cloudy. all right, you see the highlighted areas, that's where we have a heat advisory in effect for this weekend as the temperatures again soar into the 100s. meanwhile, we have the clouds gathering at the coast and into the bay. that's keeping things cooler today at 60s beaches, 70s bay, 70s, 80s peninsula. low 90s mid-90s inland. full forecast 18 after the hour, here's kenny. we have learned new information about this deadly plane crash in the north bay. the plane crashed soon after take-off from the sonoma skypark yesterday. authorities have now identified the pilot killed in the accident. his two children were rushed to a hospital. kpix 5's jessica flores is live at children's hospital in oakland with more. >> reporter: the father of the children piloted the plane. we don't know how badly the children were injured but they were rushed to children's hospital observations by helicopter and right now, we don't know their conditions. we are learning more about the parents. the family was on board the single-engine plane when it crashed just before 1 p.m. yesterday. about 1,000 feet from the sonoma skypark airport, the parachute deployed. the father now identified as 38- year-old william s. goldman died in the crash. his wife serra goldman was taken to the sonoma valley hospital and the couple both have ties to the university of san francisco. william is reportedly a grandson of the richard and rhoda goldman. the president of usf said: >> reporter: the statement goes on to say, quote, bill's wife serra is an alumna of the usf school of law and a member of the university's board of trustees. we are in prayerful solidarity with her and with bill and with sarah's young children. now, witnesses do describe the plane crashing shortly after take-off. those details are still being investigated. the faa is investigating. reporting live, i'm jessica flores, kpix 5. now to politics. president trump may have taken a quick trip to france but the questions surrounding his campaign's contact with russians during the election remain in the spotlight. >> as far as my son is concerned, my son is a wonderful young man. >> the president defended donald trump, jr. regarding a meeting he had with a russian lawyer promising damaging information on hillary clinton. >> zero happened from the meeting and honestly i think the press made a very big deal over something that really a lot of people would do. >> now two senate panels want the president's son to testify. >> we have had trump campaign officials, we have had trump administration officials, all say they have had no contact with russians, there's nothing to look at here until the evidence comes out that there were meetings with russians. >> as people line the streets for the military parade this morning in paris, the hope is that president trump's visit will help smooth over the relationship between the two leaders. french president emmanuel macron's invitation was offered to commemorate the 100th anniversary of the entry of american troops into the first world war. that began a century of u.s. cooperation and involvement in european affairs, a policy many in europe fear president trump is retreating from. >> something could happen with respect to the paris accord. we'll see what happens. >> yesterday, president trump actually hinted at a willingness to reverse course on his decision to pull out of the global paris climate agreement. >> investigators looking into alleged russian interference in the 2016 election are also expecting whether president trump's digital team during the campaign worked with russia to target clinton supporters with fake news stories on social media. one of the staffers at the helm of that digital operation is expected to release some sort of statement later today. a federal judge is loosening the trump administration's travel ban. grandparents are now exempt. the ban covers people traveling from mostly six mostly muslim- majority countries. the u.s. supreme court allowed it to go into effect last month except for people with close family ties or business relationships. a judge in hawaii said that relatives allowed into the u.s. must include grandparents, in- laws, aunts and uncles, among others. the trump administration will appeal to the san francisco ninth circuit court of appeals if it wants to get the order lifted. a plan to extend california's signature climate initiative for another decade is set to go before state lawmakers on monday. >> but it is in trouble after not securing enough democratic support. kpix 5's jackie ward joins us now with more on governor brown's push to get it passed. >> he is known internationally for his support of climate change and how to help fix it in his mind. we are talking about the "cap and trade" program that took effect in early 2012. as an effort to reduce greenhouse gases. it expires in three years but governor brown wants to extend it to the year 2030. from feedback he got so far from republicans and democrats, that will be very difficult. conservatives are upset about what this woulds would taxpayers while liberals say this proposal wouldn't do enough. brown is criticized for only pushing for this because of his legacy. he claims that's not the case. >> maybe not in my life. i'll be dead. what am i, 79? i have five years more. most of you people when i look out here, a lot of you people are going to be alive. >> brown says without "cap and trade," state regulators would be forced to enact restricteddive mandates on polluters. four republican representatives in washington are using this as an opportunity to speak out against the proposed high-speed rail project that will be funded by the "cap and trade" program. from the office of gop house leader kevin mccarthy they said california republicans in washington and sacramento remain united in opposition to this boondoggle. previous attempts to fund the project through "cap and trade" revenues have been disa.ing which is why we now ensure this does not pass. votes on the senate and assembly needs to take place. they need two-thirds to pass and almost every republican opposes it. plans to open a controversial medical marijuana shop are moving forward despite protests. the plan commission cleared the way at a meeting late last night. kpix 5's anne makovec reports. >> reporter: we'll see another fight about this in front of the full board of supervisors. here's the site in question behind me. this is