>> let's take a live look from washington, d.c. pope francis will arrive on capitol hill this morning the first pope to address a joint session of congress. weijia jang has a preview. >> reporter: pope francis will take his message to a divided capitol hill today in the first- ever papal address before a joint meeting of congress. >> i hope to offer words of encouragement to those called to guide the nation's political future. >> reporter: while the vatican has kept a tight lid on what he will say, the holy father is expected to talk about immigration. a hot button issue he urged bishops to fight during his first full day in washington, d.c. five-year-old sophie cruz handed a letter to pope francis wednesday hoping francis delivers her plea to lawmakers today. >> our immigrants like my dad feed this country. they deserve to live with dignity. >> reporter: on wednesday, francis made an unplanned visit to the "little sisters of the poor," a religious order suing the federal government over the birth control mandate in president obamas affordable care act. >> climate change is a problem. >> reporter: it's likely he will also bring up climate change another controversial issue. democratic senator patrick leahy says francis is the perfect pope to address congress. >> whether you're catholic, noncatholic, he reaches out to everybody and he makes it very clear that if you believe in humanity, then you have to believe in all humanity. >> reporter: pope francis will also meet with the homeless before heading to new york city this afternoon. weijia jang, cbs news, washington. >> here in california, people gathered in carmel yesterday to watch tv coverage of the pope declaring sainthood for father junipero serra who founded california's historic missions in the 18th century and is buried at mission carmel. more than two dozen natives claim under the mission system natives were mistreated. one of the most talked about moments was when a 5-year- old girl from southern california ran up to the pope. sophie cruz is afraid her parents will be deported so she squeezed through security barriers to deliver a handwritten message to pope francis yesterday. her parents are illegal mexican immigrants. she traveled from los angeles with her father. in her letter, sophie asks the pontiff to help all immigrant children. >> pope francis, i want to tell you that my heart is sad and i would like to ask you to speak with the president and the congress and legalizing my parents because every day i am scared that one day they will take them away from me. >> sophie's dad says it's a miracle that she met the pope. and immigration advocacy groups sponsored the family'sry. the pope is expected to discuss immigration when he addresses congress later this morning. cbs news will have special live coverage. pope's remarks in the 7:00 hour. a big day for those impacted by the "valley fire." the evacuation center is closing and evacuees are packing up and heading home. kpix 5's cate caugiran is live in the newsroom with the latest. >> reporter: the last few evacuees at the napa county fairgrounds will have to find a new place to stay and the number of dead in the "valley fire" has climbed to 4. firefighters discovered the remains of 66-year-old robert fletcher in the rubble of his home in cobb and right now there is still one man missing. meanwhile, evacuees at the napa county fairgrounds are packing up this morning but some people are asking where do we go? the shelter is shutting down today and to help the victims, lake county is hosting a public meeting tonight at middletown high school football field. state and local leaders will be there to answer questions including representatives from fema who have been touring the area over the past few days. >> fema will not make you whole. but we may provide temporary housing, crisis counseling. >> a majority of lake county victims have insurance but for those who don't, fema can help. they will be issuing disaster loans. more importantly, they are providing support for families hit the hardest. we know the average fema payout for disasters is generally about $5,000. but they say the victims of the "valley fire" especially if they were uninsured may get more. cate caugiran, kpix 5. this morning, the "valley fire" is 82% contained. let's get a check of the weather with roberta. good morning. >> generally speaking, san francisco the best weather the entire year, september and october, right? >> right. >> today no exception. we are going up to a high in the city of san francisco the city by the bay of 79 degrees well above average this time of the year. good morning, everybody! it's another mild start to the day. sure we have a little bit of cloud cover in the santa rosa area but we have temperatures that are going up. in fact, right now, let's take a look at the coastal areas. those are low temperatures for the most part we can see numbers climbing into the 70s. 70s and 80s will be common across the peninsula then we jump up to 92 in morgan hill. about 96 degrees in the gilroy area as well as inland. we are talking about 95 degrees in livermore. low 90s in walnut creek. the winds will be gentle under 10 miles per hour. stinson in the 60s through the 70s in sausalito to the 80s in san rafael. 