california gold rush history evokes a lot of emotion. it's one of the iconic pieces in this museum. and when the oakland museum of california director got the call yesterday that it had been recovered -- >> i cried. i was in my car, pulled over and burst into tears. >> reporter: oakland police say 45-year-old parolee andre franklin has been charged with possession of stolen property. they have been looking for him for the past three weeks and found him driving in oakland on sunday. they wouldn't say if there are other suspects. >> can't release any information. this is an ongoing investigation. i don't want to jeopardize the case. we are still actively trying to get items back. >> reporter: the other items are gold nuggets and three pistols stolen in november. the gold box was taken in january. it was valued years ago at $800,000, long before the price of gold skyrocketed and it's priceless for its historic value. it's that history that clicked with officers michael igualdo and prompted his relentless pursuit of the object and suspect. the whole team celebrated. >> high five. >> we're actually so happy, we thought we were in the room with a national treasure. [ laughter ] >> reporter: police say the museum's extensive camera system helped in the investigation. before november the museum had never had a break-in. but this box was stolen by someone on the inside in 1978 and recovered six years later. there are new security measures in place at the museum and round the clock security. it will probably be weeks before the general public gets a chance to see the gold box on display. they have to look it over. they don't know whether or not it was damaged while it was missing. >> they are not saying much but i remember something about a reward. did they talk about that today? >> reporter: yes. there was a $12,000 reward that was offered. it was offered by the insurance company. but since it was police work that recovered the box, it's unlikely that the insurance company is going to be paying any reward. >> oh. all right, well, it's back. thank you, ann notarangelo. other bay area headlines, st. luke's hospital in san francisco was ordered to shelter in place this afternoon because of a gas leak. a construction crew hit a 2" plastic gas line at the intersection of san jose avenue and duncan street. it took crews about an hour to cap the leak. a passenger plane made an emergency landing in san jose this morning. now a spokeswoman for alaska airlines says that the pilot of the horizon flight got a warning of a possible engine fire about 20 minutes into the flight to idaho. so the plane returned to san jose landed safely. all 47 passengers were unhurt. they were put on other flights. a house fire in los altos hills made for smoky skies in santa clara this afternoon. firefighters say the fire destroyed the second floor of a home on alejandro drive just before noon. crews got it under control by 12:30. no one was injured. want to give you a live look tonight at the bay bridge. just three hours before the big moment to shine. the bay lights project will officially be unveiled this evening. a display that will dazzle for the next two years. and if you think you've already seen it all during the practice runs over the past few weeks, think again. the artist behind the project told kpix 5's ken bastida you can expect to see something different every night. >> i have spent a lot of time looking at it close up, far away. >> reporter: after years of planning, installing and programming, it is finally opening night. >> this piece will be seen by 50 million people over two years so it has a tremendous audience. >> reporter: in a city virtually synonymous with golden gate, artist leo villareal is about to turn a unique spotlight on the other bridge. >> we are trying to distinguish it from being a light show. it's something that's being very carefully considered in its sequencing and programming. >> reporter: at almost 2 miles wide and 500 feet high, think of it as the largest light canvas on earth. >> i'm an artist and i use software and light so that's my paint. this is an abstract artwork. you will never see a picture or text or anything very specific. the sequences are randomly dynamically recombined each night. so every time you look at this piece you will see something new. >> reporter: the display is even impressive by the numbers. 