has obtained, the federal highway administration gives caltrans the green light to open the bridge by labor day as originally planned. we see no reason to delay opening the bridge to traffic. those words clear the way for caltrans to install a temporary fix for the 32 busted bolts on the bridge. the fix could be in place by labor day. >> i think everyone's focus right now including people who i have been critical of in the whole process i think it's properly focused on safety and getting people off the cantilever, the old bridge on the new bridge, as soon as possible. >> reporter: caltrans would strategically place 3" thick steel plates called shims in the bridge's swiveling bearings to keep them from moving up and down in an earthquake. the shims, the feds say, will adequately replace the function of the failed anchor rods. the timeline? up to a week and a half to install the shims. another two to four weeks to notify the public about the change. that may be enough time to get the bridge over just after labor day. all the while, caltrans will be working on a permanent fix using the saddle you see here to stabilize the bridge for good. >> i want to get people the 270,000 vehicles that go across that bridge on the new bridge with a reasonable assurance from the experts that it is safe and ready to go. >> that was christin ayers reporting. a three-man committee including the head of caltrans will be talking about the letter in a conference call today deciding whether to go ahead with the labor day opening. a warning going out to bay area hospitals to watch out for a woman posing as a nurse. 29-year-old crystal cook of santa cruz county is accused of putting on scrubs and a fake id badge in valley medical center in san jose. sheriff's deputies arrested her on friday but released her from custody because the charges are misdemeanors. authorities say there is no evidence cook had access to any patients or entered any restricted areas of the hospital. some other bay area headlines now on a tuesday. we could learn today at the earliest if the body found in vacaville on friday is that of sandra coke. alameda county coroner awaiting results of an autopsy. police say coke was last seen more than a week ago with randy alana, a person of interest in the case, a violent sex offender with a long criminal history. he has been arrested on an unrelated parole violation. city workers in hayward could go on strike later this morning. the strike could affect the libraries, water treatment, street maintenance and the administration there. the contract expired in april. city negotiators ended talks with the union last month and no new talks are scheduled. city workers will be talking at 6:00 this morning and we'll bring you there and get you the latest information as soon as it comes in. right now, a big fire in the tahoe national forest has blanketed much of the area in thick smoke. flames have burned about 1200 acres. the american fire started sunday in a heavily wooded area about 17 miles northeast of foresthill. 280 firefighters are working on this. no homes are threatened but air quality alerts have been issued in as thick as yesterday. 50s and 60s to begin the day fog continuing at the coastline and a few patches inside the bay. it looks like this afternoon we'll sigh more sunshine on the way and less of -- we'll see more sunshine on the way and less of this, fog, as the ridge of high pressure builds overhead. temperatures heat up, return to 90s in the valleys by the afternoon, 70s around the bay, maybe 83 degrees in redwood city, 84 in san jose and about 69 degrees in san francisco. we are looking at some fantastic weather ahead as the temperatures are going to be warming up a few more degrees so we are going to keep things toasty the next couple of days but this next weekend things could change. all right. let's check on traffic now with liza battalones. >> hey there, lawrence. good morning, everybody. we're continuing the food theme this morning. we have a tomato spill causing some traffic delays. fortunately it's not on the freeway or anything but it is quite a scene. right here, this is in the dixon area so near davis, a load of tomatoes was spilled on the roadway. this is along pedrick road shut down in both directions near i- 80. the chp details say it's quite a slippery mess so it's going to take time. you can see how much was spilled on the roadway. pedrick road shut down because of the spill bode ways near i- 80. i-80 itself rolling through solano county. it's very early so really the only thing going on. the bay bridge drive still good leaving oakland heading into san francisco. all tollbooths are open. at the san mateo bridge, we didn't have any major construction overnight so all lanes are available as you leave the hayward area bound for foster city. that's a look at the commute. now to frank. 4:36. hillary clinton isn't yet committing to another run for the presidency but she looked and sounded a lot like a candidate during a bay area appearance yesterday. she was in san francisco for the annual meeting of the american bar association. clinton accepted the association's highest award for her legal work in helping women lawyers. during her speech she blasted the recent supreme court decision to strike down part of the 1965 voting rights act. >> write an op. ed., call a congressman, tell them you believe in the right to vote for yourself and your fellow citizens and tell them that our government cannot fully represent the people unless it has been against the city' and frisk" anti-crime tec s. according to the rul new york mayor michael bloomberg plans to file an appeal after a federal judge ruled against the city's "stop & frisk" anticrime technique. according to the ruling, police have violated people's civil rights by wrongly targeting black and hispanic men. the ruling will not end the policy but the judge appointed an outside monitor to oversee major changes to it. >> we have to give the members of our police department the tools they need to do their jobs without being micro- managed and second-guessed by a judge on more tore. >> he credits "stop & frisk" with making the city safer and getting illegal guns off the streets. the current consultant for the oakland police department supports "stop & frisk." he says the policy is invaluable. >> i'm sorry, but any police department in america that tries to function without some form of "stop & frisk" or whatever terminology they use is doomed to failure. >> the supreme court ruled if an officer has a reasonable suspicion that a person is breaking a law, he can stop that person and frisk him. on monday governor brown signed a first-of-its-kind law in the