90 in santa rosa and upstream to temperatures in the low 90s. i have the weekend forecast. it's never too early to start talking about the weekend. never too early to look forward to friday, saturday and sunday. checking the roads right now as you make your way through the south bay word of an accident reported northbound 280 at 17. looks like it's actually on 85 at 17 according to chp. one lane may i block. i'll have more details as they get on scene. bay bridge backup in the cash lanes but not bad. okay especially in the fastrak lanes heading into san francisco out of oakland across the span. san mateo bridge looking good so far. 14 minutes between 880 and 101 between hayward and foster city. if you want to skip the roads this early morning, everything is on time for bart. golden gate ferries, caltrain, a's, so far, so good this morning. a look at the altamont pass, here's where we are seeing a few brake lights westbound as you work your way out of the altamont pass into the livermore valley. a little slow near the dublin interchange. we'll have a look at your commute to sfo in just a few minutes. brian. caltrans now estimates that fixing the steel rods at the base of the new bay bridge tower will cost between 15 and $25 million. and much of that money may come from bridge tolls. engineers say it's likely that most of the 400 rods are riddled with tiny cracks at either end because of corrosion because they were exposed to water after spaces around them were flooded. uber is making a move to the east bay. the company will soon take over the iconic sears building in oakland. as christin ayers shows us, it's yet another sign that the times they are achangin'. >> the global headquarters is going to now include oakland. [ applause ] reporter: the big announcement from tech giant uber had city officials applauding. >> its move to oakland is game changing for us. >> reporter: but some oaklanders told me it's the worst kind of game changer. >> it's a kind of falls in with the gentrification and everything else. maybe the new oakland will be lovely but i think the old oakland [ indiscernible ] >> reporter: on twitter tech diversity advocate wrote i'm concerned this move does not contribute to building a sustainable inclusive tech community. other users were more sung sing the. rip, oakland or as a rapper wrote there goes the neighborhood for sure. at today's news conference mayor libby schaaf acknowledges this is a major shift for a city that has seen ethnic diversity diminish and rents skyrocket more than 20% in the last year. >> these types of shifts can also negatively impact housing affordability. >> reporter: she says the city hopes to work with uber to fight displacement and hire locally. but uber is under no obligation to do so. today an uber representative dodged questions about how diverse the company's staff is. >> we're just not at that point to share those numbers. again, we just got healthcare for employees which is much more critical to me to have our employees safe. >> reporter: christin ayers, kpix 5. >> full-time employees at the oakland headquarters will receive benefits like healthcare. uber is appealing a recent california court decision that would force the company to provide those benefits to the drivers as well. the owner of two popular dim sum restaurants in san francisco is being accused of withholding wages from employees. a federal grand jury has indicted hong kong lounge co- owner ming zhou under paying workers by 90,000. he paid the department of labor in 2013. checks were then issued to employees but after he allegedly ordered his workers to give the money back to him or be fired. he is currently out on $50,000 bail. now at 20 minutes before 5:00, he is 100 years old. and not slowing down. meet the man making track and field history. >> he is amazing. and what's cool about your school? email your nomination to us at [email protected]. we may come and feature your school on the show. the republican presidential candidates are on the campaign and the front-runner continues to ridicule the rest. as andrew spencer reports, the contenders are focusing on south carolina. >> reporter: donald trump goes on the offensive again taking shots at everybody. >> marco rubio as an example. he's got no money. zero. hillary, who has become very shrill -- >> reporter: eye candidate offering accused of offering few specifics he told a town hall meeting in south carolina. >> i'll be putting a tax plan next week long on policy a great plan with a major reduction in taxes for the middle class. >> reporter: this week several republican candidates have converged on the early primary state. carly fiorina's three events there today wrap up her trip to south carolina. jeb bush travels there too today after taking a break from the campaign trail wednesday to attend the pope's mass in washington. meanwhile, ben carson just can't get away from questions about