on noriega and 32nd. it's an empty storefront, used to be a pharmacy. yesterday hundreds of people came to the planning commission meeting to try to stop it from becoming a marijuana dispensary. they wore pink. supporters wore green. right now there are 38 marijuana dispensaries in san francisco, none in the sunset district. >> the quality of life will be impacted negatively. >> six years on market street, we have never had a police incident. we have had no complaints from merchants, from neighbors or parents. we are across the street from a church that operates a daycare within 1,000 feet of us. >> reporter: that is the owner of the apothecarium which would run the proposed dispensary. part owners, former oakland mayor jean quan and her husband, a doctor. they say it will be bilingual incorporating traditional chinese medicine. the vote last night it was taken at around midnight after almost 10 hours of debate on the subject. the planning commission voted in support 5-1. of course, the issue of recreational marijuana is going to be huge in this debate going forward. there's one level of accepting a clinic, there's another if it would then be open for recreational sales. live in san francisco, anne makevoc, kpix 5. the man accused of a deadly shooting rampage at oikos university is due in court today. he pleaded guilty. he will be sentenced to seven consecutive life terms. the shooting happened back in april of 2012. the former nursing student dropped out of oikos university months before the shooting and then wanted his tuition refunded. right now, san jose police are searching for suspects who violently attacked a clerk at a 7-eleven. in february, police say one suspect walked into the location on white road and stole a case of beer. when the clerk followed him out of the store, several other suspects beat him up. police say the suspect in this picture stabbed the clerk. he was wearing a gold and black warriors hat and an adidas jacket. the clerk was seriously injured but survived. investigators already have a confession of sorts in the murder of a 60-year-old saratoga woman. they say that her 57-year-old roommate called 911 yesterday morning to say he shot her. they found the woman with at least one gunshot wound. she died at the hospital. the roommate is under arrest. time now 6:11. working to crack down on litterbugs. next, the step san francisco lawmakers are trying to take to increase fines popular parks. one supervisor plans to crack down on what he says are people with means who leave enormous amounts of garbage behind at dolores park. the park looks like this on a typical weekend. survivors -- or supervisors' proposal would change the way offenders are cited and create a ban on glass beverage containers in the park. city leaders will discuss the plan later this summer. bike and pedestrian safety will break ground this summer in palo alto. the first phase is traffic circles and raised intersections to slow down the flow of cars. some stop signs will also be removed to make it easier for cyclists to navigate the city streets. the goal is to add 13.1 miles on a bike boulevard to the city's current bike network. several road and transportation projects inn cot preliminary list to receive funding if voters approve a toll hike next year. the highway 101 connector between highway 101 and san rafael would receive $135 million. the widening of the marin- sonoma narrows, the lanes. right now we're tracking a smooth ride along this stretch into the city. but just north of here, reports of a stalled vehicle blocking one of the lanes along southbound 101, this is right near rodeo avenue and you can see that backup already starting to develop. we have some yellow sensors starting to light up our screen here so give yourself a few extra minutes if that's part of your morning commute. other than that we're looking good in the north bay out of antioch into hercules. westbound highway 4, usually a tough ride and now we have reports of an accident right near bailey another one coming in near railroad. so we'll keep an eye on that and let you know how that's panning out. over at the richmond/san rafael toll plaza, getting crowded westbound, not nearly as crowded as it is over at the bay bridge toll plaza. still in the yellow making your way across the span but it's just about 20 minutes from the maze into san francisco. hat's a check of your traffic; over to this morning. >> it's a very typical summertime weather pattern where the clouds stack up at the coast providing much-needed relief. many people live at the coast because they like the cool temperatures. and then inland we have temperatures not so normal, well above average. we'll feel a huge jump in our temperatures beginning with later on this afternoon. isn't this gorgeous? this is from lick observatory atop mount hamilton in the santa clara valley. you see so many things going on there. a little thin layer of clouds stacked up from the santa cruz mountains, then those mid- and high-level clouds all associated with what was once monsoon moisture over arizona. there's the clouds leading onshore right now. livermore is clear at 58. temperatures into the mid-90s today. a huge jump into the triple digits with the heat advisory in effect for the weekend. details coming up. we are tracking a new accident on the westbound highway 4. this is as you approach bailey just past marijuana is a gateway drug. there is a church and preschool in the area. right now, there are 38 dispensaries already in san francisco. but none in the sunset district. and the vote last night wasn't even close, 5-1. in favor. anne makevoc, kpix 5. a san leandro man is now in custody accused of luring men to his home with the promise they could sleep with his girlfriend but once they arrived authority say the suspect robbed them. police say the suspect lured at least three men to a house on jefferson street back in may and june. in each incident he allegedly approached with a gun and stole their valuables. 31-year-old devon craft a parolee now faces three charges of armed robbery, plus a gun charge. police say craft used an app called back page which they say is the largest site for prostitution ads in america. in just a few hours, the undocumented immigrant accused in the high-profile shooting death of a woman on pier 14 is due in court. 