin. >> unfortunately this is a fatal accident involving a big rig driver that ran off the road and the tanker truck caught fire. there's a traffic alert here. 880 north at davis. the off ramp is closed and the right lane is closed. a little bit of a backup so far approaching the scene but it is causing a slow down for those that have to use the nimitz freeway. we have video and you can see it is completely engulfed. a fatal accident. san leandro north at davis. unclear if there is any vehicles involved in the accident but we know the tanker truck was spotted off of the road in flames and you can see the flames high in the air. fire crews on the scene and working to get it under control. if you have to use the nimitz freeway it will be slow at davis street so definitely avoid that stretch if you can. also tracking an overturn accident in livermore. 580. this driver ran off of the road and flipped over and it looks like the drive may be trapped. there is nothing blocked but that may change as emergency crews are heading out. no major delays. you can see the change there. rolling through the altamonte and it should be back before vastco. a quick check of the bridges if you need to get to san francisco. no delays approaching the bay bridge toll plaza and the richmond looking good and i will keep an eye on that fatal accident in san leandro. alike look at sfo and fairly clear as we go but we will be checking things out to see if there is delays. 70s in fairfield and warm in spots in the east bay particularly 67 livermore and concord 63 along the east bay shoreline with hayward at 62. obviously san francisco a little cooler at 53. this contrast 24 hours ago in some cases beyond a couple degrees above. fairfield 8 degrees ahead and san jose with 3 and oakland and hayward two or three degrees. we warm back up true to form east of the hills obviously is where the biggest heat will be and east bay shoreline will be warm as well. we will get 80s going on and the south bay and we are getting some of the valleys in the north bay as this encroaches further to the west. obviously we are getting nice cool coverage along the immediate coast and the return of the ocean cooled air slow as we go, after midnight coverage and around the livermore valley it will be slow going by five a.m. for down san francisco, 65 will do it for today. a little bit of influence in the marine layer returning. down to san mateo about 80. 68 for daly city and 68 pacifica and palo alto 86. redwood city about 88. south bay you have to throw in a little bit of smoke, 95 cupertino and 93 santa clara and san jose at 94. east bay shoreline we are brutally attacked and murdered inside his church during mass. police say that priest was 86 years old and killed by two teenager boys that pledged allegiance to isis. the priest tried to defend himself and the hostages pleaded for it to stop but the duo forced him to his knees stabbing his multiple times in his neck. however the two attackers did not make it far. the police shot the teens as they left the church and one of them shouting god is the greatest in the process. police rescued several hostages including church goers and the nuns. one of the suspects was known and arrested twice after trying to go to syria. a tire slashing spree in a parking lot of a station. police have few leads. the incident has unnerved bart passengers that tell kron4 that that kind of crime is unusual at on the efforts to fight both. we begin in the southbound -- southland. 58 mi.2 in size and that has been dubbed the sand fire and in rugged terrain. that fire only 25% contained. she most of the evacuations just been lifted thankfully. a man was found dead in a car inside the fire zone. he had refused to evacuate. he has been identified as 67- year-old. he was visiting a friend when that fire broke out. let's bring it back closer to home nearly 3000 firefighters on the front lines of the fire in monterey county. that has burned more than 36 mi.2 and only 10% contained. firefighters have a long way to go. 20 homes and two outbuildings have been destroyed. a group of hikers were rescued from the area yesterday after they got too close to the fire. two very intense fires burning right now incinerated. it is hard to make out the area as far as the driver. we know that he is still inside, not identified at this time. we will move over here. we don't know what caused them to lose control of the big rig but he slammed into a concrete barrier, push that barrier all the way back, you can see a little bit of it. it caught on fire as well. crews are on the scene and you can see the fire department, officers are still here to watch the situation. on the other side you can see just what it is doing to the traffic. it is slow and go through this area. lane number four has been shut down. it was backed up at around marino boulevard northbound. i would imagine it is worse now. i would avoid this area altogether if you can, if you do get on the roadway give yourself plenty of time because you will come to some point to a parking lot and then slow and go through this area. as far as the chemical they are dealing with they simply don't know. it was so hot that the signs on the side of the big rig telling people what type of chemical the driver was carrying, how to treated and handle it during emergencies, those signs were also burned during this crash. we have big problems aftermath that killed the driver. >> we have learned that one person has died and we have team coverage this morning. first we want to go to will tran line at -- live at the scene. >> reporter: let me give you an update. right now firefighters are taking a break from putting out the hot spots. the corners office just arrived. they have their saws out, they are removing the victim. the collision so violent that he was trapped inside the burning big rig. they will remove him and turned him over to the office to get an identification. they don't know the cause of the crash or why he lost control, but he slammed into a concrete barrier and all you see now is the nub. because he was going at whatever rate if pushed it back. that caught on fire and went to the offramp to this grassy area and that caught on fire. the fire department rushed out and put out the flames. he was carrying some sort of chemical and they don't know what type it was because the signs on the side of the big rig burned. they put some pants on the ground to absorb the chemical. they believe some of it went on to the drain. as far as the other side that is