25,000 l.e.d. lights stretched over 100,000 feet of cable. the electric bill will run about $15 a night or about $11,000 over the display's two- year life-span. >> incredible patrons. this is all privately funded. they're all doing it as a gift to the people of san francisco. >> reporter: it's also a gift to every bar and restaurant along the embarcadero. >> really an awesome thing, great for us and great for the waterfront and great for the city of san francisco. >> reporter: many of those restaurants are already booked for tonight's grand opening. >> we're really excited about tonight. it's going to be a really fun party, and we're hoping that the rain stays away long enough. >> reporter: for anyone worried about tonight's weather forecast -- >> the interaction with the weather and the elements is a really important part of the piece. >> reporter: the display is supposed to stay up for two years but back in 1986, they and it looks like the wet weather will stick around for at least the next few days. here's chief meteorologist paul deanno. >> this is not a one-hit wonder like the past several fronts. this rain chance will be sticking around for a while. it's just about here and the timing couldn't be worse for the bay lights but you heard the gentleman who put it together, he said it's a good thing so let it rain. it's already raining in north sonoma county and lake county, mendocino county. look at highway 101 between cloverdale and healdsburg. that yellow is moderate rainfall coming down in the north bay currently. here's the setup in the atmosphere. we have a front that's going to move through and you see all that rain building just off to our west. but it's not just the front. once the front clears the big area of low pressure to our north and west will move more slowly, sticking around until friday morning with much-needed rainfall. the rain is already moving in this evening. we'll be wet through the morning commute tomorrow breezy, as well. and more rain is likely later this week with dropping snow levels. the snow level will be back down to about 3,000 feet. details on the this time. >> they won't touch her at all. >> the family says it understands why that 911 tape caused so much concern. but it does not plan to sue the bakersfield facility. the case has prompted multiple state and local investigations. a handful of bay area cities may put the brakes on their red light cameras. kpix 5 reporter juliette goodrich tells us the cameras might actually be making things worse. >> reporter: their at busy intersections. one at second and bee street here in hey war. the cameras can be taken down tomorrow or phased out over the next two years. they cost a lot to operate and have actually caused accidents. >> reporter: unless you're a paramedic with an emergency, these cameras will catch day-to- day red light runners in fact act and head of hefty fine. eight cameras are stationed at busy hayward intersections and they are costly, $1.3 million a year to operate and net only $100,000 in ticket fines. according to city council member mark salinas, they haven't reduced accidents. in fact -- >> when people approach the intersection, they either hit their brakes on speed up to make the light or miss the camera so accidents occur. >> reporter: tonight the hayward city council will review the police chief's recommendation to phase out the program in two years when the camera contract is up. no great loss according to this hayward driver. what's more effective, a picture of you in the mail running a red light or cop pulling you over and having a little face to face conversation? >> cop pulling you over. definitely. definitely that. >> reporter: why is that? >> i think it's more intimidating, too, when you get pulled over than just getting a ticket in the mail. >> reporter: salinas would agree. >> once we put a patrol officer out there, we have seen a reduction in accidents with about 35%. >> reporter: while cops can't be at every busy intersection, the city council must decide if red light cameras are worth keeping at busy intersections. after all, collecting on a ticket taken from a red light camera is tricky when the driver says, it wasn't me. >> he said it wasn't him. >> reporter: so he disputed it? >> it was a rent a car. so my grandma got the ticket. >> reporter: now, we learned grandma did not have to pay that ticket, either. for whatever reason the particular was dismissed. city council is take up this matter tonight on red light cameras in hayward. they meet at 7:00. >> san francisco has red light cameras too. are they also up for debate in other cities? >> reporter: other counties have them including san francisco and they intend to stay. really the ones at issue is redwood city, hayward and san rafael. dozens of tenants in loft units in san francisco's soma district face an uncertain future. the new owners of the bennett lofts on brandon street discovered that 70 of those units were illegally converted to smaller units by the previous owners. now the city planning department is asking those tenants to leave so the units can be returned to their original size. robert sinclair says he will be force the out because the rents will double. >> two-bedroom which is what this will become, rents for i think about almost $4,000. >> property management tells kpix 5 that it will help displaced tenants relocate to their other properties. one of the up and coming stars of the u.s. men's soccer team is a teenager from san jose. today the star paid a visit to his alma mater. len ramirez says he is a hometown hero