reporter: and they shuttles? >> no. >> reporter: soon the water district will be on the case. >> passes unanimously. >> reporter: the board voted unanimously to spend half million dollars for up to 10 water cops to investigate complaints and educate people about wasted water. >> so they will talk to the homeowner or business and let them know what violations that they are -- or what restrictions are in place in their area and what they are violating and talk to them about the drought. >> reporter: they aren't handing out fines but they will work with local water providers who starting august 1 have the authority to give out citations of up to $500. if you saw somebody wasting water you what call it in? >> absolutely not. if i have a problem, i'll tell my neighbor, say hey, did you know your sprinklers are filling the gutters? maybe they don't know. >> reporter: they hope the new program will help them hit the voluntary 20% reduction target. right now the county only cut back 12%. betty yu, kpix 5. >> the district says the money for the water cops will come from its reserve so rates won't be affected and we have learned the sfpuc is floating the idea of water cops, as well. two women are wanted for beating and even kicking a person in the face during a home invasion robbery in daly city. police are looking for a 32- year-old and 29-year-old. they believe the women are staying in the sunnyvale or bayview districts of san francisco. the robbery happened on july 9. three people have already been arrested. a 73-year-old woman hospitalized hit by flying glass after a gun battle erupted near herself home happened yesterday afternoon in the area of 3rd street and mckinnon avenue. more now from kpix 5's joe vazquez. reporter: what did it sound like? >> lightning and thunder. just lightning and thunder. pop, pop, pop. >> reporter: 4:15 in the afternoon 3rd street in oakdale in the bayview witnesses say the shots were fired from a vehicle. at least one bullet traveled a city block to newcombe street where a 73-year-old woman living in this senior facility was beginning her evening routine. you can see where the bullet went through the window and shattered the glass. a spokesman tells me the woman was having dinner when gunshots rang out. >> we heard gunshots, silence, silence, gunshots, no more gunshots. >> resident came down to the administrative offices from the building with blood from her forehead saying i was shot. >> reporter: turns out police say she was actually hit by a glass fragment not the bullet. police spent a chaotic afternoon chasing after suspects. at least one person was injured in a traffic wreck during one such pursuit. as for the 73-year-old victim, she will be okay. joe vazquez, kpix 5. >> some people were taken into custody. a san lorenzo man died on a beach in half moon bay. the man was helping dig a tunnel at francis beach monday when the hole collapsed burying him under 4 feet of sand. this photo from the half moon bay review shows rescue crews and beach-goers trying to dig him out. by the time they got to him, it was too late. the victim is identified as 26- year-old adam pie. he is seen here in photos from facebook. the "san mateo county times" says he was at the beach with some family friends. it is 4:34 on your wednesday. here's lawrence with the forecast. >> it's muggy, no rain or thunderstorms just cloudy. out the door, looks like a calmer start to the day and that's the way it will wind up. most of that energy is going to stay well to the north. clouds and sunshine in the afternoon. check still have this traffic alert in effect. they are doing some emergency repairs. they will have a couple of lanes blocked until at least 5:30. so here's a live look at the dublin-pleasanton commute. the drive time still clear but i want to focus in on the north greenville to vasco. they have two lanes blocked for emergency road repair. initially they told us 8 a.m. now they are telling us it should be open in the next hour and a half. so we are already starting to see a few delays there. so again we'll just keep you posted and watch it. in the meantime, that westbound commute unusually heavy for this time of the morning. a check of the nimitz where you will hit overnight roadwork coming into downtown oakland southbound between jackson and embarcadero. that is your latest "kcbs traffic." back to you. >> thank you. 4:36. san francisco police want to hear from women who feel they were groped at sfo. eric slighton is accused of posing as a security agent and touching women inappropriately. he allegedly groped women in private screen rooms. he has homes this is san francisco and hong kong. chinese website raul over the store story. he is the son-in-law of a chinese person. some of the victims from maylasia airlines flight 17 are expected to arrive there today and as susan mcginnis reports, u.s. intelligence officials blame russia for the attack but lack proof. >> reporter: one by one, the remains of some of the victims of malaysia