over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would be responsible for an average of 35,000 stops so that's probably the most contributing factor i can point to. >> reporter: some first said off camera is that there is a complicated time-consuming paperwork process because of some past abuses by individual officers, every officer now has to fill out that paperwork exactly properly or they could face some discipline. >> the reality is that we are doing things different today than we have in the past. and there's good reason for that. but again, is there room for efficiency? is there room to increase effectiveness is that's something we'll continue to look at. >> what we need to do as the city's leaders is get more support. need to build up to an operational number to provide the support our officers need to do their jobs properly and to keep our citizens safe. >> reporter: joe vazquez, cbs 5. oakland police are trying a new tactic to get guns off the streets. they want to buy them from you. the department is holding an anonymous buyback event this saturday from 10 a.m. to 3 p.m. at saint benedict's church and people can get cash for up to three guns. >> each gun will be given a cash reward of $200 apiece up to $600 in total. and we will receive those guns with no questions asked. >> there are some requirements however. the weapons have to be in working condition and you do need to bring in proof that you live in oakland. but police stress the program is completely anonymous and your information will not be recorded. travelers and shoppers need to be extra careful on public transportation during the holidays and bart police say they want to help. ken bastida is at the west oakland bart station where police unveiled their plan today. ken. >> reporter: yeah, elizabeth. it's pretty comprehensive. you can see the information inside the station. every passenger that gets off the train is being talked to by these volunteers by the oakland police department and by the bart police. what they are telling them is watch out. this is the time of the year when robberies occur. the biggest problem is people who are getting their cell phones ripped off and their computers ripped off while they are on the trains. there is a group of thieves going around and what they do is they sit on the train and when it pulls up to the station, they will wait until the doors open then grab your stuff, your backpack, whatever, right out of your hands and run out the door. it's been happening. people have been getting hurt, as well. we talked to one gentleman tonight ferdinand, who says he was attacked just a block from this bart station and almost lost his life. >> i was making a walk from my work to the bart station, it's two blocks, and i was ambushed by two men. they pointed a gun at me, took my stuff and pistol-whipped me in the face. >> reporter: got away with his wallet and computer and with his cell phone. he is lucky to be alive. what they are telling people here at oakland west tonight is that if they want to walk to their cars, they will escort them tonight but they are telling them, be aware of your surroundings. for people shopping in downtown san francisco, bart police say they will step up patrols at every bart station in downtown san francisco throughout the holiday shopping season. reporting live from west oakland, ken bastida. back to you. >> thank you. that speeding san francisco police sergeant who bragged about his antics online will be riding a desk for a little while. sergeant carl t was reassigned to administrative duty today while internal affairs looks into this video he posted on facebook. he claimed to be driving a lamborghini at 100 miles per hour through the broadway tunnel. he also said he and his friends were drunk. chief greg suhr says if it all turns out to be true, discipline will be, quote, swift and severe. after years of abuse accusations, the sonoma developmental center one of the state's largest care centers for the severely disabled could lose its license. state taxpayers could lose tens of millions of dollars as a result. cbs 5 political reporter grace lee explains what's been uncovered and what the state is going to do about it. >> reporter: this facility houses patients who who need around the clock care. if the state revokes the license it could lose half the funding from the federal government. that's about $80 million. and if the facility can't prove that its patients are safe and not in jeopardy at all it could be closed forcing out hundreds. >> absolutely. i mean, people at sonoma investment al center and the other developmental centers are among the most vulnerable in california and while abuse is common with this population, it's absolutely shocking and it's troubling when their cases aren't handled properly. >> reporter: ryan gabrielson a reporter at california watch has been investigating the sonoma developmental center for months. he says it's about time the state started proceedings to revoke its operating license after a litany of accusations against its 500-plus patients. he says the reports are staggering. >> suspicious bruises on patients. cigarette burns. broken bones. allegations of sexual assault dozens since 2009 in which is the