muslims, specifically his comments on sunday that no u.s. president should be one. >> anybody and that includes any religion who lives according to american values and principles and is willing to put our constitution above their religious, um, ideology, is acceptable to me. >> reporter: but carson claims in the wake of his comments, donations are coming in so fast, they are hard for his campaign to keep up with. >> the latest national polls show hillary clinton's lead is slipping. she has a 33-25% lead over vice president joe biden who hasn't even decided whether to run. bernie sanders is a close third at 24%. none of the other democrats is above 2. a top official with volkswagen expects nor resignation in the wake of a scandal over rigged u.s. emissions tests, more resignations. ceo martin winterkorn resigned from the german automaker yesterday but denied any wrongdoing. the epa says volkswagen installs defeat devices in nearly 11 million cars worldwide to make it appear that the engines ran cleaner. an 11-year-old georgia boy delivered his baby brother after his mother went into labor at home. the woman was at home in marietta on tuesday when the baby suddenly decided, i'm ready. there was no time to get to a hospital. so duke's son james called 911 followed instructions from the dispatcher and delivered his baby brother. >> i was like i got a doctor in the house! hey! [ laughter ] >> need anybody? he got you! >> mother and newborn are doing fine recovering at a hospital. they are expected to go home today. >> aw, that's sweet, isn't it? >> well, it all ended happily. >> thankfully. >> can you even imagine that? >> i could imagine. 11-year-old? but hey. follow directions and there you go. >> that's why it helps to be a boy scout. good morning, heading out the door, it's another mild start to your day on this second official day of autumn. it feels more like summertime out there. take a look at these temperatures in the 60s except for santa rosa reporting cloud cover at 58 degrees. here's what we need to know for this thursday. it will be warmer today. it's going to be very sunny all the way through friday. then we have a little bit of a bump in the forecast a little bit of a change with the cooldown by the weekend. not even a raindrop in sight. let's go to our satellite and radar. couple of different things going on. first, this very impressive area of low pressure to the north of us. area of high pressure to the south. which one is going to win out? hm. unfortunately, the high. and i say unfortunately, because we do need the rain associated with that area of low pressure. that's going to hang back. we'll have the warmer conditions today and tomorrow. but then that low begins to slide down south. we'll see some cooler air mass over the weekend as a direct result but the rain chances remain well to the north and to the east in the bay area. we do have the clear skies in throughout the central valley today. 77 degrees in monterey. it is currently 40 degrees on the south shore going up to a high today of 82 degrees. extremely dry conditions. locally our relative humidity is going down as well as our numbers go up. 78 degrees in pacifica. 79 degrees in san francisco. well above average. across the bay 84 in oakland. notice 90 today in mountain view. going with 95 in throughout the tri-valley. we'll see 96 degrees in brentwood. here's the extended forecast. a degree or two warmer on friday. then we begin to gradually bring down the numbers over the weekend. boys of summer, it is the last weekday daytime game and bassett on the mound for the good guys. full sunshine. see you there. let's jump to 101 with an early flight to catch at sfo, here's a live look at conditions northbound near the airport so far no delays to report traffic is clear along 101 through the peninsula. elsewhere we have reports of an accident northbound 85 at 17 involving a motorcycle. that may cause some delays there. possibly blocking a lane with minor injuries. it was first record near 280 but southbound 85 at 17. no more delays in the south bay. early-morning backup just a few cars actually there in the cash lanes right at the bay bridge but you can see traffic is easing up nicely looking good as you work your way across the span out of oakland into san francisco. 18 minutes westbound 80 carquinez bridge to the maze that's an easy ride so far same for the san mateo bridge off to a good start. most of our bay area bridges not seeing any delays yet. not the case for the altamont pass. you can see some yellow on our sensors here. so slower speeds. westbound 580 working your way out of tracy. eases up just a bit past the livermore valley and you're clear as you work your way towards 580/680 the dublin interchange. extra volume but speeds are still looking good altamont pass to 680 that's a 16-minute ride on westbound 580 and as roberta mentioned it's the last day game at the coliseum for the a's. they are taking on the rangers so 880 expect busy conditions northbound and southbound just before the game first pitch at 12:35. skip the roads and use mass transit. all