northbound. it is a little bit lighter as you see moving through this area, but i'm not sure how far the backup is on northbound 880. about an hour ago it was to marino boulevard. it is also impacting southbound. the hazmat team, the fire department will be here for several more hours. have to bring out other heavy equipment to remove the big rig. the cause of the crash is still under investigation. they don't know if he was sleeping, swerved to avoid another car, when they got out here was to put out the huge flames and deal with the chemical spell -- spill. they are trying to remove his body. robin is here with more on the traffic. >> will was talking about the backup and it is growing. it is now at 238 so this will impact your drive time. it is crawling up working -- approaching the scene. there is no estimated time for clearing. the opposite direction of the crash there is nothing blocked, but it attracts a lot of attention. if you have to have south you will notice the slowdown. it is the northbound backup that continues to like the fog is trying to bubble up on top of the towers, this is the only trouble spot that we see. temperatures are reflecting that. overnight i want to show that we didn't get much progress with the fog. hardly even the east bay shoreline at all and is certainly not at the east bay location inland at all. we don't get much in the way of that cooling as we can see temperatures start the day already in the 60s. 68 and livermore 60 and hayward . in oakland we will breeze right through the 70s this afternoon. a warm afternoon. this is up close and personal. 82 going on by 10:00, by 2:00 100 inland and the bay in the upper 70s to lower 80s. breaking news out of san pablo where crews are on the scene of a large water main break. >> avery harbor is live on the scene.>> reporter: they are still working to clean up a big mess here on riverside avenue. you can see crews are behind me working to drain the whole where there was lots of flooding yesterday. take a look at some video we have of crews working a bit earlier this morning. they were notified around 11:45 last night that there was flooding here. they quickly discovered it was a water main break. they tell me they are trying to drainhole, lift up the asphalt to see the full extent of the damage inside. as of right now crews tell me there is a 12 inch cast-iron transmission line that was damaged. i'm told this section of the road will likely be closed all day as they work to repair that and seal up the whole that is here in the street. that is riverside avenue. it will be closed for much of the day. crews tell me they are asking drivers to avoid this area and take alternate routes. this is a very residential area so a lot of people will try to get to work and they are asking people to find some other way around. i will be here monitoring conditions as they continue to repair the break. this woman has never been satisfied with the status quo in anything. she always wants to move the ball forward. that is just to she wait to find out. state of emergency has been declared in california because of two major wildfires. james fletcher has an update. >> reporter: the declaration of state of emergency free substate reinforces -- resources . here is a map showing the fires in california. both of them started last friday. there is that fire between carmel and big sur in monterey county that has burned 20 homes. it is threatening a scenic stretch of the coastline and bring smoke to the bay area. there is a fire in la destroyed 18 homes and killing one person. the los angeles county more than 58 mi.2 has burned with the sand fire. the fire is 25% contained as of last update. it is burning just north of la. most of the evacuations have been lifted, but there are some in place. investigators say a man was found dead in a car had been one of those that refuse to evacuate as the flames approach. trying to evacuate once it was too late. he has been identified as a 67- year-old. he was visiting a friend when the fire started. closer to home firefighters are on the front lines of the fire in monterey county. that fire has burned more than 36 mi.2. it is just 10% contained. 2000 structures are still threatened this morning and a group of hikers had to be rescued from the area yesterday. they got too close to the flames and wire fighters had to spring into action. for firefighters suffered minor injuries and we are told they are treated and expected to be back out on the lines today. we will keep track of the progress and give you updates as we learn them this morning. >> the air is bad and could be hard for you to breathe. the air quality management district is issuing a spare the air day another alert today because of the smoke and heat. it is the third consecutive spare the air day, will be dropping into the upper 80s. the beaches look wonderful, mid- 60s and lower 70s. 6:18 and police say the das office is looking into the death of a man by a pittsburgh police officer. it happened at 2:30 in the afternoon. highlands elementary school. officers tried to stop a car, but the driver led police on a short chase and ran into a home. police followed him inside where they say the man that and officers hand. police later taste the man and handcuffed him, but they say he became unresponsive. police reformed cpr and took him to the hospital. they don't know if he had a medical condition. police have not released his name just to say he was 32 years old and had previously served time on -- in prison. a san francisco police officer has been arrested on a firearms charges for having an ar15 style assault rifle he made himself. the officer turned himself into the police yesterday and was booked into san francisco county jail. the internal affairs started a probe of him last summer after getting information from others on the fourth about his weapon. he is an 18 year veteran of the department and right now he is on unpaid leave. this morning, we are getting our first look at surveillance video from a stabbing in japan. the left more than a dozen people dead.>> reporter: we first told you about this story yesterday morning, 19 people in all were killed in this stabbing attack. 