in-house police force didn't order a single rape kit examination to look for physical evidence. >> reporter: the director of the department of developmental services which is responsible for the facility says, quote, address the serious situation is my department's top priority. we have removed the executive director and clinical director and taken disciplinary action against several employees. the state is also adding a california highway patrol executive to oversee the criminal investigation but is it enough after years of abuse allegations and who is ultimately to blame? >> blame and responsibility go to several levels, staff who routinely fail to report these cases in a timely manner, and then won't discuss -- won't talk to law enforcement about what they have seen and heard. there's a wall of silence that goes up inside developmental centers. >> reporter: gabrielson says he is not even sure of the extent of the abuse because there's been some serious pushback across the responsible state departments. not an easy investigation. he says the state hides behind patient confidentiality even in cases of homicide and rape. the state public health department which regulates the facility says it will begin to monitor the facility every day. in the newsroom, grace lee, cbs 5. your tv viewing just got a little quieter. the calm act which limits the volume of tv commercials went into effect today. cbs 5 reporter mike sugerman joins us live now. mike, how does this change commercial breaks for our viewers? >> reporter: well, for our viewers, it shouldn't change much. we apparently don't do it. but i am here in the nerve center, the heart of the television station, the control room where the commercials are sometimes played and we don't, i am told, make the commercials louder. year after all. the 80 by 40-foot gash along mountain view drive opened up earlier this month during that series of strong storms. initially, the city thought it would take months to fix. but crews were already hard at work today on the collapsed section of roadway and they will be working around the clock until it's fixed. the contractor c.c. meyers is known for quick emergency repairs. the project is expected to cost around $600,000. the highest tides of the year hit the bay area today. and lived up to their name. the so-called king tides, thank you very much, swallowed up beaches all along the shoreline in some spots the water rushing right into town. the tides hit their peak about mid-morning. and in some areas, the waters rows a couple of inches. others, several feet. this business in mill valley scrambling to stack the sandbags around its buildings. >> it's amazing, coming up high. >> bill hudson river sent this in an hour after high tide. even then the water level is as high as the bumpers of several suvs. same story in southern california. drivers had to deal with flooding along the stretch of road. sunset beach today. part of the pacific coast highway shut down higher-than-normal tides but when we get the high tide combined with the earth being closest to the sun and moon, the high tides get higher and you get the king tide, and going along with allen's your television screen. here it is. and behind that, very cold, unstable air. this is the first of about five or six of these low pressure areas that are going to move through over the next week or so. so the first of many arctic low pressure areas, consider the source, look where it's coming from. that's alaska. it's sliding from the west coast towards us. that means it will stay chilly and going to get showery. tomorrow widespread showers in the afternoon but it's the beginning of a process that's going to keep us cool and wet for at least the next seven to 10 days. so tomorrow the clouds will increase in the morning, showers will be here by the afternoon. temperatures for the next several days will remain below normal and then settled pattern, i don't see an end to it. i'm looking at the end of next week even closer to christmas and i don't see much of a change. low 50s for highs tomorrow. mainly afternoon showers. a little break saturday, showers back on sunday a more widespread rainfall on monday and tuesday. and then our next break is not until next wednesday. so more often than not we are going to have some rain around and every day is going to be chilly. that is your cbs 5 forecast. >> thank you. san francisco's city attorney is asking a federal court to dismiss a challenge to the city's ban on public nudity. advocates of public nudity filed the suit even before the board of supervisors approved the ban last month. the law would forbid nudity except for events such as bay to breakers, the folsom street fair and for children under 5. city attorney dennis herrera says the challenge has no legal basis and similar bans have been upheld by the courts. well, at the very least, put your bib on. the price dispute is over and the boats are back! we'll knocking down what's left of a three-alarm fire at a precision parts manufacturing company in fremont. this is earlier this afternoon at c & h enterprises north of the warm springs area. firefighters got the call al 1:45 p.m. but when they got there, the building was fully involved. everybody did make