morning. good to be with you. i'm anne-marie green. president obama says there are no immediate plans to launch air strikes against isis militants in syria. on thursday the terrorist group displayed their harsh tactics once again. this is video that appears to show captured syrian soldiers being marched to the desert to their death. more than 150 captured soldiers were reportedly killed by isis fighters. and this morning the president is taking heat from his critics who say he doesn't understand the isis threat. susan mcginnis is in washington and has more on the uproars. susan, good morning. >> anne-marie, good morning. the president said the u.s. is preparing a range of military options for dealing with isis in syria but says outright there is no u.s. strategy for immediate fire here on capitol hill. >> good afternoon, everybody. >> president obama says military action to defeat islamic militants in syria is not imminent. he's calling on the pentagon to draw up plans to take out the group known as isis. >> i don't want to put the cart before the horse. we don't have a strategy yet. >> that comment drew fire from critics including republican senate minority leader mitch mcconnell who said in part the president needs to use the full extent of his authorities to attack this enemy force. the president needs to present his plan to congress and to the american people. democratic florida senator bill nelson is calling for targeted air strikes. >> the head of the snake is in syria and if you want to kill the snake, you need to cut off its head. >> president obama discussed military options for going after isis with his national security team last night. he's also sending secretary of state john kerry to the middle east to build support. >> in order for us to degrade isil over the long term, we're going to have to build a regional strategy. now, we're not going to do that alone. >> the united states has already launched more than 100 air strikes to hit isis targets in neighboring iraq but the president admits action there is not enough to defeat the group. the u.s. has identified so far nearly 12 americans who have traveled to syria to fight alongside these terrorists. two of them have reportedly been killed in the fighting. anne-marie? >> susan mcginnis in washington. thank you, susan. the president of ukraine is urging citizens to remain calm as russian troops advance throgh ukrainian territory. russian troops and russian-backed separatists have seized cities in eastern ukraine. nato is calling the action a full-scale invasion and has released satellite photos it says proves it. david martin has our report. >> reporter: satellite photos shows russian convoys moving inside ukraine. this is not equipment supplied to pro-russian rebels in ukraine. they say it's a russian combat unit that's crossed the border and is operating on ukrainian soil. president obama stopped short of calling it an invasion, labeling it an incursion instead. >> russia has deliberately and repeatedly violated the sovereignty and territorial integrity inside ukraine and the forces inside ukraine make that plain for the world to see. >> reporter: these russian soldiers were captured 15 miles inside ukrainian territory. an increasing number of russian troops are intervening directly in fighting on ukrainian territory. the u.s. ambassador to ukraine said on his twitter account. and at an emergency session of the u.n. security council the american executive samantha power made accusations of the kind that used to be leveled during the cold war. >> every step russia has come before this council to say everything except the truth. it has manipulated, it has on fuss skated, it has outright lied. >> reporter: russia has opened up another front in southeastern ukraine where columns of vehicles opening artillery fire are advancing down the coast and have so far taken two cities. again, these are not vehicles supplied to the rebels. an american officer says they're flatout russian forces. instead the u.s. and its european allies will consider imposing additional economic sanctions in russian. david martin, cbs news, the pent governor. a moderately strong earthquake shook southern greece. it was centered in the sea about 90 miles south of athens. it was felt in the capital and across the country but no damage and injuries have been reported. and back in this country comedian joan rivers is being treated in a new york city hospital this morning. rivers was having a procedure done at a doctor's office when her heart stopped. marlie hall has our report. >> reporter: joan rivers is resting comfortably with family. that's according to her daughter, melissa rivers. rivers went on to say we ask you to continue to keep her in your thoughts and prayers. now, officials here at mt. sinai hospital have confirm thad joan rivers is, in fact, a patient here, but they declined to update her current condition. but here's what we know for sure. joan rivers was brought to this hospital yesterday morning in critical condition, and reportedly the 81-year-old suffered a cardiac arrest and stopped breathing while undergoing a procedure on her throat at a doks doctor's office, and that's when she was taken to the hospital. now, joan rivers has been engaged a very busy and active lifestyle. on wednesday she made an appearance to promote her recently released book and tonight she was scheduled for a performance in new jersey, but that performance has been postponed. in new york, marlie hall, cbs news. well, the nfl admitted it dropped the ball. reacting to the fallout following its two-game suspension of ray rice, the league has implemented tougher punishments for domestic violence. jim axelrod explains. >> reporter: in announcing a new stance on domestic violence, commissioner goodell took responsibility for being too leap yenlt in a hay-profile case involving a star running back. i didn't get it right, wrote goodell, sent to each nfl owner. domestic violence and sexual assault are wrong, they're illegal, they have no place in the nfl, and they're unacceptable in any way. he faced criticism for his handling of the ray rice case. rice is an all-pro running back for the baltimore ravens. last winter he and his then fiancee were arrested for an assault after an altercation between the two. video captured rice dragging the woman, now his wife, apparently unconscious after a fight. >> i made a huge mistake and i want to own it. i want to say in front of my teammates and tell you i made a huge mistake. you know, these two games are going to hurt. these two games are going hurt. >> reporter: in a letter admitting his mishandling of the issue, goodell announced a domestic violence or sexual assault by any employee of the team will mean a six-game suspension. a second assault will mean a ban from the league, thole any offender can reapply for reinstatement