25 others were injured when a man broke into a facility that he had just been fired from and went on a stabbing rampage. this facility was treating disabled people. this morning we have surveillance video from outside the facility. the car you see pulling up and parking is the attacker and as you watch the video he gets out of the car, starts rummaging through it and collecting the blessings -- weapons that he would use. police said he had several knives with them. this morning police are searching his home looking for more evidence and we have heard from local media reports in japan that the suspect telling police he feels no remorse and as you watch this video, we won't play the whole thing, you notice the timestamp at 1:39, ucg will disappear and when he comes back an hour has passed. it took him about 40 minutes. a mother hitting and yelling at her daughter sprint -- streamed live on facebook. we want to warn you that some people could find this truck accident. we will have live coverage. welcome back to the kron4 morning news. we are following breaking news where there is a fatal accident backing up traffic on the highway. it happened shortly before 4:00 this morning. a tanker truck crashed at the center divide and ran off the road and exploded. the driver did not survive. the backup for the northbound drive is growing and beyond it to 38. southbound the opposite side it is jammed from 98, not too bad, the drivetime continues to grow. still no estimated time of clearing. your best alternate 580 w. shooting deaths of law enforcement officers had spiked 78% in the first half of 2016 compared to last year. that is according to a new report. this comes in the wake of several police shootings including the one in dallas that you see behind me. five officers killed. the report says 32 officers died in shooting related incidences this year including 14 in ambush style attacks. during the same time last year 18 officers were shot. we are tracking the latest of a bank robber who struck twice the same bank in just a couple of weeks time. in the south bay we throw the heat and with some smoky conditions as well. a mild breeze and 20 heart and lungs. the kron4 morning news continues. back to our breaking news major traffic problems after a tanker truck carrying fuel catches fire and the driver has died. >> let's go to will tran live at the scene.>> reporter: here is an update on the situation. the chp believes they could reopen lane, #4 in the next 30 minutes. right now you can see it is shut down as you get past davis street exit. they believe this accident occurred off the road that there is a chance that they could pick up the cones right around at 7:00. that is optimistic, they say there is a timetable and will not take throughout the morning to reopen lane, #4. this accident took place shortly before 4:00 in the morning and they have reached out exactly what the driver was carrying at the time. they are not sure, but it incinerated and was a big ball of fire. it was so violent you can see it ripped the big rig in half. the other half is on the on ramp of davis street. they have the hazmat team out here to monitor what is going on as far as the chemical. they don't know if it was fuel or some other lake would. they are not sure and the reason why is it was so hard that the signs. they are waiting to hear back from the company the driver was driving for to get more information on the chemical. that is the update. all lanes on 880 should reopen to the public as far as his identification the coroner office remove the body and he was trapped inside . the firefighters had to use heavy equipment. they removed the body and the trendy office has left and in the process of identifying who this driver was. they don't know the cause of the crash. there seems to be some signs that he slammed on the brakes because they are measuring the skidmarks. >> a terrible accident. >> other banks. it is 6:36 and to the north bay where questions about food safety are swirling after a warm was found on a piece of fresh these bought at the cosco. the man said he found a warm and there is video of it on some salmon. just before he was about to cook the fish. he bought that fish earlier in the day from cosco and he went back to the store and they gave him a refund. cosco said it that at 30 minutes to get from 238 to the 980 split. avoid this stretch if you can. consider using 580 w. as your alternate. 6:41 and breaking news this morning into kron4 we have learned that john hinckley junior is going to be released from a government psychiatric hospital more than 35 years after he attempted to assassinate president. ronald reagan. he also shot three others outside the washington hilton on march 30, 1981. a federal judge ruled just moments ago that hinckley no longer poses a danger to himself door to others and will be freed to live full time with his mother in virginia. james fletcher is gathering more details and we will have a full report later. the stories we are following crews said 46 people had to abandon a fishing boat in alaska. this happened after the fishing boat began taking on water and that force the crew to abandon ship. rescue crews transported those 46 two another vessel. no one was injured and officials are investigating what caused the a backup at the bay bridge toll plaza is on two 580 and backup to san pablo. it is about 23 minutes to get to downtown oakland to downtown san francisco. the big backup is behind the toll plaza on the oakland side. the richmond san rafael bridge approaching the toll plaza no backup but it is jammed from castro right through the toll plaza. drivetime ce sure freeway has spotted a new accident 80 w. and powell street that might be blocking one lane. 24 minutes from hercules to the maze. if you have to use the guadalupe a parkway expect a 12 minute trip. good morning everybody, he camera showing dealing with news that one of its residents was killed in a hit and run. the crash happened early sunday morning on highway 242. the coroner identified the woman and said there were no witnesses to trying to figure out what she was doing on the highway in the middle of the night. the chp is asking for the public to help if they can to get clues so they can solve this. a special needs school where the abuse of a nine-year- old student was caught on video has closed its doors. kron4 was there yesterday as tobinworld held its final day. the school shut down after a classroom video came to light and kron4 news investigation uncovered other allegations of abuse. the state attorney general wants an investigation to see how the students were treated and other nonpublic schools. that caused the school district to pull more than 40 students out of tobinworld and the executive director said that made it impossible to keep the school open. parents say they are disappointed. >> this is
