The arsons set here on wednesday and sunday are two of the 13 fires attribute toad the arsonist who has been active in the neighborhood between 2 00 and 5 00 in the morning. Downtown city councilmans office has helped neighbors organize and form overnight watch groups who plan to stay up and keep a look out during the Early Morning hours.