and not just because of his fancy footwork. >> reporter: that's right. as the sun goes down here in east san jose, the soccer stars of the future are coming out. as you mentioned we caught up with one of them today, bengie hoya who grew up playing on this very soccer field and is now an international star. east san jose soccer star hoya got a heroes welcome at his alma mater overfelt high school. >> it's great. always having the love and support of friends is just better than anything. new faces and old faces, just great. >> benjamin hoya the shot -- >> reporter: he has been seeing new faces all around the world as captain. u.s. under 20 men's national team, he nearly steered the red, white and blue to an upset win over mexico in a preworld cup tournament final. his goal was not enough and the usa lost in overtime but he won over many new fans and inspired his old teammates at overfelt high. >> he went through a rough road and made it. i'm making the same road, too. i. >> reporter: he was born to mexican immigrant parents. his mother was a janitor, he would help her at night learning discipline and hard work. >> after school, get home, eat, go to work and come back at 1:00, 2:00 in the morning, do my homework sometimes, not all the time. >> reporter: but he always had time for soccer four years varsity at overfelt and at 19 he just turned pro. what was it like to see him play fortunate team of the united states? >> to be able to say it, he was great. >> reporter: his principal told him never to forget where he came from, and he hasn't sharing what made him a success. >> a lot of people don't believe in themselves. people will try to bring you down. there will be people who are going to say you can't do it. you're not good enough. but always leave that aside. listen to your family because the family is always going to be there to support you. just follow your dreams. >> reporter: hoya's ambition is to represent the united states at the world cup at next year's championship. that will be held in brazil. elizabeth, right now he is on the junior team, the under 20 team. and his ambition is to join the senior team and with his play -- coming up with big plays like he did on sunday, he is getting a lot of notice and people are saying he should be on the senior team. >> you said there's something that's raising comparisons to colin kaepernick? >> reporter: well, colin kaepernick is obviously an established pro and further along in his career, but the two of them have that "it" factor a lot of charisma and have the ability to come up with being plays during big games and that's what's getting the attention for this young man. they are also both very hard workers and very dedicated to their families. >> absolutely. all right. len, thank you. i thought it was going to be the tatoos. hey, they are getting the practice in raining steadily but this radar shot kpix 5 hi- def doppler tells me it's going to be raining steadily for at least the next hour just about to make it to santa rosa. i'd say rainfall in saint helena and yountville between now and 7:30. we are dry for much of the bay area but all the mess to the north and west is heading toward us. onshore flow northerly winds increase today. even cooler than yesterday. napa 60. oakland hayward 59. concord 58. today's high in downtown san francisco 56 degrees. we have a front moving through. we have had those four or five times this year but this one is different. the front will give us some rainfall. breezy tomorrow behind the front but the change here is it's not going to be the front moving through and that's it. front gets here tonight will be gone tomorrow. you will get a dry afternoon tomorrow but then on thursday, the rain comes back because the low pressure area behind the front will move right over top of the bay area. for some of you i think thursday will actually be wetter than what we're going to get tonight with a slight chance of thunderstorms and snow levels dropping down to about 2500 feet. let me show you futurecast. this is how much rain will fall between now and tomorrow afternoon. about half inch for santa rosa quarter inch for san francisco. watch the rainfall totals increase to more than an inch for some of you. with that rain that we had on thursday. so some of you will get more rain on thursday than what you'll see overnight tonight but much-needed rainfall both times. highs tomorrow chilly eight degrees below normal for concord 55 for you, vallejo 55. livermore 54. redwood city 54. napa 55 degrees. so chilly breezy wet tomorrow. slight chance of a thunderstorm on thursday. even cooler low 50s for highs. then the rain moves out just in time for the weekend. the sunshine returns. upper 60s by sunday. and right around 70 degrees for the top of next week so mother nature's timing impeccable commercial fishermen are reporting an upswing. kpix 5 reporter don ford with the comeback creating buzz among bay area chefs. >> reporter: they descend by the