Door. I dont know when i would have heard about it. Hugs for the redwood City Residents who lost everything in this massive fire. The flames and smoke could be seen for miles. Good afternoon. Im frank mallicoat. Michelle is on assignment. An apartment complex went up in flames this morning sending dozens of tenants trying to escape the burning building. The sixalarm fire consumed several units on the top floor of this woodside road Apartment Building in redwood city. Flames spread quickly jumping from unit to unit and even brought down the roof. Theres probably about 3 or 4 units on the third floor that are completely burned out. Theres units on every side of that, that are going to have damage and then probably units below it on the floors below from the water and perhaps even from fire damage. No word yet on what sparked the fire. Kpix 5s cate caugiran is live there now. Cate, you spoke with people who live there and we understand many didnt know what was going on right at first. Reporter yes. Thats right, frank. Several neighbors were confused. A lot of them heard what they called commotion before they even saw the smoke and they said they thought it was just a bunch of loud noise. This couple heard sounds of glass breaking, small explosions and then a woman scream. We didnt know where it was or, you know, where we should go. It was scary. Reporter they had no idea their apartment complex was burning down. We heard commotion. So when i went to check on the lady, i thought maybe somebody was breaking into her apartment or something and i saw the smoke in the stairwell. Thats when we knew it was a big fire and knew we had to get out. Reporter they grabbed their son and ran out. Meanwhile, another tenant Paul Jenkinson says it was a womans scream that saved his life. Thank god she banged on my door or i dont know when i would have heard about it. The smoke alarm went off a little late. But, you know, the smoke was so thick. Reporter by the time jenkinson opened his front door, he says the smoke was so thick he couldnt see. So he ran out to his balcony looking for help. I went to my balcony hoping it was dissipating but it was worse and worse and had to go down the ladder. Reporter the challenge was getting people out and the fire hoses up to the flames. Firefighters say most everyone did a good job of self evacuating. As you can see, firefighters are still here on scene. Woodside road is still closed. So if you are heading to this area, find other ways around. We learned moments ago that this building did not have sprinklers. It wasnt required at the time it was built. And this is one reason firefighters say the flames spread so quickly. And we also know that firefighters are reporting there were five injuries in this fire. All of them were minor meaning smoke inhalation, minor burns so they said all those people will be okay. Live in redwood city, cate caugiran, kpix 5. Bart and its unions have not stopped negotiating believe it or not since 10 a. M. Yesterday morning and as anne makovec reports, the marathon session is beginning to wear them down. Anne . Reporter yeah. We are an hour 26 if you can believe it. They have been nonstop negotiating since yesterday morning. Not much information. We get short answers when people come out for breaks whats going on. Somebody saying its very intense in there. Another one saying, well, were still talking. These negotiations taking their toll. Well hear the sign of that, an ambulance arriving at the caltrans building at around 9 a. M. Almost 24 hours into the session. A union member showed some signs of exhaustion. They didnt end up being transported to the hospital. But the negotiators arent the only ones exhausted now. Its been a week since the stateordered coolingoff period ended and the piecemeal strike aversions have frustrated commuters with so many making alternate plans. Bart ridership is down every day over the sameperiod last year. A total of 7 strike deadlines have come and gone. The last official word last night came from the federal mediator in charge of overseeing todays talks. Negotiations have been continuing. The parties are engaged. Progress is made. And the parties have authorized me as they had on the two prior nights to advise that on their and for the good of the public interest, trains will be running for the day. Reporter again, thats for today. We dont know about tomorrow. Heres barts chief negotiator this morning, tom hock on one of many coffee runs over the past day and night and morning. That is about the only time we have seen these people emerge is to grab coffee or grab lunch. We are hoping they are going to emerge with good news very soon. Workers have threatened to walk out this morning after rejecting two proposals that Union Leaders had supported but Governor Brown stepped in yesterday and appointed a three member panel to investigate those ongoing talks. If there is no agreement in the next week, the governor could issue a 60day coolingoff period much like he did with bart. Well, now that the government standoff is over, president obama wants leaders in washington to focus on the budget, immigration reform, and a farm bill. The president said the American People are fed up and the way business is done in the capital has got to change. The first Government Shutdown in 17 years is now over. The first default in more than 200 years will not happen. But lets be clear there are no winners here. These last few weeks have inflicted completely unnecessary damage on our economy. Economists at Standard Poor estimate the shutdown cost about 24 billion. This lastminute compromise only price every provides temporary relief. We could be in the same situation on january 15 when funding for the government runs out again. The debt ceiling was raised only until february 7 so in the meantime lawmakers will work on a longterm deficit reduction. Budget talks started back up this morning between top congressional officials. National parks are re opening today and hundreds of thousands of federal employees are finally getting back to work. Heading out of the bay area its 80 up at redding, 82 sacramento. And back in the bay area today well top out at 79 in san jose. And 81 at morgan hill. Over in the east bay the nudges will nudge 80 here and there. 82 degrees at brentwood. And 80 degrees at napa. And up in the north bay 78 at santa rosa, 69 in bodega bay all the fungus is going to die. In the extended forecast, well be looking for temperatures to warm a touch tomorrow and level out for the weekend. Oh, thats a beautiful weekend ahead and just typical of what its supposed to be, one of the nicest warmest months in the bay area. Its going to live up to it saturday and sunday. Looking good. For hundreds of people struggling with Mental Illness a downtown San Jose Center has become a lifeline for decades now. For this weeks jefferson award winner, kpix 5s sharon chin introduces us to the woman who fought to keep it open. Reporter carol larson has struggled with schizophrenia but found a special place in a social club for recovering Mental Health patients. I feel like i belong. Hopefully it will be a two way street. Reporter Wanda Alexander is the ceo for act for Mental Health in san jose. Its a no cost or low cost drop in center for Mental Health patients that has been around more than 50 years. We need to give a little bit of leeway to people and give them a helping hand. Reporter wanda first came to act for Mental Health in 1960 and volunteered as a Group Counselor until she retired in 1982. When center was in danger of closing in 1990, she came back. I came back to meet the need of the people who are here. We are were reaching a lot of people there. Reporter as ceo she reorganized the finances and built up the counseling staff. Even today, in her mid80s, she is still meeting the growing needs of the centers 500plus clients. She recently welcomed volunteer Andres Flores idea to start a new support group for bipolar clients. She was encouraging off the bat, yeah. She was happy with what we were doing. Reporter under her leadership they have added a variety of services from parenting and anger management classes to english as a second language. This is really helpful. Reporter volunteer cindy says wanda is a Problem Solver who sees beyond Mental Illness. What wanda does is she sees people as people, sometimes in need of help or intervention, but they are people. We hope that act will be a place that they can find an identity and find a sense of acceptance and belonging. Thats very special.