airlines flight 17 were loaded on a plane in ukraine this morning. they are en route to the netherlands where experts will start identifying those who lost their lives when the boeing 777 was shot down over eastern ukraine last week. a train carrying most of the corpses arrived tuesday in a government-controlled part of ukraine. but the remains of as many as 100 of the 298 victims were not among them. >> it's quite possible that many bodies are still out there in the open in the european summer subject to interference. >> reporter: investigators think the rest of the human remains are still at the crash site and that some of the wreckage was moved and some tampered with. >> we did observe changes in the sites especially the burnt area where, uhm, the wings and the fuel tanks went down fuselage moved. >> reporter: senior u.s. intelligence officials say they believed pro-russian separatists hit the passenger plane with a surface-to-air missile. they say the rocket launcher came from a base in southwestern russia. intelligence officials admit they have zero evidence russia was involved. but they say moscow created the conditions that led to the plane being brought down. susan mcginnis, cbs news, washington. >> and just moments ago, ukraine's defense ministry announced two ukranian fighter jets were shot down in the eastern part of the country. we'll have more details as they become available. it is 4:39. u.s. secretary of state john kerry is in israel. he arrived in tel aviv earlier today for meetings with israeli and palestinian leaders about the violent clashes in and around gaza. kerry will meet with ban ki- moon. the fighting continues between israel and hamas. the southern gaza city of rafa was among the areas hit by israeli air strikes today. but at least 630 palestinians and 29 israelis have been killed since the fighting began earlier this month. we should know by about 9:00 this morning whether flights from the united states can once again go to israel. the faa told airlines to stop flying from the u.s. to israel. a delta flight from new york made a midair. turn over the greek islands and diverted to parents. the faa warned of a hazardous situation created by the armed conflict in israel and gaza. a rocket landed near tel aviv's airport yesterday causing airlines to cancel flight. the tel aviv airport is about 50 miles from the heart of gaza. hamas has warned even though they are not targeting airliners with their missiles there is the potential for disaster. there are some very strong opinions about chevron's plan to modernize its oil refinery in the city of richmond. kpix 5's christin ayers reports, hundreds gathered yesterday evening for a public forum. >> the workforce and our employees and contractors and suppliers are out here because they believe it's a good project and they want to support it. >> reporter: there was some tension. [ yelling ] >> reporter: chevron agreed to cap its greenhouse gas emissions as part of a billion- dollar modernization project and will give richmond $60 million to sweeten the deal. >> it's a fake. >> reporter: and this scientist says it's not enough. >> it's less bad than the project they first proposed on the long term. but it's the same project. >> reporter: the planning commissioners want chevron to outfit the entire refinery with new piping to prevent explosions like this one in 2012 and to reduce a range of other emissions. but chevron won't budge on that. >> the richmond modernization project before us today is a win-win-win. >> i want clear air and clean water. i just happen to think that making a modern efficient safe refrainry is a good way -- refinery is a good f-b-i made a mistake, invol a san francisco man spent many years in prison for a crime he did not commit. as bruce johnson reports, the fbi made a mistake involving a hair. >> reporter: that is kevin martin, now 50 years old. he spent nearly half of his life in prison most of that time for a brutal rape and murder he never committed. >> it feels like i was living in horror. you know? like a dream just gone bad, man. uhm -- >> reporter: this case goes all the way back to 1982 when drivers along 295 here in southeast washington were having their cars bumped from behind by guys who wanted to rob them. in november of '82, 19-year-old ursula had his car bumped from behind and when she pulled over to confront the driver she was abducted, raped and shot repeatedly. kevin martin was 18 at the time and admits to taking part in three bump and robbery incidents. but he insisted all along that he wasn't there when ursula brown was stopped. >> a lot of pressure on the u.s. attorney's office to close the case so they picked kevin. >> reporter: the defense team led by bernard grimm [ indiscernible ] based much of their case in 82 on a hair sample from martin. convinced by his prior team he could be convicted he took an alford plea. he didn't admit to the murder but agreed the government had enough evidence to secure a conviction. federal prosecutors say recent dna has now led to the exoneration. >> whew, i just feel like, man, it was my time, you know, it's about time. i could never get that back and i feel like i missed out on my life, on a lot of opportunities. uhm, to be in a position to maybe do as well as you, who knows. anything was possible. >> reporter: are you mad at anybody, upset? >> i'm not mad. i'm not a bitter person, man, you know. >> and that was cbs news' bruce johnson reporting. martin was paroled in 2009 but the court didn't clear him until this week. federal prosecutors have uncovered other mistakes with the same forensic unit in the past five years, four other men were also cleared. 