thousands, seagulls feasting on hoards of herring as the annual herring season continues on san francisco bay. the herring attracts pelicans, seals and, of course, fishermen. filmmaker michael bouquet has been shooting the herring fishermen for years and says this season is different. >> these guys work it really hard. they had a bonanza. they had a fantastic haul. >> reporter: this year is turning out to be a very good year, but some years are different. according to the department of fish & game, the herring season peaked in 1997 with a record catch of more than 12,000 tons. in 2005 it dropped dramatically with fishermen netting only 145 tons. but in the past two seasons it's been looking up. >> we have had better-than- average water conditions in the bay. that is, the freshwater coming in during the winter and springtime. >> reporter: that higher quality water lets the herring spawn billions of gray eggs known as roe and they coat everything, birds eat them off the piers. they stick to grass and become food for just about anything else that swims or flies. the herring boats have easily reached their limits so for now they move on. with the boats gone and the season over some local restaurants have started serving herring but herring roe is an acquired taste. >> i just think you could say that about everything but then i can remember when squid used to be bait. >> reporter: so do i. [ both laugh ] ♪ ♪ [ fancy voice ] brilliant idea, darling. ♪ ♪ [ female announcer ] the wireless receiver. get u-verse tv for just $19 a month for 1 year when you bundle tv and internet. rethink possible. president hugo chavez is dead tonight, at the age of 58. now at 6:30, remembered as a leftist fire brand, champion of the poor and bully. venezuelan president hugo chavez is dead tonight at the age of 58. chavez made headlines throughout his career in public office. often far beyond his country's borders. cbs reporter randall pinkston looks back at the life of a leader who was often at odds with the united states. reporter: hugo chavez was one of latin america's most colorful and controversial leaders. he was venezuela's president for more than a decade and a firm believer in socialist government. the poor saw him as their savior. the executives who managed the country's vast oil reserves wanted him gone. chavez began his career at 16 joining the army as a paratrooper. 22-year-old later believing the government was corrupt he led a military coup to unseat the president 22 years later. it failed and chavez was thrown in jail. but years later he campaigned to close the gap between the poor and wealthy oil executives. in 1998 he was elected president. four years later a group of military officers staged a coup and put chavez under arrest but troops loyal to him staged a counter coup putting him back in office. chavez believed the u.s. government secretly backed the coup and repeatedly threatened to stop supplying the u.s. with oil. as one of the most outspoken critics of the u.s. he was friends with fidel castro of cuba and ear arena' abdel iran's leader. in 2011, chavez was diagnosed with cancer. he traveled to cuba multiple times for surgery and was treated with chemotherapy. in october of 2012 he won re- election but two months later he needed more surgery when the cancer returned. randall pinkston, cbs news. >> the his death paves the way for a new election. it will test whether the socialist revolution lives on without him. the dow jones industrial average closed at an all-time high today up 126 to finish at 14,254. kpix 5's mike sugerman with what the triple-digit gain means to you. >> reporter: the stock market has come all the way back from the financial collapse. the dow set a new record topping the prior high. >> what does that mean to you? >> >> it is good. not for me, though. i don't have any stock. [ laughter ] >> reporter: primarily on the backing of the fed which is keeping interest rates low. >> i have a retirement account and i'm thrilled. >> reporter: the s&p is only 20 points shy of its record high. >> a lot of corporations are making a lot of money off of people who barely know what it's about. >> reporter: several facts, three opinions and they're all true. >> people have pension plans, 401(k)s so everyone's net worth is going up at least those with pension plans. >> reporter: that is only 20% of the private sector. 