on time. most days don pellman has kept busy caring for his wife at their apartment in santa clara. don was 100 last month. but this past weekend he did something pretty extraordinary. he set five world records in track for competitors 100 years and older. over the last century, don's entered 890 events and has gold medals in all but five of they will. >> i liked it when somebody says i have been competing with you for the last 20 years and i'm getting sick of looking at your back. [ laughter ] >> one of the records pellman set was in the 100-meter and naturally the man whose record he broke went out and set a new one yesterday. this is [ non-english language ] doing his run, 105 years old. >> good for them. >> yeah. an oregon man was in for a surprise when he checked on the balance of his cell phone bill. >> your total now due is, $2,156,593.64. >> sold! yes, verizon was asking ken and his wife for more than $2 million! a previous bill was for hundreds. so they canceled their verizon service. but the bills kept coming. >> mistakes are always made and what not but the number of errors and the comity of which they happen is astounding. >> verizon blames the error on its automated voice response system. >> okay. time now is 4:50. a massive hack attack on the government is far worse than first thought. the new security threats federal employees are learning about. ,,,,,,,,,,,,,,,, good morning. time check 4:53. welcome back to "kpix 5 morning news." we are talking about unseasonably warm conditions today by a good 10 degrees inland. coastal highs 60s through the 70s. peninsula 79 degrees in san mateo. 87 degrees in sunnyvale. we jump up to the low 90s in morgan hill. east of the bay 96 degrees your outside number today. yes, it is extremely dry and sunny. temperatures span from the 60s in stinson beach through the 70s in sausalito to the 80s in san rafael. and good morning to you in windsor at 88 degrees. checking the roads right now, both directions of 880 through oakland looking good. no delays to report through there. south of there, though, getting first reports of an accident north 880 right at auto mall parkway. more details on that coming up. a chicago woman now knows for certain that her brother was killed in san francisco 36 years ago. she stood with cook county sheriff tom dart yesterday as he announced her dna matched that of a boy found shot to death back in 1979. she submitted dna when the sheriff announced they were re- opening the investigation to identify eight victims of a serial killer john wayne gacy. >> believe me, although i'm terribly sad, the knowing is so much better. no matter how invisible you think your relative may be there's likely a good amount of information that may be found. >> the woman is not a gacy victim but dart says with the investigation into the remaining unidentified victims his office has identified 12 other missing persons and that's thanks to family members submitting dna. gacy was executed in 1994. a high school football coach is now admitting he told two players to hit a ref during a game this month. the ref denies making racist comments before he was blindsided on september 4. at the same time, the players' attorney is criticizing the school district for not going public with a letter in which the coach admitted telling his players to attack. >> they he never said coach reed told us september 4 that he ordered those boys to do that. they left the boys out to hang. we are not happy about that. we felt the boys have been villified that the story wasn't completely out there. >> the two suspended students appeared yesterday at air disciplinary hearing and both were to go to another school. another issue in kentucky won't issue marriage licenses to same-sex couples and is willing to accept the consequence. kim davis spent five days in jail. now a clerk in casey county says according to his religious believes same-sex marriage is wrong and he intends to stick to that belief. >> we have had people call, we have had emails, um, as far as the same-sex couples coming here, no, sir, we have not had that. i know that at any time, you know, someone could come here and with the same complaint and -- and so i realize that. >> the clerk hopes state lawmakers find a way to accommodate religious beliefs but the u.s. supreme court has said same-sex marriage is legal. the theft of federal employee records is worse than previously thought. the office of personnel management now says that hackers stole 5.6 million fingerprints it had on file. five times more than originally thought. anybody with those records could use them to see if a diplomat is secretly working for an american intelligence agency. u.s. officials say china is the number one suspect behind that hack attack. 4:56. today pope francis will become the first pope to address a joint meeting of congress. this is a live look out at washington, d.c. more to come on his historic trip to the u.s. >> and i'm cate caugiran live in the newsroom. a major "valley fire" shelter closes its doors today. now evacuees are asking where do we go next?