4:46. another lawsuit involving l.a. clipper owner donald sterling. he filed a new civil suit against his wife, the nba commissioner and others. he said it should revert to his sole ownership and the suit claims shelly sterling has no power or right to sell the time. this all began when the nba tried to remove sterling after he was heard making comments on audio recordings. the deal is done for the oakland a's 10-year lease at o.co coliseum. lew wolff accepted the contract after reviewing and making minor adjustments. the deal is expected to bring $20 million to the city and alameda county over the next 10 years. mayor quan and city council president said: happening today, president obama continues to raise money here in the bay area. he arrived at sfo yesterday. last night in fact. mr. obama will attend an event at the four seasons hotel in san francisco this morning then will head to los altos hills to take part in a big private fundraiser. tickets for that start at $10,000 a plate. tonight he will leave for l.a. to raise more money for democrats. also today, 49ers hosting their first charity event at their brand-new home. the 8th annual pasta bowl starts tonight at 5:00 at the levi's stadium in santa clara. they had the ribbon cutting last week. by the way it sold out. the event raises money for the 49ers foundation. the nonprofit supports programs for kids that keep them safe on track and in school. football is right around the corner. >> i know. so on saturday i went to great america and right there, right across from the parking lot, levi's stadium. it looks so nice from the outside. >> it won't be long because football starts this weekend the hall of fame game. so here we go! won't be long. can't wait for that. around the bay area, some low clouds onshore this morning, a much calmer start to the day, no thunderstorms or rain. as we look right now on your satellite image, you can see clouds onshore. even drizzle along the coastline. that's about it. temperatures are the big story. it is very mild outside. 66 in oakland. 65 concord. 64 livermore. 65 redwood city. muggy start to the day. by the afternoon, things begin to clear out and more sunshine, warm temperatures then hot as we head in toward the next few days especially away from the coastline. a trough of low pressure making its way onshore sliding on by today. once it moves through, high pressure begins to build back into the bay area and these temperatures going to soar into the weekend. in fact, some places maybe getting near triple digits as we head in towards saturday. numbers in the central valley today some 80s and 90s. 77 degrees in lake tahoe. computer models showing you passing clouds throughout the day but not a lot and by the afternoon going to see a mixture of sun and clouds and clouds near the coastline. and some very nice weather outside. temperatures today will be running up a little warmer, 80 degrees in san jose. 87 in morgan hill. about 80 in redwood city. east bay temperatures maybe upper 80s into brentwood and antioch. about 84 in fairfield. and 79 in benicia. in the north bay we are looking at 83 in sonoma. 70 downtown san francisco. next couple of days, we are going to see temperatures heating up especially away from the coastline 60s and 70s toward the beaches on saturday. but temperatures near triple digits in some of the interior valleys. cooling down on sunday and monday. let's check the roads with elizabeth. thank you, lawrence. i have some great news, relief for livermore drivers. they cleared this emergency roadwork way ahead of schedule so all lanes are back open westbound 580 to north greenville to vasco road. initially they hit a power line and would have to re-open lanes closer to 8:00 and then 6 a.m. and now things are open before 5:00. they surprised us all. we are seeing some slight delays in recovery mode right now in that area but again all lanes are back open. here's a now, stay tuned for the latest live look at the bay bridge toll plaza. slight delays in the cash lanes. you can see them there. overnight roadwork cleared westbound 80 to eastbound 580 in the maze. you can see the nimitz and eastshore freeway looking good. live look at the golden gate bridge, three lanes open each direction towards doyle drive and the toll plaza. richmond/san rafael bridge just a few headlights