51-year-old juan francisco lopes sanchez is accused of killing kate steinle in july 2015. a trial date may be set at today's hearing. steinle's shooting set off a national debate. president trump has pointed to the case multiple times as an argument against sanctuary cities. steinle's family asked her death not be used for political purposes. a protest is planned this morning against the oakland police department over its promotion of three officers. the group organizing the demonstration claims that those officers were involved in trying to cover up the police sex scandal involving a minor. the group claims that the officers failed to properly investigated the scandal and even encouraged the teen sex worker formerly known as celeste guap to destroy evidence in the case. the protest starts at 9:30 this morning. crews are now coming from across the oregon border to help fight the whittier fire on the left. some are using the backs of their hands to test the ground for heat and stamp out hot spots. the goal is to crush as many as possible before winds kick up. and east in doyle this wildfire is 33,000 acres. officials say 500 people are working to fight the flames. these are just two of several fires burning throughout california. a debate is raging in the state capital over a plan to extend a signature climate initiative for another decade. lawmakers are expected to vote on the "cap and trade" program on monday. but the plan is in trouble after not securing enough democratic support. jackie ward reports. >> reporter: good morning. the governor's critics say he is doing this for personal gain. but at the state capital yesterday he took a morbid route and said he will probably be dead before seeing the benefits of this. he says california needs to reduce greenhouse gases by 40% from 1990 levels by the year 2030. extending the "cap and trade" program is how he claims we'll get there. improving the air quality across california is one of the main goals but scientists say it would do the opposite. >> build the gas chambers for our children's future and our state's future. >> don't throw it out. >> four california representatives in washington are urging their counterparts back little bit more. >> the committee has also sent an official request for documents from trump, jr. the nation's largest group of doctors is speaking out against the gop's new healthcare plan. the american medical association says that the bill falls short on coverage and access particularly for low income people on medicaid. senate majority leader mitch mcconnell revealed the revised bill yesterday to repeal and replace obamacare. this morning, president trump is taking to twitter writing, quote, republican senators are working hard to get their failed obamacare replacement approved. i transit center. the transbay joint powers authority board approved the naming rights allowing "salesforce" to put its name or logos on signs around the center. it will be connected it the new "salesforce" power and park. the deal lasts for 25 years. the june retail report is out this morning and some rare good news for san francisco- based wells fargo. >> joining us now is kcbs radio's financial reporter jason brooks. >> reporter: good morning. a busy day, lots of economic news out and the 2nd quarter earnings season kicking off. as far as the economy goes, americans weren't spending out as much on restaurants or drinking as retail sales were down two-tenths of a percent in june according to the commerce department. really weak numbers for restaurants and bars. department stores continue to struggle. online shopping was up. and furniture sales were also up. consumer prices were flat according to the labor department in its consumer price index up only 1.6% from year before. good news at the grocery store as food prices flattened out after five straight monthly increases. big banks are in the spotlight as they report their earnings including san francisco-based wells fargo, jpmorgan chase and citigroup. wells fargo topped profit expectations. its income is up 4.5% to $5.8 billion. revenue of $22 billion was a little under expectations. wells fargo continuing to rebuild its brand after its fake account opening scandal. despite the largely positive earnings results for those banks, investors don't seem all that impressed. shares in each one of those firms is lower in the early going. let's check it. dow up 15. nasdaq up 19. s&p up 9. shares in wells fargo down by over 2%. back to you. >> thank you. if you grove around san francisco you know the -- drove around san francisco you know how hard it is to find parking. a new study finds that drivers in the city waste an average of 83 hours a year trying to find a spot. san francisco ranks number 3 in the country behind new york and los angeles. and people in the city also pay an average of $12 for every 2 hours of parking. ouch! >> ouch. the struggles of living and working in the city. >> i know it. >> but in new york they pay like i think it's $33 for two hours of parking? >> that's a lot of time to be looking for parking. >> yeah. >> get that app, there's a app that you can download hitting some delays. if you are heading out of antioch, right now westbound highway 4 jam-packed in the red. traffic is backed up to about loveridge at this point. this crash just past railroad approaching bailey road right lane blocked. it's about 47 minutes between antioch and heading into hercules connecting with i-80. you may see some flashing lights at least a visual distraction through there. an earlier crash cleared along vallecitos just east of 680 but we still have some crews on the scene waiting for a tow truck to arrive. in the meantime, very slow speeds drop below 25 miles per hour along highway 84 there. 880, southbound direction, seeing the usual delays. it's about 15 minutes from 238 on down towards decoto road highway 84 there. san mateo bridge our travel times in the green just under 20 minutes. but out of hayward to foster city, it's getting crowded. hat's a check of your traffic; over to you. right now, in the midwest, some people are bringing home their groceries in kayaks. the severe flooding forced evacuations and caused blackouts in multiple states. illinois saw lightning strikes. in one ohio subway a football and carnival space were flooded out. the state had 45 evacuations when a mobile home park faced dangerous water levels. flooding warnings are expected to continue through the weekend in seven states. roberta, what's going on over here?