401(k)s, the average amount is about $17,000. that's not going to get you far in retirement. but at least you have your money back. >> you want to see it go up so long as you had your money in there all that time. if you did you're in good shape again. >> reporter: if you are out of work more companies may start hiring. they haven't yet. and it all depends if it stays this high. >> i think it's stable within a given range but there are risks looming on the horizon. >> reporter: interest rates go up, people invest in higher paying bonds instead of stocks. china's bubble burst and the world's largest consumer stops buying. government budget cut could slow the entire economy, too. that dow's previous record close was in 2007 and then the crash aand now we're back. >> some financial experts say, you know, the dow is a great indicator of how well the economy is doing. and others say it's not really an indicator of how it's doing. >> reporter: it's okay for the entire economy. that's how we judge it. but for individual it depends what you have in the market. if you have a 401(k) -- it's just a number. it could go to 13,000, drop 1,000, 500 and we are back to where we were. as long as it stays high, that's good. >> right. all right, mike, thank you. a registered sex offender is behind bars after a san jose woman says she woke up and found him standing over her bed early this morning. 29-year-old ryan kamfolt is accused of sneaking into the woman's bedroom at 3 a.m. the south brook drive resident woke up, saw him and screamed. he took off and was caught a short time later. >> this person is on parole for burglary, burglarizing your house, a registered sex offender standing over you, that is a very dangerous situation. >> police say kamfolt reportedly had women's under way on him and was monitoring police activity using a scanner app on his smartphone. a known gang member wanted for a violent home invasion in santa cruz has turned himself in. 22-year-old esteban lopez of santa cruz surrendered to police yesterday morning. he hadn't been seen since the february 20th break-in on poplar avenue. the victims broke free and fought back while one of their children called 911. they held the other suspect down until police arrived. the tsa changes its contraband rules. coming up, what you can bring on to a passenger plane for the first time since announce. and why critics say it's a threat to everyone on board. >> in good hands with allstate? we didn't get good hands. we got the finger. >> why some bay area homeowners cleaning up from the flood feel fortunate but neighbors are left anything but high and dry. shirakawa is set for june. he resigned last week amid charges of perjury and misuse of public funds. shirakawa has agreed to pay $50,000 fine and repay about $6,000 he charged to his county credit card. the special election to replace him will cost a lot more than that. about a million dollars. john brennan another step closer to leading the cia. the senate intelligence committee approved president obama's pick to lead the spy agency today. the vote came after the white house agreed to give the committee information own secret drone strikes against terror suspects. the committee vote sets up consideration by the full senate. brennan serves as the top counter terrorism right now in the white house. a messy situation in san francisco is getting even more complicated. sinkholes are starting to open up after a water main break and putting homes in danger. kpix 5 consumerwatch reporter julie watts with how one insurance company isn't making things any easier for some. this is the tale of two insurance companies. inside these homes behind me live two men both named ray. both called their insure uses after both were flooded out. both were shocked. >> it's been amazing. >> reporter: ray cruz is singing the praises of allied insurance following the city water main break that flooded his neighborhood destroying homes. >> they are covering the construction costs, the rebuild costs. we haven't had anything come out of our pocket yet. >> reporter: next door his neighbor ray moreno has the same first name and similar damage but the response from his insurance company was vastly different. >> hung up on me. i talked to them on the phone for maybe a minute and they said we're not covering it. that's it. >> reporter: allstate denied his claim and many others on this block pointing the finger at the city. >> i understand legally they don't have to handle this thing but morally i don't know why they couldn't help us out. pay the claims and then recover the money from the city. >> reporter: that's what his neighbors' insurance company is doing what the city told homeowners it expects. >> i would like to think the insurance company would step up and make payments and settle with the city. >> reporter: something insurance advocate amy boch says insurers are supposed to do, subrogation. >> that's exactly what subrogation is. i'm a homeowner, you're a pressure which the several have passed by way to the north, this one will move over top of us. we'll get more rain on thursday. thunderstorms. snow level down to 2500 feet, intense rain on thursday. so breezy tonight, you felt it outside already. we'll be breezy tomorrow. the rainfall will be wrapped up by 10:00. most of tomorrow afternoon dry. then comes the upper level low pressure system and showers and thunderstorms are likely thundershowers. so we'll be active through thursday night. highs tomorrow chilly, san jose 11 degrees below average. same story livermore only the mid-50s.