it out safely. the fire was so hot, firefighters had to try and douse the flames from the outside only. no word on the cause. it was supposed to be a big step toward revitalizing east oakland a nice new neighborhood near 98th and san leandro full of big family homes but it turns out criminals love it too. as cbs 5 reporter da lin explains, homeowners are running into roadblocks trying to keep them out. >> reporter: it's a five block oasis of family-friendly homes walled off from its crime- ridden surroundings. >> we invested our money into a new oakland into a new vision so to speak and oakland turned their backs on us after we put our hard-earned money into this community. >> reporter: neighbors say crime in this tight-knit community has escalated. first they had petty crimes like graffiti, then robberies. now it's murder. the latest crime, the murder of a 56-year-old man on tuesday night in front of his house. his daughter says he had just gotten home from work. police don't have a motive but neighbors suspect it was a robbery. >> he was a great person. and i miss him. he was always there. last night, he needed me and i wasn't here. >> reporter: the murder has sped up efforts to secure this development. there are three ways to get in and out. and the homeowners association plans to mount surveillance cameras at all three places to monitor those who come and go. >> use the cameras and systems to deter and go after those who actually do dumping or do robberies. >> reporter: the city of oakland also gave the green light to put up a gate at the entrance on this privately owned street. but a company next to the housing development has easement rights to the street and vows to sue the homeowners if they put up a gate. negotiations have dragged on for months and a resolution is nowhere in sight. >> we have the gates, this may not have happened. >> reporter: for now these homeowners say all they can do is count on each other to keep the community safe. in oakland, i'm da lin, cbs 5. software mogul john mcafee is staying at a miami beach hotel and working to stay in the u.s. so far, he says that u.s. authorities are not trying to question him in the death of his neighbor in belize. mcafee has been wanted for questioning in that country but he insists he did not kill anyone. he fears for his life if he returns to belize. >> this is not about a murder investigation. this began on the 30th of april of last year when 42 armed soldiers stormed my property shot my dog in the head. held me in the sun handcuffed with my hands behind my back for 14 hours destroyed a half million dollars of my property and let me go with no charges. >> john mcafee is now asking the state department to expedite visas for his 20-year- old belizean girlfriend and another friend. susan rice is waving a political white flag withdrawing her name from consideration for secretary of state. the u.s. ambassador to the united nations was once considered a front-runner to take secretary of state hillary clinton's post but her comments following the deadly attack on the u.s. embassy in benghazi sparked a washington firestorm making her confirmation questionable. >> i withdraw my name because i think it's the right thing for the country and i think it's the right thing for the president and putting those things together that makes it the right thing for me and my family. >> there's a lot of speculation that senator john kerry may be a possible successor to outgoing secretary of state hillary clinton. rice says it's her intention to remain the ambassador to the united nations. the "fiscal cliff" is just 18 days away. and neither side appears willing to give much ground. cbs reporter tara mergener has the latest from capitol hill. >> reporter: house speaker john boehner left the capital thursday evening for a face-to- face "fiscal cliff" talk with the president. earlier in the day president obama told cbs' minneapolis station wcco he is hopeful they will make a deal. >> the big problem right now is that republicans in the house are resistant to the idea of the wealthiest americans paying higher taxes. >> reporter: boehner's second trip to the white house this week follows a lot of discouraging talk about the negotiations. >> here we are, at the 11th hour, and the president still isn't serious about dealing with this issue right here! it's this issue! spending! >> reporter: christmas and beyond could be how long it takes to get a deal. the speaker has told house members to be flexible with all travel plans for the rest of the year. republicans are pressing for specific budget cuts plus the speaker is not willing to speculate what the gop might give up in exchange. >> ifs and ands around buts are like candy and nuts. if that were the case day would be christmas. >> reporter: the president says it's republicans to need to offer details. >> go to my white house, whitehouse.gov, we are prepared to make those cuts and more. if you ask republicans to give us specifics on what more do you want cut, they would be hard pressed to tell you. >> reporter: tax hikes for all americans and sweeping spending cuts will kick in january 1 if the white house and republicans don't find a compromise. tara mergener for cbs news, washington.