nation. it starts january 1. the state's 6 million public school students can choose restrooms, locker rooms, based on their gender identity. opponents argue the law will raise privacy concerns for other students. palo alto city council last night passed a temporary ban on overnight parking on some streets near the border with eat palo alto. the one-year ban prohibits parking between 2 a.m. and 5 a.m. along 10 blocks in a crescent park neighborhood. as kpix 5 reporter keit do reports, it is the result of complaints that east palo alto residents are parking there and leaving a mess. >> reporter: it's early evening in east palo alto and the folks who live in these apartments along woodland avenue are just now coming home. the problem, there isn't an open parking spot for blocks. >> usually takes 30 minutes to an hour to find a parking space. >> reporter: across the newell street bridge into palo alto and you will find tons of shaded parking in front of multi-million dollar homes so apartment residents park there and walk 20 minutes home. >> i'm typically respectful of the residents here because if i lived here i would not want people coming in and out. >> no overnight parking. >> reporter: palo alto homeowners complained to the city council about public urination, cigarette butts, syringes and condoms left behind. frank branson's home was burglarized last year. >> we can't help but wonder if these unknown persons who we see almost daily sitting in front of our home or are casing our home for a possible burglary. >> reporter: they hope it will pressure east palo alto and the apartment's owners to do something. >> this is not palo alto versus east palo alto. it's not us versus the drivers or us versus the parkers. >> who is going to bear the brunt of punishment in getting this sorted out is the people who can least afford it. >> reporter: kiet do, kpix 5. >> groups and restaurants in san francisco's chinatown have found a powerful new ally trying to overturn california's shark fin ban. about a month ago restaurants served their final boles of shark fin soup bush -- bowls of shark fin soup before the law went into effect. the u.s. justice department filed a brief saying it's unconstitutional and say it goes too far by banning all possession and sale of sharks caught in federal waters even those caught legally. the justice department's motion will be heard tomorrow in the ninth circuit court of appeals. 4:40. coming up friends of apple founder steve jobs breaking down. why he thinks the company will never be the same again. >> [ laughter ] temperatures heating up as high pressure builds in overhead. out the door this morning, a little more patchy with the fog. so 50s and low 60s early on. temperatures getting hot in spots inland maybe even low 90s in the interior valleys. a lot of 70s around the bay and plenty of 60s out toward the coastline with still a couple of patches of fog. so that ridge of high pressure now beginning to build in. that's going to crank up the temperatures over the next few days, no major heat wave but at least we're running maybe slightly above average for this time of year, the next few days. so going to see plenty of sunshine just some patchy fog in the morning hours, then that sun as we head in toward the afternoon. how about this? around the state you'll start to see things getting hot in sacramento, about 95 degrees there. 80 in lake tahoe and, of course, a little smoke there, as well. 98 in fresno. 66 degrees in the monterey bay. around our bay looking good into the afternoon. plenty of sunshine 84 degrees in san jose. 80 milpitas. 84 in palo alto. 78 union city. 60s at the coastline. east bay hot, 92 livermore, 93 brentwood, 90 concord. 73 in oakland. 69 mostly sunny in san francisco this afternoon. looking out over the next few days, we'll see some warmer weather and it's going to cool down a little bit come friday and saturday. but maybe heating right back up again the beginning of next week. all right. let's check the roads with liza battalones. >> we're going to start off once again in solano county where we have been talking about that tomato spill pedrick road still shut down in both directions in the dixon area near davis. it's closed near the freeway i- 80 still wide open near the area. bart on time this morning no delays reported for bart, ace, muni and caltrain. the bay bridge drive is fine. it's very early so all of our bridge commutes are in good shape including the pay gates. the light traffic stays with you across the bridge into san francisco. we'll move on now to the oakland area, 880 both ways looking just fine approaching 66th avenue. very nice traffic conditions if you need to make the northbound commute, north 880 looking good through hayward, as well. golden gate drive southbound traffic fine leaving southern marin, bridge crews made the lane switch. there are now four southbound lanes open as you leave southern marin towards san francisco. the san mateo bridge we haven't had any problems from over night so it's still's nice option if you need to make the drive out -- so it's still a nice option if you need to make the drive out of the south area to san francisco. the summertime blues are here for the stock market. analysts say one possible reason for the slump is the federal reserve's expected slowdown of bond buying next month. that may have investors holding back a little bit. yesterday was mixed with the dow falling 6 points and the tech-heavy nasdaq up 9. the federal government reports a $97.6 billion deficit for the month of july but it remains on track to post its lowest annual budget gap in five years. steady economic growth, higher taxes and lower government spending have helped to trim the deficit. and the coo of menlo park- based facebook has cashed out a big chunk of her company's stock. sheryl sandberg sold more than 2 million shares of her facebook stock for about $91 million after facebook stock finally topped the $38 initial public offering price a week or two back. the company began public trading in may of last year. oracle's ceo larry ellison has made a prediction fans of apple products are not going to like. he says apple as a company will never, ever be the same. sharon chin has more of an exclusive interview that ellison gave "cbs this morning." >> welcome to apple computer. >> reporter: days before the premier of jobs predicting the rise and fall of apple's cofounder, larry ellison tells charlie rose that the company under current ceo tim cook lost its core when it lost jobs, his best friend of 25 years. >> he was brilliant. he was our edison. he was our picasso. he was incredible inventor. >> reporter: so what happens to apple without steve?
